It experiences high levels of congestion as it connects to Portland, the Oregon Coast, and the growing Willamette Valley wine region. To relieve congestion and improve safety, this project will provide an 11-mile bypass highway with four interchanges as an alternate route for regional and freight traffic. The Record of Decision for the Tier 2 FEIS was granted on June 5, 2012 and groundbreaking for Phase 1 occurred on August 29, 2012. It is the first time a tiered NEPA process was completed in Oregon; in conjunction with the NEPA process, a land use goal exception was granted to locate the bypass on over 250 acres of high value farmland and the first construction phase of the project was incorporated into the Tier 2 FEIS. ODOT, FHWA, Parametrix, stakeholders, regulatory agencies, and the public worked together in a series of workshops called Context Sensitive and Sustainable Solutions (CS3) to develop the preferred alternative. The goal was to find a concept that best met the project’s purpose and need with a project design alternative that reflected local public input and ideas.
