Issue 82 STARFLEET: The International Star Trek Fan Association Aug / Sept 1997 STARFLEET Day at Paramounts Carowinds Since 1995, The USS Yorktown of York County, South Carolina has hosted this outing at the Carolina’s Premiere Theme Park and it has only become better! STARFLEET Day began with over 20 people in attendance, and has more than doubled in the two years since. This year on May 10th, STARFLEET members enjoyed this Paramount theme park with the added bonus of a hot lunch, all for less than the ticket price of the average attendee! STARFLEET members and their families and friends were given a large picnic shelter and were treated to hotdogs, chili, coleslaw, pasta salad, corn, three flavors of ice cream and all the soft drinks we could hold, then invited to play in the new water park and on most of the best roller-coaster rides in the Carolinas! Crew in attendance included members from eight ships (in alphabetical order): The USS Bonaventure, The USS Cape Fear, The USS Charleston, the USS Hornet, The USS Leif Ericson, The USS Phantom, The USS Ronald E. McNair, and of course the host ship, the USS Yorktown. Planning begins soon on the 1998 installment of the Carowinds saga, so stay tuned! Being an extra is no Piece of Cake By R. Admiral Bob Vosseller Well friends and fellow fleet officers, several of my crew members and I learned today that being an extra in a motion picture isn’t just a “piece of cake”. Talk about hurry up and wait! Your RC, USS Challenger 2nd Officer Capt. Mary Francen, former RDC Sciences Capt. Bill Bergheimer and Asst. Security Chief Kenny Dohn left the soggy shores of Seaside Heights (which was facing power outages during our departure at the ungodly hour of 3:30 a.m.) to catch a train in Newark so that we could reach Manhattan by 6:30 a.m. Our CQ82.p65 1 own trains weren’t running that early. This was a crazy idea with little notice given to us by the casting director and it was on a work day but none the less we all felt we could pull this off and have an experience to last a life time...to appear as an extra in a major motion picture. I’m not sure how major the motion picture was but we all had a great time. We saw a familiar face in the form of new USS Avenger Communications Chief Dale Kagan who was decked out in her blue formal TNG unform. Capt. Bill had donned his own formal wear while Capt. Mary wore her blue TNG with a tiny tribble pinned to her shoulder and Kenny his yellow while I put on my flag rank uniform. I was the only one in such a uniform and it must have helped me gain a spot in a scene where Andy Garcia passes by a VERY fake looking SF con complete with dumb looking Roswell looking aliens. There were about 100 extras dressed in ST tshirts, a psi cop, a Highlander belle of the 18th century (who looked out of place) plenty of TNG uniformed people, one Vulcan and NO Klingons. We did a series of escalator scenes where poor Bill was practically knocked aside as Garcia, who plays a scalper is checking in with an associate on whether he made any hot sales 8/30/97, 9:27 PM of tickets. Garcia enjoyed throwing a tennis ball at the escalator in between takes. He also very friendly. Sadly, we didn’t meet Andie McDowel the movie’s co-star but we did get a first hand glimpse at what life is like on the set of a film. We filmed half the day for what will no doubt amount to a few minutes on screen at most. We joked about being in a temporal rift with the amount of times we had redo a particular scene and later watched it reshot from another angle. Garcia was for the most part very nice and he was directing the director. As I write this article, we’re a mere 21 days from the 1997 STARFLEET International Conference. I’m looking forward to meeting many of my fellow STARFLEET members in Cherry Hill, New Jersey. I'm also looking forward to the STARFLEET programming and fun times that our 1997 IC Committee has planned for us. We are still hard at work with the IRS regarding the failure to file penalties that are owed, and we hope to have more news in that regard by the IC. Our conversations with the IRS have been thus far extremely productive, and we have every belief that an arrangement suitable to both sides will be reached soon. Computer Operations is still processing the packets containing the membership handbooks and vessel registries and we still hope to have all those packets mailed out by the International Conference. Our first fanzine in many years has been completed, and we’re all proud to release the first issue of “Stellar Occasions” very shortly. Fanzine Editor Wendy Fillmore and her staff have worked diligently to produce a quality product, and they can say they certainly achieved that. Also, in the last issue of the CQ, you should have had inserted in the middle a draft of the proposed new Constitution for STARFLEET. This document is the product of almost two years of work and we are looking for the input of as many STARFLEET members as possible. This administration fully supports introducing a new Constitution for the membership, by the membership, and to benefit the membership. But the only way it can be that way is if you the member take the time to read it over and provide the necessary feedback. We look forward to hearing from you. I’d like to thank the DC area chapters of STARFLEET who pitched in and raised a bit of money in order so that I could attend NovaCon in Tyson’s Corner, Virginia. It was a great time, and I’d like to thank R7 VRC Sector 2 Fleet Captain Shirley Weaver, Captain Gerri Wampler and the crew of USS Highlander, Fleet Captain Jesse Smith and the crew of Shuttle Tenagra, Fleet Captain Lisa Paradis- Computer Operations Berkenbilt and the crew of USS Athena and everyone else who pitched in. It was much appreciated. I’m looking forward to of course, the IC August 22-24. In September I’ll be visiting Region 12 once again for the USS Nomad’s 5th Anniversary Party, attending the 15th Anniversary of USS Jamestown in Region 1 and the Region 4 Conference in Redding, CA. In October I’ll be attending the USS Accord’s Watkins Glen outing as well as the Baltimore, MD Farpoint convention. Before I go, I’d like to touch on a subject somewhat less pleasant. In recent weeks, members of STARFLEET (and even those who are no longer members) who cannot seem to look forward to the future have turned that lack of vision into mass mailings of complaint and harassment via electronic mail. In one instance members left verbally offensive messages on another member’s answering machine. Whether these individuals are just being stubborn or purposely vindictive is unknown to me. While each member of STARFLEET is due the right to complain, no member of STARFLEET has the right to verbally assault any other member of STARFLEET. I think it behooves all of us to take a good look at ourselves and make sure we’re in this organization for the right reasons. It behooves all of us to ensure that we are not holding on to past grudges, and that we, while remembering the past in order to learn from it, are not so entrenched that we cannot move forward as an organization. This administration is not perfect; the problems we had with publishing CQ 80 will attest to that. We have however, accomplished many of the objectives that we set out to do. Pay off the back debts left to us. Pay off the 1995 and 1996 Scholarships. Clear the air and make the appropriate rrangements with the IRS. Keep open channels of communication with the membership at all times. Some objectives, such as membership processing and the CQ, while they have been met, have not in all cases been met on time. But even with those issues, the membership was kept nformed. We will never be perfect folks, but we are, as always, trying our best. That’s really all I have for this issue. By now almost everyone in STARFLEET should have their membership cards and certificates. There are a few that were returned due to addressing problems but they are being dealt with also. We ran out of certificates with our "push" to get everything caught up, but we have received the new batch and I anticipate kicking out another 500 memberships before the IC. We are in the process of producing and sending out the handbooks and vessel registries at this time also. Roy Sesler of the USS Powhatten has volunteered his services and resources to help us get them out. We are getting a CQ82.p65 3 copy of each out to each chapter CO for expediency. This allows them to distribute them to those crew members who urgently require them while we work on getting them out to everyone else. Please don't expect everything to happen "yesterday" as it will take time to get them out. But they will come out, undoubtedly. As far as the memberships go, I was REALLY surprised at the amount of e-mail, postal mail, faxes, and phone calls I received concerning the last batch of membership certificates and cards I sent out. With some gleeful exceptions, almost all of the feedback I received expressed anger, dismay, and frustration because of the fact that their materials finally arrived only to expire within a few months (if not already expired). I did take an opportunity to call many of these people to temper their ire and frustrations. Without exception most were surprised that I would call and appreciated and excepted my explanation and apology. And everyone expressed an intent to renew! Folks, we at CompOps really and truly are making efforts to provide you the services and courtesies you deserve. It is out intent to answer each and every question posed and to do so in a timely manner. In some cases, the 8/30/97, 9:27 PM answer comes quickly, in most, it may take a little longer. And I am certainly guilty of "losing" an occasional inquiry myself. Please don't hesitate to repeat your questions until you get an answer but please use patience as an added envelope when you press the enter key or drop it in the postbox. Finally (I'm going to keep this short) help me welcome Blair Learn of the USS Dauntless and Roy Sesler of the USS Powhatten to the CompOps staff. My staff and I,and the rest of the entire HQ staff, are very gratified to hear all of your compliments about our work over the last seven months. So, from each of us to each of you, thank you for your patience and for allthe kind words. Remember, you’re the reason why we volunteers work so hardto make sure that Fleet is “on-track and on-time”! We’re not paid to dothis, and in fact it costs all of us our own time and hardearned money to dofor you what we do, so remember that next time you see or speak to a HQstaffer. Imagine that on your personal income tax return you could deduct all of the money and contributions you spend on Fleet and its various charitable efforts. Imagine what it would be like if the money or the collectable items that you donated to STARFLEET itself was tax deductible as a charitable donation. Over the years I, like many of you, have donated cash, Trek collectibles,and other items to various charities on behalf of my ship, the USS Palo Duro. I’ve given both to other ships of the Fleet, to Fleet and Regional auctions, and this year to Fleet itself. The result, I think, would be an increase in total charitable giving. You know, Fleeters making the world a better place plus thousands in reduced taxes owed by all Fleet members. Sounds like a good deal for everyone! Folks, that’s what the Office of the International Charity Coordinator (ICC)is for. If we can get an accurate record of all the donations given in thename of STARFLEET by its chapters and members, we can see if Fleet now meets the legal test to qualify for section 501(c)(3) status under the U.S.Internal Revenue Code. If we have accurate reporting of this information, we’re one step closer to my goal of “personal tax relief” to every member of the Fleet. And I don’t know of a group of Star Trek fans that deserves it more than we do! So, give yourselves a pat on the back for being the most kind hearted fans on Sol III! Or, better yet, let the Executive Committee do it for you at the 1997 International Conference. Many members, COs and RCs figure that, when indoubt, send it to the Chief of Operations. This is a good rule to follow. However, a much better one, guaranteed to get you faster results, is to know exactly whom to contact in Starfleet Operations and when. Hopefully, this article will help answer your questions. Operations also maintains the Starfleet Chapter Database and compiles the Chapter Summaries for the Starfleet Communique (both tasks based on the information obtained from the MSRs). If you have a concern about the Communique’s Chapter Summaries, information in the Starfleet Chapter Database or an MSR submitted through postal system, the Vice Chief of Operations is the person to contact first. CHIEF OF OPERATIONS ASSISTANT VICE CHIEF OF OPERATIONS Commodore Tom Monaghan, the Chief of Operations is responsible for the over all supervision of Starfleet Operations including its departments, programs, staff and services. The Chief of Operations is also directly responsible for major departmental activities. These include: chapter commissionings,chapter decommissionings, handling a chapter's change of command and/or address, production of the Starfleet Vessel Registry, collection of Monthly Regional Reports from all Regional Coordinators, and collection of reports from the staff members of Starfleet Operations. More than likely, if you have a problem concerning a chapter, Commanding Officer, Regional Coordinator or the Vessel Registry, chances are that the Chief of Operations is the person to go to. Then again, if you just don’t know whom to contact, he’s the best place to start! VICE CHIEF OF OPERATIONS Fleet Captain Les Rickard's main responsibility is the collection of all Monthly Status Reports sent from chapters by way of the postal system. All monthly chapter reports sent through the postal system are due to the Vice Chief of Operations by the 5th of each month. Many of you have asked if the Academy vouchers are still valid and/ or available. Academy vouchers are NOT for sale anymore. An International voucher is being designed for those outside of the United States. Academy vouchers that have already been purchased can still be used. Each voucher is worth $1.00 in Academy fees, so if you have one, please do feel free to use them. A current Academy Application is always available at the Starfleet FTP site(ftp.sfi.org). (cont from Page 1) girl come up and splatter on some pancake as those lights were hot. I also got a comb out and I was the only person in that scene to get that kind of attention. I hope that means they’ll use the footage! Capt. Mary was getting a little tired after a certain amount of takes and the huge inflatable flying saucer was giving the production crew its share of problems. Eventually this large prop was moved outside when we all shot another scene. Each were background shots including a bathroom shot which only a few took part in. The film won’t be released until next year and you can bet we’ll be there to see if we managed to be included. As to the film’s content well this was an incredibly fake looking SF con and those of us who frequent cons will get a laugh out of it. We even managed to get paid a whole $5 an hour since we weren’t SAG and even though we weren’t there for a full 8 hours they paid us the full time. Believe me it felt like a full day and we all slept on our way back via the train ride. Was it worth it? Well we all felt so and we’ll be signing autographs when the film is released... maybe we’ll even get a promotional table as we do at ST films. Maybe...maybe not! Just another adventure for your RC and it brought back memories of when we trekked to NYC for the Joan Rivers Show several years back. Arriving from the east, the lander, still encased in its protective airbags, rolled up a slight rise and then rolled back down to its final position. The inset at left shows displaced rocks near the rock Flat Top. Dark patches of disturbed soil indicate where the rocks had originally rested Both insets show rocks that were pushed into the soil from the weight of the lander, visible from the areas of raised rims of dark, disturbed soil around several rocks. The south summit of Twin Peaks is in the background, while a lander petal, deflated airbag, and rear rover deployment ramp are in the foreground. One of the more unusual rocks at the site is Ginger, located southeast of the lander. Parts of it have the reddest color of any material in view, whereas its rounded lobes are gray and relatively unweathered. These color differences are brought out in the inset, enhanced at the upper right. In the false color image at the lower right, the shape of the visible- wavelength spectrum (related to the abundance of weathered ferric iron minerals) is indicated by the hue of the rocks. Blue indicates relatively unweathered rocks. Typical soils and drift, which are heavily weathered, are shown in green and flesh tones. Thevery red color in the creases in the rock surface correspond to acrust of ferric minerals. The origin of the rock is uncertain; the ferric crust may have grown underneath the rock, or it may cement pebbles together into a conglomerate. Ginger will be a target of future super- resolution studies to better constrain its origin. The Alpha Proton X-ray Spectrometer instrument is protruding from the rear (right side) of the rover. The airbags behind the rover are presently blocking the ramp from being safely unfurled. The ramps are a pair of deployable metal reels that will provide a track for the rover as it slowly rolls off the lander, and onto the surface of Mars, once Pathfinder scientists determine it is safe to do so. Mars Pathfinder is the second in NASAs Discovery program of low-cost spacecraft with highly focused science goals. The Jet Propulsion Laboratory, Pasadena, CA, developed and manages the Mars Pathfinder mission for NASAs Office of Space Science, Washington, D.C. JPL is an operating division of the California Institute of Technology (Caltech). The Imager for Mars Pathfinder (IMP) was developed by the University of Arizona Lunar and Planetary Laboratory under contract to JPL. Peter Smith is the Principal Investigator. The prominent hills dubbed Twin Peaks approximately 1-2 kilometers away were imaged by the Imager for Mars Pathfinder (IMP) as part of a 360-degree color panorama, taken over sols 8, 9 and 10. Adm Deborah Maestu After reviewing the proposed contitutional revision, I have several opinions to put forward. In general this is a solid document, not immensly different from our current draft. The following is a summary of my opinions. Preamble: I note that in the preamble there is no reference to our not for profit/or non profit status. In my opinion this is a defining element of our organization and should be included. Article 5, Removal...Section 4, Commanding and Regional Officers: It is correct that the CO’s serve at the discretion of their Chapter’s crew, however stating that the removal of such an officer by annyone other than the Chapter’s members shall not be permitted is a bit broad. A Commanding Officer may be loved and admired by a crew, but may not be performing the duties required to maintain the charter awarded to a STARFLEET chapter. It then becomes the job of an RC to ensure that, after proper procedures, the CO is replaced. This section should address the possibility that removal of a Commanding Officer may need to be initiated by a superior officer. CQ82.p65 10 Article 6: Financial Affairs/Standards: This section covers the finacial affairs of our organization in great detail; however, there is one detail which should be included. That is the establishment of a budget/budgetary committee. There are numerous items which occur in the STARFLEET financial year, and there are often emergencies to deal with. Preparing a budget, made available to the members of fleet, gives the membership not only after knowledge of what has happened to our finaces, but a fore knowledge of what commitments we have. Too often we have been put in the position of having to react to past action, scrambling for finances. We should be required to be proactive, providing a 6 or 12 month budget. Article 11: Parlimentary Authority: The Constitutional stipulation of a official language is a sore point. Living in a culturaly diverse community such as South Florida, this issue has often been raised, both in our work enviroment and our social enviroment. It is necessary to be able to conduct business and provide for the majority of our members. Therefore the official language of STARFLEET publications should be designated as En- glish. We should be required to translate, as a curtesy to the RC of a International Region, materials pertinent to the daily operation of STARFLEET, such as constitutions,amendments, letters of introduction, etc., into the language of the officer. Article 7: Elections: Although I have addressed the other sections in order of apperance, I have saved this for last. This does not indicate the level of importance. In my opinion the length of service of a CS is the most important change needed. The two year term does a disservice to the members as well as the sitting administration. We begin the election process with the nominations during the summer, elections in the fall and changes in January 1. The problem with this process is inherent in the fact that STARFLEET is an organization without a home. Unlike the United States, where all the materials of goverment remian stationary and only the faces change, our materials move from office to office. Therefore, even with a timely transfer, materials needed to continue the seamless operations of STARFLEET may not be in hand until January 1. Once the Administartion takes office, gets organized and gets over the first flush of excitment, they are already several months into their administration. At that point, no matter how organized they were prior to the elec- 8/30/97, 9:28 PM tion and no matter how much information they had regarding operational matters, they have now reached a point where they are finding out the realities and reevaluating their approaches. Much of the first year is spent establishing and/or reevaluating priorities, and settling in. You move into a second year and by the summer the reelectionprocess has begun. The last half of the year is spent running for office or supporting a new administartion. I propose a three year term, which gives the administration more time to establish themselves as a operating unit. Rather than a majority of time being consumed by the campaign, election and/or transitional processes, the administration will have a oportunity to make a real difference, to acomplish business outside of the political process. With an adequate series of checks and balances in place governing the removal of a CS performing inadequatley or improperly, the three year term allows an administration to move forward with the bussiness of fleet. The time has come to make some aggressive strides forward in the betterment of our organization. Contitutional reform has been talked about and proposed for several years. It is time to finalize this issue, for the benefit of STARFLEET and its members. Number 82 • Aug / Sept, 1997 • Communiqué • Page 11 STARFLEET Marines BRIGADER GENERAL SCOTT AKERS Every other month I have the extreme pleasure to sit down as Commandant and write these articles talking about the Corps to the general membership. For the last seven months I have been blessed with a Corps that is growing, expanding, and reawakening to the excitement that once was so much a part of Fleet and the Corps. Granted, there have been several rough years for both, when the Corps AND the Fleet looked like they would crash and burn. It looked as if all the hard work, love, and sacrifices by thousands of members throughout the organization would be for naught. But like the Phoenix we have been reborn, and out of the ashes of the bad years, we have risen anew. The Fleet and each of its components, the Corps included, is back and better then ever. But like the Phoenix, we are not a mirror of the past, but a growth upon it. We are an evolution so to speak. We cannot go back. Just like Kirk will never wear that yellow command shirt again, we will not be the same club we were. For those who cling to the past, take time and think. Is it the traditions you honor, or are you afraid of change? Change is a frightening thing, but we all have had to accept it. I have been in STARFLEET going on ten years now, others even longer. The club has grown, Trek Fans have matured, and our Hobby has grown and matured with us. As far as the Corps is concerned we are growing stronger and faster. Colonel Matt Copple of the USS PHOENIX (see that connection there (Grin)) has built up the Marine Training Command to be the pre-eminent part of the Corps. The STARFLEET Marine Academy part of TRACOM is built around The Marine Force Manual. It teaches Marines about this aspect of our hobby, combining Science Fiction and Military/ Tactical truisms. The Marine Academy now offers courses in Marine Basic Training, Professional Development, as well as having developed courses in Marine Mecha, and Marine Combat Engineering. The new academy is a rebuilding of the old Marine College. During the pre-SMI era, the Marine College was said to be an exciting and fun part of the Corps experience. To- day the College has been reborn and yet again is an exciting and instructional part of the Corps. In my opinion as the original Marine College Director, the new Marine Academy is better, more organized and more user friendly then any of its predecessors. But now, unified and centralized SUPCOM can make available help and advice to all the different groups in the Corps. Next is the Marine Support Command under command of Colonel Randy Bisig of the USS BROADSWORD. Randy has taken quick command of SUPCOM and in a few months has gotten it up and running at warp speed. The newsletter “Attention on Deck” is a sharp professional looking Newsletter with TIMELY news and an accurate Alert Roster that lets everybody in the Corps know who to contact with any questions and concerns. Randy has also gotten bids from vendors to supply the Corps with Patches and Collar Insignia, more on this will be in the next issue of the AOD. Finally, Randy has his staff moving ahead and definitive guidelines for uniforms and heraldic devices will be available soon. All of these combined is a continuation of the past, formerly all this work had either been done by the Commandant himself, (especially during the tenure of General Finally FORCECOM, the Marine Version of Operations, Colonel Kevin Burke from Region 15, is proud to announce we now have 10 Regions organized into Brigade with Marine Officers Providing support to the troops therein. This has put today’s Corps as far ahead as it has ever been. Kevin and his troops our providing support, assistance and guidance to the newer Marines that are popping up everyday. The Marine Corps has the Phoenix, it is an Inspiring Image, one that STARFLEET itself is replicating. We are a little different, it is true, but we the Corps and the Fleet are better, happier, and soon to be bigger then ever before. I can’t wait to see the future of this organization as the new members take root and grow it even bigger. Semper Fidelis! Gee, it seems like I wrote my last article only afew weeks ago... ( I did, literally!) Well, as you read this, the first IC held during the Smith/Freas administration is nigh upon us. I for one am approaching it with a mix of excitement, nervousness, anticipation, and just a little bit of pride. Pride in what this Administration’s been able to accomplish with what we were given. Yes, I’m a bit biased, naturally, but, so what? I’m extremely happy at being able to say once again, that I’m proud to be a Starfleet member. Anyway, circumstances have been fortunate to me, in that I’ll be able to attend this year’s IC in Cherry Hill, NJ. Although I do currently live out in Colorado, New Jersey is my home state. I enjoy any opportunity to return, as I have many good friends and family there I like to visit. I’m also looking forward to meeting and putting faces to many folk that I’ve only met and talked to previously via electronic means. From all accounts, this is going to be one of the best IC’s yet. Not so much a ‘working’ IC, rather,one more oriented towards relaxation and celebration. I for one amlooking forward to it, a scant three weeks away at this writing. The START manual is not yet released as of this writing, but it is essentially complete. It merely waits on a few more touches (which should be complete within a matter of a few days, if not done already), and will then be in my hands for final approval, after which, it will be released. That should be by the time you read this and before the IC. With luck, we’ll have copies at the IC. any records, as fa as Fleet goes. But I think it definitely says something. Starfleet is coming back, as surely as the sun rises. :) And this, in only the first 7 months of this administration. I know of almost half adozen more that are currently in the works. I genuinely looking forward to the next 17 months. It’s an exciting time. The man agreed, but he thought we were all little kids, so he had a little trouble getting all of us squeezed in around the bunny. From the Klingon at the right ear, the members are Randy Lynch (Chief of Security), Richard Beltran (Crewman), Nancy Lynch (Chief of Operations), Rhonda Reumann (Bajoran Chief of Engineereing), John Johnston (Crewman), Faye Wilbur (Crewman), and at the left ear is Jeff Spurgeon (Commanding Officer). Even though we couldnt get everyone at the rally to get into the picture, everyone was still pleased with the end result. We have already agreed that when Christmas comes around, we have to get a picture with Santa!
