HISTORY
In November 1866, shortly after the end of the Civil
War, members of The First Congregational Society
of Washington considered establishing a theological
seminary for the education of African-American
clergymen. Within a few weeks, the concept had
expanded to include a provision for establishing a
university. Within two years, the University consisted
of the Colleges of Liberal Arts and Medicine. The
new institution was named for General Oliver O.
Howard, Civil War hero, who was both a founder of
the University and, at the time, Commissioner of the
Freedmen’s Bureau.
The University charter, as enacted by Congress and
subsequently approved by President Andrew Johnson
on March 2, 1867, designated Howard University as “a
university for the education of youth in the liberal arts
and sciences.”
In 1879, Congress approved a special appropriation
for the University. The charter was amended in
1928 to authorize an annual federal appropriation
for construction, development, improvement and
maintenance of the University.

Campus
Since its founding, Howard University has grown from a
single frame building to 107 buildings on five campuses.
The University has many academic programs designed
to make use of the resources unique to Washington,
DC. The White House, the Capitol, Embassy Row and
many of the cultural and historic institutions of the city
are within minutes of the main campus.
The University Center includes an art gallery; a
recreation center with twelve bowling lanes; meeting and
conference rooms; dining facilities (restaurant, cafeteria
and snack bar); a digital auditorium; a 1500-person
capacity ballroom; lounges; and student government
and administrative offices. University Center facilities
are often enjoyed by the metropolitan Washington, DC
community.
In the last few years the University has completed
several important capital improvements to the campus.
The Ralph J. Bunche International Affairs Center; the
Technology Center, headquarters for the University’s
information systems infrastructure; Howard Hall, the
original residence of founder General Oliver O. Howard;
and Childers Hall, which serves the University’s fine arts
students, are four illustrative examples. In 2001, the
University opened 2 new digital libraries: the Louis
Stokes Health Sciences Library on the Main Campus
and the Law School Library on the West Campus.
Cramton Auditorium
Cramton Auditorium opened its doors on January 8,
1961. The 1,508 seat auditorium, named for former
Congressman Louis C. Cramton of Michigan, is located
on Howard University’s main campus, and is the largest

in the city. Cramton has held its place as a leading venue
that presents a unique blend of innovative performing
arts programs, special events, and educational
programming. The dynamic interaction of performance
and education augments classroom learning, and
provides hands-on experience, preparation, and training
for students in the fine arts and communication fields.
Addressing the current needs and issues of the cultural
and political climate, Cramton Auditorium provides
a forum for world leaders, key political figures, and
commemorative events.
Howard University Radio
The University’s commercial radio station, WHUR-FM
(96.3), has been broadcasting for more than 35 years and
is one of the highest rated radio stations in the Washington
metropolitan area. It is also the first station in the area to
broadcast in crystal clear high definition.
WHUR has a clinical relationship with University
faculty and students, especially those in Business,
Communications, and Engineering. It is the parent station
for WHBC 830AM, the University's student operated
radio station.
The station is well respected for services to the greater
Washington community. Annually, the station sponsors
Food2Feed, a 12-hour broadcast fundraiser to collect
monetary and non-perishable items to feed the needy
for Thanksgiving. Among the many other community
services rendered by WHUR-FM are the Annual Coat
and Toy Drives, breast cancer and education walks,

along with benefit basketball games and issue-related
town hall meetings.
WHUR has also sponsored fundraisers to assist victims
of Hurricane Katrina and battered women. From 2002
to 2005, WHUR held annual radiothons, raising over
$600,000 to build a shelter for battered women and their
children in Prince George's County. From March 2007
to March 209, WHUR has sponsored radiothons that
raised $170,000 to help send Howard University student
volunteers to perform service projects as part of the
Alternative Spring Break program.
WHUR is the recipient of numerous awards, including the
prestigious 2007 National Association of Broadcasters
Marconi Award, 2006 National Association of Broadcasters Crystal Award, and the 2004 National Association
of Broadcasters Education Foundation Service to
America Radio Partnerships Award. In 2005, the National
Association of Broadcasting presented Howard University
with the prestigious "Spirit of Broadcasting" award for its
outstanding contributions to the broadcast industry.
WHUR-WORLD is a new high definition radio channel
broadcasting culturally rich content to a diverse audience
on the WHUR-FM HD Radio network. This high quality
digital HD2 channel is a progressive mix of music and
information whose roots are embedded in the original
WHUR concept of “360 degrees of Total Blackness”. Its broadcast reach is extended by the world wide web,
and offers an alternative multicast of programming that
entertains, educates, addresses social problems, and
provides context for a mature adult listening audience.

Both music and information on WHUR-WORLD will help
listeners understand—in keeping with Howard University’s
mission – “America and the Global Community.” The
music and information are intended to entertain, to inspire
creative thought and imagination, and, as appropriate, to
change mental perspectives and viewpoints. The music is
an intensive blend of Classic Jazz, Rhythm & Blues, Hip
Hop, Blues, African-American Folk, and World. Similarly,
the non-music information provides context drawing upon
multiple cultural sites.
Howard University Television
Founded in 1980, Howard University Television,
WHUT-TV, was the first African-American-owned
public television station in the nation. It is also the
only university-licensed public television station
located in the metropolitan Washington viewing
area. In addition to broadcasting important University
events to the influential metropolitan Washington area
community, Howard University Television provides a
diverse mix of news, information and cultural
programming that is unavailable elsewhere. The
station’s signal reaches over 2 million households in
the greater Washington metro area. In fall 2007, WHUT
also began a digital simulcast to this viewing area, the
ninth largest media market in the United States. WHUT
has thousands of loyal viewers and donors who tune
daily to its unique mix of PBS series such as NOVA, The
American Experience, Sesame Street, and its original
productions on local and national topics. Specials also
highlight special events and renown speakers at Howard
University, such as Cornel West, Toni Morrison and Nobel

Laureate Ivar Giaever. WHUT airs more than 3,500 hours
of public affairs and educational programming each year.
WHUT has won 13 Emmys, and numerous other awards
such as the Telly, Aurora, and Cine Golden Eagle.
Howard University Television facilitates national and
international distribution of key University activities. In
addition, major University events are webcast for access
around the world. A campus-wide video network enhances
Howard University Television’s capacity to capture
University speakers, athletic and cultural events and
Rankin Chapel services. This closed-circuit system will be
expanded to allow distribution to classrooms, academic
buildings and residence halls throughout the campus.
Annually, the station provides comprehensive, handson training to University students. Students who have
served as interns at Howard University Television can
be found working as media professionals throughout the
industry from coast to coast.
The Howard University Community Association
is the principal point of contact between the University
and the community-at-large. It is the locus for ongoing
University planning efforts regarding neighboring LeDroit
Park and the Georgia Avenue Corridor. It also houses
the University’s AmeriCorps, JumpStart, and Project
C.H.A.N.G.E. programs. On a daily basis, it provides
information and referral services about University events,
programs and activities. It also provides the University
family with information about important community
events and initiatives.

The Howard University Middle School of
Mathematics and Science (MS)2
Howard University is committed to action that will
help to prepare our youngsters for a rapidly changing
economy and workforce that is so dependent on science,
engineering and technology. Therefore, it established
the Howard University Middle School of Mathematics and
Science, the first charter school in the DC metropolitan
area to be established by a University.
(MS)2 opened its doors in August 2005 to 120 sixthgraders who came from seven of the eight wards in
the city. It is a technology-enabled school designed
specifically for middle school students with the benefit
of being located on a research university campus. It offers a rigorous core curriculum in Mathematics,
Science, Social Studies, Language Arts and Spanish. It also provides a comprehensive supplemental program
that includes an Extended Day Program specifically
designed to demonstrate the variety of applications
of mathematics and science. Extended Day activities
include MathCounts, Sprint Solar Car Competition,
Broadcast Media, Toy-Challenge Design, Chess
Challenge, Robotics and Architecture Club.
Each student is provided a laptop computer for use
in the classroom and one for use at home. Every
classroom has a specially designed high definition
plasma display on which students and teachers can
project their work.
One of the most valuable components of the school
program is its interns. These are undergraduate and
graduate students from all of the Schools and Colleges

at the University who are engaged to assist the faculty
as teaching aides, tutors and mentors.
(MS)2 administrators and faculty enjoy a productive
partnership with the leadership and professors of the
University’s School of Education. Of particular note is
that a majority of the (MS)2 faculty are now engaged
in teacher certification training made possible through
a $100,000 education grant from the Tom Joyner
Foundation.
Now in its fourth year of operation, the school has 284
students in grades 6-8. (MS)2 scholars have taken top
honors in citywide events, such as the Science Fair,
MathCounts competition, and the Scripps-Howard
National Spelling Bee. They also qualified for the third
consecutive year to participate in the National Toy
Challenge competition.
Information Systems
The University added worldwide webcasting to its
broadcasting of all major events in 1994 when the
Chairman of the Joint Chiefs of Staff and the President
of the Republic of South Africa both visited. A major
address by the United Nations Secretary General and the
Chairman of the Federal Communications Commission
made the practice routine.
In addition to closed-circuit audio and video networks,
Howard University has two FCC-licensed broadcast
stations (a public television station and a highdefinition commercial radio station). Both use satellite
technology.
The University also has a campus-wide fiber-optic, fast
gigabit, wide area TCP/IP network. Our main meeting

areas are videoconference-capable, with local fiber and
ISDN providing compliant conference standards. Fixed
seating is wired for data and power. There are specific
sections for left-handed persons, as well as those who
are physically challenged.
There are also eTheatres with the ability to project
overhead slides and high-resolution photography,
and smartboards capable of direct access, electronic
storage and projection. The audiovisual components are
capable of DVD viewing and theatre room presentation
of Web offerings. Textual, video, audio, and data streams of information
can be collaborated on simultaneously. Video and voice
can be digitally converted over the network backbone to
a satellite uplink and then to remote locations. Discrete
locations can establish a "forum" to utilize the University's
Voice Over IP capabilities.
Each full-time faculty member has an Internet-ready
computer, and their offices are wired to provide
connectivity to the Howard University network, the
Internet and the Worldwide Web. The University has
continued its commitment to maintaining technological
currency by initiating regular upgrades of Macintosh and
PC workstations for faculty. The University received a large program grant of over
1,700 software titles from Microsoft. The grant, which
has been renewed each year, enables software to
be made available to all Howard University students,
faculty and staff free of charge on a cross-campus basis
for instructional and research use.

The iLab
The Information Laboratory at the Technology
Center is a very attractive facility that seats up to 200
simultaneous computer users at a variety of computing
platforms. Each computer in this facility is connected,
via a broadband network, to all of the student-available
computing resources of the University, in addition to the
vast resources on the Internet.
Students using the iLab have access to televised
information displayed on monitors in clear view from
any seat in the facility. In addition, at each seat in
the facility, there is a wireless sound system that can
be tuned to any of the television monitors or to a variety
of music programs designed to meet a diverse set of
personal tastes.
The iLab has garnered a great deal of attention from
both television news and print media, and has even
served as the backdrop for high technology project
announcements, such as the NBC4 Internet portal
initiation.
Center for Excellence in Teaching, Learning
and Assessment
Co-located with the iLab is the Center for Excellence in
Teaching, Learning and Assessment which serves as
a facility for faculty use in the development of modern
teaching techniques, including multimedia presentations
for the classroom and distance learning techniques. The Center offers training and refresher sessions for
faculty on a variety of software applications relevant to
teaching, learning and assessment.

Located in the lower level of the Blackburn Center, this
Computer Lab makes available nearly forty networked
computers in an attractive learning environment for
commuting students. Each computer is equipped with
the standard set of productivity software, including
Microsoft Office. All systems automatically update virus
definitions and run scans daily to maintain operational
status. During the academic year, the Lab operates
Monday through Friday from 12 Noon to 10:00 p.m. All
students are welcome to use this high-tech facility.
Student Residential Network (ResNet)
The University also maintains a significant enabling
technology presence in the residence halls. In addition
to the iLab and the University Center Lab, the University
operates smaller computer laboratories that are located
in each of eleven residence halls. These facilities
allow students to access the computing resources of
the University and the Internet without having to leave
their residence halls. This wireless network allows
students to install wireless network interface cards in
their computers and have access on a 24/7 basis to all
campus computing resources, plus the Internet, from
their rooms. The University expanded this access even further when
it completed a major technology upgrade–ResNet2–
which provides wired network access, cable TV and new
telephone service to each individual resident. These
additional services are provided in every dormitory. The wired network enables students to access all of
the services on the University’s network and on the
Internet at 100 MB per second. The cable TV service

enables access to 50 channels of entertainment and
news programming, including WHUT-TV and several
Howard University programming and information
channels. The upgraded telephone service gives each
resident a dedicated phone line with voicemail, speed
dial, and 3-way calling. When coupled with existing
computer laboratories and wireless network services, a comprehensive array of technology services is accessible to all students in every residence hall.
Digital Auditorium
The University Center’s Digital Auditorium provides
students with direct access to the campus-wide fiber
optic network. The auditorium is videoconferencecapable, with high-speed fiber connections on campus,
and ISDN providing standard wide-area conferencing
capability. Each of the 140 seats in the auditorium is
wired for data connection and power.
The Digital Auditorium includes an eTheatre with
the ability to project overhead slides, high-resolution
photography and streaming digital video. The room is
also capable of DVD presentations, as well as the full
variety of offerings from the World Wide Web.
Smart Classrooms
There are 42 smart classrooms located in various
academic buildings across the campus. Each smart
classroom contains high-end, integrated audio-visual
presentation and production capabilities, including
a smart board, an automated instructor station, and
network capable student seating. Smart classrooms
also provide access to the University’s distance learning
resources, and to the Internet.

WHBC 830AM
WHBC 830AM, Howard University’s student operated
radio station is a major media outlet for the University’s
student body. Celebrating over 30 years on the air, WHBC
830AM Channel 51 has the ear of the campus and is a
part of the Howard student collegiate lifestyle.
WHBC was founded in 1974 by a talented student from
the Howard University Department of Radio, Television,
& Film. WHBC has grown from its humble beginnings
into a cutting edge college radio station.
Now available at www.whbc830am.com, the station
has been serving the Howard University community,
beginning as a subsidiary of the Howard University Radio,
Television and Film Department in the Howard University
John H. Johnson School of Communications.
With guidance from its parent station WHUR 96.3 FM,
WHBC 830 AM has developed into a powerhouse for
urban contemporary music, targeting over 10,500 Howard
University students ages 18-34.
WHBC operates 24 hours a day, 7 days a week,
broadcasting on Channel 51 of the University’s residential
TV network (ResNet). On Channel 51, you can hear great
music while watching your favorite on-air personalities. WHBC is dedicated to giving students the opportunity to
learn about radio and also to providing them with handson training.
Howard University Hospital
Howard University Hospital has been a provider of
quality healthcare for nearly 144 years. It has been cited
by U.S. News & World Report as one of the nation’s

best hospitals. Howard University Hospital remains
a pioneer in treatment techniques and ranks high in
the community in the detection and treatment of heart
disease, cancer, organ transplantation, travel medicine,
neonatal care, shock trauma, geriatrics and other areas of
medicine and surgery. Its physicians have been ranked
among the best doctors by Washingtonian Magazine,
Black Enterprise Magazine and by prestigious national
organizations such as the American Heart Association. The only major teaching hospital in the nation located
on an historically black university campus, Howard
University Hospital remains committed to providing
quality accessible healthcare for all.
Howard University Research Building I
The Howard University Research Building I is a
prototype research facility that accommodates the
activities of major externally-funded research projects directed at the development of solutions to enduring
problems, especially those that disproportionately impact
people of color. It provides a foundation and forum for
research-based curriculum and policy development,
practice intervention, best practices, and subsequent
dissemination of research findings.
Housing a significant community of research staff, faculty
and students, the 50,000 square-foot facility is located
along the Georgia Avenue corridor, symbolizing Howard
University’s role as an active institutional partner in the
revitalization and development of the community.
University Libraries
The University Libraries System consists of a central
library complex that includes the Founders Library,
the contiguous Undergraduate Library building, and

branch units in the Schools of Architecture and Design;
Business, Divinity, and Social Work. Other campus
information and resource facilities include the Louis
Stokes Health Sciences Library, the Law Library, the
Moorland-Spingarn Research Center, the Afro-American
Studies Resource Center, and the International Affairs
Center Reading Room. The Founders Library, named in
memory of the seventeen founders of the University, and
designed by famed African-American architect Albert I.
Cassell, opened in 1938.
In 2001, the University opened two new 80,000 square
foot digital libraries: The Louis Stokes Health Sciences
Library on the Main Campus and the School of Law
Library on the West Campus.
The Louis Stokes Health Sciences Library is a worldclass research facility for health professionals in
Medicine, Dentistry, Pharmacy, Nursing and Allied Health
Sciences, as well as the Howard University Hospital.
The Law Library is a state-of-the-art facility supporting
legal research and instruction in the Law School on the
West Campus.
The mission of the University Libraries is to provide
innovative, effective information services and products
that support, strengthen, and advance teaching/learning
and research in the University community. The library
system has large and comprehensive resources
incorporating virtually every discipline, supported
by information specialists and technical personnel. Holdings include more than 2.5 million volumes, over
16,000 current serial titles, 4.2 million microforms, and a

The libraries' collections of traditional materials are
complemented by a strong and continually updated
digital component. Online Web-based catalogs provide
quick access to library holdings. The website is a
virtual library of local and global networked resources,
with full-text journal articles, bibliographic databases,
reference books, data files and multimedia, accessible
24/7 from library, dorm, office, and home. Electronic
facilities include a fiber infrastructure, over two hundred
fully networked workstations, laser printers, and a 22desktop digital learning classroom. Howard University
is a member of the Association of Research Libraries,
the Chesapeake Information and Research Library
Alliance, as well as a number of regional and national
organizations.
Howard University Bookstore
Howard University Bookstore offers products and
services that show the best of Howard University. The
bookstore occupies 32,000 sq. ft. of the Howard Center
with about 15,000 sq. ft. functioning as retail space. The
first floor houses the apparel and gifts, dorm decor, and
health and beauty aids departments, as well as customer
service and a Starbucks Coffee Cafe. Its second floor
includes computer, general books, health sciences,
supplies and electronics, and textbooks departments, as
well as administrative offices. Many items are available
for purchase on its website, www.hubookstore.com.
The Bookstore frequently hosts author signings and
events. It currently operates in two locations: the Main
Campus and the School of Law Campus.

Established in 1972, Howard University Press is the publishing arm of the University. The Press supports
its parent institution’s goal of “providing leadership for
America and the Global Community” by publishing

The Campaign for Howard
The Campaign for Howard was launched in March 2002,
in commemoration of the founding of the University in
March 1867. The goal of The Campaign was to raise
$250 million in five years. Nearly a year before its
original end date, the Campaign not only met its $250
million goal, but exceeded that target.
Overall, alumni gifts accounted for 36 percent of the
Campaign's $250 million goal, exceeding the national
average of 27 percent according to the Council for
Advancement and Support of Education, which tracks
philanthropic information for educational institutions.
At virtually all American colleges and universities, the
tuition charged is less than what it actually costs to
educate a student. This is especially true at Howard. The University is committed to access as well as
excellence and, although every effort is made to keep
tuition as low as possible, the vast majority of the
University’s students demonstrate a need for financial
aid. Closing the gap requires significant new private
support from individuals and corporations.
The objectives of the Campaign focused on three main
areas:
