This milestone event serves as a continuation of the outdoor art gallery emerging out of the Jersey City Heights. The PACAS program was designed to transform available spaces located in the Hudson County region into temporary exhibits. Selected for this first installation was well respected photographer E. Jan Kounitz exhibiting his photographic project entitled “Mo Me- Hood”. It was placed on display between August 31st thru October 5th in the storefront windows of 311 Central Avenue. Additional Morning Bus Rides to NYC PABT from Central Avenue via No. 10/99s The combined effort of local law enforcement and involved City officials has paid off as rouge jitney buses randomly overlapping the No. 10/ 99s routes have begun to be effectively sent back to the routes they are licensed to operate. As a result, Coach USA had some breathing room to begin a new schedule for the No. 10/ 99s with added service on Central Avenue for the morning commute towards the New York City Port Authority Bus Terminal. An 8:37am and 9:17am trip was added the week of October 19th. Commuters on their way to NYC can catch the No. 10/ 99s within the Central Avenue business district at these approximate times: 5:07am, 5:37am, 7:05am, 7:25am, 7:49am, 8:20am, 8:37am, 9:17am, and then 9:47 am. Service to NYC will then be once an hour until the afternoon rush hours (between 3:47pm thru 8:47pm) when service returns to every 30 minutes. Travelers should be at the bus stop at least five minutes before scheduled. By purchasing discounted bus tickets at Mendez Agency (263 Central Ave), Garden State News (366 Central Ave), or Goehrig’s Bakery (475 Central Ave), round trip fare between NYC and Central Avenue is still only $5.50 on this route. The No. 10/99s route is a 13.5 mile trip from 3rd street in Bayonne to the NYC PABT. As families buy their children customs, and decorate their homes, Central Avenue businesses do the same. Like every year Jersey City residents love to visit the friendly and safe Central Avenue business district for Halloween trick-or-treating. The generosity of business owners 2008 Central Avenue Halloween file photo opening their doors for years have made this genuine tradition a pleasant experience for all. Thousands stroll down the Avenue with their children receiving candy and gifts from merchants. This year, Halloween is on a Saturday and the rush of children coming down the avenue after school won’t be a concern. However a whole days worth of trick or treating can be expected. The Dunkin Donuts located at 318 Central Avenue, goes above and beyond each year for Halloween. Their employees festively dress up and take pictures with trick or treaters. Those pictures can later be found on the Dunkin Donuts’ bulletin board. As this issue’s top headline indicates, the “The Art of Window Shopping” debut the first Pro Arts Contemporary Art Spaces (PACAS) extension here on Central Avenue. This milestone event came only through planning and collaboration with Jersey City Pro Arts and the Heights Artist Initiative. When looking back it only demonstrates how strong the artists movement positively assets the Heights community. is a known fact when Jersey City residents think Halloween, they automatically respond “Central Avenue.” That kind of impression is only made possible because business owners keep their doors open and go out of their way to make the annual tradition memorable despite slow sales at the register which is common on Halloween day. With thousands of people on the Avenue, how could they pass on the opportunity to connect with their customers? Secondly, CASID members, residents, shoppers, and visitors can expect the installation of our seasonal lights and banners the week of November 16th. Our 133 light display livens Central Avenue’s shopping atmosphere in addition to better illuminating the Avenue during the long winter nights. In conjunction with Mayor Healy and the Jersey City Parking Authority, shoppers will enjoy two hours free parking in municipal lots along Central Avenue between Thanksgiving and New Year’s Day. Public art brings both culture and social revitalization to our neighborhood. At the very least, it is there to start conversations and capture the visitor’s attention. Whether it is new art or existing, the Heights offers a wonderful cultural experience. These trips are shorter rides thus commuters can expect them to be consistently on time and reliable as possible. “This is a step in the right direction,” said Michael Yun, CASID President. “The morning additions will give NYC commuters living in the Heights more transit options in there effort get to work on time.” CASID has received numerous communications in the past several months all requesting more bus service on Central Avenue. “We thank those patient commuters who have taken the time to bring the major concerns to light. Making a Difference from the Heights with “Locks of Love” On November 18th from 10:30am- 1:30pm, Total Image Beauty Academy (288 Central Ave, Jersey City), and on November 21st from 11am- 3pm, Diva Spa & Salon (496A Central Ave, Jersey City) will be offering free haircuts (limited to cutting the lock of hair then evening it out) for those wishing to donate their hair for Locks of Love. All hair donations will be presented to the Locks of Love organization in support of their mission of helping children suffering from long-term medical hair loss. Locks of Love is a public non-profit organization that provides hairpieces to financially disadvantaged children in the United States and Canada under age 18 suffering from long-term medical hair loss from any diagnosis. For more info on this divine program, visit: www.locksoflove.org FAQs On Central Avenue With the economy going through distress and small business owners moving a mile a minute its understandable that frequent general questions tend to be overlooked and no correct answer is given. Here is a helpful list of frequently asked questions along with CASID’s response: Q: Are businesses required to have Posters regarding Safety, Federal and State Laws in their establishment? A: It depends on the type and size of your business. For example, businesses that employ workers under special minimum wage certificates authorized by the Fair Labor Standards Act must have the Employee Right for Workers with Disabilities/ Special Minimum Wage Poster. Often times businesses will be visited by individuals demanding to see such posters regardless of whether the business is required to post it or not. BUYERS BEWARE: these individuals may leave an impression that they represent a government enforcement agency but are actually sales people hoping to sell you overpriced posters you may not need. Be sure to carefully check credentials and research which posters are required for your business. Q: Do all Central Avenue businesses collect only half the sales tax? A: No. A Central Ave businesses must register with the Jersey City UEZ program. Those that are already registered usually advertise the reduce sale tax with a UEZ sticker in their storefront window. Not all businesses may qualify for the program. Q: How do I get tax assessment information? A: Contact the Jersey City Tax Assessor’s office at (201) 5475131/5132 or go online: www.njactb.org (NJ Association of County Tax Boards). Q: How do I report a pothole? A: Before calling in a pothole it is best to make sure it is just that and not a sinkhole which it is commonly mistaken with. The difference between the two is important to understand. A pothole is an imperfection on the surface of the road which can be simply corrected by placing tar on top. If the hole expands beyond the boundaries of the roadway and dirt begins to erode beneath the surface, it may then be a sinkhole. Pothole problem can be corrected by contacting Department of Public Works at Tel: 201-547-4402. Sinkhole problems are usually caused by issues pertaining to leaky water pipes and nearby drainage systems which falls under the jurisdiction of the Jersey City Municipality Utilities Authority (JCMUA) at: (201) 432-1150. Q: Will the City clean or paint over graffiti on my property? A: Yes the Jersey City Incinerator Authority (JCIA) has an Anti-Graffiti Task Force with crews that are assigned daily to locate graffiti throughout the city. Call (201) 432-4645 ext.634. Property owners may be fined for not removing graffiti. Q: Who do I call about a water main break or street flooding? A: First, call the Mayor’s Action Bureau: (201) 547-4900. Depending on the problem it can be an issue for United Water or JCMUA. The JCMUA can be contacted at (201) 432-1150 during regular business hours (M-F, 9:00 AM - 5:00 PM). If there was no response at either, call 911. www.JCHeights.com Fall 2009 4 Heights news CENTRAL AVENUE BUSINESS SPOTLIGHT: JERSEY DRUGS The history of Jersey Drugs located at 286 Central Avenue goes beyond the thirty years John Gerbasio & Jeff Forrer have owned the place, but rather to the days the two worked at the pharmacy side by side stacking shelves in 1973 during their high school years. Then pharmacist, Peter Sobados, encouraged the two to pursue a degree in pharmacy after graduating high school and one day own the location itself. Phone: (201) 656-4392 John Gerbasio, graduated from Hudson Catholic High School in 1975 and went on to earn a Bachelors degree in Science in Pharmacy, from St. John’s University, and Jeff Forrer graduated from Dickinson High School and also earned a Bachelors degree of Science in Pharmacy from Brooklyn College of Pharmacy. After receiving their degrees they soon returned to Jersey City Heights to fulfill their mentor’s dream and became the business men they were inspired to be. To John & Jeff this is not any ordinary job - its their passion. Former Jersey City Heights residents, they understand their customer’s needs and concerns. “Everyone who walks into Jersey Drugs can feel confident about the service they are receiving. This upcoming year marks ten years since our nation has taken its last census. As our U.S. Constitution mandates every 10 years the nation’s population will be counted. The Census data determines the allocation of up $400 billion in federal funds for the next 10 YEARS in the region for community services such as school lunch programs and senior citizen centers, as well as new construction such as highways and hospitals. An area’s population will also directly determine how it will be represented in Congress, in the NJ General Assembly and in their city council. For all these reasons, it is important for accurate numbers to be collected in Jersey City. Over the past ten years this city has flourished into a location for many new residents coming from all different cultural backgrounds and it is important that the U.S.A. takes notice. “This city has had more small businesses, more construction growth and its infrastructure has changed incredibility. With the effects of recession still being predominate in our lives Federal funding is needed now more than ever” says CASID president Michael Yun. “ALL CASID members are urged to participate in the Census questionnaire on April 1, 2010.” The importance of this Census can not be stressed enough and it can only be done if everyone helps. In addition to candy last year, they handed out a limited number of goldfish giving recipients a scaly year long reminder of where to buy pet supplies on Central Avenue. These fine two examples demonstrate that even though it may not be a great day for business, merchants still open their doors to give back to the community they do business with. With decorations, unique hand outs, and great costumes, these Central Avenue businesses get better each year at welcoming trick or treaters and the annual tradition. If you need directions or assistance on Central Avenue, ask a member of the SMO staff. They will be glad to help! Help Keep Central Avenue Clean The Central Avenue Business district is a place to walk and enjoy shopping. It is home to businesses, residents, shoppers and visitors. CASID Streetscape Maintenance Staff can always be seen assisting merchants sweep and manage the Avenue. However, there are moments when garbage is not placed in a safe and orderly fashion for collection, and winds up being spread across the streetscape. Store managers are reminded to review garbage collection practices in order to prevent these types of situations from occurring. They are as followed; Adhering to these garbage practices is not only good for the Avenue but complies with the LAW. Both merchants and residents are reminded the procedures of garbage disposals and the penalties if violated. CASID will continue to work with city authorities to ensure Central Avenue remains clean and eyesore free.
