FISCAL EMERGENCY

The Norwalk City Council has declared a “Fiscal Emergency” in a rare action taken in public last week and officials
are pointing fingers in direction of “Sacramento politicians” for helping create the
current crisis.
During last week’s city council meeting, Mayor Marcel Rodarte and other
members of the city council voted to approve a new-scaled back-operating budget
totaling $135 million for the municipality
that has a resident population of more than
110,000.

An exact rendition of Michelangelo’s
sculpture, The Pieta, has found a home at
Holy Family Catholic Church in Artesia.
The dramatic statue is located in the
vestibule bathed in soothing lights, surrounded by dozens of memory candles
to commemorate the lives of fellow past
parishioners.
Father Raymond Decipeda told
HMG-CN in an interview, “The Pieta is
one is the most beautiful works of art in
history. Michael Angelo did it; I wanted
a similar statue with historical and multicultural appeal.”
The Pieta was ordered from Artisan
Granite, a company based in Rhode
Island, well known for their unique,
hand-carved statuary.
Since the fourteenth century, the lamentation of Christ has been a theme most
popular in Northern European art. The
two figures in the statue are a historical
depiction of the pain that Mary and Jesus
suffered.
The Renaissance Humanist ideals
of physical perfection and beauty are
conveyed through Mary holding a dead
Christ in her arms.
“Our congregation is Marian in nature, MMHC, I wanted a Marian statue,”
commented Fr. Raymond.
A religious congregation of priests
and brothers known as the Marian Missionaries of the Holy Cross founded in
the Philippines are dedicated to serve the
youth, especially those in public schools
and the prisoners through moral values
formation and renewal, bringing them
back to the foot of the cross.
“The Pieta also consolidates the
theme of the area of the vestibule that we
renovated, and we are honoring and praying for the eternal repose of our beloved
dead,” said Fr. Raymond.
Active parishioner Ulises PerezFlores commented, “It’s overwhelming
when I walk in and I see it in the back
there. To think that this an exact reproduction as the one in Rome I can only
imagine that in a grandeur facility it
would still have a presence that you look
at the face of Mary looking down at her
son. Many mothers of veterans are looking down at their deceased sons and it really grabs at their heart. It almost depicts
a glimmer of hope.”
The statue boldly celebrates the intimacy and majesty of Mary as a glowing
young woman holding the gracefully
lifeless body of the Savior across her lap.
It is as though Mary’s outstretched left
hand beckons us to share with her, the
profound grief caused by the death of her
son.

The Downey Fire Department continues to add new officers. Veteran commander, Mike Gillaspie was appointed as
new Fire Chief in May 2014. Gillaspie has
over 25 years with the Downey Fire Department. In 1989, Gillaspie was hired full
time; promoted to Fire Engineer in 1995;
Fire Captain in 1998; and Assistant Chief
in 2011.
Chief Gillaspie introduced the addition of two new firefighters, Raul Ramirez
and Sean Sowersby to the city of Downey
and to City Council Tuesday, June 10.
Both Ramirez and Sowersby were officially hired to the Downey Fire Department
March 24, 2014, Ramirez and Sowersby
are assigned to engine 61, Fire Station 1.
Chief Gillaspie stated Ramirez began
his career as a Fire Explorer in high school,
knowing at an early age he wanted to be a
firefighter. After grade school, he joined
the Rio Hondo Fire Academy in Santa Fe
Springs and moved on to join the Downey
Volunteer Auxiliary in 2010. Since that
time, Ramirez has served as an Ambulance
Operator; Paramedic and now Firefighter.
Ramirez attended the paramedic program
at Mt. San Antonio College and received
a BA from Loyola Marymount University.
Chief Gillaspie also added, “Raul interned
with the city of Downey, so we were able
to take a look at him before we hired him.
Raul lives in Whittier, is 27 years old and
ladies, he is single!”

There are 26 crossing guards in the City
whose years of service range from months
to 33 years. Regardless of their number of
years served, their spirit and professionalism contribute to the City’s outstanding
reputation. Our crossing guards are part
of the unsung, everyday heroes who help
make Cerritos safe and livable for all.
I recently had the honor of recognizing our crossing guards and thanking them
for their dedicated service during this past
school year and over the many years of
service to the community. It was my privilege to acknowledge them for protecting
the lives of the students in our community
and the parents and guardians who accompany them to and from school every day.

keep our children safe, the Cerritos Sheriff’s Station/Community Safety Center
offers the following pedestrian safety tips
for children:
• Parents and children should hold
hands in parking lots.
• Never allow children under age 10
to cross streets alone. Adult supervision
is essential until you are sure a child has
good traffic awareness and judgment.
• Children should walk on direct routes
with the fewest street crossings.
• Make sure children know to cross 10
feet in front of a school bus, never behind,
and to wait for adults on the same side of
the street as the school bus loading or unloading zone.
• Teach your child never to run out into
a street for a ball, a pet or any other reason.
• Make sure your child plays in safe
places away from motor vehicles, such as
yards, parks and playgrounds, and never
in the street.

winner) to her life experiences and debate
class. “I’m from Compton and have been
educated in ABC. I have the blessing of
bringing the good of both worlds together…they kind of conjugate in my mind …
ideas sprout up, and I just want to write
and write about them. Speech and Debate
has helped me fine tune my oral communication so that I can effectively present
ideas that form my thoughts and beliefs.”
Ibrahim Ahmed, also a recipient of
ovations that night echoed his sentiments
about the value of Speech and Debate in
his academic life. “It continues to help me
improve my presentation skills. I know I
have the power to speak out on the issues
that are really important today and I want
to make a difference.” Ahmed has won a
series of competitions both locally and nationally.

youngster in grade school and junior high.

In March of this year, La Palma Intercommunity Hospital was named one of the
nation's 100 Top Hospitals® by Truven
Health AnalyticsTM, a leading provider
of information and solutions to improve

The hospital held a "Top 100" congratulatory celebration with all employees this
past Tuesday to honor its employees who
helped the hospital achieve the ranking.
The Truven Health 100 Top Hospitals® study identifies hospitals and leadership teams that provide the highest level
of value to their communities, based on a
national balanced scorecard.
The 100 Top Hospitals balanced
scorecard measures hospital performance
across 10 areas: mortality; inpatient complications; patient safety; average patient
stay; expenses; profitability; patient satisfaction; adherence to clinical standards
of care; and post-discharge mortality and
readmission rates for acute myocardial
infarction (heart attack), heart failure, and

La Mirada residents are invited to a
presentation of the Neighborhood Emergency Preparedness Program (NEPP) on
June 28 at Gardenhill Park at 9 a.m. This
presentation is the first of seven scheduled
meetings hosted throughout La Mirada
over the summer.
The purpose of NEPP is to organize
and educate neighborhoods to increase
their level of self-preparedness to handle all types of emergency incidents. La
Mirada NEPP will train residents how to
develop and implement a neighborhood
emergency plan to help deal with the aftermath of a variety of emergencies and
disasters.
Neighbors from apartment complexes, churches, neighborhoods, retirement
and active living communities, and homeowners associations (HOA) are invited
to attend.

City of La Mirada Public Safety Department covering the week of June 21.
Aggravated Assault
A domestic assault was reported on
the 15000 block of Desman Rd. The
altercation involved the suspect stabbing
the victim with tweezers. The victim
sustained minor injuries. The incident
remains under investigation.
An assault was reported on the 11600
block of Singleton Dr. A suspect was arrested in connection with the incident.
Other Structure Burglary
A burglary to a garage was reported
on the 13900 block of Biola Ave. Various tools were stolen from an unsecured
garage.
Vehicle Burglary
A window smash burglary was reported on the 13300 block of Beach Blvd.
A purse and other items were stolen from
the vehicle.
Grand Theft
A grand theft was reported on the

Student Scholarships
Long Beach, CA – June 19, 2014 – At
the close of the 2014 school year, LBS
Financial Credit Union awarded scholarships to 33 students in Long Beach,
Lakewood, Cerritos and surrounding
communities.
Each year LBS Financial encourages
local area high schools, adult schools and
community colleges to participate in their
scholarship program by recommending students for an award. This year, 28
high school, 2 college and 2 adult school
students were awarded scholarships. The
credit union works directly with each
school counselor to receive their recommendation for a worthy student recipient
each year.
The credit union also offers a $1,000
scholarship each year that could be applied for by any LBS Financial member
in their final year of high school or first
three years of college. One winner for
the $1,000 scholarship is selected by a

Reyes works as a Labor representative with the United Nurses Association of

AFL-CIO. He also serves as a Functional
Specialty Team Leader with the 426th

Upland, CA, with a rank of a Major.
While serving as a member of the ABC
School Board, Reyes was deployed as a
Detachment Commander of 376th Personnel Services Battalion, Detachment 1 in
support of Operation Iraqi Freedom II in
2004.
Reyes also was deployed as HHC Commander of the 445th Civil Affairs Battalion
in 2007-2009 in support of Operation Iraqi
Freedom 06 and as HHC Commander of
the 426th Civil Affairs Battalion (A) in
2012-2013in support of Operation Enduring Freedom XXII in Afghanistan.
If elected to the Cerritos College Board
of Trustees, he would become the first
Filipino-American ever elected to serve in
that position.

Part I crimes reported to the Cerritos
Sheriff’s Station decreased to 19 from
the 24 reported the previous week. The
following is a breakdown of crimes by
category: two robberies; no residential
burglaries this past week, great news;
three commercial/other burglaries; one
grand theft; three vehicle burglaries;
and ten auto thefts. Deputies made five
felony arrests, 18 misdemeanor arrests,
three warrant arrests, and issued 148
traffic citations (same as the previous
week). The Sheriff’s dispatch center also
received 273 calls for service, a slight
increase from the weekly average of 262.

Veteran ABC School Board member
Armin Reyes held a campaign fundraiser
last Friday night to benefit his upcoming
campaign for a seat on the Cerritos College Board of Trustees at a local restaurant
here in Cerritos.
Reyes is hoping to defeat incumbent
Trustee Shin Liu in the campaign that will
be held later this year on Tuesday, November 4.
Several local residents, longtime
friends, family members and area elected
officials attended the event including Cerritos Mayor Mark Pulido and Artesia City
Councilman Ali S. Taj.
Reyes was first elected to the ABC
School Board of Education back in 1999
and was easily re-elected in 2003, 2007
and 2011.
He served as Vice President of the
Board in 2004 and President in 2005 and

had a winning record in just one of the
four tournaments it played in prior to last
weekend and went winless in four playoff
games after going a combined 5-4 in pool
play action. But the team bounced back
when it needed to and tormented opposing
pitching in the district tournament.
“It’s really nothing that either I or the
coaches have changed,” said manager Sal
Bedolla. “It’s all on the girls. The girls just
came with their heads ready from the very
beginning. I think they all decided that

the talent that we have on this team didn’t
show before this weekend.”
The defining moment this past Sunday
came in the first game against Long Beach
Heartwell. Cerritos trailed 6-0 after half
an inning but got back in the game with
four runs as right fielder Caitlyn Azevedo,
Joaquin and Enzmann had run scoring hits.
Then with Cerritos trailing 10-5 heading
into the bottom of the fourth, the Kaos put
on a hit parade. Luna, Duran and Azevedo
all had hits, the last two of the infield type,
to load the bases. Morones was then safe
on a fielder’s choice before Joaquin followed with a run scoring hit and Enzmann
drove in two runs with another single.
Later in the inning and with the bases
loaded again, Duran, known for being a
power hitter as she has hit four home runs
this summer, provided the knockout punch
with a lazy flare to shallow right to plate
Spoolstra for the game winner.
“What a hit for her; a little dinker,”
Sal Bedolla said. “She’s been hitting some
shots the whole weekend and just to have
her have that little hit is priceless in my
opinion. With her coming up, we knew
we had to make up a few runs, still. But
we knew we had the heart of order and
they’ve been carrying us all weekend.”
“My coaches were telling me to ‘calm
down and don’t think you’re going to hit
a home run’,” Duran said. “They were
telling me to be smart, and I was. The
first [pitch] was a ball and I looked at the
catcher to know if it was inside or outside.
It was outside so then I just hit it to the
right.”

Frontier Youth Baseball League all-stars prepare for district tournament

Fresh off of participating in the Tournament of Champions, the four all-star
teams of the Frontier Youth Baseball
League will participate in the Cal Ripken
District All-Star Tournament this weekend. The tournament is hosted by the Los
Altos Youth Baseball and Softball League
and all games will be played at El Dorado
The Frontier Youth Baseball League
all-stars will play just two opponents,
the hosts as well as the all-stars from the
Heartwell Cal Ripken League. Pool play
games are on Saturday with the playoffs
on Sunday. The winners in each age division will advance to the state tournament
July 11-13.
The 8-Under FYBL all-stars, coached
by Bruce Wonderlick and assisted by John
Andrunas and Jon Nielsen are Noah Andrunas, Brandon Casas, Colby Cather,
Nicholas Leung, Ryan Martinez, Kaleb

scattered seven hits but three came after
the first inning. All 10 runs scored off of
Joaquin were unearned.
The Kaos began the tournament with

“We love to bat first,” Sal Bedolla
said. “Obviously there are disadvantages
to batting first. But when we bat first, we
told them you have to get out there and attack right from the get go and get at least
one [run].”
Later in the day, Cerritos posted a 13-8
win over Palos Verdes and stayed in the
winner’s bracket with a 6-1 win over Santa Monica last Saturday afternoon.
“We’re really happy that we’re going
back [to the state tournament] because we
get to have a lot of fun and our parade is
going to be fun,” Duran said.
The Kaos entered last weekend having
scored 58 runs in 13 games and had a pair
of heartbreaking one-run playoff losses to
Goleta in the San Dieguito Memorial Day
Tournament and to Westlake/Agoura in
the West Valley Tournament. But with its
performance last weekend, the Kaos became the CGSA’s fifth different 12-Under
all-star team to advance to the state tournament.
“In the beginning we didn’t really
bond together,” Duran said. “Towards the
end, we went to pizza places and had a
lot of fun and played all of the games. We
finally started to bond a lot and then our
whole team got together to play [well in]
districts.”
“I think maybe the pressure got to them
a little bit,” Sal Bedolla said of the team
not winning a playoff game. “They were
squeezing the bat a little bit more. They
weren’t hitting as great as they were.”
Gemma Bulthuis, Essence Gibbs and
Destiny Ramos are the other members of
the team.
The Cerritos 10-Under Bam What allstar team went two and out in this double
elimination tournament, falling to Downey
5-4 last Friday evening and 7-1 to Palos
Verdes last Saturday afternoon. The team
finishes the summer with a 3-8-2 record
and played in three tournaments prior to
the district tournament.
“With any all-star team, when you
don’t have experience in that age group,
it’s a lot of work,” said manager Pom
Garcia said. “From one year to the next,
experience makes a difference. We had a
lot of girls who had never played all-stars

recognize. He alerted the Cerritos Sheriff’s dispatch center and deputies quickly
arrested the driver of the van for a felony
warrant and the second suspect for possession of burglary tools. The second
suspect was arrested a few blocks away
riding on a bicycle that had apparently
been inside the van. Both suspects have
long arrest records, including various
theft and drug possession charges. The
key message: No resident call, no Sheriff’s response, maybe a home burglary
occurs sometime that morning in that
neighborhood. Remember, See Something, Say Something, and make Cerritos
a little safer.

Sacramento money grabs have taken a
significant toll on our ability to continue
providing vital services to residents that
maintain our quality of life and protect the
public peace, health, safety and welfare of
the community,” the resolution stated.
“Sacramento politicians have already
taken $12 million from Norwalk and these
cuts present a significant fiscal challenge
to our City, In recent years the City has
slashed its budget by drastically reducing its work force, eliminating 47 fulltime positions and approximately 118,000
part-time hours,” Rodarte and city council
members stressed in their passage of the
order.
In the declaration, Norwalk city officials cited no specific elected officials
from Sacramento, but current Governor
Jerry Brown has been a target from local
elected city council members throughout
Southeast Los Angeles County after he
signed legislation that dismantled Community Redevelopment Agencies.
Brown is seeking reelection in November and is running against Neel Kashkari
who is a former Treasury official under
the Bush Administration.
The declaration also stated that residents have already seen cuts to Public
Safety, Recreation and Social Services,
and that in recent years the City has reduced routine maintenance schedules,
repair and upkeep of parks and citywide
facilities, and street overlay projects have
been eliminated.
City Manager Mike Egan was responsible for the drafting of the declaration,
city documents show.
“The significant cost saving measures
the City has employed in recent years to
address the ongoing budget crisis will not
be sufficient to maintain and protect essential City services and avoid significant
service disruptions which would have a
negative impact upon the public peace,
health, safety, and welfare of the community,” Egan wrote in the emergency declaration.
Norwalk begins a new fiscal year on
July 1, so the timing of the move appears
to have carefully designed by Egan and
his two top staff members Deputy City
Manager Ernie Hernandez, and Director
of Finance Jana Stuard.
“In beginning to plan for our next fiscal year budget the City Council wants to
ensure that the public is aware of these issues and that City staff begins to look for
the necessary cuts to services that we will
be forced to make,” the carefully worded
resolution drafted.
Despite the steps that the City has
taken including service cuts to recreation,
public safety, social services, tree trimming, and maintenance of parks, among
other programs the community relies on,
its financial picture has not dramatically
improved.
Egan also stated in his report to the city
council that “the City’s major revenue categories, sales tax and utility users tax, are
not keeping up with the pace of inflation.
The construction work related to the I-5
freeway widening project may continue to
negatively impact the sales tax revenues
and the Utility User Tax is at jeopardy to
be drastically reduced, by as much as $2
million annually.”

Proposal Documents are available at the Engineering Division of the City of Cerritos.
Proposals are required on the entire work including all appurtenances thereto as more particularly discussed in
the Request for Proposal. The term of the proposed contract is one (1) year with a provision of up to three (3)
one-year extensions.
No proposal will be received unless it is made on the official forms in the Contract Documents that include
the Proposal Cost Schedule and the Non-Collusion Affidavit. Failure to properly execute the Proposal Cost
Schedule and the Non-Collusion Affidavit will render the proposal non-responsive and the proposal will not be
accepted.
The work or improvement to be performed consists of providing all labor, services, tools, equipment, materials,
appurtenances and incidentals necessary for performing repairs and services for water mains, valves, residential
and commercial water services, and fire hydrants for the City of Cerritos. Typical tasks include; repairing water
mains with clamps and/or replacing damaged pipe with new, or cutting out and welding new pipe in place;
replacing valves with new; replacing residential or commercial damaged service lines with new; replacing fire
hydrants with various items that may include the lateral, bury, or extension. Contractor shall have a minimum
of ten (10) years experience performing similar tasks.
The City intends to retain the services of the two lowest responsive and responsible contractors through the
term of the contract to be utilized at City’s sole discretion for the performance of specific water mains and
appurtenances for repair and services as may arise. During the Term, City reserves the right to solicit cost
proposals from any or all of the retained contractors for work tasks as they arise, and assign work to one of the
two retained contractors based on cost proposal received, availability of resources, experience with completing
a particular type of work and other relevant factors.
A mandatory pre-bid job walk will be held on Thursday July 17, 2014 9:00 a.m. at 16540 Marquardt Avenue,
Cerritos, California 90703. Only Contractors attending this job walk will be permitted to submit a proposal.
Anticipate the job walk will take approximately two (2) hours.
The City’s final selection criteria for award of contract will be based on, but not limited to the following
analysis:
➢ City’s evaluation of the Contractor’s Qualification Statement, Experience in the repair and service for Water Main and Appurtenances and proof of State Contractor’s Licenses.
➢ Commitment by contractor to supply necessary services and equipment to fulfill the contract specifications, experience with completing a particular type of work and other relevant factors.
➢ No proposal will be considered if the contractor’s maintenance yard is more than fifteen (15) miles vehicle travel miles from the City of Cerritos City Hall. During an emergency the time it takes to respond can be a critical factor in how extensive the damage to a facility or infrastructure will be.
➢ Availability of resources.
➢ The best economic value of the proposal.
➢ Contractor’s ability to provide the required insurance certificate(s) and satisfactory references.
No proposal will be accepted from a contractor who has not been licensed in accordance with the provisions
of Chapter 9, Division III of the Business and Professions Code of the State of California. The contractor
must possess a license of the following classification at the time the contract is awarded and must maintain the
licenses during the life of the contract: A and/or C34. The contractor’s attention is also directed to Section
7028-15 of the Business and Professions Code.
The contractor agrees to indemnify, defend and hold harmless the City, its officers, officials, employees and
volunteers from and against any and all claims, losses, liabilities, damages, costs of expenses, of whatever
character, type or description, including attorney’s fees and costs, in law or equity, arising from, by reason of
or resulting from damages to property or personal injury, including death, as a result of or arising out of, in
whole or part, of the performance of any and all obligations and/or work on the project by contractor, any of
the contractor’s employees or agents, or any of its subcontractors. This indemnity and hold harmless shall
be construed to the fullest extent allowable under the law, except that if any such liability is determined by
agreement between the parties or by the findings of a court of competent jurisdiction to have been caused by
the active negligence or willful misconduct of the City, the contractor shall not be required to indemnify and
hold harmless the City for the percentage of liability attributable to the City’s active negligence or willful
misconduct.
Before a contract is entered into with the successful contractor, the contractor shall present evidence in
writing to the City of Cerritos that he or she has current public liability and property damage insurance from a
responsible insurance company authorized to do business in California that is acceptable to the City of Cerritos
of at least the following amounts:
Bodily injury and property damage - Combined single limits in the amount of $1,000,000.
NOTE: The insurance policy must include a special endorsement to policy that provides:
1.
The City, its officers, officials, employees, agents and volunteers are included as additional insured but only insofar as operations under the contract are concerned.
2.
The insurer shall not cancel or reduce the insured’s coverage without first providing thirty days advance written notice to the City of Cerritos.
The City of Cerritos will not be responsible for premiums or assessments on the policy.
3.
The Insurer shall furnish the City of Cerritos a certified copy of the policy within five (5) days of the City
requesting a copy. The successful contractor shall maintain during the life of the contract the above specified
insurance with the above-referenced special endorsement.
Pursuant to the provisions of Section 1776, et al. of the Labor Code of the State of California, the Director
of Industrial Relations for the State of California has determined the general prevailing rate of wages and
employer payments for health and welfare, vacations, pensions and similar purposes applicable to the work to
be done. These rates shall be the minimum rates for this project. Rates are available on the Internet at
http://www.dir.ca.gov.DLSR/PWD. In addition, the information can be obtained by calling the Division of
Labor Statistics and Research’s Prevailing Wage Unit at (415) 703-4774, or by faxing the Prevailing Wage Unit
at (415) 703-4771, or in writing to: California Department of Industrial Relations, Division of Labor Statistics
and Research, Prevailing Wage Unit, P.O. Box 420603, San Francisco, CA, 94142.
Pursuant to Section 1735 of the California Labor Code, the contractor shall not discriminate in the employment
of persons for the work as described in these Contract Documents because of race, religious creed, color,
nation of origin, ancestry, physical disability, mental disability, medical condition, marital status, or sex of such
persons. If the contractor is found to be in violation of this Section on this work, the contractor shall be subject
to all penalties imposed in Part 7, Chapter 1 of the California Labor Code.
The successful contractor will be required to comply with all requirements of the Immigration Reform and
Control Act of 1986 (“Act”). The successful contractor agrees to defend, indemnify and hold the City of
Cerritos harmless from any penalties imposed as a result of non-compliance with the Act.
By submitting a proposal, the contractor offers and agrees that if the proposal is accepted, it will assign to the
City of Cerritos all rights, titles, and interest in and to all causes of action it may have under §4 of the Clayton
Act (15 U.S.C. §15) or under the Cartwright Act (Chapter 2 commencing with §16700) of Part 2 of Division 7
of the Business and Professions Code, arising from purchases of goods, materials or services by the contractor
for sale to the City of Cerritos pursuant to the proposal. Such assignment shall be made and become effective at
the time the City of Cerritos tenders final payment to the contractor.
The City of Cerritos reserves the right to reject any and all proposals, or portions of any and all proposals, or
waive any informality or irregularity in a proposal to the extent allowed by law.
Proposals are required for the entire work described herein.
