What is ARMA?
The Agency for Restructuring and Modernisation of Agriculture was established
in 1994 with the aim of supporting the agriculture and rural development.
ARMA has been designated by the Government of the Republic of Poland to
perform the role of an accredited paying agency.
Organizational structure
The structure of ARMA comprises three levels – the Headquarters, 16 Regional
Offices in each voivodship and 314 Local Offices.

If farmers do not report any land cover/use changes and there is no on

LPIS data quality measures
• Occurrence of RP with potential critical defects (10205)
• Inability to identify LUI boundaries

Reference (cadastral) parcel boundaries represent property, separate layer represent
land cover. About 38% of RPs have at least one border that doesn’t match distinctive
land features or follow well identifiable limits of land cover and/or land use.

• Multi‐parcel and multi‐polygon reference parcel –

According to the cadastral (= reference) parcel definition, there can’t be any multi*

• Ratio of declared area in relation to the maximum eligible area inside the
reference parcel (10206)
• Expectation

>= 95% of RPs to be fully declared

87,15% („properly” declared)

• Orthoimages used for CwRS are not proper for the LPIS quality assessment –
bigger pixel size than „base” LPIS’s orthoimages, „low” quality. If we assess
actuality – tresholds should be changed. If we assess accuracy – ortophotos
should be changed...
• Tolerance – RP shape, piksel size and perimeter not taken into acount.
• If CwRS’s zones applied ‐ LPIS QA results (ETS) might be contaminated…
• Additional test – when RP is non – conforming then compare total eligible
area for all parcels in farm with ETS elegible area.
• Quality assessment is performed on „old” data due to parallel LPIS update
processes – detailed analysis and clarification of the data results contained
in the annual report, may be not proper for the „actual” state of LPIS data.
