once again to be a host port for the Mediterranean
Tall Ships Regatta.

This event represents for Toulon Provence
Méditerranée a real opportunity and makes it
possible to create a link between vessels witnessing
the Sailing Navy Adventure and a city reviving its
historical glorious past.

tremendous event that will end with the nautical
parade taking the vessels out of the port of Toulon
towards the golden Islands of Hyères.

There are not noticeable tidal streams in the
Mediterranean Sea
Maximum tidal range in Toulon harbour is
about 50 cm, mainly depending on the wind;

Arrival procedure
All participants of the Mediterranean Tall ships
Regatta 2013 are welcome in Toulon Harbour on
Thursday, September 26th 2013 from 2pm, except
for all the vessels mooring at the three following
quays only from 6pm:
- Quai Minerve
- Quai Fournel
- Quai de La Corse
• Vessels are advised, they have to fill
the berth request form before being
authorised to enter the harbour
• Ask for this form by contacting Harbour
Office: capitainerie.toulon@equipement.
gouv.fr
• Send it back fully filled 48 hours before
E.T.A
• 2 hours before arriving on Toulon roads,
please contact “CEPET signal station” for
instructions
• Once clearance received: contact the
Harbour Master’s Office
• Masters are reminded that speed is
limited to 12 knots in the entrance
fairway and pilotage is compulsory for
vessels with an overall length of more
than 45 meters
Depending on your berth, estimated time of
arrival, weather conditions and length overall
of your vessel, you will be asked to wait for
pilots, go to anchorage or authorized to enter
by yourself. Never pass “CEPET” head without
identifying yourself.

Pilotage is compulsory for vessels over 45

Service of pilots is free of charge (for arrival
and departure only) and available for any vessel
requesting it

Mooring service can be operated by crew
members or linesmen and nobody else
To order linesmen please contact the Harbour
Master’s Office
Immigration: Common formalities to all
travellers entering and/or exiting France
Crew members or every person on board not
belonging to the Schengen area or the European
Union must take the entering formalities at the
first port of entry in the Schengen area. If they
didn’t take them, they have to indicate it in order
to take it in Toulon. In that case, they could be
submitted to the entrance visa in the Schengen
area (this visa can be paid depending on their
origin) (refer to the appendix table)
Formalities
• Ships are expected to provide their own
fenders
• Neither gangway and ladder are
available in the port of Toulon
• It is compulsory to fit all gangways
with a safety net
• All ships are requested to fly their
national flag from 8am to 8pm ships are asked to hoist their flags
simultaneously
• Furthermore, it would be highly
appreciated if the ships’ crews wear
their uniform when they are ashore
Relative measures to the Class A ships from
the Naval Base - Guarding
For all ships located in the Naval Base: they
will have to name one of their sailors in order
to let the crew to get inside the Naval Base
between 10pm to 10am
For the crew members or embarked persons
leaving the Schengen area in Toulon and who
have taken the entering formalities, there are
formalities to accomplish with Customs for the
exiting too
The organization will facilitate their relations
with Customs Administration
Duty free purchases
Duty free purchases concern products or goods
that crew and passengers on the ship can use on
arriving or on leaving.
It is for personal use or consumption.
Military vessels and commercials vessels
are the only ships available to benefit of non
duty free purchases. (They own a blue pad of
Frenchifying)

Liaison OFFICERS System
The Liaison Officers will come aboard the
ships upon their arrival at the berth. The
Liaison Officers will be available daily from
9am to the end of ships activities. There will
be a person in charge of the Liaison Officers

Household waste will be collected daily from
trash containers distributed on the quays.
These containers will be positioned before
ships arrival.
Black waters and holding tank contents will be
collected by a local sewage contractor with a
road trailer; this service will be charged for.

the purchase order, he must ask for
access clearance from the Harbour
Master’s Office
• Fueling authorized from 6am to 9.30am.

• Protection area around the supply point
forbidden to all unauthorized person
• Very evident “No smoking” sign
• “Bravo” flag hoisted
• Fire extinguishers ready to be used

Pollution
Oil pollution legislation imposes strict control
over the discharge of oily mixtures. Any vessel
causing or sighting such pollution is obliged
to immediately report all details to the Habour
Marter’s Office. The Liaison Officer should be
informed.

Enjoy the pleasure of discovering the salt marsh
of the Pesquiers in the heart of the double
sandbar of the peninsula of Giens. This modern
salt marsh (built in 1848) was designed with
architecture of typical basins of well-known
Mediterranean salt marshes. Its preserved
salt frame retains the memory of the salt
and testifies the spirit of the place by widely
echoing its industrial past.

Excursion n°3: The coastal path: a walk
between land and sea on the massif of the
“Colle Noire”
Put on your pair of trainers and come and
survey the coastal path of the conglomeration
of “Toulon Provence Méditerranée”. This trail
winds the massif of the “Colle Noire” between
sea and hills, and offers an outstanding
natural and cultural heritage as well as
breathtaking panoramas. Silence is gold all
along this route. The surf of the sea hitting the
cliffs is the only noise you’ll hear. Remember
to equip yourself with good walking shoes, a
cap and to bring a bottle of water.

Excursion n°1: The old Salt Marshes
Prepare yourself for an insight into the
outstanding biodiversity of the old salt marshes
of Hyères.
Certified since the Xth century (but probably
even before), this site is formed of small
independent salt farms dating back to the
middle ages and reunited in one unit of
production in the XIXth century. The old salt
marshes also have a complex architecture
that offers today, landscapes where the nature
dominates.

the finest opera in the province, the religious
buildings, the monuments and fountains form
a marvelous heritage for Toulon. Along this
walk, from the former bishop to his painful
military fate, come and relive Toulon from the
middle ages to the present day.

museum in the Beaumont tower, offers a dive
into the history through photographs, models
and even slideshows…

If you are a traveller whose habitual place of
residence is outside the European Union (EU)
(1), in a third country (2), you may deduct value
added tax (VAT) from the price of goods bought
in France.
Warning: Not all retailers offer tax free
shopping.
Who is entitled to a VAT refund?
 You must be:
• A resident in a third country at the date of
purchase,
• And visiting France for less than six months.
You must be able to provide proof of both
these requirements at the time of purchase
(identity papers if you are a foreign national;
a consulate registration card or any other
documentary proof if you are French and
reside outside the European Union).
 The following are not entitled to VAT
refunds:
• Residents of a European Union Member
State;
• Residents of French overseas départements
(French Guiana, Guadeloupe, Martinique and
Réunion) and the overseas authorities of St.
Barts and the French part of Saint Martin;
• Persons who have been posted to a third
country or territory treated as such (2);
• Members of diplomatic or consular missions
and international organisations who are
stationed in France;
• Students and trainees residing over six
months of the year in France;
• Immigrant workers (even if returning
permanently to their country of origin);
• Residents of Monaco;
• Minors aged fifteen or under.

The following are treated as third countries,
since they do not form part of the Community
Customs territory:
- The French overseas authorities: French
Polynesia, New Caledonia, Wallis and Futuna,
Saint-Pierre-and-Miquelon, Mayotte and the
French Southern and Antarctic Territories;
- The Channel Islands, Andorra, the Faeroe
Islands, the Canary Islands, Ceuta and Melilla,
San Marino and Vatican City;
- Gibraltar and the Dutch part of St Martin;
- Büsingen and the Isle of Heligoland, Livigno,
Campione d’Italia, Mount Athos and the Åland
Islands.
Which goods are eligible for a VAT refund?
The goods that you buy must be retail
purchases made as a visitor and must not be
for business purposes.
Warning: Because of their specific nature,
some goods are not eligible for a VAT refund.
They include:
 Some consumer goods: Manufactured
tobaccos.
 Goods covered by special controls, such as:
• Goods subject to special formalities
(Washington Convention, end-use control
procedure, licensing, etc.)
• Petroleum products
• Postage stamps
• Weapons
• Cultural goods
• Private means of transport, including their
accessories and provisioning (supplies, fuel,
etc.).
For the last three categories of goods, there
are specific exceptions for which VAT refunds
are possible. Please contact the Customs
service for further information (details at end
of leaflet).

How to obtain a VAT refund?
The goods that you buy must be retail
purchases made as a visitor and must not be
for business purposes.
The total value of your purchases (including
VAT) at a single shop on the same day must be
over €175.
When you make your purchase the retailer will
give you a VAT refund form. The two pages of
the form must be signed by the retailer and
yourself.
By signing both sheets, you are undertaking
to complete certain formalities.
Before checking your luggage, you must
present the goods and the form together for
certification by Customs, at the time of your
definite departure from the European Union.
If your form has a PABLO logo and a
barcode, you should certify the form
using the optical barcode reader stations
available at certain departure points
(including Roissy Charles de Gaulle, OrlySud, Nice-Côte-d’Azur, Lyon-St- Exupéry,
Marseille-Provence, Geneva and St Julienen- Genevois).
This formality must be completed before
the end of the third month following the
month when goods were purchased.
› If you are travelling on an international
train
You must have the VAT refund form stamped
by Customs either during the journey or at
the border station (on leaving the European
Union).
› If you are leaving the European Union from
France
If your form must be manually certified,
French Customs will give you back both sheets
of your form, stamped with a Customs stamp.
• You must post the Customs-stamped pink
sheet to the retailer
• You must keep the green sheet in the event
of any dispute

If your form can be electronically certified
at a PABLO station, the message “OK
Bordereau validé” (OK, form validated) will
appear, confirming that the goods have
been exported. This is the equivalent of a
Customs stamp. You do not need to mail
the retailer one of the form’s sheets. He or
she will be notified directly of the electronic
certification.
Warning: The goods must be available
for Customs inspection when the forms
are stamped. Failure to present them will
result in the cancellation of the forms and a
possible fine.
› If you are leaving the European Union via a
Member State other than France
After inspecting them, the Customs service
of this Member State will give you back both
sheets stamped.
• You must send the pink sheet back to the
retailer yourself once you arrive in your
country of residence.
• You must keep the green sheet in the event
of any dispute.
In all cases the retailer will pay you the sum
entered on the form (Box D/2) as the VAT
refund, according to your instructions and
particulars.
The retailer may alternatively grant you the
VAT refund at the time of purchase (Box D/1 of
the form), which does not exempt you from the
above formalities.
Warning: The retailer must receive his
Customs stamped sheet within six months of
the sale.
 Regularisation of VAT refund forms
This does not cover situations in which you
have not been able to present either the
form or the goods at the time of the goods’
departure from the European Union.
If your form has not been stamped by Customs
upon your departure from the European Union
because of the organisation of the service, in
exceptional circumstances, you may request
the retroactive certification of the form.
However, you must send a request for

regularisation before the expiry of the
six-month period beginning on the date
of purchase, to the Regional Directorate
of Customs and Excise whose jurisdiction
includes your point of departure from the
European Union.
You must state:
• The reasons that prevented you from
completing the Customs formalities for export
• The name of the Customs office at your point
of departure and the date of your departure
from the European Union.
You must enclose with your request:
• Any official paper proving that you are a
habitual resident outside the European Union
and that you visited France for a period of
under six months (photocopy of passport,
identity card, consular card, residence permit,
etc.)
• Proof of export of the goods: by having
Box C2 of the VAT refund form stamped by
Customs in your country of residence or a
Customs receipt, or by having an accredited
authority in the
French embassy or consulate issue a
certificate or stamp Box C2 of the VAT refund
form
• The second sheet of the original VAT refund
form
• A photocopy of your travel ticket.

Code of Good Conduct for whale
watching in the Mediterranean
Sea
Whale watching can be a source of serious
disturbance if badly done. The following rules
allow our impacts on the vital behaviour of
dolphins and whales (hunting, repose or interindividual socialization) to be mitigated. Whether
one is an amateur sailor, fisherman, whale
watching operator or other user of the marine
domain, these rules, set out below, apply equally
inside and outside the Pelagos Sanctuary.
The pie chart defines two areas that are
essential when approaching cetaceans: the area
of vigilance (yellow) and the forbidden area (red).
Area of vigilance (yellow)
The area of vigilance (300 m) defines the sector
in which the disturbance caused by your boat
(presence, noise and exhaust fumes) is strongly
felt by the animals. When you enter this area,
your behaviour must respect strict rules to limit
this disturbance:
- the boat’s speed must be constant and
attuned to the speed of the slowest
animal. It must not be more than 5
knots;
- any approach must be made according
to a trajectory that gradually draws

parallel to the animal’s path (green
arrow in the pie chart). The boat
thus positions itself alongside the
cetaceans, moving in the same
direction;
any sudden change of speed or
direction is forbidden;
to mitigate acoustic disturbance,
sounders and sonar must be switched
off;
be even more careful, and limit your
distance of approach if you remark the
presence of new-born animals;
you must immediately leave the
area of vigilance if the animals
are disturbed: for example, flight
behaviour (acceleration, changing
direction, trying to get away from the
observer) must be considered as a sign
of disturbance;
observation time is limited to half an
hour;
if many boats are present, only one is
tolerated within the area of vigilance.
Observation time is then shortened
to a quarter of an hour and the other
boats have to wait patiently 300 m
away. Radio contact between the
various boats will enable the watching
to be coordinated;
when the observation is over, the
boat must gradually leave the site,
taking a path that clearly signals that
it is leaving. The speed will remain
moderate for a distance that is
sufficient to avoid the risk of collision.
Forbidden area (red)
The forbidden area defines the sector which
your boat must never enter (except when the
cetaceans approach the boat of their own
accord). This distance is 100 m. Any nearer
than this and the cetaceans will see your
presence as a danger or an intrusion into their
vital space, and their behaviour will become
greatly disturbed by it.
Also, the boat must not enter the sector in
front of the animals (reduced field of vision).
Neither must it approach them from behind,
since the boat may then be seen as a pursuer.
When the boat reaches the outside limit of
the forbidden area, its relative speed must be

reduced to zero and its engine put into neutral
gear.
It is forbidden to enter groups, for this will
cause social disturbance.

Special case when the animals come to the
boat of their own accord
When cetaceans voluntarily approach the
boat, the passengers must not try to touch
them directly or with an instrument, bathe
near them or feed them. Most of the above
rules also remain in force, particularly the ban
on entering groups, and keeping to a slow,
regular pace.

Generally speaking…
Once the cetaceans are spotted, or at 1,000
m distance, particular vigilance and a speed
limited to 10 knots are compulsory: other
animals may be present in the sector and
the risk of collision cannot be ruled out.
Furthermore, a greater speed would be likely
to disturb the animals, even at this greater
distance.
Generally speaking, whale watching is not
recommended within the 5-mile coastal strip,
since the cetaceans there are already greatly
disturbed by human activity.
Media sponsors
An operator must accompany his trip with
an educational talk on cetaceans and the
marine environment. This must be given by
a qualified, trained guide. He must be able to
identify the species encountered, determine
their activity phases and notice possible
disturbance.
