Boundary Review 2012-13
PURPOSE:
To seek the Governing Board’s approval of the recommendations
from the Millwood and Sackville High Families of Schools Boundary
Review Committee.

BACKGROUND:
At the March 28, 2012 Board meeting, the following motion was
carried:
That the Board recommend to staff a grade reconfiguration for the
Sackville and Millwood Families of schools as follows: the high
schools accommodate the 9-12, the middle schools accommodate
the 6-8 and the elementary schools accommodate the P-5 effective
September 2014, and a boundary review take place for all schools
within the Sackville Family of schools taking into account the new
grade configurations and the existing inventory of schools as soon
as possible.
A boundary review committee was established and a facilitator
appointed to assist the committee.
The boundary review committee was instructed to provide
recommendations on revised boundaries, considering the school
closures and grade reconfiguration, for all schools in the Millwood
and Sackville Families of Schools. These changes would be effective
September 2014.
The Committee met on the following dates: November 8, 20, 27;
December 4, 18, 2012; January 8, 15, 28, 29; and February 5, 2013.
The Boundary Review Committee held a public meeting on February
11, 2013 and presented an Interim Boundary Proposal. The
Committee conducted two follow-up meetings on February 12 and 19,
2013 to review public input and finalize its recommendations. The
committee met on February 21 and 26 to prepare the final report. The
Final Report was submitted to the superintendent on March 3, 2013.
CONTENT:
Senior Staff has reviewed the final report submitted by the Millwood
and Sackville High Families of Schools (Appendix 1) and provides
the following comments:
The Millwood and Sackville High Boundary Review Committee
completed the boundary review in accordance with the Creating
School Populations Policy.
The Millwood and Sackville High Boundary Review Committee
developed their recommendations in accordance with the spirit and
intent of the motion passed by the Governing Board at the March 28,
2012 Board meeting.
Senior Staff supports all of the recommendations in the Millwood and
Sackville Boundary Review Committee Report with the following
exception.
Staff recommends that the Millwood and Sackville Boundary Review
Committee’s recommendation to extend Early French Immersion
eligibility to the Millwood Family of Schools be deferred.
Staff requests the 2013-2014 school year to consult with the
community on an Early French Immersion Family of Schools model
and on the current Late Immersion at Sackville Heights Junior High
School. Interest, sustainability and transportation will be examined in
the context of fiscal realities.
Staff will bring a recommendation to the board before January 2014.

Report of the Boundary Review Committee for the
Millwood and Sackville Families of Schools
The Millwood and Sackville Families of Schools’ Boundary Review Committee is pleased to present its Final
Report to Judy White, Acting Superintendent, and to the communities of the Millwood and Sackville Families of
Schools. The members of the committee have devoted a significant amount of volunteer time to review the
demographic data and enrollment data provided by Halifax Regional School Board (HRSB) Operational Services
utilizing the Baragar Systems Software, and knowledge provided by the school principals and school advisory
council representatives. The committee also reviewed the regional planning context for these school boundaries as
provided by John Heseltine, Senior Planner, Stantec Consulting, following his consultation with Andrew Bone,
Planner from the Halifax Regional Municipality. The Committee examined eight boundary exchanges proposed by
Board staff and John Heseltine, in addition to examining data generated for numerous adjustments and new
proposals suggested by the committee members. The committee prepared and presented an Interim Proposal to the
public and received public submissions on that proposal. The committee reviewed all public submissions, made
some adjustments to the Interim Report based on public input, and then prepared this Final Report.
Procedures of the Committee

The Committee followed the “Duties and Responsibilities of the Boundary Committee” as defined in
Procedures 5.0 of the HRSB Creating School Populations Policy.
When evaluating the scenarios and suggestions, the Boundary Review Committee referenced the guiding
criteria as defined under Procedures 6.0 of the HRSB Creating School Populations Policy.

Families of Schools taking into account the new grade configurations and the existing inventory of schools
that would result in the following: increasing the catchment area and number of students in the Sackville
Family; reducing the catchment area and number of students within the Millwood Family; and reducing
student enrollment at schools that are over capacity in the Millwood Family
To make a recommendation on the receiving schools for the students displaced from Sackville Centennial
and Gertrude M Parker upon their closure in June 2014

Details of the Interim Boundary Proposal
In this proposal, the boundary review committee recommends that the schools in the Millwood and Sackville
Families of Schools be reconfigured as follows: the high schools accommodate grades 9-12, the junior high schools
accommodate grades 6-8, and Cavalier Drive School and the elementary schools accommodate grades P-5 effective
September 2014.
Deliberations re: The Reconfiguration of Schools in the Millwood and Sackville Families of Schools
and the Recommended Boundary Exchanges Based on the Recommended Configurations
The student enrollments in the Millwood and Sackville Families of Schools are expected to decline over the
projection period of 2012 – 2026. (All data employed in this study was obtained from Baragar Demographics
Systems Software used by the Halifax Regional School Board.) The proposal to change the grade level
configuration of Millwood High and Sackville High to grades 9-12 will increase the individual school enrollments
and make more efficient use of classrooms at the high schools. The elementary reconfiguration from P-6 to the
proposed P-5 will increase space at two elementary schools in the Millwood Family (Harry R Hamilton and
Millwood Elementary) which are currently over capacity and operating with portable classrooms on their sites. The
change to a P-5 configuration for the remaining elementary schools in the two families who are experiencing
declining enrollments, combined with the proposed boundary exchanges among these schools will have the positive
effect of creating a better balance in the enrollment and percent capacity at these schools. Sackville Heights Junior
High, AJ Smeltzer and Leslie Thomas will be the three sites configured for students in grades 6-8. The grade 6-8
student population can be accommodated at two junior high schools in the Sackville Family. The recommendation
to increase the number of schools eligible for registration in Early French Immersion from two catchment areas to
eight catchment areas will increase the enrollment in the program. Incorporation of Early French Immersion in
Cavalier Drive School will take advantage of the available capacity to accommodate the growth of the program.
6.1.1
Long Term Viability
The committee worked to find a solution that would do the following:
• Reduce the enrollments at schools in the Millwood Family of Schools that were over capacity –
Millwood Elementary and Harry R Hamilton Elementary
• Increase the enrollment at the schools in the Sackville Family that were under capacity
• Determine the placement for students in Sackville Centennial and Gertrude M Parker effective
September 2014 when these schools are closed
• Provide recommendations that will be viable for at least the next five years

Potential Enrollment Growth
Reconfiguring the elementary schools from the current P-6 configuration to a P-5 will allow for
potential growth at any of the elementary schools, but in particular it will permit Harry R. Hamilton
and Millwood Elementary to accommodate increased enrollments that may result from development in
their catchment areas. Sackville Heights Elementary will remain under capacity and will have space
for enrollment growth that is anticipated from development in the area of Sunset Ridge.
The number of elementary schools in the Sackville Family will be reduced from seven to five with the
closure of Gertrude M Parker and Sackville Centennial effective June 2014. The enrollment in the
remaining five elementary schools in the Sackville Family will be better balanced.

6.1.3 Use of space that is disused due to enrollment decline
• This proposal makes use of space at the two high schools that is currently unused due to enrollment
decline.

The Boundary Exchange proposals will create a better balance in the enrollment and percent capacity
among the schools of Hillside Park, Sycamore Lane, Caudle Park, Smokey Drive, and Cavalier Drive
School.
The recommendation for a P-5 configuration will decrease the enrollment at Harry R Hamilton and
Millwood Elementary, moving the total enrollments closer to optimal. These schools would no longer
need to utilize the portable classrooms currently situated on their sites.
The recommendation for a grade 6-8 configuration at Sackville Heights Junior High will maintain the
percent capacity rates for this site.
The recommended reconfiguration will increase the percent capacity at Leslie Thomas which will
receive the grade 6 students from the feeders of Smokey Drive and Gertrude M Parker along with the
grade 6, 7 and 8 students from Cavalier Drive School.
The percent capacity of AJ Smeltzer will be increased by the recommendation to receive all grade 6
students from the revised catchment area for Sycamore Lane.
The recommendation for a 9-12 configuration at Millwood High and Sackville High will increase
enrollment and the percent capacity for both high schools.

Impact on affected students and communities
The committee recognizes that all communities are impacted by any change in the status quo.
There is no change in curriculum for the grade 6 and grade 9 students who are re-assigned schools
based on the recommended configuration. The designs of the school day for these students will be
developed by school staff to meet the unique needs of the learners, taking into account their age and
grade level.
The impacted schools and communities will have one year to develop transition plans and activities for
schools and individual students in preparation for the implementation of the proposals.
Sackville Centennial and Gertrude M Parker Elementary Schools will establish transition teams with
representatives from their schools and the proposed receiving schools to prepare for their closure and
reassignment.

The board’s policy C.010 Race Relations, Cross Cultural Understanding, and Human
Rights in Learning that promotes principles that value and celebrate diversity
All schools must be responsive to the diverse needs of the communities they serve and work to build
inclusive environments to support learners and members of the community. It is the expectation that
schools will provide inclusive learning spaces and instructional materials teachers can utilize to deliver
programming to meet the needs of learners.
It is recommended that the Board make the installation of an elevator at Leslie Thomas Junior High a
capital budget priority to improve accessibility at the site.

Cavalier Drive School now becomes the site for the Early French Immersion Program P-5.
Based on these recommendations, any students entering primary effective September 2014 in the
Millwood and Sackville Families of Schools would be eligible for registration in the Early French
Immersion program at Cavalier Drive.

The recommendation to exchange students from Sackville Heights Elementary to Sycamore Lane
Elementary is a shift of students from the Millwood Family to the Sackville Family of Schools.
Map Exchange 1 – Caudle Park to Cavalier Drive has an impact on five students (P -5) and four
students (6-8). This boundary exchange results in a re-assignment for students in elementary (Caudle
Park to Cavalier Drive) and also for junior high (from AJ Smeltzer to Leslie Thomas).
Some students from the Sycamore Lane catchment area will be reassigned to a new junior high (Leslie
Thomas to AJ Smeltzer).
Grades 6-8 students from Cavalier Drive School will be re-assigned to Leslie Thomas.
All other recommended boundary exchanges maintain the existing structure of the Family of Schools.

The clarity and consistency of the proposed boundary
The recommended boundary exchanges re-align the catchments areas for Caudle Park, Hillside Park,
Sycamore Lane, and Cavalier Drive. The areas in their existing catchments that did not border on each
other are now connected.
The committee utilized the streets of Sackville Dr, Glendale Dr and Beaver Bank Rd as much as
possible to create catchment areas defined by geographical boundaries.
6.1.10 Student transportation and safety

There will be impact on student transportation. There are a number of bus routes moving through both
the Millwood and Sackville Families in the existing catchments. It is the belief that any additional
requirements for bussing can be accommodated in the system without causing a strain to transportation
budgets.
Map Exchange 1 – Caudle Park to Cavalier Drive (Settlers Lane, Mansfield Lane, Cobequid Dr) These
students were previously bussed to Caudle Park and will be bussed to Cavalier Drive. Students who are
remaining at Caudle Park living between Judy Ann Court and First Lake Drive should continue to be
bussed to Caudle Park for safe passage to school.
Map Exchange 2 - Caudle Park to Hillside Park (Hallmark Ave / Hartford Dr / Realty Ave / Ridge Ave
/ Madeline Ave / Crystal Ct / Abbey Dale Ct / Old Sackville Rd (between Hwy 101 and Sackville
Cross Rd) were previously bussed to Caudle Park. These students will be bussed to Hillside Park.
Map Exchange 3 – Gertrude M Parker to Cavalier Drive (Nictaux Dr / Newcombe Dr / Nappan Dr /
Nordic Cr / Nordic Ct / Neily Dr / Kipling Dr / Marie Dr / Lennox Dr / Maple Grove Ave / Lynnville
Dr / Lumsden Cr / Lydgate Dr / Riverside Dr (north of Glendale Dr). Most streets in this catchment are
within 2.4 km from Cavalier Drive School. However students who were enrolled in Early French
Immersion at Gertrude M Parker from the existing Smokey Drive catchment may be beyond 2.4 km
and will require mandatory bussing. Crossing guards would be required at the intersection of First
Lake Dr and Metropolitan Ave, and an additional crosswalk and crossing guard will be required at the
intersection of Polara Dr and Metropolitan Ave to ensure the walking students’ safe passage to school.
Map Exchange 4 – Gertrude M Parker to Smokey Drive (Rankin Dr, Matador Ct and Stokil Dr). These
students are within walking distance to Smokey Drive.

2.4 km distance from their receiving school - Caudle Park Elementary. Students will be required to
cross Glendale Dr on their passage to school. Crossing guards are required at intersections along
Glendale Dr to ensure their safe passage.

Bank Rd (east side from Sackville Dr to Glendale Dr). Concerns were expressed for the elementary
students residing in this catchment for their safe passage to Sycamore Lane. There are no sidewalks on
many of these streets and students would be required to walk along and cross busy streets and
intersections of Sackville Dr, Beaverbank Rd, and Glendale Dr. It was felt strongly by the committee
that students from this area should be provided courtesy bussing to Sycamore Lane and AJ Smeltzer.
Map Exchange 7 – Cavalier Drive to Smokey Drive (Moore Dr / Boutilier Dr / Tedbury Cr / Wagner
Dr / Imlah Dr / Hughes Dr / Yeadon Dr / Sunnyvale Ct / Sunnyvale Cr / Hillsdale Cr / Woodhill St /
Beaver Bank Rd (west side from Glendale Dr to Millwood Dr) These students were previously bussed
to Cavalier Drive. They will be less than 2.4 km from Smokey Drive School. It is the strong belief of
the community and supported by the boundary review committee that the students in this exchange be
given courtesy bussing on existing routes to provide safe passage to Smokey Drive Elementary. The
Traffic Impact Statements for the intersection of Millwood Dr and Beaver Bank Rd demonstrate the
risk to safety for students crossing at this intersection.
Map Exchange 8 - Harry R Hamilton to Sackville Heights (Margeson Dr / Westwind Ridge / Victory
Ln / Regkay Ct / Swindon Dr / Gaudet Dr / Hanwell Dr / Bambrick Rd (to Westwind Rg) These
students are currently bussed to Harry R Hamilton and will be bussed to Sackville Heights Elementary.
Additional Recommendations of Committee:
• The Early French Immersion program be assigned to Cavalier Drive School grades P-5
• The Early French Immersion Program be assigned to Leslie Thomas Junior High grades 6-8
• The Board increase the number of elementary schools eligible for registration in Early French
Immersion to include all elementary schools in the Millwood and Sackville Families of Schools.
• Sycamore Lane Elementary be a feeder school to AJ Smeltzer Junior High (6-8)
• The Board make the installation of an elevator at Leslie Thomas Junior High a capital budget
priority.
Other Considerations
•
The staffing at a school is determined by formula and is based on the total enrollment. There will be reallocation of staffing as configurations change and enrollments change at each school.
Deliberations following the Public Meeting
After reviewing the public submissions, the committee was in agreement to make the following changes in
the Interim Boundary Proposal for Millwood and Sackville Families of Schools:
• Map Exchange 8 – Millwood Elementary to Sackville Heights Elementary was withdrawn.
• Map Exchange 9 – Harry R Hamilton Elementary to Sackville Heights Elementary was adjusted. The
streets of Wilson Lake Dr and Chani Dr were removed from this exchange.
• To further increase eligibility for registration in the Early French Immersion program by including the
three elementary schools in the Millwood Family of Schools.

Final Recommendation
The final recommendation of this Committee is to accept the following revised Interim Boundary Proposal
presented in this report.
The Millwood / Sackville Boundary Review Committee recommends that:
• The schools in the Millwood and Sackville Families of Schools be reconfigured as follows: the
high schools accommodate grades 9-12, the junior high schools accommodate grades 6-8, and
Cavalier Drive and the elementary schools accommodate grades P-5 effective September 2014.
• The Early French Immersion program be assigned to Cavalier Drive School grades P-5.
• The Early French Immersion Program be assigned to Leslie Thomas Junior High grades 6-8.
• The Board extend the eligibility for registration in Early French Immersion beyond Cavalier

Boundary Review Committee – Public Meeting
February 11, 2013
Procedures
1. The meeting is open to all members of the public.
2. The meeting will be chaired by the Co-Chairs of the Boundary Review Committee –
Susan Robinson and Lisa Smith.
3. Any person in attendance will have the opportunity to speak for 3 minutes to make
his/her presentation. We ask that presenters identify themselves by name and
school. Each school will have a 10 minute time slot with schools called forward in
alphabetical order. Once all schools have an opportunity for their first three speakers
to come forward, we will rotate through the order again for additional presenters.
4. Presenters are welcome to table written copies of their presentation or other
supporting material with the Boundary Review Committee at the time of the
presentation. Debbie Sutherland, Facilitator, will receive them.
5. There will be a question period at the end of the Public Submissions.
6. The proceedings this evening will be taped for verbatim minutes.
7. The Boundary Review Committee will continue to receive written submissions up to
end of business day February 18, 2013. You can submit your information to Jill
McGillicuddy at jmcgillicuddy@hrsb.ns.ca.

The Boundary Review Committee Interim Report recommends that the schools in the Millwood and Sackville Families of
Schools be reconfigured as follows: the high schools accommodate grades 9-12, the junior high schools accommodate
grades 6-8, Cavalier Drive and the elementary schools accommodate grades P-5 effective September 2014.

The Early French Immersion Program be assigned to Leslie Thomas Junior High grades 6-8

The Board extend the eligibility for registration in Early French Immersion beyond Cavalier Drive and Smokey
Drive to also include Caudle Park, Hillside Park and Sycamore Lane
•
Sycamore Lane Elementary be a feeder school to AJ Smeltzer Junior High (6-8)
The committee needs to hear from everyone—those who may support the proposed boundaries / recommendations
and those who may not. Written submissions may be emailed to the Board addressed to jmcgillicuddy@hrsb.ca.
Submissions must be received on or before end of business day February 18, 2013.

FREQUENTLY ASKED QUESTIONS BY PARENTS AND GUARDIANS
Q: When will the recommendations of the Interim Proposal go into effect?
A: The Boundary Review Committee Interim Proposal recommends implementation for September 2014.
Upon receipt of the Boundary Review Committee’s report along with recommendations of the Board staff, the
governing Board will determine the recommendations that will be implemented and the date for
implementation.
Q: How can I register my child at a school other than my neighbourhood school?
A: You can apply under board policy B.003: Creating School Populations, to place your child at a school
outside your neighbourhood. To do that, you must:
• Pick up an Out-of-Area request form from the principal at your neighbourhood school
• Fill out this form and have it signed by your neighbourhood school principal.
• Give the signed form to the principal at the school you want your child to attend or complete the
online option.
• Applications will be not be accepted by the requested school before April 1.
• All applications must be processed by June 30 of the year of the transfer.
The receiving school principal makes the decision based on student enrollment, the makeup of the receiving
class and available school resources.
If your child is accepted at another school, you are responsible for your child’s transportation to and from
school. For more information, read policy B.003: Creating School Populations - (Procedures - Section 14.0)
Q: Who do I contact if I’m concerned about my child’s transition to the new school?
A: You should contact your child’s current principal and/or the principal at your child’s new school for
direction and support. If the proposals are accepted, the implementation date is September 2014. This will
give parents and schools a year to develop transition plans and activities for individual students. Sackville
Centennial and Gertrude M Parker will have transition teams appointed from their communities to work with
transition team members from the proposed receiving schools.
Q. If grade 6 students are assigned to the junior high schools grades 6 -8, does the curriculum change
for grade 6?
A. No, the curriculum does not change. The curriculum and the number of instructional minutes for each
subject are set for each grade by the Department of Education and outlined in the Public School Program
(PSP).
Q: How can I get more information about how the boundary review will affect my child’s school?
A: Review Interim Boundary Proposal report on the HRSB website or on your child’s school website; contact
your child’s school principal or SAC Chair.
Q. Will the Late French Immersion Program continue to be offered at the current sites?
A. Yes, the Late French Immersion Program will be offered at Leslie Thomas Junior High, AJ Smeltzer
Junior High, and Sackville Heights Junior High.
