ELIGIBILITY / RESTRICTIONS: Open to riders who
have qualified since last year’s finals. Any horse may
be used by a competitor (a stallion may not be ridden
by a junior) but the same horse must be used for all
rounds, one rider per horse. In the event of illness or
injury to a horse, a rider may petition the Appeals
Committee to be allowed a substitution horse. Riders
in the NorCal Pony Medal Final may not compete in
the NorCal Junior Medal Final. Suitability of pony to
rider will be emphasized.
COURSES: 3’ Jr/Am, Junior and Senior - to be judged
over two rounds and a work-off. The course must
include at least one combination, including an oxer,
and at least two changes of direction after the first fence.
Pony - to be judged over two rounds and a work-off.
Hunter-type fences will be used and fence heights will
be according to USEF specifications for small, medium
and large ponies. Course will consist of not less than six
fences with at least one change of direction.
DRAW FOR ORDER OF GO: The first round order
will be drawn on Friday, Oct 9th (see office for time
and location)
FIRST ROUND: All riders will compete in the first
round. Each judge will give an independent score,
which will be announced. The scores will be averaged
for each rider. Awards 1st through 10th to be presented.
SECOND ROUND: All riders will return for the
10
second round low score to high score from the first
round. In the event of a tie score in the first round,
the steward shall draw for the order of those tied. The
scores will again be announced and averaged, and
awards presented 1st through 10th for this round.
Then the scores from both rounds will be averaged to
determine an overall average for each rider.
WORK-OFF: The four riders with the highest overall
average after the two rounds, plus any riders with an
overall average within three percentage points of the
leader, will be required to work-off. The work-off will
be determined by the judges. Scores from the work-off
will be averaged and added to the scores from the first
two rounds. Work-off scores will not be announced.
OVERALL AWARDS: Special awards and ribbons
will be presented to the top ten finalists in each medal
final.
In all of the above, any rider not eliminated and
completing the course will receive a score from the
judges which shall be greater than zero. An Appeals
Committee made up of the Show Manager, USEF
Steward and a member of the NorCal Board of
Directors will be available to receive protests. A protest
must be written, signed and handed to a member
of the Appeals Committee within one hour of the
conclusion of a class. No money need be given with the
protest. Except for what is specified above, USEF rules
governing equitation classes will be followed.

day of the show. No refund requests will be considered after the
conclusion of the show.

subsequently cannot attend and is show scratched, another horse
may be substituted in its place as long as the scratched horse has
not shown in any classes and the new horse is under the care,

horse. In this case, all fees paid by the scratched horse will transfer
to the new horse with no late fees or penalties.

Vehicles must adhere to the maximum speed limit of 10 miles per
hour
DOGS: Dogs are not permitted to be loose on competition grounds
and must be on a leash or otherwise contained. Individuals must
not lead dogs on a leash while mounted. Dog owners are solely
responsible for any damages, claims, losses or actions resulting
from their dogs’ behaviors. Dog owners failing to comply with
this rule may be subject to penalty under Chapters 6 and 7, as well
as issuance of warning cards. In addition, show management may
institute a $50 fine for any loose dogs, per occurrence, and reserves
the right to impound loose dogs and / or summon Animal Control
at the owner’s expense.
CLOSED RINGS: Riders may not enter any ring marked as closed.
CONFLICTS: It is the intention of management to avoid holding
rings to wait for horses and riders. Riders with conflicts must
arrange their jumping order with the starters so that they will not
hold up a class. Trainer conflicts are not considered legitimate
conflicts. Starters have the authority to scratch horses and riders
who are not timely or who do not follow their instructions.
NON-U.S. EXHIBITORS: The legend “U.S. Funds” must be
printed on the face of any check drawn on a non-U.S. bank and
used to pay any fees for these shows. Entries received that do not
adhere to this policy will be returned. No exceptions.
MOTORIZED VEHICLES / GOLF CARTS: In accordance with
GR1301.7: Minors who do not have a valid driver’s license which
allows them to operate a motorized vehicle in the state in which
they reside will not be permitted to operate a motorized vehicle
of any kind, including, but not limited to, golf carts, motorcycles,
scooters, or farm utility vehicles, on the competition grounds of
licensed competitions. Minors who have a valid temporary license
may operate the above described motorized vehicles as long as
they are accompanied by an adult with a valid driver’s license.
The parent(s), legal guardian(s), or individual who signs the entry
blank as a parent or guardian of a minor operating a motorized
vehicle in violation of this rule are solely responsible for any
damages, claims, losses or actions resulting from that operation.
Violations of this rule will be cause for sanctions against the
parent(s), guardian(s) and/or trainer(s) who are responsible for
the child committing the offense. Penalties may include exclusion
of the child, parent(s), guardian(s), and/or trainer(s) from the
competition grounds for the remainder of the competition
and charges being filed against any of the above individuals in
accordance with Chapter 6. Wheelchairs and other mobility
assistance devices for individuals with disabilities are exempt
from this rule.
ABUSE: Competitors who abuse horses will be eliminated by
the judge and may be subject to fines and/or penalties. Abuse
includes, but is not limited to, use of the whip four or more times
in a row anywhere on a horse; use of the whip even once in front
of the horse’s shoulder; use of a whip so hard that it leaves welts
or marks on a horse’s body.
MEDICAL WASTE: In accordance with the 1989 Federal Waste
Tracking Act, which restricts the disposal of medical waste, and
the rules of USEF, Bio Hazardous Medical Waste Containers
(Sharps boxes) will be provided in the stable area. All exhibitors

and their agents are responsible for the proper disposal of their
hazardous waste.
ALCOHOLIC BEVERAGES: Alcoholic beverages of any kind
may not be consumed on the show grounds except when inside of
RVs and at scheduled horse show parties and special horse show
functions that are confined to a specific location.
TRAINER SPLITS: This show offers a service that allows trainers
to have their tack stall, feed and bedding split evenly among their
clients’ horse show bills by completing a Trainer Tack, Feed &
Bedding Split Form. Deadlines for filing Trainer Split Forms will
be posted in the horse show office. Please advise your clients that
these charges will appear on their show bill.
ADD BACK PRIZE MONEY: In classes with add back, prize
money is computed from the number of horses that actually show.
Horses entered but not shown will forfeit their add back.
PROTECTIVE HEADGEAR: It is compulsory for all persons at
Federation licensed hunter, jumper, or hunter/jumper competitions
when mounted anywhere on the show grounds, to wear properly
fastened protective headgear which meets or exceeds ASTM / SEI
2015
standards for equestrian use and carries the SEI tag. It must be
properly fitted with harness secured. It is the responsibility of the
rider, or the parent or guardian or trainer of the junior exhibitor to
see to it that the headgear worn complies with appropriate safety
standards for protective headgear intended for equestrian use, and
is properly fitted and in good condition, and the Federation, Show
Committee, and Licensed Officials are not responsible for checking
headgear worn for such compliance.
SCHOOLING SUPERVISION: Please be advised that starters
also serve as schooling supervisors and have authority, as agents
of management, to enforce USEF schooling rules.
POLING: Poling and the use of offsets ARE NOT permitted at any
time, anywhere on the show grounds.
CORRECT NUMBERS: Exhibitors are responsible for insuring
that correct membership, ID and recording numbers are listed on
entry blanks and other pertinent documents. Incorrect numbers
may cause points to be reported for the wrong horse, owner and
rider.
