Dear Friends, On behalf of the Foundation’s Board of Governors and staff, thank you donors for your generosity. You demonstrated an extraordinary commitment to permanent philanthropy especially in light of “big picture” events of 2008 – changes in the national political scene, ongoing conflicts in foreign lands, dramatic declines in the market value of stocks, precipitous falls in oil and natural gas prices. Gifts to the Foundation exceeded $9.0 million in 2008 while grants and distributions, including those for services to our military volunteers and their families, exceeded $4.2 million. A special word of gratitude is extended to area nonprofit organizations that dutifully employ these grants and distributions to enrich the quality of life in our West Texas communities. Each year, we are pleased to share a report on the Foundation’s activities and impact. Indeed, preparing the annual report is a labor of love for each member of the Foundation’s dedicated staff. This year’s report is a bit more condensed than in years past as we continue to focus on efficiency and prudent use of assets. We hope this year’s annual report piques your interest in the Foundation’s story. William Fowler Chairman 2008-2009 “I am of the opinion that my life belongs to the community, and as long as I live, it is my privilege to do for it whatever I can.” – George Bernard Shaw 1 Enhancing Community Recreational and Park Facilities Shining the Light Rays of optimism, opportunity and vision are filtering across the Permian Basin. In the areas of health and social services, culture and the arts, education, community development, and civic affairs, donors to the Foundation answer the call: Investing in the Education of our Youth High school sweethearts who were married almost 59 years, Ruby and Alex Haggard extended their love and devotion to family and community. As long-time residents of Martin County, they were generous of their time and resources in enriching the lives of others. Ruby and Alex shared a deep and abiding belief in education and the value it added to an individual’s life as well as to the community. Ruby, who died in 2009, was preceded in death by Alex, in 2002. Their many good deeds and fondness for Martin County live on through the J. Alex and Ruby Haggard Scholarship, which Ruby established in 2008 to honor her late husband. Each year, a scholarship dinner honors scholarship recipients and their families and recognizes donors for their continued support of education. Like Alex and Ruby Haggard, scores of West Texans have created permanent legacies of learning for future generations by partnering with the Foundation. Promoting a Spirit of Community Cooperation Citizens in rural communities across the Permian Basin manifest the spirit of cooperation and optimism. In December 2006, residents of Monahans and Ward County began an initiative to raise at least $200,000 to establish a perpetual charitable fund that would ensure a bright future for their West Texas hometown. Permian Basin Area Foundation, which administers the endowment, offered a challenge grant to match funds raised up to $50,000, and partnered with the Dunagan Family Foundation that also offered a $50,000 challenge grant. Within two years, more than $300,000 had been donated to establish the Ward County Endowment Fund. What makes this achievement remarkable is the fact that the endowment was built by literally hundreds of Ward County residents. “This endowment not only represents the commitment of the folks here in Ward County,” said Todd Hunt, chairman of the Ward County Advisory Board, “it represents the heart.” Rural communities in several West Texas counties have established endowments with the Foundation to fund scholarships and special projects that benefit their hometown neighbors. 2 Permian Basin Area Foundation Jack Glenn, like so many Midlanders of all ages, enjoyed the parks and recreational facilities in his hometown. Once he retired, Jack became an avid walker. Daily, he recorded his mileage, eventually accruing 42,812 miles. When Jack passed away in 2008, his family asked that memorials be directed to Midland Community Parks & Recreation Fund, a newly-established field of interest fund at Permian Basin Area Foundation. Future generations will enjoy a West Texas sunset, peddle along the bike paths, and play a game of baseball or soccer because of the vision of people like Jack Glenn. Encouraging Volunteerism and Leadership Generations of Permian Basin women have left a legacy of leadership and volunteerism, thanks to the Junior League of Midland and the Junior League of Odessa. Since the late 1940s, the Junior League in Midland and in Odessa has devoted time, talent and resources to improving the quality of life for families and community. Current projects supported by the Midland Junior League include Kids in the Kitchen, Suits with Skills, and Scholarship Clearinghouse. Among Odessa Junior League projects are McKinney Spray Park, Ronald McDonald Care Mobile Unit, and Spirit of Women. As part of its vision for tomorrow, Junior League leadership in Midland and in Odessa has established endowments with Permian Basin Area Foundation. It is a privilege for the Foundation to partner with these outstanding women. Congratulations on 60 years of service! Supporting Health and Human Services Quality facilities are a key component to providing effective health and human services for area residents. The Foundation and many of its donors have provided essential funds to support property acquisition, renovation, and construction for critical service providers. For other nonprofits, the Foundation and its partners have been instrumental in furnishing facilities with state-of-the-art technology, furniture and equipment. A visit to The Springboard Center, Midland Habitat for Humanity, Midland Fair Havens, Christmas in Action, Boys and Girls Club of Odessa, Disciple Housing, Hope House, and Children’s Clinic or to dozens of other area nonprofits reveals the Foundation’s and its donors’ investment in the health and well-being of their West Texas neighbors. Through the Foundation’s competitive grant cycle and donor-advised funds, the good works of area nonprofits continue to expand to meet growing community needs. Annual Report 2008 3 Shining the Light Recognizing and Supporting the Heroic Service of Military Families Half-way around the world in Afghanistan and Iraq, U.S. military personnel are engaged in combat. For many of these servicemen and women, the war does not end when they return to American soil. Military families deal with injuries, visible and invisible, for years as a result of their patriotic service to our country. In 2006, Permian Basin Area Foundation joined with The Dallas Foundation and San Antonio Area Foundation to form TRIAD, Texas Resources for Iraq and Afghanistan Deployment. Now in its third year of TRIAD, Permian Basin Area Foundation has provided grants totaling almost $5 million to area organizations that assist U.S. soldiers deployed to Iraq and Afghanistan and their families. As part of its grantmaking capacity, the Foundation co-sponsored with Basin PBS several programs that paid tribute to members of our nation’s armed forces. The Foundation salutes the courage and sacrifice of our military personnel and is grateful for the work of our partnering TRIAD nonprofit organizations. Promoting Educational and Cultural Opportunities The Midland Gem and Mineral Society has identified a historical gem to help tell its story. Organized in 1957, the society is an avid supporter of the community. Among its many contributions are educational programs for museums, schools, and other organizations, mentoring opportunities, sponsorship of an annual gem show, and the funding of yearly scholarships. After the completion of its fall 2008 competitive grant cycle, Permian Basin Area Foundation awarded a grant to the Midland Gem and Mineral Society to assist with the restoration of the Clarence Scharbauer home, which will house mineral and gem exhibits. Last year, the organization established an agency fund with the Foundation. Children and adults alike will step back in time when they visit the Scharbauer home to learn about the wonders of our geological history. Fostering a Commitment to Corporate Giving For many West Texans, philanthropy is an integral part of their workplace. Employees join together and voluntarily contribute to a charitable fund that helps others in need. These funds, which are held at Permian Basin Area Foundation, provide scholarships and support a wide array of charitable causes in the community. The Permian Basin Chapter of the Association of Energy Service Companies (AESC), Standard Sales, Permian Basin Geophysical Society, Midland RockHounds and Lynch, Chappell & Alsup law firm are among the entities who have encouraged their associates to lend a helping hand, share their professional expertise, and make a financial investment in the future of the Permian Basin by contributing to a charitable fund in partnership with the Foundation. One of the best ways to increase the outcomes of charitable giving is to pool resources with others. Each one of us makes a difference . . . together, we have the potential to profoundly impact the lives of our neighbors. Supporting Nonprofit Management Training Offering a broad spectrum of training, consulting, and information resources, the Nonprofit Management Center provides support to area nonprofit organizations. Since its inception in 2001, the Center has grown to include more than 110 Center Partners who share a common mission of improving the quality of life for West Texans. Two years ago, local foundations and charitable trusts collaborated with the Center to develop a program to equip and engage young people to serve as future board leaders. This program, called Generations, prepares leaders of tomorrow to sustain the rich tradition of excellence exhibited by today’s nonprofit agencies. The Nonprofit Management Center’s commitment to providing professional development opportunities to staff, board, and volunteers of area nonprofits ensures the vitality of West Texas communities for years to come. West Texans enjoy a wide array of educational and cultural offerings because organizations such as the Midland Gem and Mineral Society recognize that expanded cultural activities are an important and valued community asset. 4 Permian Basin Area Foundation Annual Report 2008 5 Charitable Funds Undesignated Donor Advised Undesignated Funds provide the Foundation’s Board with the greatest flexibility in meeting emerging and changing needs in the Permian Basin area. The recipients of grants from these funds are determined by the Foundation’s Grants Committee. Donor Advised Funds provide donors with the enjoyment and privilege of recommending grants from the fund they establish, subject to certain legal restrictions and approval by the Foundation’s Board of Governors. They are inspiring, generous, sincere, empathetic, kind, and steadfast. They are your neighbors, your friends. When your mother passed away, they gave to the Foundation’s unrestricted fund in memory of your loved one and in honor of your friendship. They are your family. Grandparents, who first donated to the Foundation nearly 20 years ago, now pass along the importance of giving to their children and their children’s children. As a result, youth in our communities play sports at outstanding recreational facilities, attend schools offering specialized services, or receive free school supplies. They are people whom you’ve never met. Their gift to endow a scholarship at the Foundation enabled your daughter to attend college, perhaps the first in your family. Today, she is a surgical nurse, fulfilling her passion to make a different in the lives of others. To facilitate the creation of permanent charitable funds, Permian Basin Area Foundation offers donors several giving opportunities for the perpetual: Unrestricted: Provides the Foundation with greatest flexibility in meeting emerging and changing needs in the Permian Basin area. Recipients from these funds are determined by the Foundation's Grants Committee and the Board of Governors. Field of Interest: Supports area of particular interest to the donors such as the arts, education, recreation, health, children or the elderly. Recipients are determined by Foundation's Grants Committee or an advisory committee in accordance with donors’ wishes. Donor Advised: Provides donors with the enjoyment and privilege of recommending grants from the fund they established, subject to certain legal restrictions. They may be half your age. A business opportunity, one of those “at-the-right-place, at-the-right-time” decisions, enabled this entrepreneur to set up a fund benefiting a favorite nonprofit agency, the one that provides critical care services to the elderly. Designated: Established to benefit specific nonprofit organizations either by donors or the organizations themselves. Or, they may be twice even three times your age. Having witnessed the upswings and downturns of the area’s economy, this couple saved faithfully for more than 50 years for that “rainy day.” Now through a bequest to the Foundation, they leave a legacy that sustains the good works of area nonprofits during those inevitable “rainy days.” Gifts to the Foundation’s existing funds or to create new funds are tax deductible to the fullest extent of the law. It is the Foundation’s goal to make charitable giving easy and enjoyable. Permian Basin Area Foundation is pleased to work with professional advisors to facilitate the donor’s charitable plans. They are your colleagues. What brought you together was the same occupation, but what kept you at your place of employment were respect and admiration. You first learned about philanthropy by watching your colleagues. You saw your boss, peers, the company’s leadership invest in the community’s future by making a yearly gift to the Foundation to support grantmaking. They represent every walk of life and are as varied as the causes they support. 12 What donors have in common is a sense of generosity and gratitude for life’s richest blessings. For some, they want to give to an established fund at the Foundation. For others, they want to create and name a new fund or remain anonymous. All have an appreciation for the importance of creating permanent charitable funds. Permian Basin Area Foundation Scholarship: Provides students with opportunity to further their education or training. Donors may recommend broad selection criteria for scholarship awards. The most common types of gifts to the Foundation are: • Cash • Securities, such as stocks and bonds • Distributions from retirement accounts • Oil and gas mineral interests • Life insurance proceeds Such assets can be conveyed during the lifetime of the donor or by a planned or deferred gift beyond the donor’s lifetime. A gift to the Foundation continues the donor’s legacy for years to come. The simplest form of a planned gift is a bequest of cash directed by a donor’s will to a charitable fund of the Foundation. Permian Basin Area Foundation makes grants to qualified nonprofit organizations to address emerging needs in the areas of education, arts and culture, health, social services, community development and civic affairs. In addition, certain Midland organizations are eligible for grants from the Midland Housing Trust Fund to address needs for safe, clean and affordable housing. Grant awards are determined through a semi-annual competitive application and review process facilitated by the Foundation’s Grants Committee and staff. Committee recommendations must be approved by the Foundation’s Board of Governors. Pre-application submittals are due April 1 for the spring cycle and October 1 for the fall cycle.
