Since its inception in 1970, Développement international Desjardins
(DID) has been greatly enriched by its experience along the way. It has
always adapted to the needs of its partners and been responsive to
requirements set by the microfinance industry. This document
presents DID's professional history.
For more than 40 years, Développement international Desjardins (DID) puts at the

The SAF2000 transactional software is now known as SAF
The SAF transaction processing software package from DID already installed in over one thousand locations provides processing of transaction data
for financial institutions of any size and is aimed at optimizing these procedures for microfinance institutions. Originally designed by SYSDE, it was
adapted by DID to meet the specific needs of its partner microfinance institutions located on four continents. Close collaboration and sustained effort
enabled SYSDE and DID to develop and deploy several new versions over the last ten years, fully updating the system to handle changes in the field.
The SAF system, now in version 4.3 is available in three languages, French, English and Spanish.
SIG / SIGDID / DECISION are all Management Information Systems (MIS) / decision-making systems now known as Stratego:
Stratego is a business intelligence tool designed to improve the strategic decision making of managers by enabling them to make better use of
available data in order to improve their knowledge of their organization. Using the latest technologies, Stratego is a highly effective tool that is
flexible, secure and easy to use. It monitors financial institution progress and can be used to compare several institutions or several periods in relation
to targets set. By using Stratego, managers are able to analyze the profitability and performance of their institution, track trends, target areas of
operational inefficiencies and make improvements.

ESTABLISHMENT AND DEVELOPMENT OF EFCs IN AFRICA AND LATIN AMERICA
Provide for the organization, operational follow up and management of project partner
financial centres for entrepreneurs (EFCs) set up and operated by DID. The project has
adopted a Build, Operate, and Transfer strategy. The project will ensure that EFCs provide
entrepreneurs with a tailor-made approach for access to financial products and services based
on professional management and qualified employee specialists. EFCs will also offer clients
and employees an opportunity to gradually become owners through unique, innovative access
to ownership mechanisms (CSOP and ESOP programs). This business model is unique and
distinctive in the microfinance sector because the focus of its strategy is capacity building and
involvement in local collective ownership.

PROFESSIONALIZATION OF AGRICULTURAL CREDIT METHODS (PMCA)
Define and introduce effective agricultural credit practices and then disseminate the lessons
learned. Undertake a diagnostic of the agricultural credit function and analyze production
chains in order to better understand the market potential. Based on these diagnostics and
market analyses, make recommendations which will make it possible to introduce changes in
procedures and adapt credit products. The project will make it possible to monitor a complete
cycle of agricultural production and introduce corrective measures based on trends and
performances observed. This project could be the basis for a future agricultural finance
project on a greater scale. Phase I: 2005-2007 Phase II: 2007-2010. Countries of

SUPPORT FOR INSTITUTIONS AND FUNDS BENEFICIATING FROM INVESTMENT FROM DID
The objective established by DID and its partners is to organize and provide for management
and monitoring of financing operations for community finance institutions drawing on the
funds available at DID and other financial partners working in microfinance capital market
niches. To achieve this objective, DID intends to carry out an organized process for
investment, governance and divestment. The general strategy of the project will consist of
providing assistance and technical advice to DID investment partners or other institutional
investors and ensuring active, added-value involvement in the governance of the institutions
financed.

RESEARCH AND TECHNOLOGICAL DEVELOPMENT
Since 2002, nearly 200 cooperatives belonging to 15 networks in West Africa, Haiti and Mexico
have computerized their operations with the SAF, AMIO and DECISION systems proposed by
DID. This deployment gives 900,000 households access to computerized financial services
under the same technological platform. This shared platform enables interoperability, opening
the door to a multitude of innovative services. For example, under this project, the
interconnection of sites will make it possible (i) for the federations and DID to develop and
introduce a distance support service for operations that will significantly improve the quality
of service offered to the cooperatives while considerably reducing the cost (ii) to develop and
manage an intercoop transaction service, significantly improving access to financial services
(iii) to develop electronic intercoop transaction and payment systems such as transactions by
cell phone, over the internet or at ATMs. The project provides support for the networks in
Togo, Burkina Faso, Senegal, Mali, Mexico, the Philippines, Niger, Tanzania, Mauritania,
Guinea and Haiti.

Improving professionalism in partner networks and institutions by systemizing training as a
functional unit, including structuring, training and equipping those in charge of training in
MFIs so they can manage training activities and ensure skills transfer to the workplace. Basic

RURAL-URBAN INTERCONNECTIVITY TO HELP FIGHT POVERTY
Provide consulting services to help develop local skills and provide the material resources
required to improve interconnectivity between rural and urban entities in a given network of
savings and credit cooperatives, their federation, and external organizations across three
continents. Improve access to financial services for poor communities, mainly in rural areas.
Increase outreach and frequency of use of services by improving transactions possible.
Interconnectivity would first be established between rural and urban service units of a given
network (inter-coop solution) and later between linked units of the network and external
financial institutions (transfers of funds). The project will be deployed in Burkina Faso, Togo,
Mali, Vietnam and Haiti.

PROFESSIONALIZING MICROINSURANCE METHODOLOGIES
The current project is part of a research action approach designed to optimize and
professionalize methodologies for distribution and delivery of microinsurance products within
the explicit context of our partner networks. More specifically, the project aims at verifying
and demonstrating that microinsurance can be complementary to microfinance in reducing
poverty. It is also intended to demonstrate that the existence of a network of MFIs or access
to such a network adds value that should be optimized in terms of improving access by
disadvantaged communities to appropriate microinsurance services. How access may be
improved will also be verified

CAPACITY DEVELOPMENT PROGRAM AND CREDIT RATING SYSTEM (CREDIT+)
MFIs have had few tools until now for proper analysis of loan requests. Improving and
facilitating lending decisions requires systemizing and standardizing the process. DID has
developed an effective tool to analyze loan requests which may be used as a standard analysis
model for housing loans. DID will introduce the tool it has developed into three partner
institutions. After testing, the tool could be introduced into other partner institutions.

This project is aimed at obtaining better understanding (ongoing process) of current and
future needs of our partners and their members, especially women as well as of the trends,
context and opportunities apparent in the microfinance industry. This is intended to develop
the products and services that will allow partners to adapt, as well as to assist them in dealing
with the challenges they are facing when expanding community access to effective and
relevant financial services. To achieve that goal, the project is intended to capitalize
specifically on the results obtained by the partners, either in other projects, by optimizing the
elements offering an interesting potential, and by documenting them and developing tools for

INTEGRATION OF GOOD GOVERNANCE PRACTICES (IPG)
The objective is to improve MFI governance practices. The general strategy for the project
consists of identifying the crucial issues for governance using a survey conducted in four
regions of the world (East Africa, West Africa, Latin America and Asia) and developing and
testing suitable toolkits and intervention procedures. DID intends to work on issues such as
applying roles and responsibilities, monitoring social and financial performance,
accountability, taking a prospective approach to articulating orientation, etc. This is a
research-action project that will include publications and roll out of results. Countries

This project consists of producing an inventory of best practices in social performance and

STRATEGIC MONITORING FOR THE BANKING TRANSACTION SYSTEM REPLACEMENT
The project will make it possible to carry out an evaluation of banking transaction systems in

PROFESSIONALIZATION OF AGRICULTURAL CREDIT METHODS (PMCA)
The PMCA project started in 2005. The addition of the African Rural and Agricultural Credit
Association (AFRACA) allows DID to support two new MFIs in East Africa, affiliated with
AFRACA (Zambia and Tanzania). DID support those MFIs in order to improve the agricultural
financial services they offer to their members and supports the introduction of new products
tailored to the needs of farmers and managed to minimize risks. This project allows DID to
work in close collaboration with AFRACA in dissemination activities (seminars on rural finance,
etc.).

TRANSFER AND NATIONAL ACCOMPANIMENT FOR THE DEVELOPMENT OF AN EXPERTISE IN
MICROFINANCE (TANDEM)
DID's objective is to ensure that the MFIs perpetuate the mechanisms for implementation
and change so that there is continuity in the development of their institutions in order to
improve financial and organizational performance To do this, DID proposes to work mainly on
the elements that drive financial performance; that is to say, the formalizing elements
(processes, procedures, tools, etc.), on employee skills and on responsibilities assumed by
main executives of the institutions. The overall strategy is to set up an intervention unit made
up of local microfinance experts. Countries targeted: Senegal, Mauritania, Guinea, Niger and
Burundi.

STUDY OF AP/SFD SUSAINABILITY IN WAEMU COUNTRIES
Carry out a diagnostic analysis of all AP/SFDs (associations of professionals working in
decentralized financial systems) in the WAEMU zone in order to formulate realistic proposals
to build AP/SFD viability and mechanisms for operations. The project aims specifically at
analyzing new regulations for SFDs, defining the challenges they face, and the outlook for
promoting the sector and AP/SFD self-regulation; analyzing AP/SFD governance (strategic
orientations, democratic participation by members, defined membership criteria and rules,
ownership by the members, etc.); analyzing operational and financial viability (capacity for
developing services and generating resources internally, involvement by members in financing
of the association); proposing draft articles of association, by-laws, membership charter, and a
code of ethics. The intent is to achieve AP/SFD self-sufficiency and a refocusing on the role of
defending the interests of the profession and representing its interests in officially-sanctioned
relations established with authorities.

ACCESS TO HOUSING FINANCE II
This demonstration project aims at testing responses to the main constraints affecting a
significant commitment by community finance institutions to housing finance. It is based on
the lessons learned during DID’s previous experience and on the methodologies and

STUDY OF MICROINSURANCE IN THE CIMA ZONE (PHASES I AND II)
Carry out an analysis of the offer and demand for insurance and microinsurance products in a
representative sample of the country, in order to identify the driving forces and the obstacles
to developing the market. On the basis of this analysis, formulate recommendations that will
enable the General Secretariat of CIMA to make proposals to the Council of Ministers

The purpose of this pilot project is to set up a training and awareness program concerning the of the World Bank Group

This program will be deployed in Benin and Senegal, two of the countries affected by the new
regulations. Under the project, DID will be responsible for presenting the findings of the study
on microinsurance in the CIMA zone and amendments to the CIMA code, designing a
community awareness program to reestablish the credibility of insurers in the community, and
designing and delivering a training program for various insurance market stakeholders in

DEVELOPMENT OF MANAGEMENT AND DECISION ASSISTANCE SYSTEM (PENTAHO)
In West Africa DID has been providing support to several longstanding partners that were
affected by the introduction of the Central Bank of West African States (BCEAO) new chart of
accounts for banking. Since regulatory provisions have required major changes to the financial
reports produced by the networks of cooperatives, DID upgraded its DECISION transaction
software package. DID worked in collaboration with the CIF (Confédération des Institutions
Financières) to achieve the goal of standardizing the management systems and practices of
member networks and the goal of financial monitoring. The MIS developed would consolidate
network financial data at the CIF, which were not possible under the precedent system. The
project was to improve the system to make utilization more user-friendly, improve
performance, produce financial information to meet the new needs of the partners,
standardize management practices within networks in the West African Economic and
Monetary Union and improve the quality of data generated by the system resulting in a higher
level of professionalism for the microfinance sector in the sub region. Countries targeted:

The three specific objectives of the project are as follows: (i) Village Banks (current or future

models for village banks in Benin, (ii) the existing financial system increases its level of
refinancing activities in rural zones, (iii) a loan guarantee system for MFIs and banks for their

SUPPORT PROJECT TO DEVELOP RURAL MICROFINANCE (PADMIR)
The purpose of this project is to establish and manage a fund to be used for refinancing
agricultural investments, thus facilitating these services provided by rural microfinance
institutions in Cameroon. These institutions will be able to widen access to finance for
smallholders, especially women and youth, seeking to purchase farm equipment and boost
productivity. Through the project, these producers will be able to increase revenue while
adding to their national food security. At the same time DID will support participating
microfinance institutions adopting suitable measures to manage the risk associated with
agricultural loans. Phase II makes it possible to expand the financial services offer from the
facilitation fund set up under the PADMIR project in the South and Littoral regions, to
develop/test innovative products for young entrepreneurs (eg. microleasing, agricultural
insurance) and, lastly, to strengthen the capacity of the medium-term facilitation fund with a
view to its effective sustainability.

Design, launch and deploy a national cooperative microfinance institution (CECNA). The
targeted deployment will be accomplished by setting up 8 outlets, one in each of the four
interior districts of the country and four in the districts of the city of Djibouti. A framework for
modern governance adapted to local concerns, namely internal management bylaws and
regulations to conform to Islamic culture and the laws of the Republic of Djibouti will be
created. CECNA operations will be computerized from start up and will use the management
and control tools required for harmonious and secure operations.

THREE-YEAR BUSINESS PLAN (2009-2011)
The government of Djibouti has amalgamated two structures in order to have a single national
microfinance operator. DID is to draw up a realistic business plan making it possible to set
clear objectives over a period of five years to facilitate amalgamation of the microfinance and
micro-enterprise development project (PDMM) with the Agence djiboutienne de
Développement social (ADDS). Additionally, the two structures must be transformed (under
the leadership of ADDS) into a single network operating under the Desjardins information
system and methodology. In order to implement this new institutional approach a business
plan will be required and this is the mandate that has been given to DID.

The major aspect of the credit activity is the revolving credit fund to support agribusiness from Authority (MiDA)
production through the entire value chain including processing, storage, transportation and
marketing. Other activities complement the efficient delivery of credit under the ACP. These
comprise building the capacity of financial institutions through training of their staff in
agricultural credit, providing grants to expand loan production offices or branches, as well as
supporting the establishment of pilot programs including innovative financial products
intended to speed the flow of credit along the agriculture value chain. The goals of this
project are to (i) Implement new agricultural financial services for the agricultural
stakeholders (farmers, input supplies, processors) of three rural areas in Ghana, to increase
the access to the credit funds for their activities; (ii) Develop the MFIs staffs’ capacities for the
management of the agricultural financial services and the follow-up of the agricultural process
and (iii) Develop the internal systems and approaches to optimize the market-based approach

the DID implementation methodology (i) installation of the SIG-DID program (ii) configuration

re-launching of Co-operative Bank of Zambia (CoBZ) operations. The business plan (20092013) reflected the need for strengthening the primary Savings and Credit Cooperative
Societies (SACCOS) through the establishment of CoBZ as an apex bank providing financial and
non-financial services to SACCOS. The plan included financial projections with key assumptions
to ensure the sustainability of the structure. It also identified potential sources of donor
funding to support implementation.
SUPPORT FOR THE ENTREPRENEUR FINANCIAL CENTRE (EFC ZAMBIA)
Organizing and conducting the operations and management of the Entrepreneur Financial
Centre (EFC) set up and operated by DID. The EFCs are community finance institutions
specializing in providing financial products and services to entrepreneurs. DID supplies
technical support and consulting services to the EFC for organization and development. A
Build-Operate-Transfer strategy has been adopted for the project. This approach includes
promoting popular shareholder plans and a focus on DID technological solutions and toolkits.
The project ensures that the EFC offer entrepreneurs a tailor-made approach to increased
access to financial products and services by means of professional management and qualified,
specialized staff. The EFC offers its clients the possibility of gradually owning a stake in the
institution using innovative and unique access to ownership mechanisms (CSOP/ESOP
programmes). As a result, this business model is unique and distinctive in the microfinance
sector because its strategy is centered on capacity building and firm anchoring in the
community through local collective ownership.

CONSULTING SERVICES FOR CARIBBEAN MICROFINANCE INSTITUTIONS CAPACITY BUILDING
The overall objective is to contribute to the development of the microfinance industry in the
Caribbean. The specific objective is, over a 15 months period, to define and implement

SUPPORT FOR SAVINGS AND CREDIT COOPERATIVES IN HAITI (ACOOPECH)
The ACOOPECH project is a follow-up to the revitalization project for Haitian savings and
credit cooperatives. It builds on the success of the first project. The ACOOPECH project is
intended to assist the savings and credit cooperatives achieve autonomy through their own
efforts to expand the cooperatives and consolidate the network in Haiti. Under this project,
the financial cooperatives will continue to be strengthened as a mode of economic and
participative organization and new products will be developed that are specifically designed to
meet member needs. There are three main themes for action: (i) strengthening of financial
cooperative management practices; (ii) expansion of shared services through the creation of
second-tier structures and; (iii) institutional strengthening (association of financial
cooperatives, creation of a federation). The project will also strengthen application of the
new legislative provisions governing financial cooperatives (DIGCP/BRH and CNC).

PILOT PROJECT TO OFFER EDUCATIONAL LOANS
The project is intended to explore the methodology of educational loans within two
ACOOPECH savings and credit cooperatives. The savings and credit cooperatives will be
provided with the necessary instrumentation for offering this type of product and ensuring
follow up. The project will supervise them to ensure operationalization of the service and to
minimize risks. At the end of the project, if the results are conclusive, the product could be
offered in other Haitian savings and credit cooperatives which will have the benefit of the
experience of the two initial cooperatives.

PHASE III – GALATA
This project is intended to support the public institutions mandated by the new legislation
governing savings and credit cooperatives to control and supervise the sector. At the end of
this project, the goal is that the BRH will be able to adequately fulfill its role in supervising the
savings and credit cooperatives sector and regulatory mechanisms will be clearly defined,
adapted to the context, understood by the various stakeholders and applied properly. The
BRH must also be able to carry out adequate surveillance of the sector and have the capacity
to monitor the operations and governance of the savings and credit cooperatives, and apply
sanctions when necessary.

STRENGTHEN MICROFINANCE ACTIVITIES OF THE FINANCIAL COOPERATIVES
The general goal of the project is to strengthen and expand savings and credit services to rural
markets that are not adequately served by microfinance. This will be done by developing
credit and other financial services offered by the financial cooperatives to those with low
income, improving the quality of these services, strengthening management and operational
skills in at least ten financial cooperatives, and taking the first steps towards establishing a
formal federation of financial cooperatives by introducing centralized financial support
services.

Encourage access to education, also aims at helping savings and credit cooperatives to set
up, equip, and provide investment in the resources and materials required for designing a
product tailored to the needs of the clientele. A financial simulation will be carried out to
demonstrate the break-even point for the product. It will allow the community savings and
credit cooperative community to self-finance the education of a portion of its students.
Contribute to documenting the resources required for a financial product designed to
encourage the education of children. The implementation strategy used for the schools will
also be documented for replication purposes in other school districts.

SUPPORT PROGRAM FOR THE COOPERATIVE FINANCIAL SECTOR IN ASIA
The objective established by DID and its partners is to ensure the viability of cooperative
networks in the region in order to maintain quality community-based financial services, which
are essential to the economic development and the improvement of living conditions of the
intended populations. To achieve this goal, DID intends to focus on strengthening governance
within the partner institutions through the development and deployment of tools, the training
of key personnel and by introducing and strengthening specific mechanisms for safeguarding
deposits and sound management of liquidities. The general strategy for the project is
complemented by a theme focused on capacity building in which various action levers will be
made available to help strengthen the competencies of administrators, employees and
managers. Based on a method of sharing skills and coordinating efforts, DID is taking a
national approach based on intercooperation among the various units involved. Moreover,
the inclusion of an association as partner (ACCU) in the project will stimulate the dynamics of

The overall project objective was to improve the social and economic conditions of the
cooperative member-users, micro and small entrepreneurs, traders, artisans and farmers and
their families. The project had several components (Financial intermediation, Insurance, Policy
advocacy, etc) and DID’s mandate was to support the financial intermediation sector.
Therefore DID’s activities aimed at ensuring that the cooperative members have affordable
access to essential financial services by increasing the availability, competitiveness and quality
of services provided by their financial institution. To ensure the sustainability of the
cooperative services, DID also carried out activities aiming at increasing the financial base and
management capability of the cooperatives and to foster a stronger and more effective
network linking between primaries and apex bodies. With the project intervention, the
cooperatives improved their public image and became increasingly recognized as serious
actors for community development.

INTEGRATION, EXTERNAL AUDITING AND LEGAL FRAMEWORK OF FINANCIAL COOPERATIVES
The intent of this program is to assist NATCCO, an apex organization, strengthen integration of
its affiliated financial cooperatives. For that purpose, project experts will help NATCCO draw
up required financial, professional and institutional performance indicators for the financial
cooperatives and help NATCCO validate the concept and set up an implementation plan. The
project will also help NATCCO strengthen execution of external auditing of the financial
cooperatives by its employees and set up a structure or legal arrangements to ensure their
independence. In addition, the project will assist NATCCO in drawing up draft legislation
respecting financial cooperatives that will be validated by the cooperative sector and
presented to authorities.

DEVELOPMENT OF AN INDEXED CROP INSURANCE SCHEME IN SRI LANKA
The project aims at making available to Sri Lankan farmers an innovative agricultural insurance
product which will minimize the risk of an income loss resulting from unfavourable weather
conditions. It entails the development and testing of new methodologies to streamline the
overall processes, improve delivery mechanisms, and raise the awareness of the rural Sri
Lankan population towards an insurance product to fill the gap in the national insurance
market. It is expected that around 26,000 farmers will subscribe to the new product during
the life of the project. Project realized in consortium with Sanasa Insurance Company Ltd
(SICL) and BASIX (India).

DEVELOPING PRUDENTIAL REGULATION AND SUPERVISION OF SAVINGS AND CREDIT
COOPERATIVES
Support the Central Bank of Uzbekistan in developing its supervision division for savings and
credit cooperatives. The two main areas of intervention involve supervision: distance
supervision using a management information system and on-site supervision using tools
(mainly the Inspection Program) adapted to the situation. Two other topics are also
addressed: the legal context and the operational environment of the savings and credit
cooperatives (SCUs).

STUDY AND DEVELOPMENT OF A LIVESTOCK INSURANCE PLAN IN SRI LANKA
The project aims to examine and compare the SICL livestock insurance program in Sri Lanka
with other existing programs. As a result, this will allow for analysis of plans offered by other
companies, such as CIC-Kenya. It will involve research and best practices implementation in
order to optimize overall procedures, improve distribution by identifying the most partners
possible and the most effective procedures especially for identifying livestock, in an overall
effort to arrive quickly at profitability for the product.

SUPPORT FOR THE VIETNAM ASSOCIATION OF PEOPLE’S CREDIT FUND (VAPCF)
The purpose of the project is to strengthen the VAPCF by supporting the development,
adaptation and progressive implementation of prioritized components of the PCF services
offered. Specifically this involves (i) providing assistance to the VAPCF team in charge of
deploying the BMS-PCF data processing solution in the targeted PCFs; (ii) ensuring transfer to
the VAPCF of a distance training program (PAMEF) and (iii) providing assistance to the VAPCF
in conducting the preparatory work required for setting up a security fund for the PCFs.

RURAL-URBAN INTERCONNECTIVITY TO HELP FIGHT POVERTY
The project will be deployed in Burkina Faso, Togo, Mali, Vietnam and Haiti. For Vietnam, the
project objective is to improve access to financial services for disadvantaged populations,
mainly in rural areas in terms of outreach and the intensity of utilization of services, by
expanding the transactions possible. Interconnections will first be established among service
outlets in the People’s Credit Fund networks operating in rural areas and those operating in
urban areas (Inter-Coop solution) and subsequently between networked outlets and other
