RE-ORG Behind the scenes Provincial History Museum of Corrientes, Argentina This report includes the Condition Report (Phase 2) and Reorganization Project (Phase 3) proposal for the Provincial History Museum of Corrientes, Argentina. This was one of the field projects carried out as part of the ICCROM-UNESCO partnership while the RE-ORG material was under development. Photographs by cci agent 37 Conclusions 20 Condition report Provincial History Museum of Corrientes 03 Summary Introduction This work emerges from the specific possibility to reorganize the Provincial History Museum of the Province of Corrientes, from having been chosen, together with a museum from Iran, in order to put into practice the work methodology analyzed during the course on preventive conservation for collections in storages. This course organized by ICCROM which took place in January 2008 (Rome), in the framework of actions in a joint way that ICCROM-UNESCO have initiated as partnership for the preventive conservation of the endangered museum collection in developing countries. Participants from 12 countries attended this workshop and together evolved a best practice methodology for carrying out a reorganization project. The main objectives of the course have been: •to refine a common methodology for storage reorganization and the related training approach, •to review and select relevant tools, (including the self-assessment checklist produced in 2007) •to define the plan of actions for 2008-2009. 04 This Condition Report is the first step of this methodology. The steps to follow will be analyzed by the Task Force team, formed by the participants of the group, grouped in different themes. Explanation about the context of the Project The situation of the MHP (Provincial History Museum) is typical of the regional museums in the subject, (municipal, provincial, and/or national), where all the pieces of the cultural heritage are shown to the visitor in a poor maintenance. This reality is extremely representative, not only because it works in an old big house transformed into a museum, but also because of the diversity of the collection, that forces to think in a large diversity of furniture and preserving supports. The impact of an action over a museum of these characteristics could be a key, not only at a provincial level, but also to neighbouring provinces and countries (specially Paraguay). Condition report Provincial History Museum of Corrientes One of the main objectives is to evaluate not only the work methodology, but also the appropriateness of the current reports. All the gathered information and mission results have been shared with ICCROM and the Task Force team. In the MHP all the collection is exposed, organized by historical periods. Due to the quantity of objects and to the way of exhibition, the message is not explicit, it is as if the museum were in itself a huge “open storage”. Due to this and to the poor conditions of security, the Institution has suffered three robberies in the last four years. Within the “Museum Recovery Program”, which is carried forward by the Sub-Secretary of Culture of the Province, it is planned to begin with the activities that tend to improve the preserving conditions of the MHP collections, that includes the reorganization of the “big storage”, which is the museum; setting free spaces for temporary exhibition rooms. The complexity of the task requires the support and advice of specialists. Objetives and methodology to recolect data Objetives •To describe in a clear and precise way the current situation of the museum. •To analyze the collection conditions and to investigate the causes of deterioration. •To develop work material, useful to write proposals. •To confirm the validity of the tool developed, to evaluate its later implementation. Methodology For the collection of information, they were used charts designed between 1996 and 1998 for the description of provincial institutions, as part of the research work “Archives, Museums, and Libraries: custody of heritage of the Province of Corrientes?” 05 The collection of data was done with the working group, made up of seven persons. The observations were focused in the classification of the ten CCI agents of deterioration, with the help of a card that is attached in the appendix. Photographs were taken on five working days, from 8 a.m. to 12.30 p.m. Then it was worked in the office classifying the images that show each pathology, and filling in data on the cards. New visits and request of information to the Institution were necessary. Once the information was organized, the graphic designs began, placing the photos and maps in the project. At the same time the translation was being done. Finally, the conclusions were done. This “Section” will then be converted into the initial collection of the History Museum. On March 29, 1927, `considering that it was necessary to intensify the aesthetic taste y and the dissemination of the fine arts as a necessity of the soul and to preserve the tradition´ it was decided to create the “Colonial, Historical and of Fine Arts Museum of the Province of Corrientes”, which is officially inaugurated on April 26, 1929. March 29, 1927 – By government agreement Nº 132, it is founded the Colonial, Historical and of Fine Arts Museum of the Province of Corrientes. By government agreement Nº 136 it is decided to acquire the property of Mrs. María Mantilla de Pampín, located in 1044 9 de julio Street in this city, which was the residence of Governors and known as the `Big House of Governors´ to provide to the Museum with its own building. By government agreement Nº145, it is created the section of `History´ of the Museum. By government decree Nº 1840 (03/18/1929), all the rooms were given ad-honorem to the commitee of the Museum, an it was disposed to form the Commitee in order to observe its regular and perfect operation. September 10, 1974 – By Act Nº 3214, the Honourable Senate and the House of Parliament of the Province ratified with power of Act, the new name of “History Museum of Corrientes”. 07 Condition report Provincial History Museum of Corrientes April 26, 1929 – The Museum is officially inaugurated in its own place, 1044 9 de Julio Street. November 18, 1965 – By government decree Nº 5209 of the Superior Government of the Province, the Museum is divided into Colonial History Museum and Fine Arts Museum. Management Summary In the PHM, as in most of state institutions of this type, the personnel is appointed without taking an exam, with the unique requirement of have finished school. Beause of the provincial labour laws, they can not be fired, just transfered to another institution; at the same time it is almost impossible to be promoted because of their merits. This situation causes a low motivation, especially at this museum, none of the employees have training in a museology or conservation area. Just the director has a degree in history. In general, the collections are not looked up by researchers, and they are not lend to other institutions either. Regarding the budget management, Museums don´t have a small cash or other type of funds. The purchase of supplies and materials are done through the Sub-Secretary of Culture (which they depend on), with extremely bureaucratic procedures; therefore the Director has a limited power of decision. 08 Budget The provincial state pays not only the personnel salaries, but also the services of water, electricity, etc. At this moment, Museums do not have a small cash for everyday expenses (library, cleaning, etc.) Any expenditure, for the purchase of goods and tools or the payment of possible providers has to have the authorization of the Subsecretary and has to be processed by file (through the Subsecretary of Culture and Ministry of Education and Culture). It does not count with any support from foundations, but it counts with the contribution of Moglia Ediciones, which donates library and cleaning material to the Museum. Personnel The personnel has performed training courses on preventive conservation, pieces organization, etc.; provided by the Sub-Secretary through the different managements. Unfortunately, by lack of interest of agents, it has never been achieved what it was taught in the training courses. Condition report Provincial History Museum of Corrientes Dependance The PHM is a Public organization, which administratively and economically depends on the Department of Fine Arts and Cultural Heritage of the Sub-Secretary of Culture of the Province of Corrientes (Ministry of Education and Culture) of the Government of the Province of Corrientes. External services of any type are not hired and it does not count with volunteer contributions. By law promoted by the Director, the collections can not get out of the building. They are rarely looked up by researchers. During the year 2006/2007, workshops have been carried out for the development of the Vision – Mission and Values of the Museum, agreed between the personnel, members of the board and authorities of the Sub-Secretary of Culture3. Vision 2010 The History Museum of the Province of Corrientes is an outstanding institution for the citizen of the 21st century, at a regional level, and guardian of the relation heritage-history-identity; which creates history and democratic awareness by talking – from the reflection – with all the community in a plural and open way. 09 Condition report Provincial History Museum of Corrientes Ana María Regis The Museum, throughout it members, is engaged with the identity construction, and it is seen by its community as an space from where it can be understood the present. We wish that with the experience with the Museum, the citizen of Corrientes can be proud for his history and be a main character in the formation of its future. Mission 2007-2010 The History Museum of the Province of Corrientes enriches the understanding of the region where we live through: •To create and diseminate knowledge about the history of the region and the province according to not only classic but also non-conventional topics, especially about characters, legends, topics and minorities of great significance for the region. •To awaken the interest for the discovery of a local past incorporated to the regional and global of every forms and in all known formats, and to discover. •To work together with other institutions that share the vision and values. •To relate tangible testimonies of thought, ideals and everyday customs of the different periods that form the history of the region. Building Summary The PHM is in the commercial-administrative city centre of the city of Corrientes and within the History Quarter of the city. It operates in an old house, which was adaptated into a museum, and therefore the ascending humidity on walls and leaks from roofs are frequent. The refurbishments have to be performed with conservation criteria, because the building is declared Provincial History Monument. It has suffered several interventions, mainly assigned to try to repair water leaks from roofs. In the last rains appeared a leak (see map) because of lack of gutter cleaning. Although there is no record, several factors have been detected to allow us to say that the atmosphere inside the museum is NOT advisable: •the region where we are, with a subtropical climate without dry season (characterized by high temperatures and relative humidity). •the building characteristics (ascending humidity in walls) 11 •the sun comes in through the front windows and directly affects the collections •presence of insect remains The Province of Corrientes, for its geographical location is not exposed to natural catastrophes of great scale. In this sense, the only natural risk could be because of storms. Province of Corrientes in South America. Condition report Provincial History Museum of Corrientes •the lighting system (in most of the cases the floodlights are less than 1m. from the objects) The museum is located in the city centre and has all the services. It is in the History Quarter of the city, where commercial, administrative and educational activities predominate. City of Corrientes. Museum location. It was refunctioned as a museum in 1927. It does not have rooms in other building. It is a Provincial History Monument by Act 5.091/961 It has suffered several interventions along its history, since the change of soldiers in exchange of woodworks. The main refurbishments were done in order to solve problems of leaks in roofs and inadequate drainage, that caused untill the 90´s frequent floods in the courtyard and rooms. Functional Characteristics It has the typology of a house that has a central courtyard surrounded with galleries, and around it there are distributed all the rooms, in an only one floor. After its adaptation into a museum, all the rooms were converted into two big rooms, one on each side of the courtyard and the entrance hall. The collections are distributed in these two spaces (in an L shape), organized by thematic units. Single-Phase The panels and installation were changed in the year 2005. The main circuits of distribution are external, in aerial trays. Main Board Electrical distribution Condition report Provincial History Museum of Corrientes Electric installation Sanitary Installation It has not been detected problems or leaks with the plumbing of water supply. In the nineties pluvial drainages were modified (execution of gutters in the courtyard) to avoid floodings in the courtyard and rooms. The inspection camera is in the administration office. The personnel express that there are not overflows but there is bad smell in hot days. It have been detected some leaks in the joint of gutter and ceiling of the Sacred Art and Paraguay War Rooms and old traces of leaks according to the draft. Patio: Storm drains. Security Robberies Except from the grilles and locks, there is not other system of security in the museum, there are not alarms, cameras, guards or policemen in the rooms. Emergency lights are not installed either. Too many robberies without forcing locks are striking. The administrative procedures to determine responsabilities is so slow that the first case has not been solved yet. The security conditions haven´t been improved. There is not fire records in the institution. Climate Temperature and Relative Humidity Although there are not monitoring systems of temperature and relative humidity values (it has been initiated the control of environmental parameters since a week ago – see chart), it is considered that the conditions are not suitable. The Control Systems (fans or air conditionings) are to improve the environmental conditions for the personnel. 18 Condition report Provincial History Museum of Corrientes Detail door lock access to the museum (unfit) / Zaguán door (wrought iron) / Front grilles (wrought iron) / Grilles to the yard (wood). Lighting It can not be determined the levels of luminosity or UV, because of lack of equipment. Sunlight directly affect the collections, especially in the front rooms. The windows do not have UV filters nor curtains. Flags / Conference / Sacred Art / Temporary While windows have blinds, they are not closed in critical times. Atmospheric pollutants Due to the intense vehicular traffic in the area, and because the woodworks are not hermetic, dust filters from the outside through gaps and the main courtyard. It could not be determined neither the quantity nor the type of pollutant. Pests The main risk are termites, because the building is located in an area of the city where there is the presence of termites and there is a record of infection in the building. Birds Termites Cockroach Due to the intense vehicular traffic in the area, and because the woodworks are not hermetic, dust enter through the gaps. Condition report Provincial History Museum of Corrientes 19 Furniture Summary It can be said that the PHM lacks of furniture for the collections. The showcases where the Heritage is exhibited, are also part of the collection, therefore they do not adapt to the size of the object and can not be modified either. Showcases are made of wood. They are overloaded and have a poor system of security. There is no furniture suitable for the conservation and exhibition of the collections. Collections Summary The PHM watches over important and peculiar testimonies of our past, which are exhibited together with objects that do not have value for their singularity or originality. This situation, added to the overcrowded spaces, make the visitor difficult to establish a differentiation. The visit to the museum turns into the observation of “lots of old objects” that can not pass on a message. A great part of the collection is outside the showcases, without protection. Regarding its composition; although in quantity inorganic objects are larger (due to the numismatic collection), in volume and significance the pieces made up of organic materials are more important. The deterioration of the collections is obvious at first sight. Although the museum has a record system, it is not very clear since it has double numeration, it does not show the object location, and a great percentage of the objects has not the number written. 21 Qualitative and Quantitative According to the type of objects, the collection is extremely varied. To make the inventory, 14 general categories were considered (eg: weapons) and 85 specific categories (eg: guns, cannons, sabres, etc). The categories are enclosed in the Attached Document 1. Condition report Provincial History Museum of Corrientes Its collection has 1455 objects and 3098 books and magazines in the library. According to the materials they are made of; it is made up of 1,455 objects, 45 % organic, and 53 % inorganic. The higher percentage of inorganic materials arise because of the quantity of coins and medals (379), that, although they are representative in number, they are not significant in volume. A 64 % of the collection has some type of deterioration. 22 Condition report Provincial History Museum of Corrientes The value of the collections has been established around three categories: national, provincial and institutional. Inventory Although it has not been proved, The Director states that all the Heritage is inventoried. The Museum has two systems: Museum Inventory Book: it has three volumes, with foliated and stamped sheets. Two of them (red) are to record the entry of the items. The third one (blue) is to record the books and magazines that enter to the library. On the books it is written the inventary number, the description of the item and how they entered into the museum. Museum Book Inventory. Digitalized List: it has an “Order number” and a “Count number”, data that is requiered by the provincial State for the wealth inventory. The museum inventory number is not in the list. 23 Book Inventory required by the Government. Condition report Provincial History Museum of Corrientes It is not a difficult task to find the items, since the staff is familiar to the collections and all of them are exhibited. The location is not written in none of the two systems. Object identification The 10 % of the wealth exhibited, have the inventory number placed in adjoining cards and the 90 % does not have any reference. Identification of Objects 24 It could not be verified how many items have the inventory number written, but as it can be seen, are less than the ones that have identifier cards. Supports and padding The collections do not have conservation supports, some objects have not suitable “supports” (because of its material and design). The objects are exposed, and do not have any type of cover. There are no instruments to control the temperature and relative humidity. It does not have small trays, trolleys, etc. for the movement of works. The objects have signs of falls, wear because of wrong manipulation, etc. Structural problems that could cause landslides in ceilings: Access Hall. Ceiling. Tables leaking ceiling could represent a risk of falling. Flags Room. Ceiling. Bankruptcy ceiling, evidence of structure problem. Security Front door lock 28 Condition report Provincial History Museum of Corrientes The PHM has not alarm systems either security cameras, all the security is because of the grilles and locks (which are not always in good conditions). Gate and lock cancel. The main problems are the pieces exhibited without any type of protection; also considering the robbery records that has the institution. Interiors doors and windows. Pollutants Because the museum is located in the commercial and administrative centre of the city, the main pollutants are the toxic fumes of cars and buses. Radiations Three serious problems have been detected: •The impact of the solar light over the collections of the front rooms (which could be avoided closing shutters at key hours). •The short distance between reflectors and sensitive objects (luckily they are turned on only when there are visitors) •Lights placed inside showcases, very close to clothes and feathers. The collections show lot of signs of inappropriate conditions. Condition report Provincial History Museum of Corrientes 36 Conclusions The PHM is the best example of risk that represent the agents of low and cumulative deterioration to the collections, added to the personnel lack of interest and training. Although catastrophic situations never happened (fires or serious floods), the heritage conservation of the museum is truly awful. It has been seen the presence of the ten deterioration agents that states the CCI, in the building, the furniture and the collections. The low training of the personnel and the bureaucratic organization of the state where it is placed, are a big obstacle. The main challenge will be to organize a storage with appropriate conditions, where the objects can be housed, once they are stabilized. En términos generales se mantiene la estructura propuesta.
