2014-2015 A YEAR IN REVIEW CASA for Children Annual Report Dear Friends of CASA for Children, This past year was a period marked by dynamic change at CASA. Most significantly, in January 2015, we expanded services to Columbia County, making us ‘CASA for Children of Multnomah, Washington, and Columbia Counties.’ Our geographic reach now extends from the Portland metropolitan area, to Washington County, to the more rural areas of the North Coast and St. Helens. These diverse populations and regions demand unique programmatic initiatives, tailored trainings, and new competencies. Though our service area has expanded, our mission remains intact: CASA for Children is committed to training and supporting CASA volunteers to advocate on behalf of abused and neglected children in foster care with the ultimate goal of securing safe, permanent homes so these youth can thrive and succeed as independent members of society. Today, we are responsible for extending this mission to one-third of Oregon youth living in foster care. people answer this “ Most call to service because they want to change the lives of children; what they don’t realize is how much the work changes them. It deepens the core of who you are as a person. ” - Georgia McGinnis Roberts, CASA Supervisor, WA County In this annual report you will read about extraordinary CASA volunteers like Linda Ralley, whose unwillingness to accept anything less than an ideal outcome for the youth she served inspires us still. You will also read about a new organizational commitment to Diversity, Equity, and Inclusion. Our CASAs are there to help youth navigate a system that is complicated, confusing and frightening. We ensure our CASAs are well-trained and understand the nuances of homes that may not look like theirs; families with different cultural and ethnic backgrounds, and different educational and language needs. In acknowledgement of this, we have formed a Diversity, Equity and Inclusion Committee, composed of CASAs, staff, and board members, who are currently guiding the agency towards enhanced cultural competencies so that we can achieve better outcomes for all the young people we serve. I would like to mention that on December of 2015, CASA was recognized by Portland Business Journal as #3 on their list of the “Most Admired Non-Profits in Oregon. We owe this distinction to our dedicated staff, our committed Board of Directors, our Ambassador Board, and of course, our amazing team of CASA volunteers, who steadfastly and passionately support children and families whose lives have been impacted by the foster care system. Lastly, I want to thank you for your continued and most generous support of CASA, whether your donation comes in the form of time and energy, or funds that keep our doors open, we are humbled and grateful beyond words for your support. Sincerely, CASA IMPACT, RECRUITMENT & TRAINING OUTCOMES The past year has been rich with opportunities for CASA volunteers to pursue continuing education opportunities, first time orientations, trainings, and social gatherings. In FY15 we recruited and trained 111 new CASAs and supported 451 active CASAs across our three counties. HIGHLIGHTS FROM 2014-2015 We are proud to note that this year’s retention rate for CASAs is 83%, far outpacing the national CASA average of 75%. Flex Learning Training (1/2 online, 1/2 in classroom) has proven to be an innovative approach that allows us to serve a broader demographic. Our first ever Columbia County specific Flex Training was offered July-August, 2015. Mamadou Toure, Washington County CASA Supervisor, completed requirements to become a certified Knowing Who You Are trained facilitator (read more on p. 6) Fostering Futures Training helps CASAs better serve youth who are transitioning out of the Child Welfare System and preparing for adulthood. Breakfast with Betsy training series offers CASAs an opportunity to meet face to face with the executive director and learn about relevant community resources. The monthly CASA book club is a hit among CASAs. The meet-up explores issues that arise on CASA cases through fiction and non-fiction works Many other social activities, including potlucks hosted by CASA Supervisors, and class reunions for CASAs who trained together. 2014-2015 proved to be the most dynamic year to date for Continuing Education. Some standout topics include: Racial Equity, TraumaInformed Care, Collaborative Problem Solving, Serving families Experiencing Homelessness, Finding Families/ Relative Engagement, Serving Youth on the Run, Understanding Mental Health evaluations, and Motivational Interviewing. To this end, we have recently launched a Racial Equity Task Force. (Read more about the Task Force at the right.) Recently one of Mamadou’s CASAs worked with a young man whose family came to America as refugees from Somalia. This young man is currently living with a foster family. To help with some behavioral issues, the young man’s CASA gave him some literature about Somali culture. These books helped the young man to feel a sense of pride in his heritage, and identify with a larger cultural group leading back to warrior tribesmen. Today, he is doing well in school and at home; he identifies with a lineage that is stronger than his immediate, traumatic history. Recently, when Mamdou visited Taiba, a family member asked him to describe his work at CASA; when he finished explaining the family member nodded and said, “So you are living! Marcia Darm Kirsten & Duane Darrow Lee & Lori Davies Ms. Charla Dent CASA’s Racial Equity Task Force was convened in January of 2015 to begin the process of addressing racial equity among CASA’s stakeholders including the staff, the Board of Directors, the Ambassador Board, CASA advocates, and the children we serve. Monthly meetings have taken place since January. The initial focus of the group was on completing the assessment tool created by the Coalition of the Communities of Color to identify a baseline profile for CASA. The group also drafted a statement outlining CASA’s commitment to racial equity. The board approved the statement, a portion of which is quoted below: For the children we serve, the issues are even more complex. Native and African American children are disproportionately represented in the foster care system. Families of color are less likely to encounter caseworkers, service providers, lawyers, judges, or CASAs who share their culture or ethnicity. Our kids struggle to develop positive racial and ethnic identities as they face institutional racism in the judicial, child welfare and educational systems. Our goal is that CASAs will be the strongest allies for our youth as they navigate this complicated world. We have worked to ensure that the training and supervision CASAs receive helps us all recognize systemic as well as individual bias and work to overcome it in our work. It is time for us to work more assertively to address these issues. The Task Force’s Diversity, Equity & Inclusion Plan was approved by the Board of Directors in January 2016. As Linda says, when children have the opportunity to learn, they have the capacity to influence the course of their lives. They can make their own decisions. They have self determination.’ In a home full of dangerous activities and illegal drugs, the girls were isolated and left to fend for themselves. DHS removed Lydia and Reba from their birth parents’ care, due to extensive abuse and neglect (including neglect of the girls’ education), and placed them in the care of their grandmother, also named Reba. Linda was the CASA assigned to Lydia and Reba’s case. educator to research the best local schools, tutors, and educational programs. She met with the girls’ teachers, principals, and tutors regularly for progress updates and to brainstorm solutions for success. At the ages of 6 and 8 sisters Lydia and Reba had never attended a day of school. They had never even stepped inside a classroom, let alone had the opportunity to learn some of the most basic functions of language or how to play with classmates. Linda knew that she could bring the most value to her role of CASA by advocating for intensive tutoring, educational catch-up, access to after-school programs, and social opportunities like sports and camps. Recently, the family had the opportunity to move into a house at Bridge Meadows, a local nonprofit community bringing together multi-generations to support families adopting children from foster care. Reba and the girls are thriving in the community with on-going tutoring, social programs, activities, and the strong bonds formed when people join together and support each other. CASA Linda Ralley gets a thumbs up from Reba. Basic vocabulary, language, attention span, and even the ability to identify letters and words, were still struggles. Tasks as seemingly simple as identifying a picture of a house, or throwing a ball back when playing catch were foreign and confusing to the girls. Their isolation had been so encompassing that they were strangers to even basic social and verbal cues. On July 16th, 2015 Reba and Lydia were officially adopted by their grandmother, Reba. Today, going into third and fourth grades, Lydia and Reba are succeeding beyond expectations and both girls are flourishing at the appropriate grade level. Grandma Reba continues to be a role model to her girls; recently, she decided to go back to school for a degree in medical administration. As for Linda, she has already taken on two new CASA cases. By the end of the summer, in great part due to Linda’s persistence, the girls’ hard work, and Grandma Reba’s dedication, both girls were able to successfully advance to a new grade level with an IEP (Individual Education Plan) to further support their intense learning needs. Grandma Reba took advantage of every educational and camp opportunity. She continues to volunteer in the girl’s classrooms and, she even rode the bus daily, both ways, from 158th and Sandy all the way to Beaverton, so that her girls could attend dance camp.
