Purpose
 To provide content Sponsors and Developers with a high-level introduction to
Navy e-Learning (NeL) and the Content Hosting process, specifically:




How the NeL team processes content submissions
How to access NeL environments
Tools available for use
Avenues of communication
 For your use, a number of NeL, ILE, and other Navy websites and documents are
referenced throughout this document that provide important information for
your use and understanding when developing content that is intended to be
hosted on NeL
 Information contained within this orientation is designed as a ‘quick-view’ of the
content hosting process and is presented in-depth on the NeL Support Site

documentation, tracking, and reporting of Navy training programs
 Classroom and online events

 Navy Knowledge Online (NKO) is a portal used to provide access to information and
resources such as career management, personal development, leadership, learning,
references and more
 Integrated Learning Environment (ILE) - a strategic initiative to enable the Navy to meet
specific Sea Warrior goals through knowledge-based training
 Provides information and guidance to government and contractor personnel who develop Navy
training and performance support tools NKO is the portal for NeL, NKO is simply how you access
NeL
 Navy e-Learning (NeL) - launches, tracks, and manages more than 5,000 e-Learning courses,
at no cost to the user, for approximately 1.2 million active-duty Sailors, Marines,
Department of the Navy civilians, Reservists, retirees, family members and contractors.
Navy e-Learning provides users the ability to:
 Search education, training and professional development references and links
 Search the NeL catalog by identifying skills or occupations of interest
 Identify personal skills they want to improve, assess their level of proficiency, track improvements
and identify courses aimed at developing their selected skills

 NeL does not impose a strict naming convention for the course title, however
course code identifiers are enforced for consistency in the LMS:
 Course Title – LMS Catalog Item Name




Course Title – maximum character count: 255 (includes characters and spaces)
No version in title (V1.0, Rev 2.0, etc.)
Intuitive title naming for contents of course
Please do not use all uppercase lettering
 Course Code – LMS Catalog Item Code
 Course Code – maximum character count: 43 (includes characters and spaces)
 Version in code (V1.0, Rev 2.0, etc.)
 AAAA-BBBBBB-CCCCCC –Vx.x (should use valid course as final example)




AAAA – identifies the Sponsoring Activity; is always listed first in course code
BBBBBB & CCCCCC – identifies content type, name, and/or module number
Vx.x – identifies version or revision

 Provides NeL staff information on content that is being developed for hosting on
NeL
 Sponsor responsibility to complete and submit as soon as requirement is known
 Provides two main capabilities:
 Content Announcements
 Developed by Sponsor to notify NeL of content hosting requirement
 Provides NeL capability to forecast workload requirements
 Provides NeL environment delivery and user availability requirements (Shore, Afloat, etc.)
 Content Submissions
 Developed jointly by Sponsor and Developer to notify NeL of content delivery
 Minimum of 30 days wait time from content announcement

 Test Track will be used on two occasions:
 Early during initial content design and development
 Allows testing of structure, outline, and flow of courseware to ensure that it conforms to SCORM
specifications
 Ensures course will flow and function in the manner intended by Sponsor
 After all development efforts have been completed
 Ensures content passes all validation testing
 Generates required course_metadata.xml file
 Developers and Sponsors may reload content as many times as necessary during
development
 NeL recommends re-testing any time major design or functionality changes occur
 IMPORTANT: Test Track Clean-up Process
 NeL Test Track automatically purges content 90 days after last accessed date
 Users are to remove their courseware from the system within 60 days of content hosting
 Data IS NOT recoverable after it has been purged

For Naval Education Training Command (NETC) sponsored content, NeL works closely with
contracting office to ensure SOW contains complete list of deliverables and reference
information pertaining to hosting content on NeL
NeL is available upon request, to assist all other sponsored contracting offices
NeL makes initial contact with Sponsor regarding contract SOW
NeL provides review and approval of SOW contents and required deliverables

Developer tests final version (Test Track, ADL Test Suite, Section 508, etc.) and generates all
required deliverables
Sponsor completes CFS Content Submission form (Developer assists as required, providing
deliverables to Sponsor & NeL)
NeL verifies Content Submission form (to include all required deliverables)
NeL receives content from Test Track or other delivery method
NeL performs Pre-GCAT Review. If all checks pass and all deliverables are present, content is
readied for Sponsor Review (GCAT). Otherwise, content is returned

Sponsor requests GCAT account
NeL establishes GCAT account
Sponsor tests content for full functionality (pass and fail as appropriate, proper scoring,
correct spelling and grammar, correct course layout, correct course completion) and subject
matter
If problems are detected, Sponsor works with Developer to correct discrepancies.
Depending on nature of error and the complexity of the solution, content may have to
return to Phase III for Test Track validation and re-generation of deliverables
Sponsor completes GCAT Testing checklist and submits to NeL

Phase V: Post-GCAT Review and Hosting
NeL reviews completed GCAT Checklist as part of Post-GCAT Review to verify:
ü course enrollments
ü course failures and completions (content MUST be tested to ensure content fails and
passes as expected)
ü Proper roll-up and the awarding of a Certificate of Completion where required
NeL loads content to production environment for release
NeL updates the “What’s New” page on NeL site home page
NeL provides final (Hosted) Sponsor Notification Report (SNR) to the Sponsor via email
Content enters Life-cycle Maintenance phase (this is a Sponsor-managed phase)

 Contact is established with Sponsor and Developers as early as possible in the
content hosting process
 As inquiries are received, they are reviewed and answered via email or telephone
call. Routinely, questions may be answered by directing requestor to correct
area on the NeL Support Site for answers or guides
 Support email boxes are constantly monitored so inquiries or questions
submitted are answered in a timely fashion by the appropriate team member

 A number of user/test accounts are required for Sponsors and Developers
throughout the content hosting process
 Not all accounts are required in the beginning phases of content hosting, specific
accounts shall be requested when work is to begin in each applicable phase
 NeL sites are Common Access Card (CAC) enabled, Sponsors are responsible to
ensure users have a CAC prior to requesting accounts
 NeL does not provide CAC sponsorship, more information about obtaining a CAC is found
on the NeL Support Site
 Persons not working on government computers may be required to obtain CAC
readers
