Historical Sketch
AND THIS IS THE WAY IT WAS:
On June 27th1871, a petition was presented to the Butler
Presbytery by the Rev. Carl Linn and signed by twelve
persons requesting the establishment of a German
speaking church. Their request was granted and the
church organized on July 8th1871, by the name of
Linnville Presbyterian Church, consisting of nine
members and afterward ten were added. The original members were: Frank Fruth, Mrs.
Anna Fruth, Carl Goebel, Mrs. Elizabeth Goebel, George C.Grabe, Mrs. Elizabeth Grabe,
Wilhelm Montag, Mrs. Catherine Montag, Edward Montag, Mrs. Maria Montag, John Cooper,
Mrs. Hannah Copper, MariaG. Cooper, Caroline Cooper, Catherine Cooper, Gottlieb
Steinhauser, Carl Steinhauser, Fredrich Siebert and Mrs. Chrstina Siebert. On April 22nd
1873, the name was changed to the German Evangelical Presbyterian Church.
From the beginning, the church at Jefferson Center struggled for survival. Five years after
its organization, the church had no pastor or supply and the session did not meet. The Rev.
C.A. Limberg (1885-1897) was forced to break the exclusive use of the German language
because the young people of the church could not read German. He first preached one
English sermon a month in the evening, and by 1902 German was no longer used in the
church.
Through the efforts of Rev. A.J. Sauerbrum the church gained strength. His own modest
assessment of the church was this:
“The people simply plodded long and patiently carried on, and so managed by the grace of
God to keep the church in a prosperous condition, and in some instances, setting a worthy
example to other churches in the Presbytery.”
May God give us the grace to move forward in His will, no longer struggling for survival, but
rather serving Him with all our strength.

Rev. Jonathan West has been the Pastor at Jefferson Center Presbyterian Church since
2013. He grew up in Florida and Georgia, and attended Georgia Tech and Columbia
Seminary in Atlanta before accepting the call to serve at Jefferson Center.

Directions
From Cranberry Township:
Take PA-228E until it dead ends at PA-8. Turn left on PA-8N and travel 3.9 miles. Turn
right on Dinnerbell Rd. and travel 3.8 miles (on Dinnerbell Rd., look for a blue sign that
points to Jefferson Center PC). Turn left on Frazier Rd. The church is 2 miles ahead on the
right.
From Zelienople:
Take PA-68E and turn right on Brownsdale Rd. Follow that for 8.1 miles and turn left on
PA-8N. In 0.8 miles, turn right on Dinnerbell Rd (on Dinnerbell Rd., look for a blue sign that
points to Jefferson Center PC). Travel 3.8 miles and turn left on Frazier Rd. The church is 2
miles ahead on the right.
From Butler:
From Main St., travel south on Wayne St until it turns into Saxonburg Rd. Continue for
another 5.6 miles, and take a slight right onto Frazier Rd. The church is just ahead on your
left.
From Slippery Rock:
Take PA-528 S to turn left onto PA-422 E. Travel 12.5 miles and turn right onto
Bonniebrook Rd. Travel 4.5 miles and turn right on Great Belt Rd and travel 2.8 miles. At
the stop sign, turn right onto Saxonburg Rd., cross over the bridge and take the first left
onto Frazier Rd. The church is just ahead on the left.
Parking
There are two main parking lots at the church, one on the East side of the building, and the
other on the West side of the building. In addition, there are three designated handicapped
spaces in the front of the building.
Registration
Registration will begin at __PM in the Out Building, which is a separate building that sits on
the East side of the church.
Prayer Room
There is a small prayer room up a short flight of steps, accessible from the Narthex in the
front of the building. It sits directly underneath the church’s bell tower.

Act upon the consent agenda motions of the Committee on Ministry
To transfer the Rev. Tony Catullo’s membership to Redstone Presbytery, where he has accepted an
interim pastor position at the Pleasant View Church of Smock PA.
To grant First Church/Midland a waiver of rotation for three ruling elders for three years.
When the way be clear, to transfer the Rev. Rebecca Mihm to the Presbytery of West Virginia to
accept the call of Fleming Memorial Presbyterian Church, Fairmont, West Virginia.
To grant Ruling Elder Tom McMeekin, Vice Moderator of the Presbytery, authority to administer
the Lord’s Supper for the next two years.
To authorize the Rev. Harper Brady (a member of the EPC) to administer the sacraments at the
Mill Creek Church, Hookstown, given the facts that the church is being dismissed by the Presbytery,
and that this Interim is known to us. However, this is not setting a precedent.
To concur with the dissolution of the pastoral relationship between the Westminster Saxonburg and
the Rev. Deborah Huffmyer, effective March 7, 2016.

WHAT IS YOUR CONGREGATION DOING
TO EDUCATE A CHILD?
A GRANT OPPORTUNITY
A major concern for Christians everywhere is the education of the next generation.
Our Denomination has adopted a mission they are calling, “Educate a Child,
Transform the World.” The goal of the campaign is to educate one million
children worldwide by 2020.
To help with this ambitious goal, the Peacemaking Committee is offering to each
congregation a minimum grant of $100 from the Peacemaking offering to assist in
the support of educational ministry. This grant is available to congregations in
Beaver-Butler Presbytery that are already involved, and those congregations that
want to initiate, an education ministry in their own communities as well as
supporting schools and teachers in other parts of the world. Examples of ministry
might be: launching or supporting a tutoring program; providing school meals
and/or supplies (backpacks, teacher materials, etc.); conducting or supporting an
after-school program or a preschool for community children; honoring the
teachers in the congregation (better yet, in the whole local school); supporting an
educational ministry in another country.
Let us know what you are doing and give the Presbytery an opportunity to share in
supporting it through a gift from the Presbytery’s share of the Peacemaking
offering. Or take the ideas presented here to your congregation and initiate an
educational ministry in your church.
To apply for this grant, send a letter or an email describing your involvement in
“Educating a Child, Transforming the World,” and the amount requested to the
Peacemaking Committee at the Beaver-Butler Presbytery office.

Application Instructions for “People in Mission” Grant
Presbytery of Beaver-Butler, Presbyterian Church (USA)
The Congregational Mission Unit (CMU) of Beaver-Butler Presbytery has available each year money for
grants, to encourage congregations within the presbytery to participate in mission trips, either as teams or
individuals. Priority will be given to churches, or individuals, who are going on a mission trip for the first time
or trips where multiple small churches are going together when funding requires.
The Guidelines for scholarship grants are:
1. The mission trip shall be endorsed by the session of a church in the presbytery.
2. Grants will be awarded up to a maximum of $300 for an individual and $1200 for a church group.
The committee reserves the right to make exceptions in special circumstance.
3. A representative of the Mission Team shall report on the trip to the CMU, and participate in the annual
presbytery event to spotlight the mission activity of the presbytery that year.
4. Applications for People in Mission grants must be received by the Congregational Mission Unit at least
60 days prior to the trip.
5. Grants will be reviewed by the Congregational Mission Unit at the next stated meeting after the receipt
of the application.
6. Checks will be made out and sent to the sponsoring church.

Encourage Mission Involvement
The Congregational Mission Unit provides support and encouragement to local congregations to create and
sustain a strong mission involvement. This Unit provides resources for mission opportunities, funding, and
networking with other congregations involved in mission. The Unit informs congregations of mission
opportunities, and models mission support. The Unit not only encourages and supports, but also publicizes the
good news of congregational mission endeavors.

From: Refreshing Springs Ministry Task Force
The Refreshing Springs Ministry (RSM) Task Force is requesting that Beaver-Butler
Presbytery allocate/grant $45,000 from the accumulated funds from departed
congregations in order to:
1. Equip RSM to operate on a firmer footing by providing for a facility in Aliquippa and
a van.
2. Serve the larger church by providing mission team training opportunities that would
also benefit RSM by leading to the rehabilitation of its property in Aliquippa.
3. Provide salary support for RSM’s pastor, Rev. Tega Swann, for a 3-year period. (As a
matter for separate, future consideration, we believe the Presbytery should prepare
for a commitment to sustain Rev. Swann’s salary, long-term, at minimum terms of
call with Board of Pension benefits. This would become mandatory when/if Rev.
Swann is received as a regular minister member of our Presbytery.)
This project is thoroughly missional in that it is a response to what God has already been
doing in our midst. We are encouraged that, based on their involvement and support,
at least a dozen of the congregations of our Presbytery seem to be resonating with
RSM’s mission and ministry. We intend to grow that number as we interpret the work
of RSM to the churches of the Presbytery.
We believe RSM should be viewed as a “local mission” as much or more than as a new
church development. Due to the needs of the population RSM seeks to serve, RSM may
never become a self-sustaining, chartered congregation in the traditional sense.
Attached is a 3-year financial plan, which also details some of the specific activities this
project will make possible. Note that a New Initiatives Grant of $45,000 will also be
requested from the Synod of the Trinity. Some of the project’s goals will require upfront “capital” expenditures. We envision the Presbytery’s funds as going primarily for
these costs in the first year. The Synod funds and other sources of funds would be used
primarily for “operating” expenditures over the full three years.
The RSM Task Force asks that the Coordinating Team submit this proposal to the
Presbytery for a First and Second Reading process, with the First Reading at the March
29th stated meeting.

Beaver-Butler Presbytery
January 23, 2016
The Beaver-Butler Presbytery held a stated meeting at 10:00 a.m. on Saturday, January
23, 2016, in the Center Presbyterian Church, Slippery Rock, where the Rev. William
Mumaw serves as Pastor.
WELCOME:
At 10:00 a.m. our Moderator, Teaching Elder Dr. Mary Kitchen, welcomed the
presbyters and offered prayer.
The presbyters were welcomed by a representative of our host church, Ruling Elder Carol
Lambert, who provided essential information.
A prayer of thanksgiving and commemoration was offered by our Moderator for Ruling
Elder Lois Pacillo, a member of The Galilean church, who died on January 21, 2016.
Lois had been quite active in her church and the Presbytery, having most recently served
on the Financial Planning Committee.
Teaching and Ruling Elders attending a Presbytery meeting for the first time were
introduced. The Rev. Betty Angelini, Executive Director of Crestfield Camp and
Conference Center, a member of Pittsburgh Presbytery, was welcomed and seated as a
corresponding member.
ANNOUNCEMENTS AND PRESENTATIONS:
Ministry Partnership Unit:
The Rev. Paul Merrill, a member of the Ministry Partnership Unit, introduced Sidney
Fisher and Diana Mermon.
Sidney Fisher, Resource Center Director, announced that a Cokesbury VBS preview date
has not been set yet, and that commitments are needed from at least 5 churches to hold it.
She also announced that the Resource Center has a complete set of Feasting on the Word,
Year C, to be given away by a drawing among those who sign up for it.
Diana Mermon, Presbytery Youth Coordinator, noted that she is available to help with
church youth groups. She promoted a multi-band youth event at Consol Energy Center
on Saturday, January 30th. She also announced that registration is open now through
April for this summer’s Presbyterian Youth Triennium, and that she is willing to come
speak to churches’ youth about the Triennium.
Refreshing Spring Ministry Task Force:
The Rev. C.F. Hoffman, chair of the task force, could not be present. The Rev. Alan
Adams introduced the Rev. Tega Swann, pastor of RSM. She thanked the Presbytery and
its churches for their financial contributions and partnership with RSM, and reported that
the number of participants in the ministry is now around 50. Worship is at 6:00 p.m. on

Saturday evenings. Since meals are an essential part of the ministry, Rev. Swann asked
churches to consider helping by preparing one of the meals. Another essential part of the
ministry is Rev. Swann’s response to people in times of crisis.
Camp Crestfield:
The Rev. Betty Angelini, Executive Director of Camp Crestfield, invited the presbyters
into “smore” (some more) ministry of partnership with Crestfield. She noted the variety
of retreats available for youth, women and other groups in Crestfield’s modern retreat
facilities. Crestfield is prepared to work with churches on VBS’s that would include a
day at the camp.
ITEMS OF GOOD NEWS:
An opportunity was provided for ruling elders of congregations to present stories of the
good news within their congregational life. Several did so.
• As part of an on-going outreach through music, the North Butler church recently
hosted the Glory Way Gospel Quartet.
• The Parker church enjoyed a Christmas program at which Allen and Mary Kitchen
provided music.
• The Covenant church in Butler recently shared a meaningful Reaffirmation of
Baptism service, and is supporting the community dinners in Butler.
• Harry Thompson Green, who was raised in the Center church, Slippery Rock, was
recently ordained as a Russian Orthodox priest.
• The playground at Crestview has been refurbished and is in use, and the church’s
Kids’ Club ministry is thriving.
The above preliminary matters having been addressed, the formal stated meeting began at
10:30 a.m. Our Moderator, the Rev. Dr. Mary Kitchen, now presiding.

MEETING PART ONE: OPENING PRAYER AND THE LORD’S PRAYER
Our Moderator offered an opening prayer. The presbyters then offered a unison Prayer of
Blessing and prayed The Lord’s Prayer together. A gathering hymn, Here I Am, Lord,
was sung.
Our Moderator presided in the installation as Vice Moderator of Ruling Elder Tom
McMeekin, who had been elected at the November 17, 2015 stated Presbytery meeting.

MEETING PART TWO: SEEKING GOD’S KINGDOM TOGETHER
PRESBYTERY REFLECTIONS:
First Corinthians 2:1-5 was read by our Moderator, who then delivered a homily in which
she encouraged the presbyters to “be amazed” throughout this year at what God is doing
in our midst, and to celebrate and give thanks because God is “the real deal.”

Presbyters were given a brief opportunity to discuss in small groups what they heard from
God in the Scripture and homily.
ANNUAL MEMORIAL SERVICE:
The Presbytery shared in a Time of Remembrance in order to commemorate those ruling
elders, deacons, ministers and trustees of the Presbytery who died during 2015. After
prayer, the hymn, For All the Saints, was sung.

MEETING PART THREE: SEEKING AS ONE TO DISCERN AND DO GOD’S WILL
Our Vice Moderator, Ruling Elder Tom McMeekin, now presiding.
STATED CLERK CONSIDERATIONS:
Our Stated Clerk, the Rev. David D. Byers, attested to the presence of a quorum. A full
record of attendance at this meeting may be found at Attachment A.
The Stated Clerk’s Statistical Summary of the Presbytery for 2015 is at Attachment B.
EXECUTIVE PRESBYTER CONSIDERATIONS:
Our Executive Presbyter, the Rev. Alan Adams, made a substantial PowerPoint
presentation on the “State of the Presbytery” as of the end of 2015. He detailed statistics
regarding the Presbytery’s membership, finances, number of churches, and pastoral
leadership. For each of these categories, Rev. Adams provided “typical presbytery”
perspectives. He then presented the focus of four groups established by the Coordinating
Team to plan and move the Presbytery into the future.
Because of the usefulness of this presentation in understanding the current life of BeaverButler Presbytery, the text of Rev. Adams’ PowerPoint is provided at Attachment C.
COORDINATING TEAM CONSIDERATIONS:
The Rev. Randall Clow, Moderator of the Coordinating Team, thanked the Rev. Adams
for his on-point presentation, and asked the presbyters to pray for the Coordinating Team
when it is on retreat at the end of this month, working on the very things just discussed in
Rev. Adam’s presentation.
Rev. Clow then reported that the Saxonburg Memorial Presbyterian Church has requested
a Presbytery Response Team (PRT).
Rev. Clow reported that the congregation of the Mill Creek U.P. Church, Hookstown, has
approved the Offer Sheet for its dismissal. He moved, on behalf of the Coordinating
Team, that the Presbytery accept the Offer Sheet (Attachment D, with a settlement
amount of $106,500) for the dismissal of the Mill Creek church to another Reformed
Body.
The motion was approved. Rev. Clow led in prayer for Mill Creek’s continuing ministry
as the church makes this transition.

RECEPTION AND APPROVAL OF THE OMNIBUS MOTION (CONSENT AGENDA):
The Moderator provided an opportunity to request removal of items from the consent
agenda. There were none. A motion was made and seconded to approve the following
matters by common consent:
1. Receive the Report of the Coordinating Team in the form of the minutes of its
January 6, 2016 business meeting (Attachment E).
2. Receive the Report of the Stated Clerk for the period November 2, 2015 through
December 26, 2015 (Attachment F).
3. Receive the Report of the Treasurer in the form of the Profit and Loss Statement by
Class for January through November 2015 and the Balance Sheet as of November 30,
2015 (Attachment G).
4. Receive the Reports of the Executive Presbyter and the Presbytery Moderator.
5. Approve the Minutes of the November 17, 2015 stated Presbytery meeting.
6. Grant voice to participating visitors.
7. Approve the following recommendation of the Committee on Ministry:
a. That the following actions taken by the Committee on Ministry on December 2,
2015 on behalf of the Presbytery be approved:
1) Approved a request from the North Washington church for a waiver of
rotation for one year for one ruling elder.
2) Dismissed the Rev. Albert “Rusty” Rhodes Stuart to Pittsburgh Presbytery,
where he has received a call.
3) Appointed the Rev. Kathy Horstman as Moderator of the First church,
Freedom.
4) Approved renewal of the Temporary Pastor Contract between the Bethlehem
church, Shippingport, and the Rev. Robert Kennedy.
5) Approved renewal of the Temporary Pastor Contract between the Westminster
church, New Brighton, and the Rev. Jordan Rimmer.
6) Approved renewal of the Interim Pastor Contract between the New Sewickley
church, Rochester, and the Rev. Dennis Burnett.
7) Appointed the Rev. James Campbell as Moderator of The Hill church, Butler,
effective January 1, 2016.
b. That the Presbytery approve a waiver of rotation for the Camp Run church for one
ruling elder for one year.
c. That the Presbytery approve a waiver of rotation for the Union church,
Clintonville, for one ruling elder, for three years.
d. That the Presbytery approve a waiver of rotation for two ruling elders for the
Clinton church, Saxonburg, in part for continuity of leadership in a time of
transition.
e. That the Presbytery approve renewal of the contract between the Rev. Beth
Wierman and the First church, Monaca, for her service as stated supply, 30
hours/week, from January 1, 2016 through December 31, 2016.
f. That the Presbytery approve renewal of the contract between Commissioned
Ruling Elder Jeff Marquis and the New Salem church, Midland, 20 hours/week,
from January 1, 2016 through December 31, 2016.
g. That the Presbytery approve the Rev. Doug Turner as Stated Supply (part-time) of
the Highland church, Slippery Rock, effective upon a new contract and

completion of an abbreviated course on polity, led by the Assistant Stated Clerk,
Rev. Dennis Burnett, or Stated Clerk, Rev. David Byers.
h. That the Presbytery approve the request of the Mars U.P. Church to form a Pastor
Nominating Committee (PNC), and that they be tasked with completing a Mission
Study before further PNC training.
i. That the Mill Creek church, Hookstown, be granted permission to fulfill their
pastoral needs, and that the Rev. Allison Bauer remain as Moderator until the
church is dismissed to another Reformed Body (The church remains under the
jurisdiction of the PCUSA and Beaver-Butler Presbytery until dismissed.).
The motion was approved.
PRAYERFUL DISCERNMENT OF PRESBYTERY MATTERS:
ACTIONS FROM THE COORDINATING TEAM:
Teaching Elder Randall Clow, Moderator of the Coordinating Team, moved on behalf
of the Coordinating Team that the Presbytery approve the proposed 2016 Mission and
Ministry Budget as a Second Reading.
It was moved and seconded to amend by restoring the budgets for the Resource
Center Director and Youth Leadership Coordinator to their 2015 levels. The
amendment was approved.
The budget, as amended, was approved by the Presbytery. The 2016 Mission and
Ministry Budget as adopted is provided at Attachment H.
SIT AT TABLE TOGETHER:
At 12:00 noon our Vice Moderator offered prayer. The meeting was then recessed so that
the presbyters could share in fellowship while enjoying a lunch provided by our host
church.
At 1:00 p.m. the meeting was called back to order with prayer by our Moderator, the Rev.
Dr. Mary Kitchen, now presiding.
The presbyters joined together in singing a Taize chant, Lord, please mold us into your
image.
PRAYERFUL DISCERNMENT OF PRESBYTERY MATTERS (CONTINUED):
ACTIONS FROM THE ADMINISTRATION AND ENGAGEMENT UNIT:
The Rev. Dennis Burnett, a member of the Administration and Engagement Unit,
moved, on behalf of the Unit, that the sixteen overtures arising from other
presbyteries and being considered for concurrence by Beaver-Butler Presbytery be
treated as one omnibus motion, according to the “concur” and “take no action”
recommendations of the Administration and Engagement Unit.
A request was made to remove from omnibus consideration the nine overtures from
Foothills Presbytery (to be considered together), and the overture from Kiskiminetas
Presbytery.

The Presbytery then approved the Unit’s recommendations on the remaining six
overtures. This resulted in concurrence with the overture from Great Rivers
Presbytery seeking to Clarify Titles to Ordered Ministry, and no action taken on the
final five overtures.
A motion was made and seconded to take no action on the nine overtures from
Foothills Presbytery. The motion failed on a standing counted vote of 12 to 21.
A motion was then made and seconded to concur with the nine overtures from
Foothills Presbytery. The motion was approved.
A motion was made and seconded to take no action on the overture from
Kiskiminetas Presbytery. The motion failed on a standing counted vote of 11 to 22.
A motion was then made and seconded to concur with the overture from Kiskiminetas
Presbytery. The motion was approved.
The following presbyters requested that these minutes show that they had voted in
favor of taking no action on the overture from Kiskiminetas Presbytery:

The Rev. Dennis Burnett, chairperson of the G.A. Commissioner Nominating Task
Force, moved on behalf of the Task Force that the proposed revised Procedure for
Nominating & Electing GA Commissioners & YAAD be approved as a Second
Reading.
The motion was approved. The revised policy is provided at Attachment J.
