TECHNOLOGY COLLEGE SARAWAK
1.0
INTRODUCTION
Centre of Learning and Competencies provides University Placement Unit Enquiry for TCS
students who are interested to further their studies. The objectives is to give the students
informations on the available pathways upon completion their diploma, programmes offered by
public and private institutions and any matters regarding university placement.
2.0
UNIVERSITY PLACEMENT ENQUIRY PROCESS
The process is as in PFC 604-7 Academic Process – University Placement Process.
3.0
HIGHER EDUCATION INSTITUTIONS (HEIs)
Higher Education Institutions (HEIs) offer courses at the certificate, diploma, bachelor, master and
doctorate levels. The period of study at each bachelor degree level is three years and is offered by
both public and private sectors. The providers comprise two major groups:
•
Public HEIs (funded by the government) such as public/local universities, polytechnics,
community colleges and teacher training institutes.
•
Private HEIs (private funding) such as private universities, university colleges, foreign
university branch campuses and private colleges.

Malaysia (USM)
Established in 1969, Universiti Sains Malaysia currently has three
campuses in Peninsular Malaysia. The Main Campus is located on

Malaysia (UTM)
Established in 1975, Universiti Teknologi Malaysia offers excellent
academic programmes especially in the areas of science,
engineering and technology. As at March 2009, UTM had produced

Established in 1983, the International Islamic University Malaysia is a

Education (UPSI)
Established in 1997, Universiti Pendidikan Sultan Idris is the first
university of education in the country and emphasises on producing
leaders through education-based courses. UPSI is located at the
border of Perak and Selangor in Tanjong Malim. Its new campus will
be built on an 800-acre piece of land located in Behrang, Ulu, 5km

University of Malaysia
(USIM)
Universiti Sains Islam Malaysia was established in 1998 and aims to
uphold and enhance Islamic studies; bring Islamic Studies into the

HOW TO CHOOSE PRIVATE HIGHER EDUCATION INSTITUTIONS (IPTS)
Ensure that the IPTS are registered under the Ministry of Higher Education Malaysia (MOHE).
Examples of the registration reference number:
•
University: JPT/BPP(U) 1000-801/ (no IPTS)
•
College: JPT/BPP(D) 1000-701/ (no IPTS)
Other criteria to be considered:
1) The facilities and infrastructure provided are adequate, comfortable and safe.
2) Other forms of facilities are also provided, which include recreational facilities, counseling and
co-curriculum activities.
3) The students' residence or accommodations (if any) are comfortable and located near the
campus.
4) The location and environment of the IPTS are conducive for teaching and learning processes.
5) Ensure that all the teaching staff are fully qualified and experienced. For example, the teaching
staff for Diploma students must at least have a Bachelor degree.
6) The teaching and learning processes must be conducted in accordance with proper planning
and the facilities provided must be adequate.
7) The management and administration of the IPTS must be efficient. This may be evaluated
based on the institution track record.
8) Pay careful attention to all offers made by the IPTS such as the offer letter, fee refund policy and
the education financial aids.

5.0
HOW TO CHOOSE ACADEMIC PROGRAMME
The academic programme chosen must obtain:
1) The operational approval from the Ministry of Higher Education Malaysia (MOHE).
2) The minimum standards/accreditation/provisional accreditation from the Malaysian Qualifications
Agency (MQA).
Other criteria to be considered:
1) The chosen field of study must be in accordance with the qualifications and meet the conditions
of admission of the IPTS.
2) The chosen field of study must be appropriate and meet the requirements of the current job
market.
3) The programme fee must be reasonable and is appropriate for the field of study chosen.
Comparison of the programme fee can be made with other IPTS that offers the same programme.

6.0
MALAYSIAN QUALIFICATIONS AGENCY (MQA)
Malaysian Qualifications Agency (MQA) is responsible for quality assurance of higher education for
both public and private sectors. The main role of the MQA is to implement the Malaysian
Qualifications Framework (MQF) as a basis for quality assurance of higher education and as the
reference point for the criteria and standards for national qualifications. The MQA is responsible for
monitoring and overseeing the quality assurance practices and accreditation of national higher
education and to maintain the Malaysian Qualifications Register (MQR).
6.1
MALAYSIAN QUALIFICATIONS REGISTER (MQR)
The MQR is the reference point for accredited programmes awarded by higher education
providers. These programmes or qualifications (i.e. certificate, diploma, advanced diploma, or
degree) must conform to the Malaysian Qualifications Framework. Currently, the information in the
MQR are as follows:
(i) name and address of the higher education institution
(ii) application reference number
(iii) name of the qualification
(iv) field of the qualification
(v) validity period
(vi) qualification level
(vii) credit requirements to graduate

6.2
ACCREDITATION
Accreditation is a formal recognition that a certificate, diploma or degree programme has attained
the quality standards and criteria set by (Malaysian Quality Accreditation) MQA and is in
compliance with the (Malaysian Quality Framework) MQF. These programmes can be considered
for recognition by the government for the purpose of employment in the public sector. Accreditation
is a status or achievement as a result of quality assessment by MQA. Accreditation status by MQA
has many advantages. Besides being a benchmark for quality programme, it also has other
advantages such as:
(i) Students are eligible to apply for loan from funding agencies such as National Higher
Education Fund (PTPTN).
(ii) Students are eligible to continue their studies in higher education institutions and obtain
credit transfer. However, the final decision lies with the institution concerned.
(iii) Students can be considered for employment in the public sector. In many cases, even
private sector employer consider accredited programmes in their selection of graduates
for employment.
(iv) Institutions can franchise their accredited programmes to other institutions, subject to
certain conditions.
