I continue to be amused at the workIngs of Avon Lake City government. If
those who run the city would gei"in
touch," I believe they would fh(* jilt a
good portion of the residents might
agree.
For the past two years, negotiations
with city employees have token many
months. The-usual shouts of "we Just
don't have the money" or as I recently
heard City Law Director (negotiator]
Barnard say, "You people (city
employees) want more and we think
you have too much." Dut the most
often heard Is tho lack of money.
The PRESS has loomed the administration will propose an offer based on availability of now-found additional dollars. The City of Avon Lake is
reviewing the possibility of a single
digit increase to employees.
Somewhere between 2% &6ft.
Where will the money come from?
After all, Mayor Bob Allen in his pro
income tax speeches (defeated in June)
an cable T.V. outlined the lack of and
need for more dollars.
The administration will soon explain
how they shuffled monies from the
capital Improvement fund and (now
catch this) found thousands of dollars
In the Service Department budget
under "other". The amount....about
$40,000.
I equate this "find" with Mr. Avon
Lake citizen putting on a pair of cut-off
jeans he hasn't worn since last summer
and saying tci his wife "hey honey,
look what 1 found." Nothing to get excited about, just a big wad of cash he
put in his pocket on the way to the
store last summer and forgot about it.
An incident that happens to mast
everyone yes, but come on, $40,000.
Why does It take so long to find
something which has been there all
along? And most important ... who do
we believe?

On Jan. 24, when Avon Lake City
Council granted Law Director Dale Barnard a 7 percent salary hike -• "to bring
it in lino with other cities In the area" quite a controversy began.
Residents charged council had
violated the city charter by raising the
salary of a public official while ho was
in office; the emergency action by
council was called Ill-timed and irresponsible in light of the city's financial crisis.
In March, local lawyer John Mackln
filed a taw suit against tho city, and said
Barnard "acted In a hlgh-handod and
liolf-sorvlng manner" by Interpreting
the charter In such a way to provide
himself a raise.
Mackln further stated that Barnairl'n
actions were "a detriment to '.he IB^SI
profession as well as the ciiy lav
payers." •-.
Howovor. a recent ruling on Macklns
suit by Loraln County Common Pleas
Court Judge Adrian Betleski found the
•ilsotobelegal.
The Judge ruled that the law director
servos "at the pleasure of council for a
term not more lhan two years", and
since that Is not P. "definite fixed period
of time" the charter provision against
in-offlce raises does not apply.
At the last city caucll mooting, Barnard said ho was "not surprised" by
thii court's decision, slnco ' two independent opinions from other city law
directors had supported that view in
February when the raise was questioned.
Barnard had been law director for
Avon Lake since 1970. His annnnl
salary for the part-time position was
raised from 515,750 to $17,000, and his
hourly rate from S35 to $50, retroactive
to Jan. 1,1983.

Building Standards met to act on his request for approval to fill the $l,500-peryearpost.

until Sept. 9, when the board meets
again. He said he went to Columbus on
the 24th and found it had been decided
the night before to postpone the hearing.

More Safety At Moore Rd.

The traffic signal at the Electric Blvd.
and Moore Rd. Intersection is now
operating on a regular cycle, after the
council voted Its approval at their laat
regular meeting. Some other safety Improvements are also underway. ,
Mayor Pat Allen, wearing his Safety
Director hat, has ordered the
crosswalks repainted to provide greater
pedestrian safety at the intersection.
He says he has also Instructed the service department to cut away all tree
branches in the area to make the signal
moro visible.
Working with Police Chief Quinn,
Allen has; authorized tho placing of
three "fllgnal ahead" signs at the crossIng, and the removal of the "no turn on
red" sign at Lake and Mooro Rda.
Allen says City Engineer Jesse

Columbus about the need for the signal
at the hazardous intersection.
State officials had ordered the light
removed when the city was given a
grant to. resurface Electric Blvd. last
year, but the number of serious accidents at the Bite prompted Allen and
the chief to replace the light.

The EaBtvIew Schjol PTA has beon very active,
enthusiastic, and successful this year. Many projects
of tho past »;iro jontlnued and several new ones
wetfl undertaken with tremendous support and
cooperation of all lifjlved. I am especially
grateful
to the PTA Board, Mr. Columbaro,1 Mrs. Aslaltsen,
the Eastvlew Staff and the parents of the students for
thru help In making tho past year a very rewarding
or a for the students of Eastview.
The following committees havo submitted their annual reports.
PROCRAMS - Unit Meetings
1. November - "Peer Pressures" with Mrs. Barb
Frame. This was a joint meeting with Redwood
School.
2. February - "Create Your Own Spring Wreath"
with Mrs. Geneviove Platt, Founders Day was also
celebrated at this meeting by representing a skit,
"Tell the Truth Now Mrs. PTA".
3. May - Family Fun Day with Mims-Artist Chris
Eddy.
BAZAAR - Over 3,000 homemade items were
available for the students to do their ChriBtmas shopping, Santa's 70 assistants were very busy from April
till December and tha Bazaar was very successful.
BIRTHDAY BOARD - An artistic monthly theme
was surrounded by ihe picture of the birthday boys
and girls. June also features summer birthdays.
HEALTH - Mothers assisted the school nurse with
vision and hearing tests. In April we drove the strep
cultures to Bay Village and Metro Hospital.
HOMEROOM MOTHERS - A Tea was hold in
September for Homeroom mothers and Teachers to
become acquainted. Funds were provided to the
mothers to help defray the costs of Valentino Parties

LEGISLATION - Many of your members worked
for the successful passage of Issue 14, Avon Like
School Lovy. We sponsored a Levy Information
meeting with Mr. Mitroff and wrote letters to
legislators concerning State cuts In funds and issues.
One' memhrtr attended a legislation workshop in
March;,Vottx registration was made available.
MEMBERSHIP - We were very pleased with the
increased membership winning us a listing on the
Honor Roll at the National PTA Convention in June,
Ihe Golden Acorn Award, and the Early Bird Award.
Opportunities ;*or membership were provided at
Open House, Conferences, and a contest was held
between the homerooms with the winning class
receiving a gift of money to buy something for their
room. Cookies and beverages were served to all the
rooms for thotr outstanding efforts. Our final
membership total was 161.

Fall and Spring Issues of the Eastvlow Newsletter to

The Brooks'de High School Verolty Boys Track
Team ,'ust completod one of the most successful
seasons In school history. Our dual meet record was
10 wins and one loss which left us with an overall
record of 20 wins and 3 dofeats for the past two
years. The team has not lost a home meet for ZV*
years. At the Lakewood relays, Brooksido High
Schonl was the only AA school out of o field of 12
A/! A schools and w e finished second overall, scoring 110 points. In the District meet, Brookside finished 8th out of 10 schools, qualifying two relay teams
and 6 individuals for the regional meet. Finally, after
a great deal of hard work and swoat, the team won
the first Lakeland Conference Track Championship
ever at Brookside High School. Out of IP events, the
boys scored In 15 events. Leading the way In the
moot were conference champions! Rich Flowers 400 moter dath; Anthony Poptal - 800 meier run; Tom
McElheny - 1000 meter run; Dave Carek - Pole vault
and the 3200 meter relay toam of McElheny, Ron
Orosz, Scott Luck and Fred Long. The team scored
117 points to out distance 2nd place Midview by 14
points.
