Brigil Construction Limited Petrie’s Landing, Phase 2, Ottawa OTT-00214935-A0 June 2014 1 Introduction Brigil Homes retained exp Services Inc. to undertake a noise impact assessment in support of a site plan application for a proposed condominium development project, Petrie’s Landing, Phase 2 (Tower B), located at 8911 North Service Road in the City of Ottawa, Ontario. Refer to Figure 1 in Appendix A. The site is adjacent to Highway 174 which transitions from a four-lane divided to a two-lane undivided highway. The site is subjected to noise generated from vehicular traffic travelling along Highway 174. No additional noises are expected from aircraft/airport, rail or stationary sources. This report studies noise levels using prediction modeling of volumes generated by vehicular traffic, at the proposed building site. The study was conducted in accordance with the Ontario Ministry of the Environment (MOE) and the City of Ottawa Noise Control Guidelines. From the results abatement measures were proposed to help lower the noise to an appropriate level. This noise impact study was prepared to address the following conditions as identified in the City of Ottawa’s Noise Control Guidelines: Where a new development is proposed within 100m from the right-of-way of an existing or proposed road arterial, major collector or bus Transitway, 250m of an existing or proposed highway, light rail transit corridor or a secondary main railway line, or 500m from the right-of-wayof a freeway or 400-series provincial highway or a Principal Main railway line, the City will require a noise study to be prepared. 1.1 References A summary of the documents that were referenced during the preparation of this report include the following: • Ontario MOE publication LU-131, Noise Assessment Criteria in Land Use Planning, and accompanying Annex, dated October 1997. • Noise Control Guidelines for New Developments Adjacent to Existing and Proposed Regional Roads and Transitways prepared for the former Regional Municipality of Ottawa Carleton (RMOC) dated August 21, 1992. • City of Ottawa Transportation Master Plan, Nov 2008 • City of Ottawa Environmental Noise Control Guidelines, May 10, 2006. • Building Practice Note (BPN 56), Controlling Sound Transmission into Buildings, National Research Council Canada, dated Sept 1985. 1 exp Services Inc. Brigil Construction Limited Petrie’s Landing, Phase 2, Ottawa OTT-00214935-A0 June 2014 2 Sound Level Criteria The requirements outlined per the Ministry of Environment (MOE) and the City of Ottawa Guidelines, both have indoor and outdoor sound level limitations generated from road traffic, a summary is provided in Table 2-1. To better represent human hearing, very-high and very-low pitched sounds are adjusted or “A-weighted” (dBA). Therefore, traffic noise in this report is measured as dBA. Since roadway traffic fluctuates it is convenient to describe the noise generated in terms of an equivalent 24-hour sound level (denoted as Leq). MOE Guidelines require that traffic noise be evaluated in relation to specific locations during certain time periods. In general, noise level predictions are for: • outdoor living areas, such as backyard of a residential homes or shared recreational areas, during the day, and • indoor areas: living/dining areas during the day and bedrooms during the night-time. A summary of these requirements are shown in Tables 2-2 through 2-5. 2 exp Services Inc. Brigil Construction Limited Petrie’s Landing, Phase 2, Ottawa OTT-00214935-A0 June 2014 Results from the noise prediction modeled for the Plane of the Window (POW) during the daytime and nighttime were used to determine the required building component requirements. Indoor sound levels can be significantly decreased depending on the architectural building materials used for the walls, windows, and, and doors, etc. 2.1 Vehicular Traffic Noise The proposed building is located within 500 meters from the right-of-way of an existing freeway and arterial roadway and therefore per the City’s guidelines requires a noise study to be completed. From the Urban Road Network (Map 5) of the Transportation Master Plan the site is adjacent to Highway 174, which is designated as both a city freeway and arterial roadway. East of Trim Road Highway 174 changes from a four lane grade separated freeway to a 2 lane undivided roadway as shown below. Proposed Tower 2 Refer to the Figure 2 in Appendix A for a plan illustrating the receiver locations used. Noise levels were assessed for the south (facing Highway 174), west (towards existing Tower 1), and east faces of the proposed building. In general, noise levels are predicted for: • Outdoor living areas (OLAs) during the day; • Indoor living/dining areas during the day, and; • Bedrooms during the night time. The proposed building has two common amenity areas that meet the definition of an outdoor living area; one a ground level patio, and the second a roof-top patio. 6 exp Services Inc. Brigil Construction Limited Petrie’s Landing, Phase 2, Ottawa OTT-00214935-A0 June 2014 2.2 Aircraft/Airport Noise The site is located inside the Airport Vicinity Development Zone and outside the Airport Operating Influence Zone as per Schedule K of the Ottawa Official Plan. The site is outside both the 25 NEF and NEP contours therefore noise from air traffic does not impact this site and will not be examined in this report. 2.3 Stationary Noise Typically industrial land uses can be a potential stationary noise source. For the proposed development, a review of the potential industrial noise sources that could be generated by neighboring properties was conducted. Based on the information reviewed it was determined that there were no stationary noise sources. 3 Traffic Information Traffic volumes used in this study were obtained from existing roadway information and from the City of Ottawa’s Noise Control Guidelines. Highway 174 which is adjacent to the site transitions from a four-lane divided highway to a two-lane undivided arterial roadway. City of Ottawa Guidelines requires the use of an AADT of 18,333 veh/day per lane for freeways and 15,000 veh/day for 2-lane urban arterial roadways. Since Highway 174 transitions at the site location an AADT of 35,000 veh/day, which is consistent with a 4-lane divided arterial was used as an average. Noise generated from vehicular traffic along this section of the highway was assessed for its potential noise impact. Traffic parameters used for the analysis are summarized in Table 3-1 below. STAMSON Version 5.03 (1999), which is based on the Ontario Road Noise Analysis Method for Environment and Transportation (“ORNAMENT”) Model, was used for all calculations in this report. Detailed output files are attached in Appendix D for reference. In addition to the traffic data that was used in the analysis, theoretical noise predictions were based on the following information: • Truck traffic on all streets and roadways consists of 5% heavy trucks, 7% medium trucks, based on City of Ottawa requirements. • The Day/Night split used for roadways and highways was 92% and 8% as per City of Ottawa requirements. • Intermediate surfaces between the source and receiver locations were assessed as a reflective ground surface. • Topography was assessed as flat/gentle slope. • Road pavement and road gradient was assessed as typical asphalt or concrete and flat grade. • The noise levels on the roof-top patio was taken at the east edge of the building which would represent the worst case. For all modeling with STAMSON, source and receivers were assumed to be elevated with a reflective separating surface. This ensures that no ground absorption is applied to the prediction results. Therefore when no ground absorption is applied, the predicted sound levels do not increase with the height of the receiver, and the results are the same for all floors. This is a conservative assumption which simplifies the prediction of sound levels on all floors. Noise levels were assessed at the building facade. 8 exp Services Inc. The appropriate building components are selected on the basis of the Acoustic Insulation Factor (AIF) which is related to the difference in indoor and outdoor levels. The Acoustic Insulation Factor (AIF) needed to control the road traffic noise is calculated as follows: AIF = Leq outdoor façade – Leq indoor + 10 log C + 2 Where Leq outdoor façade Leq indoor C = = = Outdoor façade sound level Indoor objective sound level Number of building components forming envelope of room (typically equals 3 for a corner room and 2 for other rooms) Table 6-1 below outlines the AIF required for various road traffic sound levels as well as the glazing requirements to meet MOE guidelines. This table is provided to assist with determining the acoustical insulation factor (AIF) needed for a typical unit, over a range of daytime and nighttime sound levels at the building façade. The final window and wall treatments that will be required to meet the indoor noise level requirements will be made by an a qualified acoustical engineer. Using the summary results from Table 5-2 in conjugation with Table 6-1, the building components requirements for the proposed Tower B are identified in Table 7.1 below. The proposed building exterior front walls will be composed of brick and stone, therefore satisfy the wall treatment requirement. Also, the proposed building is designed to have central air conditioning. For the outdoor living area there is no requirement at the ground level patio (location F) , however the noise level predicted for the rooftop patio is between 55 and 60 dBa. In this case the guidelines dictate that barrier should be considered, but not required. As this outdoor living area is on top of the roof, glass panels will be used as barriers (fence) for fall protection. The height of the barriers will be of standard height, and not provide any noise attenuation at a person’s ear level. Therefore only a warning clause to notify residents who use the rooftop patio will be used. 11 exp Services Inc. Brigil Construction Limited Petrie’s Landing, Phase 2, Ottawa OTT-00214935-A0 June 2014 8 Recommendations We recommend that the Site Plan application for the proposed development be approved from a “Noise Study” assessment perspective, based on the following: For all Units For all units with the building a Type “A” warning clause for their outdoor living area (OLA) or amenity space located on the rooftop is required as follows: Type A- Warning Clause (rooftop amenity space) “Purchasers/Tenants are advised that sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the City’s and the Ministry of the Environment’s noise criteria.” Units facing Highway 174 For all units facing Highway 174, the ventilation requirements for these units require a Type D warning clause. The ventilation requirements are met as the entire building will have a central air conditioner on the rooftop. Building components shall be designed to achieve the indoor sound level requirements.
