Theme: Public administration of the future: What have we learned, where do we go from
here?
As a new feature of the NISPAcee Annual Conference, the Closing Plenary Session will this time feature,
instead of the brief reports from the individual working groups, a final roundtable discussion of the Main
Conference Theme, Public Administration of the Future. We will look again at all sessions, speeches and
discussions over the course of the conference that have dealt with this overarching topic, and we will
try to distill some of the lessons learned from them, what our individual and NISPAcee’s position in the
changing context of global and regional development can be, and where we can go from here.

For the first time, and based on participants‘ strong expression of interest, NISPAcee is offering a workshop on how
to improve one’s paper, especially its introduction and conclusions. When readers do not like the introduction of your
paper they will not continue reading. Sometimes readers start with the conclusions. If they do not like them they will not
continue to read the paper. The quality of the introduction and conclusions of your paper is therefore crucial.
This Master class is designed for young scholars from the NISPAcee regions who have already written a paper and who
want to improve on it. The Master Class is scheduled in such a way as to allow participants to work on their papers for
the conference themselves just before the conference. The master class will take place in the conference hotel before
the official opening. The class is sponsored by LGI and free of charge for the selected participants.
Based on the applications 12 participants have been accepted for the Master Class.
The Master Class will be conducted by Professor Dr. Michiel de Vries (Radboud University Nijmegen, The Netherlands) He
is also the chair of working group IV on Public Administration Reform and member of the editorial board of numerous journals
in Public Administration and Dr. Marlies Honingh, Assistant Professor (Radboud University Nijmegen, The Netherlands).

• will feature a general presentation by the workshop leader on what constitutes a good paper, as well as discussion on
how to improve the introduction section of one’s own paper. The participants will receive a text by email before May
1st, which they have to have read before the first meeting.

• will consist of individual meetings with the workshop leaders going through the improved texts on the introduction, one by
one, discussing the changes made and the changes still necessary. These are 20 minute sessions each. Given the number

optimally present one’s paper via PowerPoint© slides. This is designed for younger conference participants who have
a good paper already accepted but who could improve on how to present it, with an emphasis on the slides themselves,
and a second one on the oral presentation. The Master Class is scheduled in such a way as to allow participants to
work on their presentations for the conference themselves. It will take place in the conference hotel before the official
opening. The class is sponsored by LGI and free of charge for participants.
Master Class is conducted by Prof. Dr. Wolfgang Drechsler (TU Tallinn, Estonia), first winner of the Alena Brunovska
Award for teaching excellence and recent NISPAcee Steering Committee member.

The workshop will inform potential site visit team members on:
• the EAPAA criteria and procedures for accreditation
• the purpose of the site visit and the role of site visit team members
• some pitfalls in conducting a site visit
All conference attendants are welcome, however, a potential academic EAPAA site visit team member:
• is a senior public administration scholar (full or associate professor);
• has more than 5 years’ experience in public administration teaching at the master level;
• has preferably experience with programme evaluation and / or accreditation;
• is willing to serve in an EAPAA site visit team abroad (2–3 days) while only the travel and lodging costs are covered;
• has some international experience;
• is speaking English, German or French.

The second part of the Main Conference Theme sessions will be a roundtable discussion, open to all conference participants,
by some of the most important and well-known American experts on Public Administration, both distinguished intellectuals
and active institutional managers. As the United States theory and practice of Public Administration is both in constant,
crucial interchange with and quite distinct from its counterparts in the NISPAcee region, yet often agenda-setting and

Launch of New NISPAcee Working Group
Until now NISPAcee has been oriented most to public administration content: policies, evaluations, research, advice, etc.
Now the need for (high) quality of educational programmes is growing (in the light of the European Educational Policy),
and the need for more knowledge on educational technology is growing. We think within NISPAcee there is room for
more attention for public administration education as an object for discussion and exchange of ideas. The object of the
Working Group is Public Administration Education in its broadest sense (curriculum development, curriculum technology,
e-learning, teaching technology, best practices, research on education, quality assurance, modern management of
public administration programmes, a.s.o.). Starting in 2012, there will be paper sessions, a training-session, and a
session on a new research project about public administration learning outcomes.
Potential participants are all those NISPAcee members that are involved in the management of public administration
programmes and / or interested in public administration educational technology. During this first meeting the Working
Group will inform the participants about its plans for the future.
EAPAA Advisory Panel
Since 1-1-2011 EAPAA has new statutes. No longer can public administration programmes be members of EAPAA.
Instead EAPAA now has two corporate members: EGPA and NISPAcee.
However, the communication between EAPAA and public administration programmes that have interest in accreditation
is very important. Therefore EAPAA has an Advisory Panel. All EAPAA affiliated programmes (the former members)
explicitly are invited to the Advisory Panel meetings which are organised during the annual NISPAcee conference in May
and the annual EGPA conference in September.
During the Advisory Panel meetings information will be given about relevant developments in- and outside EAPAA on
accreditation. Advice will be asked from the participants on certain issues, and changes in the EAPAA accreditation
criteria and procedures will be explained.
This year the following issues are on the agenda:

• EAPAA’s internal self-evaluation
• Internationalisation
• Competences and learning outcomes
• New EAPAA website and news service

The focus of our e-learning project “The Creation of a Software Prototype for Online Education of Public Administration
– the Support of the Dissemination of the Applied Research Results” is to support the research and development in the
Bratislava region, with special emphasis on the transfer of knowledge and technologies that are elaborated by research
and development into actual use in practice. The Faculty of Social and Economic Sciences, Institute of Public Policy and
Economics has already developed several study programmes and is successfully using this system for the benefit of both
students and teachers.
The project is EU-funded and managed by a team of experts from the Faculty of Social and Economic Sciences, Institute
of Public Policy, which belongs to the Comenius University in Bratislava, the Faculty for Chemistry and Food Technology
of the Slovak University of Technology (STU) in Bratislava and EDEA PARTNERS a.s.
Further dissemination will be aimed at institutions of public administration in order to connect the survey results with
practice and to support the participation of those organisations on implementing knowledge into practice. Part of the
dissemination will be the creation of a publication that will analyse the results of the surveys, which were part of previous
activities. Newly created partnerships will also be aimed at the promotion of participation in project activities by experts
from public institutions, providing technical support for the implementation of the software prototype and expanding this
e-learning system into public colleges within the region of Central and Eastern Europe
Title of the Project:
CEMSDI project, co-financed by ICT Policy Support Programme (CEMSDI – Civil-servant Empowerment for
Multi Media Service Delivery ICT-enabled)

The project focuses on capacity building of civil servants and other practitioners, forming part of the service delivery
chain in territories in need of active e-Inclusion and e-Government policies. The project uses DLA (Digital Local Agenda)
as a key instrument in achieving its goals. Five specific pilot actions at European level in Italy, Norway, Portugal, Spain
and the UK will validate the training and empowerment instruments created by the CEMSDI network of e-Government
experts.
The aim of the presentation is to help the Czech Region, Vysocina, to investigate the applicability of the Digital Local
Agenda to enrich training in public administration in CEE and Eastern countries and to invite NISPACee members to cooperate.

Democratic Governance of Multi-ethnic Communities

In any democratic society it is very important to lead multi-ethnic relations effectively – particularly those relevant to
achieving democratic governance of Multi-ethnic Communities. Public administrators must pay more attention to this
issue. This topic is highly sensitive and significant to the NISPAcee regions as Central and Eastern Europe and Central
Asia are countries with diverse ethnic compositions.
The aim of the presentation is to raise awareness of the importance of this issue and investigate opportunities for the
renewal of the NISPAcee Working Group (WG) on Democratic Governance of Multi-ethnic Communities. The WG aims to
focus on facilitating a better understanding of important issues regarding administrative development and policymaking
capacity in Central and Eastern Europe and Central Asia.
What were / are the issues public administrators face / focus on and how have they been managed ? What lessons have
been learned and what were the public administration responses to them ? We are extremely interested to hear about
experiences from scholars and practitioners – what were the successes / failures and effective tools / mechanisms of
democratic governance of multi-ethnic communities ?

An International Interdisciplinary Field Research of Local Self-governance in Small Towns and Villages in
Russia: Institutional Environment and Self-Organisation in Close Communities

The main goal of the project is for young scientists from Russia and Europe to have a more comprehensive image of local communities and local self-organisation in the Russian hinterland (and self-organisation in general) and its problems

forms of conducting the research and to discuss further steps. A critical review of the proposed research would also be
beneficial.

The activity of the Working Group IV aims to provide a structured forum on the dynamics of public administration reform
in Central and Eastern Europe and Central Asia. Public Administrative Reform is described as any restructuring of the
administrative part of the public sector in order to solve organizational and / or societal problems associated with this
structure and intended as promoting a professional, merit-based and neutral civil service.
The goals of this year build upon the results reached during the previous meetings of the WG IV members during
NISPAcee Annual conferences, first as a Panel in 2007 (in Kiev) and 2008 (Bratislava) and then as a working group in
2009 (Budva) and 2010 (Warsaw).One of the conclusions of the meeting of 2010 is that although many things have
improved in the area of PAR in the target region, developments do not go fast enough. Which factors are then responsible
for the slowing down of the rhythm of the PAR in the CEECA ?
One hypothesis derived from the discussions is that with joining the EU, the New EU Member States lost incentives to
reform further and the process of PAR stopped. The activity of WGIV this year focuses on gathering research results
aiming to test the hypothesis and the preliminary conclusions formulated during the meeting in Warsaw in 2010. The
presence of non EU member states in the target region of the WG IV provides both the possibility to test in the role of
the EU as incentive in PAR as well as a broad palette of alternative institutional settings where additional factors which
can influence reform can be identified.

The Working Group will meet for the first time with the intention of establishing within NISPAcee an economically-oriented
Working Group. Financing of public administration is a key factor which influences the functioning of public administration.
Today, the vast majority of countries in the region faces a deterioration in public finances and is undergoing various
expenditure cuts. It is therefore important to be aware of both the allocation and stabilisation impacts of these cuts.
The submitted papers deal with questions such as the impact of different budgetary items on economic growth, public
expenditure evaluation and efficiency, tax and debt issues and local government finance. The expected outcome of the
first year’s work is a clearly defined research question and methodology for the second year of the WG’s project.
