Colombia is a regional leader in narrowing the gap with the world’s most efficient regulatory practice. Over time, the focus of Colombia’s reform efforts has shifted from reducing the cost and complexity of business regulation to strengthening legal institutions. Colombia’s most notable regulatory improvements have been in the areas of starting a business, paying taxes, protecting investors and resolving insolvency. While development hurdles remain, Colombia’s regulatory reforms have increased its competitiveness and have had local and regional “spillover” effects.
