Transp./FIRJAN Fundação Getúlio Vargas STEB WASSER 16 17 Project identified: Composting of urban green waste AVG / KVK Cologne – visit of Rio partners, March 2013 18 Waste management in Cologne Composting plant Incinerator The incineration plant produces steam and 56 MW of electricity. The steam is sold to the FORD plant nearby. The electricity is partly used by the plant itself and the rest os sold to the municipal energy company generating energy for 120‘000 residences. 19 Waste management a good cooperation potential Rio Cologne Half a ton of municipal waste generated per person in the EU27 in 2007. Cologne’s figure is 670kg. Rio’s waste management profile is equivalent to that of Romania with 1% of the waste recycled so this area has good potential for exchange. Source: Eurostat News Release 31/2009 20 Waste sorting for recycling Rio Companhia Municipal de Limpeza Urbana – COMLURB Technology to be used In the composting process 21 Initial result of the cooperation: Cooperation on green waste recycling • Partners: – AVG Cologne – COMLURB Rio – EG/ BMZ: financial support € 623‘000 • Aim: – Reduction of emissions related to green waste transformation into methane gases. – Potential mitigation: 20‘000 tons per year. 22 Areas of on-going exchange on climate relevant cooperation • CO2 inventory methodology: – on-going exchange • Relevant Fairs: – Cologne‘s UrbanTec will take place in Rio from 2015. • Energy: – Cooling technology based on solar energy. • Smart City – Exchange of experiences. – Integrated Operations Centre model of Rio to Cologne. • Waste water treatment – Improvements in the generation of biogas from waste water. • Urban development of former port areas. • Ship-to-grid technologies • Transport – Bicycle paths, e-mobility experiences, smart intermodal mobility infrastructures. 23 Climate objectives Rio Cologne • Reducing the amount of waste going to landfill by appropriate recycling facilities (proportion of total CO2 emissions 16%) • Set Process on Climate Change and Smart City in transition, participation process, decision support • Increase recycling rates from 10% to 25% • Create CO2 accounting for 2010 and 2012 • Relief of traffic by new technical means and innovation (share of total CO2 emissions 34%) • Increase cycling in the area of mobility, • Raising awareness of the consequences of climate change in Cologne • Cooperation with the Cologne Messe Brazil to the fairs UrbanTec and Carbon Expo • Cooperation between the universities • Development of the cycling network and public transport Measures Rio • • • • • Recycling project, waste management, composting BRT, BRS transport for the Olympics Infrastructure measures to expand cycling network and public transport Work shops with Cologne on the topic of Smart City. Existing city partnerships are helpful, Political will to engage in climate programs, External support and facilitation is a help, Engage all willing actors from public and civil society, Engage municipal companies early in the process to enable mitigation and adaptation action and guarantee sustainable learnings and on-going cooperation. 6.
