Vice President, Brown and Caldwell
The Hon. Bob Baldwin MP has been a Liberal member of the
Australian House of Representatives from March 1996 to October
1998, and again continuously since November 2001, representing
the Division of Paterson in New South Wales.
Mr Baldwin has previously served in the capacity of Parliamentary
Secretary to the Minister for Industry, Tourism & Resources from
January 2006 until December 2007. After the election, on 6
December 2007, Opposition Leader Brendan Nelson announced
that Mr Baldwin would be the new Shadow Minister for Defence
Science, Personnel and Assisting Shadow Minister for Defence.
After the 2010 Federal election, Mr Baldwin was appointed
Shadow Minister for Regional Development and Shadow Minister
for Tourism.
Under the Abbott Ministry, Mr Baldwin was appointed
Parliamentary Secretary to the Minister for Industry in September
2013. Serving in his current role, Mr Baldwin is the Parliamentary
Secretary to the Minister for the Environment.

Kevin Torrens has over 31 years of experience in industrial
wastewater, leachate treatment, O&M, and hazardous waste
site remediation groundwater treatment projects. He has had
significant experience treating complex wastewaters such as
those from landfill leachate, pharmaceuticals and chemicals
industries. Areas of experience include alternatives evaluations,
planning and design, aquatic toxicity reduction; NPDES permit
preparation and negotiation, regulatory compliance and
negotiation, troubleshooting, characterization, treatability testing,
confirmation testing, system evaluations, start-up and training,
and process design.
Kevin has managed numerous biological and physical/
chemical wastewater treatability and process design projects
for pharmaceutical, organic chemicals, petroleum refining, food
processing and pulp and paper industries’ landfills and CERCLA
sites. Kevin started the O&M group in New Jersey, which provides
contract O&M services for remediation sites and industrial facilities
throughout New Jersey.

STAN KRPAN
In 2010, Stan undertook an independent review of the Environment
Protection Authority Victoria (EPA) and its approach to compliance
and enforcement. The Report recommendations were endorsed
in full. The review formed the blueprint for the transformation of
EPA and underpins its five year strategic plan. The report has
influenced the regulatory strategies of a number of Australian
regulators.
Eric has 25 years of experience in the solid waste field
including responsibilities for the planning, design, engineering,
implementation, construction, and operation of transfer stations,
recycling facilities, and landfills as part of an integrated solid waste
system.
Eric's experience includes positions as a facility owner/operator,
as well as an engineering consultant. He has held both operational
and engineering roles for several national US waste firms and
worked at active landfills and transfer stations for over 15 years.
Eric is a Vice-President with HDR in their Seattle office and leads
their solid waste practice in the Pacific Northwest. His recent
project experience includes a landfill expansion, new landfill cell
construction, closed landfill audit, and a new transfer station/
recycling facility planning, permitting, design and construction.

Director, Waste and Resource Recovery,
NSW Environment Protection Authority
Steve co-ordinates and delivers waste policy, reform, compliance
and programs in NSW, including the delivery of the NSW
Government’s $465 million Waste Less Recycle More initiative, the
largest waste and recycling funding program in Australia. Funded
through the NSW waste levy, the initiative includes a massive
investment in new infrastructure to lift recycling rates, community
education and engagement strategies, actions to tackle litter

Governance at Sustainability Victoria. In 2011, he completed a
review of the strategic direction of the organisation, which set the
foundation for SV’s strategic plan SV2015.

SITE 1: Mitchell Resource Management Centre
SITE 3: Landtasia Organic Farms
ACT NOWaste – part of the ACT’s Territory and Municipal
Services Directorate – manages three resource management
centres that together service Canberra’s 149,000 households.
Operating since February 2014, Landtasia Organic Farms is
a 10,500 acre certified organic mixed agricultural farm near
Bungendore NSW. The farm operates a composting facility that
is licensed to receive up to 5000 tonnes of food waste, garden
organics and manures each year. Materials composted at the
facility include kerbside food and garden waste collections
(FaGO) and commercial food waste. Compost produced at the
site is used internally and sold to neighbouring farms and local
food producers.
From over a million tonnes of waste generated in the ACT in
2013/14, 670,594 tonnes of material was recovered and 238,304
tonnes of waste was sent to the Mugga Landfill. This represents
a 74% resource recovery rate and 26% to landfill.
The Mitchell Resource Management Centre includes:
• a recycling drop off area for hazardous materials;
• a waste transfer station for materials such as
construction and demolition, e-waste, industrial,
mattresses, drumMuster containers, mixed and general
waste;
• recycling cardboard cage and hoppers for bottle
glass, rigid plastic containers, milk and juice cartons,
aluminium cans and steel cans; and
• the reuse facility, run by an external contractor, where
reusable items can be dropped off free of charge and
are made available for purchase at bargain prices.
SITE 2: Mugga Lane Landfill and Resource Management
Centre
Mugga Lane is the only operating putrescible waste landfill
facility in the ACT. Although the present active landfill cells
are reaching capacity, ACT NOWaste recently constructed new
cells on an accelerated schedule to ensure landfill availability
to approximately 2018. At the present rate of consumption, the
site has the capacity to provide landfill cells to at least 2035.
The recent expansion works included: stakeholder consultation,

SITE 4: Veolia Woodlawn Bioreactor Landfill
The Woodlawn Bioreactor currently accepts around 20% of
Sydney’s putrescible waste and is recognised as an example
of best practice landfill technology. It supports existing source
separated initiatives such as kerbside recycling, by recovering
energy from the residual waste stream. In 2015, 520,000 tonnes
of waste were delivered Woodlawn and the facility exported
enough power to supply 7,300 households.
Currently in development, the Woodlawn MBT facility will
further enhance the resource recovery capabilities of the
Woodlawn site, through the production of compost from the
organic fraction of waste to produce compost for on-site mine
rehabilitation.
In addition, the Woodlawn Eco-Project includes several
sustainable and innovative features such as landfill gas bioenergy production, a 50MW windfarm, a commercial barramundi
fish farm, and a sheep and cattle agriculture enterprise.

Macs Reef Road Waste Transfer Station (WTS) is a small waste
transfer station servicing a population of around 3,000 and
serves as a replacement for a bin collection service in the area.
The WTS receives household residual waste and household
commingled recyclables. Waste is dropped by residents into
a number of bulk waste bins located on a lower pad. The site
has a small office/buy-back shed with solar power and battery
storage. A small shed is provided for e-waste and oils.

Turning landfill gas
into energy
To make the switch from a resource consumption mindset to a use-and-recover
approach in today’s circular economy, Veolia creates waste-to-energy solutions that
maximise the use of recovered and renewable materials.
Our Woodlawn Bioreactor facility currently accepts around 20% of Sydney’s putrescible
waste and is recognised as an example of best practice landfill technology. Since opening
in 2004, over 4.1 million tonnes of waste has been used to generate green electricity, and
the facility now exports enough power to supply over 4,000 households.
