MONTHLY BOARD MEETING MINUTES
FEBRUARY 19, 2015
The regularly scheduled meeting of the Board of Directors of the Emerald Bay Homeowners Association
was held at the Emerald Bay Clubhouse, Smith County, Texas, on February 19, 2015. President Carroll
Strange called the meeting to order at 5:00 p.m.
All Directors were present. There were _26_ community members present.
The opening prayer was offered by Larry Lummus.
The President then asked if there were additions or corrections to the Minutes of the Board of Directors
meeting, January 22, 2015, as published in THE RAINBOW REVIEW. As there were none, the minutes
were approved as published.
TREASURER’S REPORT
EDD CLARK
Our December financials are currently being reviewed for audit by our CPA.
Please refer to the January financial summary. We have money in the bank and we are paying our bills
and we are good for the next month. Our cash on hand is $249,637. Our revenue is up over $3,800. Our
expenses are well within budget. Our capital fund balance is $88,313. Thank you.

There were 3 requests for permits this past month. Two were approved and one submission did not
require a permit for the requested work.

There is no grass to mow. We are working issues with two residences in need of yard cleaning.
They had a lot of leaves and limbs. One of them has been cleaned up and we will get the other one
cleaned fairly easily.

Security continues to operate out of the temporary guardhouse with minor issues. As a reminder the
membership can help expedite the entry process by calling in guests, visitors and vendors ahead of
time. This eliminates the time it takes to track someone down to authorize entry.
The request for toll tag information for the front gate went out this week by mail. When you receive
it please verify or correct current vehicle information and return for entry into the database.
Security is fully staffed again with patrol on duty. They have been monitoring speed and have issued
several verbal warnings.
A member suggested that we recommend to walkers and bikers that they wear reflective clothing or
carry lights to alert drivers as to their presence. A combination of driver awareness and pedestrian
visibility will make streets safer for all.
Two new members, Lou Jander and Charles Cates, have joined the security committee since the last
board meeting. Additional members will be joining soon but we still have room for more. Anyone
interested should please contact me.
[Discussion was had between President Strange and Director Sossaman regarding the difference between Toll tag numbers and account numbers. If Members have any question about which number to
use they should review the format shown in the request letter that was sent out.]

MONTHLY BOARD MEETING MINUTES
FEBRUARY 19, 2015
The regularly scheduled meeting of the Board of Directors of Emerald Bay Club, Inc. was held at the
Emerald Bay Clubhouse, Smith County, Texas, on February 19, 2015. President Carroll Strange called
the meeting to order at 5:06 p.m. All directors were present. There were _26_ community members in
attendance in the audience.
The President asked if there were any additions or corrections to the Minutes of the January 22, 2015
meeting as published in THE RAINBOW REVIEW. There being none, the Minutes were approved as
published.
TREASURER’S REPORT:
EDD CLARK
Our December financials are currently being reviewed by our CPA.
Please refer to the financial summary. Cash on hand, total operating is $232,682 plus capital for a total
of $913,509. Please note the capital reserve allocations. In Operating, our revenue is approximately
$2,200 less than budget. Our expenses are well within budget. Our capital stands at $680,827. Our delinquencies: we have 2 with liens, 1 new addition, and 2 recoveries. We continue to follow our legal
collection procedures. Thank you.

A. Motion by the Director for the House Committee
JOHN MILLER
I would like to make a motion that we buy a new ac unit for the West Room under emergency
capital. This is a budgeted item and the amount is $6832.74. This is a replacement unit.
The motion was seconded by Barry Sossamon.
The motion was passed unanimously.
B. Motion from the Director for Legal, Planning and By-Laws
EDD CLARK
I make a motion for the Emerald Bay Board of Directors to approve amending the extension of
the referred “Ball Building” lease agreement from July 1, 2021 until Mr. Jerry Ball’s demise.
The motion was seconded by John Miller.
[Mr. Clark then followed up with some comments for the audience in regard to the lease on
the building and the reason for the extension request.]
C. Motion from the Director for Membership
CARL SMITH
I move that we accept for membership into Emerald Bay Club and Emerald Bay HOA the
following applicants:
Robert J. Beall, Sr. (know as Jeff) upon his closing on the purchase of the residence at
118 Emerald Bay Dr.
John R. (Ross) Crawley as the new owner of the residence at 109 Carmel.

Per our Consolidated Rules and Regulations the Golf Committee would like to recommend
approval by the Board of Directors, the outside golf events for the 2015 calendar year. We

ACTIVITIES
NANCY BRINSON
An Activities committee was formed this past month and those willing to take the challenge to make
Emerald Bay the best it can be, as far as fun and informative activities are:
Theresa Breedlove, Barbara Brooks, Cathy Clymer, Gigi Gibb, Reba Foursha, Carolyn Hendricks,
Joan Henness, Nancy Johnson, Carol Lee, K.B. Malone, Nancy Nickel. Gloria Rognlie, Sharon
Sossamon, Deb Youngman, and Cathy Wright. Zoe Kuschel has graciously accepted to chair this
committee. Zoe has already met with her committee and is busily preparing new and fun activities,
as well as tweaking some of the old tried and true ones. I want to thank all of these volunteers. The
calendar for 2015/2016 is filling up fast.
We had an "Activities Suggestions" meeting last week and it was a huge success. The President’s
Room was full of interested members with several new, exciting ideas and some thoughts on how
to make improvements. Zoe and I really appreciated those who came and we look forward to
implementing these activities.
Our Red and White Sweetheart Date Night dinner was a huge success filled with great food, soft
music, beautiful decorations, and a handsome couple greeting everyone and helping make the night
as pleasant as possible. Thank you fellow board member, Jim Ingram and wife, Nita, for a job well
done. I would also like to thank Cathy and Dave Clymer and Zoe Kuschel for decorating and
cleaning up the East Room for the Red & White Valentine’s Date Night.
March is shaping up to be a fabulous month with bingo, another super meal, and a member golf
maintenance tour (March 2 at 3:00). Our annual "Meet Your Neighbor” evening will be Friday,

This year has started very nice for food and beverage. We have experienced some very nice parties
and brunches. Our staff has been working hard to meet the needs of our community. I am very
pleased with the progress we are making in our kitchen. Our Saturday morning breakfast has really
picked up and attendance has been great. Just recently we had our steak night. Approx. 80 people
attended and were able to pick out their individual steaks cut to their size. Our steak nite was
prepared by Sam Moffitt and his staff and we had nothing but great feedback from our attendees.
In addition to our steak nite last Friday this same staff prepared Sat. morn breakfast. They worked
all day Saturday to prepare for the valentine dance as well as our open dinner settings in the east
room for those not attending the Valentine Dance. Then returned Sunday morning for the Valentine
Brunch and Sunday buffet. As all of you can see, many long hours were spent to make our dining
experience successful for each one of us. Please take the time if you will to say thank you when you
see them. A kind word from you means a great deal to them.
This past Monday we are proud to announce the employment of Mr. Ian Woods as our new Food
and Beverage manager. When you get the chance please drop by and welcome him to our great
community. We look to the future with Ian.
Our F&B committee will be meeting each month. Watch for the dates as they are announced. We
encourage the community to join us and so far we have really great turn-outs for those meetings.

STORAGE
JIM INGRAM
Well as I just said, we are going to get up there and clean the storage area out. It really needs it.
We’ve got a lot of limbs that have fallen. As soon as we can we are going to cut some of the trees
down that we need to cut down and clean the place up. Hopefully we can clean up some of the bog
area in the back and in doing this we should add some new spaces that are very much needed, as we
have a long waiting list to get into that storage area.
GOLF COURSE/PROSHOP

Winter is the time for performing tasks which cannot be done any other time of the year. Course
conditioning during the growing months limits the amount of time we can commit to certain tasks.
Our budget allocates funds for projects which have been deemed necessary and we try to accomplish as much of this type of work during the colder months.
The month of January presented a mixed bag of weather. Many of the projects we hoped to complete during the first thirty days of the year progressed at a slower pace than we desired because of
wet conditions. However, there was just enough good weather during the month which provided the
opportunity to accomplish some necessary tasks. Installation of the new potable water piping system also began during January and we quickly found ourselves involved heavily with that project.
Because the project started on the golf course some of our staff had to be committed in facilitating
the crossing of number eighteen fairway. Some of our time will have to be committed to this project
until the contractors no longer are on the golf course.
The purchase of new trees was included in the new budget. Ten trees were bought and have been
planted in areas on the course that we felt were left a little void after some necessary tree removal
last year. Most of the trees were planted on holes two and four. The new plantings should be an
asset in these areas. Care was given to place the trees in places which will not affect the greens by
shade at any time during the year.

The budget also included amounts designated for drainage. Although most of the drainage will be
installed on the Driving Range, several other wet areas will be addressed over the course of the
next two months. We have already installed drainage on numbers three, four, and ten. During
one of the high school tournament days we also installed two hundred feet of drainage tile on the
Driving Range. As time allows and weather permits, more work will be performed on wet areas of
the Range.
Our goals for the year also included improving several tees. We have done some minor leveling on
the “red” tee at number one as well as leveling the entire tee on number sixteen. We have recently
finished leveling the “Blue” tee on number eleven and hope we can do the same for several more
tees on the course before growing season begins.
Warmer temperatures are always welcomed yet it is during this time of year that most of the course
improvements are accomplished. We strive to do as much as possible during these colder months
but it seems as if there is never enough time to do all the things we plan. We will give it our best
effort until the grass demands most of our attention.
Even with the January weather, we had a good month in the Pro Shop. Our Merchandise
revenues were $5,230 and we sold $144.25 in Snacks. We also had 1,113 golf rounds for $1,269.

As indicated by an earlier motion that I made, we have interviewed and approved two applicants
since the January Board of Director’s meeting.
We have five (5) pending applications for membership. Two of those happen to be for the same
residence, one of which is for a sale, and the other a lease. I don’t know the status of those right
now, but they are out there.

The HR Committee met with the GM and the President to finalize a proposed Organizational Chart
to be submitted to the full Board for approval in March. The printed document will be available by
next week for each Board member to review prior to the work session in March.
ENGINEERING
JOHN CORDOVA
As an update to the Guard House project, the project is moving forward as planned. There was a
delay in construction due to the sliding glass doors ordered came in late. They are on sight and will
be installed tomorrow. The brick work will begin on Monday. In coordination with Security, the
GM and the Engineering Committee, the data required for the RFID system has been identified and
put into a database for input into the CapSure system. A letter has gone out to the membership to
begin gathering the information required for the RFID system. The completion and implementation for the system will be handled by Security in coordination with the GM.

With regard to the Emerald Bay sign at the front gate, the Engineering Committee has studied the
structure there now and presented three options to be taken up by the Treasurer for review and
recommendation to the board for any proposals going forward.
With regard to the drainage issue behind the Tennis Courts, the Engineering Committee has evaluated
a plan put forward by the GM and the Golf Course Superintendent. Based on the information provided,
the EC did not favor diverting water in other places on the golf course to alleviate the volume of water
being delivered to the basin behind the tennis courts. The recommendation is to deal with the issue on
one place rather than two.

PRESIDENT’S COMMENTS
CARROLL STRANGE
2015 is off to a wonderful start. Ian Woods started to work this past Monday as our Food & Beverage
Manager. We welcome him and trust that his leadership will be a huge benefit to that operation. I
know, for sure, that our General Manager is proud he is here. Our Directors and their committees are
being very active and functioning well. If you attended the F&B committee meeting, or the activities
committee, I’m sure you will agree. We still have some growing pains in shifting to the General Manager running all operations in our HOA and Club, but we are getting there. After 40 years of Directors
telling employees what to do, we still slip up at times. The entire Board agrees that our job is to set policy, do long range planning, approve all capital expenditures, and work with the GM. Thanks to all
members who are volunteering their time and talent to serving our community.

(WAG)
Our regular meetings are on the first and third Fridays of the month in the
Emerald Bay Conference Room. Two of our members enjoy writing poetry, three

Meet Your Neighbor - Randy Stuart
Randy was born June 14, 1957, in Branson, MO. The second oldest son to Joe and Ida
Stuart from Forsyth, MO. He has four brothers - yes five boys - Alan, Randy, Dean, Brad
and Tim. His Mom and Dad owned a restaurant in Forsyth - the Fox Café - so they had
babysitters to help raise them; he said they went thru several.
Along with owning the café, his parents owned 80 acres on which they raised hogs. Randy
and his
older brother Alan helped feed, water, build shelters, and just like Joni Ernst, Congresswoman from
Iowa, castrated pigs too. His Dad would let the boys have one sow each and raise their pigs to take to
auction so they could have their very own money. They saved up enough to buy a new color TV for
the family.
In 1967 a tragic event opened up a new world for Randy. He has always been athletic, playing baseball, basketball, track & field. One summer day a fire broke out at a 9 hole golf course near where they
lived. Randy did not even know there was a golf course there. The kids could see the black smoke
and followed the fire trucks. A member threw down a cigarette in the cart barn - all gas carts - and it
caught on fire and burned to the ground.
A few days later some of the boys went back. The pro/owner said they could have anything they
wanted. Randy said that after the fire there were no woods because they were actually woods and the
irons were charred. A friend’s dad had a small shop where they used steel wool to clean the charred
irons, a vise to straighten the shafts, and black electrical tape to make grips. Randy supplied the linen
feed sacks for golf bags. Randy thought the little rascals had nothing on them.
Just imagine the look on the pro’s face when he saw 10 kids coming down the road on bikes, bags in
hand, cut-offs, no shirts and tennis shoes. They did not get on the course until after they put shirts
on - dress code!!! He let them go to the driving range. What a blast! Randy was 10, although big for
his age, fell in love with the game and could hit the ball even with electrical tape for grips. This made
for slippery conditions when it got hotter and with sweaty hands. There is still a 9 iron up in a big
cedar tree!
As time went on, the pro let the boys get on the course for a discounted fee of $2. He let Randy hit
rental clubs one day - man - straight shaft, a real grip and a head made of wood. The pro saw that
Randy could hit pretty good with no instructions, so he got special treatment. One day the pro asked
if Randy wanted to work and learn about taking care of a golf course. Randy’s Dad gave him the OK
and dropped him off at 5 a.m. every day. He started by putting sprinklers on the greens and mowing
around trees. After a couple of weeks he learned to use a walk-behind greens mower. That was
followed by learning how to spray greens. One of his favorite things was to whip dew off the greens
with a fiberglass pole.
After working a couple of summers, the pro thought it was time for Randy to have a new set of clubs
for the work he was doing. Along with the clubs came all the accessories, even the shoes. Not bad for
a 12 year old.
During the winter of 1971, the pro, Milton Ross, slipped on some icy steps and hit his head. The
following Spring he had brain surgery to remove a clot. The pro’s wife gave Randy the keys and asked
him to manage the shop and the course. Randy was only 14 when this opportunity arrived. The pro

Randy and Susan met in school in 1964 when they were in the first grade. Susan admitted she was
chasing Randy since then. They had some growing up to do and Randy didn’t have the nerve to ask
her out until their junior year in 1974. Randy said he was playing “hard to get”, or maybe it was
because her Dad was his basketball coach until they won State in 1973. Randy remembers the championship game and the coach was going to put him in but instructions were “do not shoot just work the
offense.” Randy’s second trip down the floor, he launched one from about 18 feet and made it. He
tried his luck on the bench the next time out. After they graduated high school Randy and Susan talked
about getting married. Susan’s parents said she had to graduate college first, so she graduated a 4-year
curriculum in 2-½ years.
After high school, Randy started working at Twin Oaks Country Club in Springfield, MO. They were
putting in new fairway grass in the summer of 1975 and the sod came from Hickory Hills Golf Course,
the home of Payne Stewart. As Randy would help load the sod, he could see Payne practicing. Randy
played in two Missouri open championships with Payne’s Dad, Bill Stewart, and never got the opportunity to play golf with Payne, but he did play basketball against him. Randy says he still wonders why
he never played golf with Payne!
Randy went to the range one day to work on his wedge game. A gentleman yelled out “Hey Stuart,
wanna go,” it was Ky Lafoon, a tour player from the Hogan era. In fact he roomed with Ben Hogan
and traveled together from stop to stop. Randy was 19 and Ky was about 78. Ky played the white tees,
Randy played the black, only 9 holes, Ky won 7 of them and Randy was only 2 over for the nine.
“Chief”, as he was called, claims that he was the one who got Hogan to stop hooking the ball. Randy
said a lesson he taught was “it’s not how far, it’s how many.”
Randy could always hit the ball long. At 16 he went to the first-ever world long drive contest in
Chicago. Drove 660 miles to hit three balls. That was Golf Digest’s first attempt to what is now
RE/MAX World Long Drive. That was 1973. First ball - hooked to OB; 2nd ball - pop up; 3rd ball 277 yards into a 20 mph wind - not bad for a 16 year old. The best he ever did was in 1978 he finished
second to Terry Forcum and his White Lightning shaft in semi-finals in St Louis. He beat Randy by
one yard.
In 1977 Randy got a job in Billings, MT, by way Pro Milton Ross in Forsyth, MO. He worked there
until after he and Susan were married. Randy and Susan were married January 14, 1978. After their
honeymoon, they started out for Billings, MT. The day they arrived Billings, it snowed 19” and Susan
said, “This is not going to work.” So Randy sent out resumes to find a job in a warmer place.
After about three months Marriott’s Tan-Tar-A Resort in Osage Beach, MO, responded. Susan and
Randy really liked working there. He was the Assistant Golf Pro and she worked in the tennis and racquetball courts. Boy could she play racquetball - beat all the guys.
Randy and Susan moved to Florida in 1983, and he was working at Pro Golf Discount in Jacksonville.
He went to the PGA merchandise show in Orlando in January of 1984 and met the company marketing
one of the first golf swing analyzers ever built. The owner/inventor asked Randy to help sell the
Sportstech Swing Analyzer through the Pro Golf store, so he did. In December 1984, Randy was asked
to take the machine to Boca Raton to help Johnny Miller at his two-man invitational. Randy set up at
Boca West, met all the players and helped introduce the analyzer. He met Jack Nicklaus and his two
sons, Jack, Jr. and Gary. As Gary hit on the machine, Randy noticed that his weight distribution

was way off - 92% on left foot at impact, inside out 14 degree path. Gary was 16 years old and was
Johnny’s partner. Johnny said he was all over the place on the course. Randy shared his thoughts
with Johnny as to why and he confirmed. Johnny then motioned to Jack to have him listen to Randy’s
analysis - 250 people gathered as if E.F. Hutton was about to speak….Randy told Jack his impression
of Gary’s swing and why he was so erratic. Jack asked Gary what “Phil Rogers” was teaching him and
Gary responded “put more weight left at impact”. Jack’s answer - after a long thought-out pause - “I
don’t know what Phil is doing with him…but you are right.” Randy realized that he could teach golf.
He just had the greatest player of all times allow him to evaluate his 16 year old son’s swing and
agreed with his analysis. Randy was on Cloud 9 after that conversation.
Randy and Susan moved to Texas in 1998 and they both worked at International Golf. As they were
looking for a place to live in Tyler, he asked the agent about Emerald Bay. She said that we would not
like it there, just a bunch of “rich stuck-up people“. As they worked and lived in Tyler for 6-½ years,
they met a lot of nice people from the Bay and they could not see how their agent could be so wrong.
The opportunity came in September 2004 to buy their dream home at Emerald Bay. Randy and Susan
are not sure how it happened but they bought the house at 121 Fairway. As they were unloading the
moving trucks in the pouring rain, a neighbor came over and asked if he could help. Since they had not
met, they told him they were fine and he should get out of the rain (he was soaked). A few days later
Susan and Randy met him and he introduced himself - Jack Samuelson. Randy and Susan feel that
God must have put Jack into their lives so they could help each other: Randy there to help Jack
through all his brain surgeries - Jack there to show Randy how to handle adversity - here at Emerald
Bay where they both could belong to a family of friends.
Golf has been a big part of Randy’s life. He enjoys everything about the game, teaching, fitting clubs,
fixing clubs, practicing, and spending time with friends. In his dreams, he always wanted to teach golf,
hoping that someone would love the game and be proficient enough to turn pro. Golf is in his blood.
Randy said he married the love of his life and best friend, living in their dream home at Emerald Bay
surrounded by friends - dreams do come true.

Members have recently submitted letters or articles for
publication in the Rainbow Review. In order to be fair to all,
the Editor has developed a set of criteria that will be used to
evaluate material submitted for publication. Articles should be
composed as “Letter to the Editor” as in local newspapers.
Letters must be sent to Carl Smith, Editor, by email:

Hard copies will not be accepted. Guidelines follow:
1. Letters should discuss matters that are relevant to a
majority of the membership and must identify the
author.
2. Editor reserves the right to edit letters for accuracy,
