FROM THE PRESIDENT
2011
was a very busy year for PPOA. We worked
hard fighting to protect our pensions and
our current salaries and benefits. We had
great success, though we aren’t out of the woods just yet. There will
continue to be attacks against our pensions by opportunists looking to
take advantage of the depressed economy to rile the citizenry against
public employees. Rest assured, we will continue to fight on behalf of
our members to protect their salaries, benefits and retirements.
I am very excited about what lies ahead in 2012 for PPOA members.
It took several years of research, but we anticipate having our PPOA
Insurance Agency up and running early in 2012. The PPOA Insurance
Agency will be a full service agency offering all types of insurance,
including home, auto, life and everything in-between. Our staff will
conduct extensive research on the best insurance companies and
negotiate the best insurance rates for our members. We will provide
more information as soon as we are completely operational.
Our Charitable Foundation Board of Directors has taken a bold
approach to fundraising for 2012. When most nonprofits are
struggling to generate donations and successful fundraisers, we will
actually be expanding our efforts by hosting MORE fundraisers in
2012. We realize the risk we are taking, but it is very important to us
that we raise sufficient funds to assist our members when they are
in need. I am proud that we have increased our financial support by
500 percent over the years for families of peace officers killed in the
line of duty, thanks to our very successful Peace Officer Memorial
Golf Tournament. We look forward to a successful year for our charity
so we can expand our financial assistance to more members. In this
2
calendar book, and in every issue of
Star & Shield, you will see sponsors
and businesses that support PPOA
and our members, some of which
have supported us for many years.
I hope you will patronize these
businesses and support those who
support law enforcement. Be sure
to tell them you heard about them
from PPOA!
As always, PPOA is about our
members and we are here to
Brian Moriguchi
provide you with the best services
possible. I am very proud of the efforts of PPOA and its staff and Board
members for their commitment to providing quality service to the
membership. I am thankful to the membership as well for their support
of the finest employee association in Los Angeles County. This teamwork
has proven successful and PPOA continues to have a great reputation
as a leader among employee associations in California. If you have any
suggestions on how we can improve our services, please contact me at
bmoriguchi@ppoa.com.

LEGAL REPRESENTATION
Labor Representatives
The most important role of a union is to safeguard the job and
rights of every member. PPOA takes this role extremely seriously —
that’s why experienced labor representatives are available 24 hours
a day, 7 days a week for our members. PPOA’s team of seasoned
professionals assists members on a daily basis with grievances, IAB
interviews, administrative appeals hearings (including Skelly and
civil service) and more.
Attorneys
PPOA members benefit from the expertise of attorneys specializing in
everything from workers’ compensation to the Peace Officers’ Bill of
Rights. Our legal experts hail from distinguished law firms throughout
Southern California. (A list of the firms affiliated with PPOA is on
page 23.)
Free Non-Job-Related Legal Advice
Protecting your interests at home is important, too. That’s why every
PPOA member is entitled to a free, one-hour consultation each year
with an attorney to discuss matters not related to work.
14
NEGOTIATIONS
Bargaining Units
PPOA is the exclusive bargaining agent for thousands of employees of the L.A. County Sheriff’s Department, District Attorney’s
Office and the Coroner’s Office. PPOA is the only union that can
negotiate for their wages, hours and working conditions, and only
PPOA members have the right to ratify a potential contract.
Salary
Salary contract negotiating teams are comprised of rank-and-file
PPOA members. PPOA bargaining units include:
» Unit 612 (Sworn: Sheriff, D.A.)
» Unit 614 (Civilian: Sheriff, Coroner)
» Unit 621 (Civilian: Sheriff)
» Unit 631 (Coroner)
» Unit 632 (Coroner)
Fringe Benefits
PPOA provides an experienced team to negotiate directly with the
County of Los Angeles for fringe benefits. These Countywide benefits
include “CHOICES” medical, dental, vision, vacation, sick leave,
Horizons, holidays and retirement benefits — every one of them vital
to the quality of life for PPOA members and their families.

POLITICAL MUSCLE
Legislation
PPOA has a 30-year record of legislative success. Political
strategies orchestrated by our Board of Directors and full-time
lobbyist in Sacramento have resulted in hundreds of laws being
passed that directly affect PPOA members. These include paid time
off for line-of-duty injuries; military buyback program in Los Angeles
County; County-issued safety equipment; increased benefits for
families of officers killed in the line of duty; confidentiality of peace
officer personnel records; medical presumptions (cancer, heart
disease, lower-back injuries, MRSA staph infections, etc.).
PPOA’s affiliation with the Fraternal Order of Police also affords our
members significant political influence at the federal level.
Political Action
PPOA members formed a specialized political action committee
(PAC Plus) in 1999 to establish a stronger, more effective
presence in local politics, particularly Los Angeles County. Today,
hundreds of PPOA members voluntarily contribute to PAC Plus. In
the next five years, four out of the five county supervisors will leave
office due to term limits. PPOA must be involved in helping elect
new county supervisors. Naturally, this takes money — a lot of it.
If you would like to contribute to PAC Plus, please call PPOA at
(323) 261-3010.

WORTHY CAUSE
Charitable Foundation
PPOA is home to the Professional Peace Officers Charitable
Foundation (PPOCF), which provides financial support to families
of fallen officers and PPOA members in need. The Foundation was
founded in 2000 and has assisted hundreds of PPOA members and
charitable causes.
Financial support for the Charitable Foundation comes primarily from
donations and community fundraising campaigns. The Foundation’s
most significant fundraiser is the Annual Peace Officer Memorial Golf
Tournament. In addition, PPOCF offers a number of “logo” gifts in
exchange for donations. These include:
» Hats
» Jackets
» Mugs
» Duffle bags
» Shirts
» Lapel pins
» Shot glasses
The PPOCF Board of Directors is currently assessing the potential
for a number of new events in 2012, including a motorcycle ride,
poker tournament, food truck festival and more. PPOA members will
naturally be kept abreast of event schedules as they develop.
For more information about the Charitable Foundation, please call
(800) 747-PPOA.

STAFF AND BOARD
Experienced Staff
While PPOA prides itself on being a union run by the members and
for the members, an experienced, competent staff remains at its core.
The PPOA office houses an extensive team of full-time professionals,
including labor representatives, administrators, the association’s
executive director and the Board president. In addition, PPOA employs
a full-time lobbyist in Sacramento.
Members who call the PPOA office can talk to a live person 24 hours
a day, and labor representatives are available around the clock 7 days
a week. Staff members have expertise in a variety of areas, including
insurance, discounts, retirement, legislation and more. The PPOA office
is open from 8 a.m. to 5 p.m., Monday through Friday.
Rank-and-File Board
The PPOA Board of Directors is comprised of rank-and-file members
from each bargaining unit. Directors are elected by their peers and
serve two-year terms. Board meetings are held every month in the
PPOA office and are open to the general membership.

COMMUNICATION AND MORE
Star & Shield
PPOA membership includes a complimentary subscription to
Star & Shield, the union’s award-winning publication — a reliable
source of information about the issues affecting PPOA members.
Delegates
PPOA is represented by more than 170 delegates at work sites
throughout the County. Delegates are crucial because of their
commitment to channel information between union administrators
and the membership. PPOA hosts quarterly delegates meetings,
and attendees regularly include union staff and Board, attorneys,
County officials and politicians. Meetings traditionally include a
catered dinner, guest speakers and drawings for prizes. Delegates
are the first to receive news from the union about events affecting
PPOA members, including negotiations and legislation. Delegates
also receive monthly mailings from PPOA in order to make
information accessible to members in the workplace. If you would
like to represent your unit at the next delegates meeting, call
Greg Torres at (323) 261-3010.
Website
PPOA’s extensive website (www.ppoa.com) contains daily news
updates, contracts, membership, applications and e-mail links to
the union’s staff and Board members.
Facebook
Connect with PPOA on Facebook for daily updates, event photos,
law enforcement news and special offers.
38
E-mail Blasts
PPOA sends occasional e-mail blasts to the membership when timely
alerts are necessary. Please send your personal (non-LASD) e-mail
address to info@ppoa.com in order to be placed on the e-mail list.
PPOA Conference Center
PPOA proudly maintains a modern, multi-purpose conference center
at the union headquarters in San Dimas. The center is available for
use by members and is frequently used for meetings, negotiations
and various County-sanctioned events.
Pre-Labor Day BBQ
Members of PPOA are treated to a day of free food, fun and valuable
information every year as part of PPOA’s Pre-Labor Day BBQ.
Hundreds of members take part in the annual festivities to honor the
history of America’s labor movement.
Annual Fishing Trip
PPOA charters a private boat each summer for members and guests
to enjoy a day of fishing between Long Beach and Catalina Island.
See’s Candy
For more than 25 years, PPOA’s sweetest holiday tradition has been
a See’s Candy discount offer for members. Discounts range between
10 percent and 40 percent, and the association makes no money
on sales.
