History of ZTM in brief
After the transition, former state-owned
Public Transport Enterprise became municipal
 1992: splitting of the PTE to an authority
(ZTM) and to an operator
 1994: further splitting of the PTE: trams and
buses separately
 1995: metro kick-off
 2002: railway integration begins


Tasks of ZTM








Planning, organizing and coordination of the public transport
(network, timetable, etc.) in Warsaw and in cooperating
communities in the metropolitan area
Ordering PT services by the operating companies (bus, tram,
metro, railway)
Supervision over the actual functioning of PT
Selling tickets and collecting of fares, ticket controlling
Investments in PT development projects
Ordering and taking part in studies and projects concerning
development of PT
Collecting data and providing analyses according to the
demand on PT services
Maintaining of infrastructure (bus and tram stops)

Sources of financing:
Budget of Warsaw (62%)
 Fare revenues (36%)
 Subsidies from other communities (2%)


PT services are one of the main points in the
budget of Warsaw (around 15% of the total
expenses)

Payments to the operators
Operators are paid monthly, on the basis
of the operated vehicle-km
 Gross cost contracts, except for the
regional railway operators
 Operators get penalties for poor services
 The vehicle-km rate is set in an open
tendering procedure (private operators) or
in negotiations (municipal operators), and
then prooved by an independent audit


Investments

investments are included in the financing of the
services (and stated by contracts)
 Larger infrastructure investments done by ZTM,
financed directly by the city budget
 Some investments are co-financed by the EU
(both city and operators)

ticket (Warsaw Card)
June, 2004 – introduction of the
Warsaw Card as payment method for
parking
Sept, 2006 – introduction of the
intelligent student ID card as e-ticket
Sept, 2009 – Short-term tickets on the
Warsaw Card (1, 3, 7 and 14 days)
Jan, 2010 – Warsaw cards have to be
personalized

Vending machines in buses, trams and trains –
2 different types
 Vending machines at stops and stations
 Mobile ticketing – 3 providers, need
consolidation and development

31 communities have signed an
agreement with Warsaw on the
organization of the suburban PT
services by ZTM
These communities pay subsidies for the
services done on their territory
 ZTM organizes them suburban bus lines
and ensures the acceptation of the ZTM
tickets in the suburban trains


Other communities let their PT services
deregulated – the services are done by private
operators, without the controll and the
subsidy of the community
Service only on frequented tracks
 Poor quality, no fare integration
 Private operators are working in communities
with contract, too


In many communities there is a mixed system:
they have both signed an agreement with
Warsaw and let run other services:
Mostly by private operators without regulation
 Łomianki has an own operator
 Ząbki organizes yearly tenders


Local services in the metropolitan area

A new philosophy of organization of the
suburban lines has been implemented last
year:
The community organizes its local transport, which
is bounded with the main ZTM or railway lines in
suburban junctions
 The operator gets the fare revenues (price is set
by the community)
 Long-term tickets of ZTM are honoured in the
buses


because the legislation process is much
longer than expected
