Meigs commissioners welcome you!
I grew up in Meigs County and upon
graduation headed to Marshall University
to get my degree and to play football.
I was blessed to have a good collegiate
football career that led to a 13-year NFL
career. Although, I was away for 19 years,
I luckily got to marry and take my high
school sweetheart with me.
When deciding where to make our
home with our four children, knowing
NFL careers don’t last forever, my wife
and I realized how much we missed our
family, friends and small-town atmosphere. Meigs County was a great place
to grow up and we chose that for our
children. I am proud to be a Meigs County
citizen and honored to be representing
Meigs County as a commissioner.
We, as Meigs County commissioners,
have many responsibilities in the Commissioner’s Office, but in addition to being
commissioners, we have other occupations in the county. I am also very fortunate and privileged to be the head football
coach at Meigs High School and to coach
my children’s many sporting activities.
The struggles and challenges of teamwork
and injuries I experienced in college and
the NFL have helped me in my professions as commissioner and football coach
today.
I might be the head coach of the Meigs
High School football team, but I am
thrilled to be part of the Meigs County
Meigs County has deep roots in the
faith community with 120 churches from
the non-denominational to the more traditional. Churches as a whole play a huge
part in our community. In 2013, I began
to pastor an evening service at the Mount
Union Baptist Church in the Carpenter
area, and in the spring of 2014 took over
as the pastor of Trinity Congregational
Church in Pomeroy. From summer times
filled with Vacation Bible schools to various other activities during the rest of the
year, our church community has something for everyone. In 2014, the area saw
the second installment of the Tri-County
Christian Concert Series in which headline contemporary Christian groups are
brought to the county for a free community concert. We have had acts such as Big
Daddy Weave and Unspoken and look forward to future concerts. This series brings
thousands of fans to our community and
is a project of several area churches.
I am a lifelong resident of Meigs Coun-
ty. I have spent my adult life in public service in Meigs County, both in law enforcement and social work. My wife, Beverly,
and I have known each other since grade
school and have four awesome children.
We choose Meigs County to raise our family because Meigs County is an awesome
place.

I grew up in Racine and from the time I
was big enough to carry a basket of tomatoes, I worked the summers on my Uncle
Harry’s produce farm in Letart Falls. I
remember hearing that the Great Bend
was nature’s greenhouse, attributed to the
slightly milder weather along the river
and that great soil. I recall how satisfying
it was to sustain our needs, (from what
we ate every day to our income), from
what we grew on the farm.
Today, I live in the northern part of
the county near Langsville with my wife,
Jane. We own and operate and share a
farm with beef cattle, riding horses and
lots of wild critters.
But without a doubt, God’s blessings
and this great place of Meigs County still
sustains me. If you ever get tired of where
or what you are, come visit Meigs County
and get some dirt under your fingernails.

Meigs County’s pioneer
history is rich, and the
influence of its earliest
European settlers — most of
them German — continues to
be felt in the 21st century.
Residents here are proud
of their heritage — one that
makes the county a rewarding
place to visit.
Establishment of the county
On Jan. 21, 1819, the Ohio
General Assembly formed
Meigs County from portions
of Athens and Gallia counties.
Some of the county’s townships were already established
as parts of Athens and Gallia
counties at the time Meigs
County was established 196
years ago. Others were formed
when the county came into
being.
The county is named for
Return Jonathan Meigs Jr.,
who served as territorial governor of the Northwest Territory and was governor of Ohio
when the county was formed.
He later served as U.S. Postmaster General.
Firsts
The first settlement in the
county was at Letart Falls,
dating back to 1796.
The first election was held
in Meigs County in April
1819. The first county seat
was in Middleport, but the site
served only for a brief time
before the center of county
government was moved to
Chester.
Courthouses and county seats
The first courthouse, still
standing and now serving as
a museum, was built in 1828.
Chester remained the seat of
government until 1841, when
the county seat was moved to
Pomeroy.
After operating from a
building provided at no cost
by pioneer industrialist Valentine B. Horton, the county
government moved into the
current county courthouse
in 1851. The courthouse was
built at a cost of $5,000 and
is still distinctive for having a
ground-floor entrance on all
three levels. The county jail is
on East Second Street and was
built at the turn of the 20th
century at a cost of $24,000. It
is still in use today.

guide to satisfy the community’s appetite for goods and

Tuesday thought Friday. On

Battle of Buffington Island:
Ohio’s lone Civil War engagement
The Battle of Buffington
Island was a significant Civil
War engagement because
it was the only one fought
within the confines of Ohio’s
state borders.
It is known by Civil War
historians as “Morgan’s
Raid.”
Brig. Gen. John Hunt Morgan began his famous ride
by hand-picking nearly 2,500
Confederate cavalrymen and
artillerymen and set off from
Sparta, Tenn., on June 11,
1863. Gen Morgan’s intent
was to divert forces away
from the Rebel armies gathered in the west and interrupt Union communications
everywhere he went. He and
his men conducted a number
of raids and small skirmishes
during a ride that would take
them more that 1,000 miles
in 46 days.
On July 2, 1863, while
two great armies were battling in the hills surrounding
Gettysburg and another two
great armies were engaged
at Vicksburg, these raiders
entered Kentucky as they
headed north toward Louisville.
On July 8, Morgan crossed
the Ohio River into Indiana
at Brandenbrug, Ky., near
Cincinnati. Along the way,
these men raided towns,
stores and private homes,
stole much-needed horses to
replace their worn out ones
and caused great anxiety

As Morgan continued
north and east across the
state, he encountered more
militia and regular townspeople who began to harass his
force and make life difficult.
Union Gen. Ambrose Burnside organized Union troops
and militia units to prevent
Morgan from escaping back
to the South. Burnside sent
forces under generals Shackleford, Hobson and Judah in
hot pursuit.
On July 18, after a long
day of fighting with various
Meigs County militias and
citizens, Morgan arrived at
Buffington Island with the
intention of using it to get
back to friendlier territory.
Worn out from a hard
day of riding and fighting,
Morgan decided to rest and
take on the militia the next
morning, which allowed Gen.
Judah’s pursuing forces to
catch up to him — and the
battle began at approximately
6 a.m. July 19, 1863.
Fighting raged across the
fields along the river for most
of the day, but as Morgan
began to cross the river, the
Union gunboats, Moose and
Alleghany Belle, shelled the
Confederates and prevented
their crossing. As more
Union forces arrived, Morgan
was finally surrounded and
ordered to surrender.
At about 3 p.m., Shackleford granted Morgan one
hour to surrender, but they
used that time to fortify their
position instead. The battle
continued until nightfall
when Morgan, along with
about 400 men, escaped
while the rest of his force surrendered.
He again tried to cross the
river between Reedsville and
Hockingport, around Belleville, but was again turned
away by Union gunboats and
cavalry.
While some of his men did
reach the southern shore,
others drowned and Morgan
was forced to turn north.
Union forces continued to
pursue Morgan until, finally,
on July 26, he and his men
were captured just north of
East Liverpool in Columbiana County.
From best estimates,
approximately 3,000 Union
forces and 1,700 Confederates were engaged. This
ended the only battle of the
Civil War to take place in
Ohio.

Meigs County:
The hunting playground of Ohio
Meigs County is currently home to 9,000 acres
of public hunting. Most of
the hunting is located in the
Shade River State Forest in
the Reedsville area and the
AEP-Gavin Recreation Area.
Like most of southeastern
Ohio, the AEP-Gavin Recreation Area consists primarily of steep slopes, narrow
ravines, and rounded ridges.
Several old fields have been
reverted to forest and is
mixed with woods, home to
several tree types like the
maple, beech and red oak.
Several types of game,
such as deer, wild turkey and
gray squirrel, are popular
among hunters. The ongoing
forestry management work
has lead to an increase of
the deer population every
year. Other species like red
foxes, rabbits and opossums
are also present but are in
smaller numbers.
Unlike most state-owned
wildlife areas, a free permit is required to hunt in
the AEP-Gavin Recreation
Area. Permits and maps
can obtained by calling
1-800-WILDLIFE, visiting
the Meigs Soil and Water
Conservation District in
Pomeroy or by logging onto
www.aep.com/environmental/recreation/recland/permit.aspx.
The AEP-Gavin Recre-
ation Area offers a free
camping area during deer
and other hunting seasons.
The campground is located
on state Route 124 between
Salem Center and Langsville.
The Shade River State
Forest encompasses 2,485
acres of land and is open
year-round. The state forest
is home to hunting, hiking
and general sight seeing.
Like AEP-Gavin, Shade
River State Forest is home
to several different species
to hunt like deer and turkey.
Motor vehicles are
restricted to roads for such
travel and the speed limit
on these roads are 30 mph.
Camping and building fires
are not permitted, however, camping is available at
Forked Run State Park.
Off-road vehicles are prohibited. The State Forest
boundary is marked with

Sternwheelers, boaters and fun-seekers
travel from all around
the region to attend
this three-day festival
on the Ohio River. The
event kicks off with a
mile long “firetruck
parade,” which boasts
more fire trucks and
emergency service providers than any other
local parade. The annual event, organized by a
local committee of volunteers, with support
from area businesses,

to enjoy acts from all
over the country. This
year, the Pomeroy
Blues and Jazz Society
has created a lineup
that will once again feature a wide variety of
performers, including
Royal Southern Brotherhood, Albert Cas-

The festival is free

pageant. The 2015 festival featured an Elvis
Tribute Artist contest,
along with headliner
Dwight Icenhower, a
world champion Elvis
Tribute Artist, who
set record-breaking
attendance for the
festival in 2015 during
his show. Festivities for
the 2016 Sternwheel
Festival will include the
Morgan’s Raiders, as a
part of a Civil War re-
enactment.
Many Sternwheel
boats attend the festival, which has grown
in popularity over the
years. These privately
owned vessels, which
travel up and down the
Ohio River, add to the
festival’s unique character.
Party in the Park
Each September, as
the leaves change color
and the air becomes
a little cooler, the village of Racine holds
its annual Party in the
Park at Star Mill Park.
This year marks
the eighth year of
the event, which will
be Sept. 8-10. This
festival—a highlight of
the fall season — features fun for the whole
family. Inflatables, kiddie and adult carnival
rides, carnival and
arcade games dot the
park landscape.
In addition, children
can compete in the kiddie tractor pulls. The
Cruisin’ Saturday Night
Car Show offers collectors and enthusiasts
the chance to see their
favorite classic vehicles. An arts and crafts
shows runs throughout
the three-day event, as
local vendors show and
sell their homemade
goods.
Musical acts also
play throughout the
festival. This year, the
Locash Cowboys will
be headlining the event
with a performance on
Saturday, September
10. Other musical acts
will be listed as plans

The Downing House
historical landmark
The Downing House, with
its stately façade and rich history, was built in 1859 and is
located in downtown Middleport’s business district just a
block from the Ohio River.
The house is listed on the
National Registry of Historic
Places.
Major John B. Downing
lived in the house from 1899
until 1914. Downing was
a riverboat captain on the
Ohio River who befriended
Mark Twain —also known as
Samuel Clemens.
In 1868, Downing opened
an insurance agency in the
building that is adjacent to
the family home, which now
holds the “by Hearth and
Candlelight” antique shop.
Downing’s grandson,
Rodney Downing, joined the
insurance company in 1916.
Rodney Downing was the
last of the family to occupy
the home before passing in
1993.
In late 1998, the home was
purchased by three entrepreneurs, Ron and Linda
Carpenter and Mary Lou
Naftzger. Linda and Mary
Lou became friends while
working at Children’s Hospital in Columbus and Ron
operates a contracting firm
that specializes in restoration
of homes. The three have
done all the restoration themselves.
First to open in 1999 was
the antique shop “by Hearth
and Candlelight.” This name
came to light when a sign
was bought at an antique
shop which use to hang in
one of their own homes.
In late 2003, the bed &
breakfast had its grand opening with Rodney Downing’s
daughter and family being
the first to stay.
Located one block from the
public boat dock and ramp,
visitors can enjoy boating,
fishing, hiking, antiquing,
history research and relaxing
on the front porch or in the
sun parlor.
The Mark Twain guest
room, with adjoining bath,
is decorated in blue and
white, antique oak furniture
and porch windows on three
sides.
There is an elevator for
easy access to all guest
rooms on the second floor.
The house is also available
for small weddings, special
dinners, meetings or any
variety of events.

Fur Peace Ranch
The 1960s were an important time
in history, and the Fur Peace Ranch in
Pomeroy, Ohio, allows visitors to step
back in time to enjoy this exciting time
period. Owned by Jorma and Vanessa
Kaukonen, the Fur Peace Ranch was
established in 1989 as “a ranch that
grows guitar players.” Since that time,
the ranch has expanded its offerings to
become a highlight of any visit to the
region.
To the budding musician, Fur Peace
Ranch offers guitar camps throughout
the year. Many of the camps are offered
on weekends, and include 10 hours of
instruction, overnight accommodations,
meals, and tickets to that weekend’s
concert performance. Classes are small,
offering attendees personalized attention from their instructors. Instructors
include Jorma Kaukonen, Spencer
Bohren, Doug MacLeod, Eric Bibb, Kai
Echhardt, Tom Feldmann, Rory Block,
Bobby Vega, and many others. Special
couples’ weekends are also available.
The camps include instruction in guitar,
bass guitar, finger-picking guitar, electric
guitar, mandolin, vocals and performance, and songwriting. Surrounded by
the serenity and natural beauty of the
Appalachian foothills, both novice and
experienced musicians can find themselves inspired at Fur Peace Ranch.
In addition, Fur Peace offers a unique
concert venue for a variety of acts. From
March through November, the ranch
hosts a variety of concerts. This year’s
performers include Hurl and Friends,
Jim Kweskin & Meredith Axelrod Quartet, the McCrary Sisters, and the Empire
Roots Band. On July 16-17, Fur Peace
will host its Arts & Minds Festival, featuring an art festival and concerts by the
Marty Balin Band and New Riders of the
Purple Sage.
But the style of the 1960s is not limited only to music; the era’s art also had
a distinct voice. Fur Peace also includes
the “Psylodelic” Gallery. This museum
(designed to look like a silo, hence its
name) captures the spirit of the Psychedelic Era of the 1960s and allows visitors
to explore the history, art, and music of
this time period. Rotating artists display
at the gallery, and authentic jewelry,
clothing, and music posters from this era
have also been a part of the exhibit. This
gallery also includes the Liquid Light
Show, a show created especially for the
Psylo. The Psylodelic Gallery is open
Wednesday through Friday from 1-5
p.m. and during concert events.
With guitar camps, concerts, and art
exhibits, the 1960s come alive again at
Fur Peace Ranch.

Charlie’s Red Star Blues
Barn is located near Harrisonville. It is a renovated
1830 Pennsylvania Dutch
bank barn. Located on the
650-acre family farm, the
barn has 3,600 square feet of
space and Charlie’s Place has
2,400 square feet. Charlie’s
Place is a performance venue.
Charlie’s Place was named
in honor of Charles G.
Sheets. Over the years, it has
housed General Morgan’s
Raiders, Prohibition Bootleggers, livestock and, now,
music as well as art.
This year, Charlie’s Red
Star Barn will have two
shows. The first performance
this year will be June 11,
showcasing Todd Burge,
Mudfork Blues and Corey
Harris Blues Band. The
second show, Sept. 24, will
feature Johnny Rawls, Noah
Wotherspoon, Mudfork Blues
Charlie’s Place
and the Wild Honey Bees.

Hitting the trails in Meigs County
With its country trails, riverfront
walkways and park paths, Meigs County
offers a haven to those who love a walk
in the outdoors to exercise, unwind or
just enjoy the scenery.
Pomeroy has a beautiful 1.75-mile
paved and lighted walking path along
the Ohio River which is popular with
many walkers. A water fountain is available for those who get thirsty and there
are benches along the way where weary
walkers can relax and enjoy a view of the
river and watch the boats go by.
For those who like more of a challenge,
there is the Pauline H. Atkins Memorial Trail of 1.5 miles at the Meigs Soil
and Water Conservation Park located in
a rural section of scenic Meigs County
between the communities of Rutland
and Harrisonville. The area consists of
174 acres of land ranging from wetlands,
prairies, streams and ridges. Hikers can
expected to find some rugged areas
along the trail, a few hills to climb and
some streams to cross.
At Chester, there’s the Camp Kiashuta
hiking trail, named for Indian Chief
Kiashuta, who befriended George Washington following the French and Indian
War. The two sat around a campfire on
the bank of the Ohio River at Long Bottom and smoked a peace pipe. That rustic trail site includes a swinging bridge
across the Shade River.
Forked Run State Park at Reedsville
is one of Meigs County’s most popular
places to hike. There are three marked
trails ranging from easy to difficult when
it comes to terrain and challenges: the
2.6-mile Lakeview Trail featuring beautiful views of Forked Run Lake and the
.6-mile Honeysuckle Trail and the .75mile Deer Trail.
Star Mill Park in Racine boasts a
paved half-mile walking/jogging path
fronting the Ohio River. Benches are
places along the path which also features a marker commemorating Jenkins’
Raid, the first Confederate cavalry unit
to come onto Meigs County territory
during the Civil War.
Middleport has what is called the
“Path to Freedom,” a trail often taken by
runaway slaves after crossing into Ohio
from West Virginia (then, Virginia). It is
described by historian Michael Gerlach
as an “easy half-mile walk.” Gerlach
conducts guided summer tours along
the trail, relating stories of the slaves’
struggle to escape capture by the slavemasters, and the role the community
played in helping them along their way
to freedom.
Middleport has a lighted walking and
bike path along the Ohio River, beginning at the upper entrance and going
along the river into lower Middleport
and eventually to an area near State
Route 7. This project was completed in
2015.
Walking is a wonderful way to exercise
and something almost everyone can do.
And it doesn’t require expensive equipment — just a pair of walking shoes or
boots and clothes suitable for weather.

Goldenseal Botanical Sanctuary
Named after one of the
largest manifestations of
wild goldenseal plants in
the world, the Goldenseal
Botanical Sanctuary is part
of the United Plant Savers
network. It is also the first
botanical sanctuary in the
U.S. dedicated to conserving
at risk medicinal herbs.
There are trails throughout the 380 acres. The sanctuary is home to hundreds
of native medicinal plants.
Visitors can hike through the
woods while learning about
the plants as they are labeled
on the trail. The trails are
laid out so they do not

In Meigs County is the
Kountry Resort Campground. Covering 98 acres,
offers something for everyone.
The campground has 230
large shady and sunny sites
for tents or RVs. The spaces
have access to 20/30/50 amp
service and full hook-up is
available. The sites have
modern restroom and laundry facilities. The grounds
also have indoor pool, game
room, and fitness room.
Campers can partake in
a variety of outdoor activities. Anglers can fish on one
of the four lakes for catfish,

Trading Post on the grounds.

Kountry Resort Campground is a great place for
events as well. The banquet
hall or pavilion can be rented.
The banquet is located in the
recreation center, whereas
the pavilion is a 3,000-square
foot screened in facility. No
matter which venue you
choose, the grounds offer a
scenic background for any

Morgan’s Raid

Come explore Civil War
history where you will
experience the sound of canons
and swords clashing with the
most Raiders covering the most
ground, a 60-mile trail, since
Gen. John Hunt Morgan and his
2,500 Raiders left Tennessee.
Their journey took them
through Kentucky, then into
Indiana and shortly after that
headed across southern Ohio
during the summer of July,
1863.
At the third Morgan’s Raid
Re-enactment being held in
Vinton and Meigs counties,
the event depicts the only
raid conducted in Ohio by the
Southern forces which rallied
all four aspects of the Union
military measure with infantry,
cavalry, artillery, and naval
troops. The Battle of Buffington
Island on the Ohio River, near
Portland, Ohio, was the only
major Civil War Battle in Ohio.
The event is set for Sept.
14-18, 2016.
The five-day journey begins
Wednesday, Sept. 14, at
Wilkesville, Ohio, located at the
edge of Vinton County and will
end on Sunday the 18th with the
Battle of Buffington Island near
Portland in Meigs County.
This year the exciting
component of the event planned
is that it is being held the same
week of the Sternwheel River
Festival in Pomeroy. Riverboats
will transport infantry and
canons to the battle site to
complete the military aspect
of the event. This is the first
time to have the addition of
the infantry disembarking from
boats along the river.
Costume workshops, dance
classes, the play “Hide the
Horses” presentation, and
school programs are being
planned for the upcoming
months. During the week of the
event in September, there will
be several military balls, and
opportunities to visit one of the
Union infantry encampments on
the banks of the Ohio at Mason
City, W.Va., as well as the camp
sites of Morgan and his Raiders.

event here in Southeast Ohio is
the second leg of the Morgan’s
Raid Trilogy:
Part 1 – April 29-May 1, 2016
hosted at Cynthiana, Ky.
Part 2 – The Pursuit in Ohio
Sept. 14-18, 2016, hosted at
Vinton and Meigs counties in
Ohio and Mason City, Mason
County, WV, and;
Part 3- Morgan’s Final Victory
Battle, September 2017 hosted
at Cynthiana, Ky.
The Ohio portion of the
trilogy is being sponsored by
the Buffington Island Battlefield
Preservation Foundation.
