Republic of Turkey Prime Ministry Undersecretariat of Customs www.gumruk.gov.tr Overview of Foreign Trade Transactions in Turkey e-Customs application has been initiated by introduction of the Customs Modernization Project SAD is generated electronically (using BILGE- EDI, Web and DTI tech.) • A documentation inventory has been established for foreign trade transactions • 28 documents with priority have been selected to be transferred into electronic environment for sample application • Necessary studies have been initiated for documents selected based on free trade zone transactions to be converted into XML • A public survey has been completed at Bursa Free Trade Zone (Gemlik) • A draft for work flow and project description have been prepared e-Document Network Topology Customs EXPORTER/ IMPORTER 2 1 3 BILGE + EDI 6 E-Doc SERVER 4 Trader TOBB approval 7 5 DTM approval TSE approval INSPECTION Other WEB Services APPROVAL Other DTM TOBB TİM Foreign Trade Actors e-Document Work Flow 1 SAD is prepared by using BILGE-DTI /EDI 2 BILGE requires documents for registration 3 Exporter/Importer sends information about the requested documents 4 BILGE sends information about documents to e-Doc Server 5 e-Doc Server sends a request to get approval and detailed information from the relevant web services 6 e-Doc Server sends approval and detailed information from the relevant web services to BILGE 7 BILGE finishes customs transactions Sample Application in Gemlik • It has been decided to make a sample application for e-Doc Project by other relevant organizations infrastructures of which are ready than the Undersecretariat of Customs These Organizations: – Undersecretariat of Foreign Trade(DTM) – Ministry of Industry and Trade – The Union of Chambers of Commerce (TOBB) – Turkish Exporters’ Assembly (İTKİB) Documents for Sample Application • • • • • • A.TR Movement Certificate (by TOBB) EUR.1 Movement Certificate (by TOBB) Import Licence (by TİM-İTKİB) Licence for Goods Subject to Supervision (by DTM) Import Licence For Goods Subject to Quota (by DTM) Warranty Certificate (by Ministry of Industry and Trade) Sample Application in Gemlik • Web Services have been prepared for exchanging • • required data between Customs with e-Doc Server and e-Doc Server with relevant organizations Since the beginnnig of this year, the pilot application has been started at Gemlik free-zone 17th Action (for usage of e-document in foreign trade) of Short-term Action Plan for 2006-2010 has been defined to deploy the pilot project among other related foreign trade actors Objective of e-Signature • e-Signature Law No. 5070 (OG No. 25355, dated 23.01.2004) aims to solve the problems caused by customs procedures carried out by using original signatures along with e-signatures and to accelerate the procedures • e-Signature is planned to be used for customs declarations by EDI and e-Document Project in customs and foreign trade Thank you for your attention http://www.gumruk.gov.tr
