Navy e-Learning provides users the ability to: Search education, training and professional development references and links Search the NeL catalog by identifying skills or occupations of interest Identify personal skills they want to improve, assess their level of proficiency, track improvements and identify courses aimed at developing their selected skills 5 Introduction Content Hosting Approach At anytime during the Content Hosting Process when NeL is processing content (i.e., GCAT Testing or Hosting to Production environment) and a change to content is required by the Sponsor or Developer, the applicable content will be brought out of the current state and returned to the Sponsor for further action 11 Naming Convention Introduction Content Hosting Process Communications NeL Environments/Access Closing NeL does not impose a strict naming convention for the course title, however course code identifiers are enforced for consistency in the LMS: Course Title – LMS Catalog Item Name Course Title – maximum character count: 255 (includes characters and spaces) No version in title (V1.0, Rev 2.0, etc.) Intuitive title naming for contents of course Please do not use all uppercase lettering Course Code – LMS Catalog Item Code Course Code – maximum character count: 43 (includes characters and spaces) Version in code (V1.0, Rev 2.0, etc.) AAAA-BBBBBB-CCCCCC –Vx.x (should use valid course as final example) AAAA – identifies the Sponsoring Activity; is always listed first in course code BBBBBB & CCCCCC – identifies content type, name, and/or module number Vx.x – identifies version or revision Examples: CSCS-STGA-0200.V2, CNE-EPOC-WBS-3.1-0001 12 Introduction Content Hosting Process Communications NeL Environments/Access Closing Content Priorities Processing priorities are prescribed by Navy directives Priority Name Priority Level Priority Description DOD/DON Mandatory 1 Training content that may be required for the Total Force and usually verified by OPNAV or higher directives; Including General Military Training (GMT) Learning Center 2 Content funded by a Center and targeted towards schoolhouse or “A” School training, usually delivered in large amounts and requires more support and planning at NETPDTC SYSCOM 3 Content that is submitted by a Systems Command for hosting that was not funded by NETC and not developed for or by a Learning Center ORG 4 Content coming from other Navy Organizations or institutions (e.g. Navy War College, BUMED, Navy Reserves, etc) Other 5 All other content not falling under one of the above categories (e.g. Legacy content) 13 Content Processing Status Codes Introduction Content Hosting Process Communications NeL Environments/Access Closing Content processing status codes are provided in content status update emails and show/display/tell current content status Status Category Codes Status Definitions Announced Content has been announced and is expected to be hosted, but has not been officially submitted by the Government Sponsor. Content has been submitted by Government Sponsor. Submission may be accomplished via FTP or through mail system. Content has been received and is in queue for testing. Submitted Received NeL Review Returned Sponsor Review Approved On Hold Hosted Hosted - A School Hosted - Non Standard Retired Content is currently being tested in GCAT by the NeL CA/LM Team. Content did not pass testing and was returned to the Government Sponsor for technical revisions. Content has passed NeL review and is in GCAT pending Government Sponsor approval. Content passed Government Sponsor Review and is in queue to the hosted or placed on hold. Content has been imported into the catalog and moved to production, but the Government Sponsor has requested not to activate the Content at this time. Content is hosted on NeL and meets applicable guidelines. Content is active, but not visible to all. This is a special status for all "A" School hosted content. Content progress is not tracked using SCORM or AICC and/or may be accessed via a link from another site (NKO, etc) Content was previously hosted on NeL, but was removed or replaced by an updated version. 14 Content Classifications Introduction Content Hosting Process Communications NeL Environments/Access Closing NeL hosts content in respective environments based on content classification requirements as provided by Sponsor Sponsoring Activities must work with their local Classification Authority to determine content classification All content must have appropriate classification markings and must follow all applicable Department of Navy instructions NETCINST 5510.1 series; SECNAVINST 5510.36 and 5510.30 series; OPNAVINST 5513.1 series The latest Naval instructions may be found at: NETCINST – https://www.netc.navy.mil Click on Instructions, then on NETC FOIA Reading Room, then NETC Instructions SECNAVINST – http://doni.daps.dla.mil/SECNAV.aspx Click on 05000 General Management Security and Safety Services, then on 05-500 Security Services OPNAVINST – http://doni.daps.dla.mil/OPNAV.aspx Click on 05000 General Management Security and Safety Services, then on 05-500 Security Services 15 Content Forecasting Service (CFS) Introduction Content Hosting Process Communications NeL Environments/Access Closing Provides NeL staff information on content that is being developed for hosting on NeL Sponsor responsibility to complete and submit as soon as requirement is known Provides two main capabilities: Content Announcements Developed by Sponsor to notify NeL of content hosting requirement Provides NeL capability to forecast workload requirements Provides NeL environment delivery and user availability requirements (Shore, Afloat, etc.) Content Submissions Developed jointly by Sponsor and Developer to notify NeL of content delivery Minimum of 30 days wait time from content announcement 16 Test Track Introduction Content Hosting Process Communications NeL Environments/Access Closing Test Track will be used on two occasions: Early during initial content design and development Allows testing of structure, outline, and flow of courseware to ensure that it conforms to SCORM specifications Ensures course will flow and function in the manner intended by Sponsor After all development efforts have been completed Ensures content passes all validation testing Generates required course_metadata.xml file Developers and Sponsors may reload content as many times as necessary during development NeL recommends re-testing any time major design or functionality changes occur IMPORTANT: Test Track Clean-up Process NeL Test Track automatically purges content 90 days after last accessed date Users are to remove their courseware from the system within 60 days of content hosting Data IS NOT recoverable after it has been purged 17 Deliverables Introduction Content Hosting Process Communications NeL Environments/Access Closing There are a number of deliverables required by sponsors for hosting content on NeL. Below is a general overview of required deliverables : Content SOW review sheets PIF/ZIP Content Package ADL Test Suite Logs Test Track Files 508 Accessibility Logs Assessment Answer Key(s) GCAT Testing Checklists NOTE: All deliverables are explained in detail on the NeL support site 18 Phased Delivery Approach Introduction Content Hosting Process Communications NeL Environments/Access Closing A phased delivery approach allows a visual understanding of content hosting process Phase I Phase II Phase III Phase IV Phase V Contracting and Initial Contact Content Forecasting Service - Development & Design Begins Content Validation & Testing Sponsor Review (GCAT Testing) Post-GCAT Review & Hosting 19 Phase I: Contracting and Initial Contact Introduction Content Hosting Process Communications NeL Environments/Access Closing For Naval Education Training Command (NETC) sponsored content, NeL works closely with contracting office to ensure SOW contains complete list of deliverables and reference information pertaining to hosting content on NeL NeL is available upon request, to assist all other sponsored contracting offices NeL makes initial contact with Sponsor regarding contract SOW NeL provides review and approval of SOW contents and required deliverables 20 Phase II: Content Forecasting Service Introduction Content Hosting Process Communications NeL Environments/Access Closing NeL provides Content Sponsor orientation of NeL Support Site CFS account requested by Sponsor (Sponsor can allow Developer access to CFS to assist. If so, Developer must request an account) CFS Account(s) are created (Sponsor account must exist before Developer can be granted access) Sponsor completes CFS Content Announcement Form (Developer assists as required) Initial Design & Development processes begin. 21 Phase III: Content Validation & Testing Introduction Content Hosting Process Communications NeL Environments/Access Closing Test Track accounts requested by Sponsor and Developer Sponsor and Developer test prototype in Test Track to ensure design approach/architecture meets SOW objectives – development continues Developer tests final version (Test Track, ADL Test Suite, Section 508, etc.) and generates all required deliverables Sponsor completes CFS Content Submission form (Developer assists as required, providing deliverables to Sponsor & NeL) NeL verifies Content Submission form (to include all required deliverables) NeL receives content from Test Track or other delivery method NeL performs Pre-GCAT Review. If all checks pass and all deliverables are present, content is readied for Sponsor Review (GCAT). Otherwise, content is returned 22 Phase IV: Sponsor Review (GCAT Testing) Introduction Content Hosting Process Communications NeL Environments/Access Closing Sponsor requests GCAT account NeL establishes GCAT account Sponsor tests content for full functionality (pass and fail as appropriate, proper scoring, correct spelling and grammar, correct course layout, correct course completion) and subject matter If problems are detected, Sponsor works with Developer to correct discrepancies. Depending on nature of error and the complexity of the solution, content may have to return to Phase III for Test Track validation and re-generation of deliverables Sponsor completes GCAT Testing checklist and submits to NeL 23 Introduction Content Hosting Process Communications NeL Environments/Access Closing Phase V: Post-GCAT Review and Hosting NeL reviews completed GCAT Checklist as part of Post-GCAT Review to verify: ü course enrollments ü course failures and completions (content MUST be tested to ensure content fails and passes as expected) ü Proper roll-up and the awarding of a Certificate of Completion where required NeL loads content to production environment for release NeL updates the “What’s New” page on NeL site home page NeL provides final (Hosted) Sponsor Notification Report (SNR) to the Sponsor via email Content enters Life-cycle Maintenance phase (this is a Sponsor-managed phase) 24 Content Processing Stages w/ Phases Overlapped 25 Communications Introduction Content Hosting Process Communications NeL Environments/Access Closing Contact is established with Sponsor and Developers as early as possible in the content hosting process As inquiries are received, they are reviewed and answered via email or telephone call.
