LPIS data quality measures • Categorization of the RP with incorrect recorded area (10204) • Changes of the underlying land were not applied – • Revisions of the Regulations were not applied – • Incomplete processing – • Erroneous processing – • Incompatible LPIS design – Yes No No/Yes Yes/No No If farmers do not report any land cover/use changes and there is no on the spot check → no information about changes of the land cover → no changes applied before „standard” updating process (3 – 4 years cycle). DRAFT RESULTS ______________________________________________________________________________________________________________ GeoCAP Conference: Gomatics in support of the CAP, Bergamo, Nov 24th – 26th | LPIS quality assessment in Poland| Rafał Zawadzki 606 parcels taken into account… parallel investigations… (not official results!) LPIS data quality measures • Occurrence of RP with potential critical defects (10205) • Inability to identify LUI boundaries – waivered Reference (cadastral) parcel boundaries represent property, separate layer represent land cover. About 38% of RPs have at least one border that doesn’t match distinctive land features or follow well identifiable limits of land cover and/or land use. • Discontinuity – waivered No cases, not expected. • Total absence of eligible feature No cases (so far). • Multi‐parcel and multi‐polygon reference parcel – waivered According to the cadastral (= reference) parcel definition, there can’t be any multi* spatial object (in LPIS database). DRAFT RESULTS ______________________________________________________________________________________________________________ GeoCAP Conference: Gomatics in support of the CAP, Bergamo, Nov 24th – 26th | LPIS quality assessment in Poland| Rafał Zawadzki 606 parcels taken into account… parallel investigations… (not official results!) LPIS data quality measures • Ratio of declared area in relation to the maximum eligible area inside the reference parcel (10206) • Expectation – >= 95% of RPs to be fully declared • Result – 87,15% („properly” declared) DRAFT RESULTS ______________________________________________________________________________________________________________ GeoCAP Conference: Gomatics in support of the CAP, Bergamo, Nov 24th – 26th | LPIS quality assessment in Poland| Rafał Zawadzki • Orthoimages used for CwRS are not proper for the LPIS quality assessment – bigger pixel size than „base” LPIS’s orthoimages, „low” quality. If we assess actuality – tresholds should be changed. If we assess accuracy – ortophotos should be changed... • Tolerance – RP shape, piksel size and perimeter not taken into acount. • If CwRS’s zones applied ‐ LPIS QA results (ETS) might be contaminated… • Additional test – when RP is non – conforming then compare total eligible area for all parcels in farm with ETS elegible area. • Quality assessment is performed on „old” data due to parallel LPIS update processes – detailed analysis and clarification of the data results contained in the annual report, may be not proper for the „actual” state of LPIS data. • And much more… ______________________________________________________________________________________________________________ GeoCAP Conference: Gomatics in support of the CAP, Bergamo, Nov 24th – 26th | LPIS quality assessment in Poland| Rafał Zawadzki ______________________________________________________________________________________________________________ GeoCAP Conference: Gomatics in support of the CAP, Bergamo, Nov 24th – 26th | LPIS quality assessment in Poland| Rafał Zawadzki Agency for Restructuring and Modernisation of Agriculture | Poland ______________________________________________________________________________________________________ Thank you… ______________________________________________________________________________________________________________ GeoCAP Conference: Gomatics in support of the CAP, Bergamo, Nov 24th – 26th | LPIS quality assessment in Poland| Rafał Zawadzki
