LAKE HAUTO CLUB NEWSLETTER PRESIDENT’S MESSAGE By Kenneth Snyder Well another season is here, but first I would like to talk a little about the past. In the early 1950’s, you could lease land at Lake Hauto for five dollars a year. There was no running water and no sewer system. You had to build your own road to your lot. You can still see some of these roads in the woods, because they did not grow back due to the fact that at the time they used slag from the coal banks for roads. We had the best security in the world since you couldn't get past Mr. Dewey to get into the Lake. Now let's jump ahead 60 years and as you know now we have all the amenities that you could ask for. The roads are plowed, the beaches are clean, and we have restrooms at every beach and many more amenities. In the past five or six years the board has gotten aggressive in bringing Lake Hauto into this century. We have to address the drainage within our community and that will be done. After every rainstorm, we evaluate the drainage. We will never solve the drainage problem 100% since we live at the bottom of a mountain and all the water comes down to the Lake. On the roads, we are continuously repaving roads every year as money is available. Patching potholes is also expensive, but we will keep patching the potholes until we can afford to repave more roads. I had one estimate to do an overlay on Lake Drive and it was $600,000. So as you can see, sometimes the costs are more than we can afford at that time. The cost of repaving and correcting the drainage on Deer Trail Lane is going to impact our budgetted money. This is the most expensive road we have attempted so far. The cost of resurfacing Deer Trail Lane is estimated to be over $161,000 plus the cost of the drainage. We will know during the first week in May what the bids are. The board will have to decide at that time if there will be an assessment for roads. We have to keep the road program going or we will be back to where we were 10 years ago. It is a good thing that we do not have any law suits outstanding at this time. We are negotiating with Greenwood to pay a maintenance fee to use our roads. We are going to do some work down on “O” beach. We are going to rebuild Eastwood Beach which is needed. We are going to remodel the club office and library. LAKE HAUTO CLUB SPRING 2013 Editor: Kim Thomas In recreation, we are installing two new pieces of playground equipment. Please read the article under Beaches and Grounds in this newsletter. We are hoping to build a new pavilion at Crescent Beach and a smaller one at “O” beach. The money is set aside for this project, but with all the other projects going on, it might not get done until next year. We are still keeping up with the stocking of fish in the Lake and Birch Pools. We have also put fish havens in the Lake. Read the article on fish in this newsletter. Oakwood Beach dock is completely brand-new. We did not just repair it, we totally replaced it. Also read the docks article in this newsletter. Our dam is up to state specifications and each year it gets inspected. We are also going to install the gates if the ballot passes. That ballot is out for a vote at the time of this writing. We are going to enhance the camera system which is working very well at this time. I'm sure that there are still things going on at the beaches but the cameras have curtailed a lot of this destructive activity. Each year we enforce the rules stronger and stronger. This year again we intend to not be as lenient on rules as the previous year. On March 10th, we had our Q and A meeting on the Gates. There were a lot of good questions and answers. I would like to thank the members who attended and conducted a very orderly meeting. The members came there with their questions and the members got their answers to the best of our ability. The contractor that is going to install the gates was there to help us with some of the answers. I'm not going to tell you how to vote, just vote your conscience. On the dues, we have collected 99% of the membership for which I would like to thank the membership for such a high payment ratio. Most associations cannot brag about these high numbers. In the past few years this has put Lake Hauto in a good financial position. Five or six years ago we had to borrow money as early as September to meet payroll and the activities that we have to do in the winter time. If you look at our budget, you will find that we are in excess of funds. All these excess funds are earmarked in a reserve account for different improvements at the Lake. We are enforcing a new policy that people that do not pay their dues by a given time, the board will file a claim on your personal property. Most of the time the liens on the home are too high and to obtain our outstanding money that is due to the club, we would have to foreclose on the home and bid the cost of doing this. This process PAGE 1 SPRNG 2013 President’s message—continued… we cannot do. With the economics of today, there is still not a lot of building new homes. However, the sales of current homes are going fine. For instance, in the month of March we are going to approve 4 new members. I would like to thank all of the volunteers and the Beautification Committee for what they have done over the past year. I am sure that the Recreation Committee will have some surprises for us this summer. I wish you all a happy spring! FISHING By Jamie Kane The opening day of Trout season is March 30th 2013, Trout will be stocked in the lake and pond for the first day this year. The Children’s Fishing Derby will be April 27, 2013 at Birch Pools pond. There was a great success at last year’s derby and we hope for the same results this year. More details to follow closer to the date. We will be adding bait fish and Cray fish into the lake again this year. Nine fish structures were constructed and placed on the ice at Zero Beach. Structures were placed between the fishing dock and the boat dock in 1315 feet of water about 80 yards out from shore. DOCKS and a bit of fishing info By Paul Whitley I think we can all feel that most of winter is behind us. It’s time to start thinking about getting ready for the summer months here at Lake Hauto. A new dock for Oakwood Beach has been under construction. Placement of docks in the lake is a big job; we may look to recruit some volunteer help. Information could be emailed and placed on the display board. Trout stocking will take place for the spring opener. Trout will be stocked in the lake, but the majority of fish will be placed in Birch Pools Pond. The smaller pond environment provides a better opportunity for fishing success. The pond will be open to all ages for fishing. The limit will probably by three fish, check for posted limits. A Children’s Fishing Derby will be held in April 27th. The pond will most likely be closed to adult fishing for one week following the derby. Accurate information will be posted at the pond and sent via email. The Board has spent a great deal of time gathering information concerning the gates and therefore details of some other items need to be ironed out. About a dozen fish structures were built and placed on the ice in late February. Improving fish habitat will improve fishing. Another baitfish stocking is likely to occur this summer. The ice is gone, enjoy the water. Best wishes for enjoyable fishing and boating on our beautiful lake. Beaches and Grounds By Jamie Kane ROADS By Jamie Kane The 2013 road program is currently underway. We are going out for bid on Deer Trail Lane and Spruce Terrace. Drainage work and shoulder preparation will be completed by our maintenance prior to paving. Maintenance has been fixing potholes over the last few months. We were spared with major road repairs by a mild winter in 2012, and unfortunately this is not the case this year. We will work to fix the worst spots early in the season. We will continue to evaluate all the road shoulders in the lake over the summer. Some areas have a buildup of cinders, leaves and other debris that is not allowing proper road drainage. Removing the excess buildup will remediate various water challenges we constantly face. LAKE HAUTO CLUB We are looking to update Eastwood Beach this spring season and we expect completion by Memorial Day 2013. We will be adding new pieces of playground equipment at Eastwood and Oakwood Beach. One is a replacement unit and the other is an addition to what is already there. We are looking to add tons of new sand to the beach this spring season. If anybody has any ideas of ways to improve the beach area that would make it more enjoyable for all, please contact the office. Our community center entrance and interior were decorated this past fall and winter seasons by the Snyder family. Thank you to Irene and her niece, Gina, for taking the time to make the setting for our Halloween and Christmas parties extra festive for the children. The Lake Hauto Beautification Committee would like ideas from other members to improve/beautify our lake’s appearance . When the LHBC started out in 2010, areas of need were self-evident. Together with all members of the Lake Hauto Community, the LHBC has met those needs and improved our “look” and facilities. Some of the bigger projects which have been completed have included the entrance tepees, gate area, Lake Drive center island, Crescent Beach, and the Community Center landscaping, an annual flower beautification program, patio umbrellas for picnic tables at the beaches, and a flag pole at the welcoming gates. Presently, Eastwood and Oakwood beaches are slated for landscaping We would like to thank Bill Schmitt for all his hard work both as a member of the Board of Directors where he served as treasurer and on the Beautification Committee. He will be missed , but we wish him well as he moves from Lake Hauto. Would members be interested in an endowment program where a bench, flower bed, tree planting, flag pole, etc. could honor the memory of a loved one or a special event in one’s family with a plaque denoting the significance. Perhaps a flower bed gift program could defray the cost of yearly plantings. New fund raising ideas could be suggested. A “cutting” exchange could be planned – or cuttings/plants donated to already existing beds for perennial enjoyment. Ideas offered will be considered for feasibility and man power. REMINDER: The Lake Hauto Beautification Committee Calendar Committee will be collecting photos for the 2014 calendar. All members are welcome to attend! REMEMBER— All watercrafts must be registered with the club office (even non-motorized). All recreational vehicles must be registered with the club. You must pay $20 per boat to store the boat on the shoreline at the club beaches. OFFICE HOURS Wednesday & Thursday 8 a.m.—3 p.m. Friday 8 a.m.—2 p.m. & Saturday 9 a.m.—2 p.m. Lake Hauto Club continues to participate in Redner’s Save-A-Tape and Boyers’ rebate programs. Take your eligible Save-A-Tapes from Redner’s down to the office and drop them into the outside letter drop or take them inside the office during regular office hours and give them to Kim. But you must remember to have the cashier swipe your key tag in order for your Save-A-Tape to be eligible.. At Boyer’s, all you need to do is swipe your Boyer’s tag (there is no need for a receipt). If you need a Boyer’s tag, call the office. Kim will be happy to get a tag to you. Currently, all the rebate money from Redner’s and Boyer’s is being deposited into the Road Savings Account. Snyder reminded everyone that the old rule stands. He also stated that the board will accept the petition that was presented to the board by Chuck Hellings regarding the change and will keep the petition on file. HUNTING Safety Zones (As defined by the PA Game Commission – 150 yards from a building): Firearms It is unlawful to hunt for, shoot at, trap, take, chase or disturb wildlife within 150 yards of any building. It is unlawful to shoot into a Safety Zone even if you are outside of the Zone. It is unlawful to drive game in a Safety Zone, even without a firearm. Archery The Safety Zone for archery hunters, including crossbows, is 50 yards. A discussion was held explaining the rule and an explanation of safety zones. A motion was made by C. Gangaware, seconded by P. Whitley, to approve the revised hunting rule as read. LAKE HAUTO CLUB PAGE 8 SPRING 2013 201301-02 P. Whitley read the new rental rule. C. Gangaware expanded upon the reason for the rule change and that the club wants to reduce its liability. Althea Higgins questioned how it will be enforced and K. Snyder responded that we will have to police ourselves. The new rule read as: All in favor, motion carries. N. LEASING Member must be in good standing. The rental time period cannot be less than four months. Weekly rentals are not permitted. Rentals can only be for improved lots with a dwelling. Empty lot rentals are not permitted. Rooms within a member’s home cannot be rented The member loses all club privileges for the property that is being rented. The lessee cannot bring or use member’s recreation privileges: for example they cannot register boats, 4 Wheelers, Golf Carts and etc. The lessee has beach privileges while they are renting. The member is responsible for any club property damage by lessee. Lessee must be register at the office. Lessee shall receive the Rules and Regulations of Lake Hauto Club and must abide. If any of the Rental Rules are violated, it will be considered an Infraction and penalties will be imposed. A motion was made by P. Whitley, seconded it by J. Kane, to pass the new rules as read. 201301-01 A motion was made by P. Whitley, seconded by J. Lavine, to All in favor, motion carried. have the president sigh the lease with the Lansford-Coaldale Joint Water Authority for the use of the ground on Tippets Road at East Entrance to install the gates or a turnaround. 201212-03 B. Schmitt made a motion, seconded by P. Whitley, to earmark $40000.00 for Capital Improvement, $30000.00 for a new pavilion, $30000.00 for Road Projects, $15000.00 for a dump truck replacement and $10000.00 pick-up truck replacement. B. Schmitt included in the motion that the money that will be receiving from the forester (approximately $35000.00) will be earmarked for the Community Center renovations/repairs. All in favor, motion carried. 201212-02 B. Schmitt made a motion, seconded by J. Lavine, to earmark for 2011 - $20000.00 for Capital Improvements, $3000.00 for the Eastwood Beach improvements, $15000.00 for Road Projects, and $789.02 for other reserve money. Any sign designating or advertising the sale of a property or premises shall not exceed a maximum size of 18 x 24 inches (432 sq. in.). b. Only one sign is permissible per property for sale. c. Posting of "FOR LEASE" or "FOR RENT" signs is prohibited. 2. Directional Signs: Club members who post directional signs on club property are to have these removed following their use. 3. The posting of signs or the attachment of any objects to, as well as entry upon, the “Teepees or Rocks” at the entrance to Lake Hauto is not permitted. LAKE HAUTO CLUB BOAT RULES: In case you are considering purchasing a new watercraft, the rules are as follows: a) The length of all Inboard/Outboard (I/O) watercraft only must be 20 foot or under with no greater than a 4.3 Liter engine. b) The outboard watercrafts must be less than 19 feet and have engines of four cylinders or less. c) Personal watercraft engines are limited to 135 horsepower or less. d) Pontoon boats will be 20 feet or less and have motor of four cylinders or less. Pontoon boats are measured by deck size. e) Power watercraft registered and operated on Lake Hauto prior to 1975 are excluded. Children’s Fishing Derby Have your next party at the April 27th At Birch Pools Lake Hauto Community Center $2.00 per child. Register in the club office $150.00 for four hours ($10.00 for every additional hour) $25.00 deposit to save the date. Call the office for availability! Remember that all storm drains and canals eventually drain into the lake. Never dispose of unwanted household chemicals, waste oil, fuels, lawn and yard debris, or any hazardous material in a storm drain. Spring Cleanup & Planting Reminders The South Shore Mulch Area (off of Rt. 54) is for compost material only. That includes leaves, tree limbs, and grass clippings. NOT PERMITTED: tires, concrete, stumps, railroad ties, garbage or tree trunks. Combination code is available at the office and via the email. The dumpsters at the beaches are not for the disposing of your household garbage. Violators will be fined. DO NOT deposit your grass clippings and/or leaves in the greenbelt areas or the lake itself. Use fertilizers and pesticides sparingly - if at all - and follow package directions carefully when determining how much of a product to use. Landscape using native plants. Natives require less fertilizer and fewer pesticides to look their best. LAKE HAUTO CLUB PAGE 15 IMPORTANT It is a Lake Hauto Rule that all pets must be on a leash. Along with this, the Lake Hauto Club is asking you to curb your pets and pick up after them. It is not fair to the other members and is simple common courtesy. The other members should not have to clean up after your pet. We live in the woods; however, this inconsiderate behavior will not be tolerated.
