Matters Arising from Minutes:
i
Auckland Institute of Technology have contacted secretary via Donna
Kennedy to advise that their Dental Therapists training has not been finalised
yet and they will contact NZAO for fuller assistance at a later date.

Radiographic Orthodontic Assistant training- Dr Gilbert has heard from
Alastair Stockdill who advised delaying the introduction of an Orthodontic
Assistant training programme in Radiography at this stage until the Veterinary
Assistants case has been reviewed by the NRL. The suggestion has been made
that with the HPCA bill changes it may be possible for Orthodontic Assistant
staff to take radiographs under a radiation safety plan coverage.

ACC - concern was expressed by members of the executive about the
inconsistent nature of the ACC approvals for Orthodontic cases, and the
counter offer system by ACC which is currently being received by several
members. A suggestion of co payment from the patient raises the issues of
violation of the Act and as such Dr Gilbert to contact Rosemary Kennedy for
clarification of these issues to be advised to all members ofNZAO.

Secretary has arranged a combined Specialist Societies meeting to be held
during the Auckland conference on Friday 20 September at 10.15 until
11.00 am in the Aotea Centre. Secretary to advise secretaries of other specialist
societies of this arranged meeting and suggest appropriate topics for
discussion. Secretary to also request from other specialist societies a list of
their current officers.

Dr Barwood suggested that the upcoming NZDA Auckland conference was an
appropriate venue to raise the profile ofNZAO. Dr Dalley to contact the NZDA media
liaison and then approach the conference committee (Dr Erin Collins) re the
opportunity for this. Dr Barwood discussed the formation and availability of a NZAO
promotion package, the suggestion was made that funding for such may be available
through Andrew Binns who has taken over the Rocky Mountain dealership.
Dr Batchelor reported that the UBD directory people had contacted her as to whether
the NZAO wishes to have an advertisement in the upcoming UBD directories. Dr
Batchelor to forward prices to Dr Barwood for his marketing committee to peruse.

"Illuminate"- Dr Gilbert to write and advise Illuminate that their publication is
considered too expensive for NZAO to fund but that they are welcome to a list of
our members who they may wish to approach on an individual basis.
v. Auckland Conference - Assistants course -limited to 35 with practices to be
visited: Dr Robert Max, Dr Janice Sommerville, Dr Trevor Webster.
The price to be $170.00 for the two full days includes visiting the trades and a
drinks / cocktail evening.
Speakers to be Sandra Diver from Ormco on Teamwork, Stewart McCrostie
3M Unitec on marketing, Frances Morgan on cross infection control, Russell
Lovett on Ceph analysis, and a hygienist talking on oral hygiene management
from an orthodontic practice point of view.
Venue to be NZD A headquarters, notification will come out in the NZD A
conference package.
vii. Wairakei Conference - the executive feels it is appropriate to point
NZDA in the direction of using the opportunity of a Wairakei conference to
combine small study groups. Dr Dalley moved that NZAO advise NZDA that the
time has come to advance past the old format of the Wairakei conference, and that
NZDA is the most appropriate vehicle for the running and management of
combined study group meetings at Wairakei

viii Funding Application - A funding application has been received from Drs Andrew
Quick and David Healey, C/- Orthodontic Department at the School of Dentistry
for the funding of an Imaging room using Quick Ceph . The funding application is
for $13884.00 from NZAO with the remaining funding to come from 3M Unitec
and the University of Otago to a total of $29,000.
Dr Dalley moved that subject to receiving guarantee of continuity of maintenance
funding and the compatibility of the software for use in the postgraduate study
area, NZAO approved such funding to the value of$13884.00

NZAO Executive suggested that such a room would be appropriate for the use by
practicing orthodontists to acquaint themselves with Quick Ceph. Dr Gilbert to
advise Dr's Quick and Healey of this approval for funding.

Sts, Christchurch to begin at 5.30pm following the Ormco one day conference.

I have been in contact with Jay Bowman. He is keen to come to NZ and is
waiting to hear from Malaysia and Australia before finalising dates. I
have unsuccessfully tried to contact the US American rep by email- next
try is by phone. Venue depends on dates in July.
If early will choose Rotorua and Tony Lund is happy to be onsite venue
orgamser.
If late July will look at Christchurch as skiing is an option.

year. No details - have CV's coming - could see if there was nay
possibility of combining all these speakers into one meeting.

Dr Barwood to clarify ownership of the brochures. Committee discussed the 0800
number suggestion and mutually decided that at this stage tllis should be delayed for
use until other sections of marketing have been instigated. Dr Brook to approach Dr
Janice Smm'TIervillere liaison with Dr Zacchrisson at September meeting about
possible questions related to Invisalign or other pertinent issues wllich may be
appropriate for the marketing group to use in an informative media release.
Dr Barwood to obtain as much as possible details of costing estimates for production
of articles / brochures etc for next year.
Secretary to forward to Dr Sax Dearing copies of the minutes from November 2000,
March 2001, March 2002 re the discussions within the committee about an Executive
Officer position. It was considered appropriate that the membership as a whole be

Nothing major has oeelli'Tcd with the website. The updated "Find an
I Orthodontist" has not eaused any coneerns, so far, amongst our members. Dorothy is

now sending out individual "pin numbers" so eaeh member ean access their own
database details and change some pmis of it. Statistics show for the first 6 months of
this year a 25% growth in the number of unique hits. As a comparison, from August
200I-Dec 2001 av hits were 629 per month. Jan 2002- June 2002 av is 796. The av
for last 3 months is 836, so growth continuing. The most popular pages on the site, in
order, are the FAQ, the Ortho Search and the links. We are getting more
enquiries/questions about functional appliances and individual dentists which need to
be replied to with care.

i.The "Orthodontics Today Brochure" is still being worked on by Mark Hart. I contacted
everyone who may have been involved with developing the original brochure but alas no
one has claimed ownership of the original slides of the malocclusions shown. Mark has
scanlled the images from a pink brochure and he claims to have produced a quite good
result. I'am going to use Ormco or Unitek images to replace the clear braces picture and
also the model. To date Mark Hart has been doing work for us in between other jobs, to
keep the cost down. Unfortunately his company been very busy lately which has put the
brochures back a bit. Hopefully I will have something to show you at the meeting.
2. The "Orthodontics - What you need to know" brochure is also being worked on by
Mark. The tear-off page has been dropped and I am fine-tuning some of the text to
remove anything slightly contentious, to ensure it will be palatable by most members. I
share Martin Kean's views on the "Relapse" section, and have rewritten it under a
heading "Possible change after treatment".
3. I have had good feedback from Sandra at Ormco and Gaby at 3M Unitek about using
images and text from their promotional material. Both companies have recently produced
CDs containing all their images. Both have agreed to send me a copy and let us use the
images contained on them. The CDs have to come via the US and I am awaiting their
arrival.
4. Other possible brochures that we might provide for members:
a) "Simple Removable Appliances". - How they work, how to care for them,
and First Aid etc)
b) "Quad Helix Expansion Appliance". (Upper and Lower) - How they work,
how to care for them, and First Aid etc.
c) Rapid Expansion Appliances". How they work, care for them, and First
Aid etc.
d) "What is Functional Orthodontics".
e) How to choose the proper person to straighten your teeth. This is a
possible title for the reworked "Smile Doctor" brochure. It would be
useful for SDTs to give to parents.
f) "Braces - What you must do." The aim of this brochure will be to provide
information on oral hygiene, diet, wearing elastics, and first aid. Could use
images and text from Ormco's "At Home" CD.
g) "Retention." This will describe the correct use and care of removable and
fixed retainers and the importance of the retention phase of treatment.
h) "After Orthodontic Treatment" It could cover issues such as wisdom teeth
and the fact that teeth may not remain straight for life. It will clarify the
time any fixed wires should remain (a space could be left for
customization by each member) and mention that any future posttreatment checks and removal of retainer wires might incur charges.
The more brochures we have floating around peoples homes with the NZAO logo
on them, the quicker it will become the synonymous with orthodontics in NZ.
5.Should we consider an 0800 phone number, to use in Yellow pages, website, magazines
etc? Not every parent is comfortable with using a website to check us out. Staff of the
current secretary or of the EO could be assigned to answer it and provide information,
details of addresses, redirect complaints, send out information brochures etc. 0800 4
NZAO is available. It could be trialled initially. The cost would be:

6. The Channel Advertising/3M competition has closed and a winner will soon be
chosen, with follow-up articles published. I recently provided something short for an
article in the last issue of Health wise /Woman Today. They wanted something to keep the
orthodontic message to the fore until the competition deadline expired. They didn't give
me much notice, so I sent them the following text taken from the website and from what
Donna had previously sent them.

7. After dehberation T decided that the "Family Times" newspaper was not good value for
us at the moment and so did not proceed with an article for them.
8. Mike Courtney & Trevor Leigh are worn out from the tribunal stuff, but they are going
to re-write the Smile Doctor brochure for us, and will work with the Marketing
committee on this. They will also work with us on a small yellow pages ad, to make it
possible for it to have NZAO endorsement and for members to use it if they so wish.
Probably telecom with provide set up free, and then up to members to pay for its use in
their local directory. We shall ask NZDC to approve the ad before we use it. It will
contain NZAO website, possible 0800 number, and also mention how to contact Dental
Council etc.
9. T have discussed the origins of the yellow ex-ASO poster with Gaby from 3M and she
is getting back to me about the possibility of printing more.
10. T asked Leanne Miller to keep in touch with me re possible media exposure for us at
the September conference. Her reply was:

11.1 am keen to use a high profile good quality family magazine\ for our next major
article. NEXT would be my first choice. Next is published by ACP Media, the same
company that publishes About Kids. Could place article in its Health or Family Section.
I have made preliminary enquiries about costs. Next will only do advertorials so we shall
have·to pay, although they will give us a 5 - 10 % discount. Costs are:
Whole page: $6,250 + GST (less discount), plus cost of any copywriting (approx
$1,000 for 350 - 500 words) 1 reckon we can do most of this ourselves. We can
dictate which section a whole page goes in. Unfortunately anything smaller could end
up being put anywhere in magazine.
Before you panic about costs, I have discussed possibility of Ormco and 3M providing
sponsorship money for this. Gaby and Sandra are both interested, but they feel it should
be ajoint sponsorship between the main players (Ormco, 3M, Andrew Binns, Arthur
Hall, American Orthodontics). 3m have already contributed a lot to the Channel
Advertising promotion, but they will help us on this one also. If we are interested I will
need to get a quote f'rom NEXT and do a draft to present to them all.
1/4 page (20cm X 3 columns) 150 words: $750 + GST in two papers or $400 + GST
in one. To cover all of Auckland would cost approx $2,500
1/2 page (20cm X 7 columns) 300 words: $1750 + GST in two, $1029 + GST in one
paper.
13.1 am going to investigate to possibility of overprinting posters from Ormco, Unitek,
AO etc with NZAO logo & website etc, for distibution to SDTs to decorate their
surgeries as I know they are desperate for dental posters etc. Alternatively we could do
our own poster - keep it simple with a nice smiley braces photo and NZAO logo and
website etc. Could have section for local orthos own ph numbers etc. Mark Hart says
these cost about $2 - $3 each depending on if we print 300 or 500.
Anything above, plus Budget for next year. We should continue to grow slowly, but need
to set a budget for next 12 months, preferably before AGM. I would like to include:

Kennedy, the issue of collecting payment from patients to which ACC is contributing costs. To

HPCA Review Subcommittee Report - Dr Dalley
The report was accepted and Dr Dalley spoke to the above report. The definition of orthodontics
manipulation of bones and teeth', as it relates to the placement of braces by section 11 workers
discussed. The objective is to maintain the status quo of section 11 workers. Written submissions

This sub-committee has had three tele-meeting to review the Bill.
The Bill is a large document (180+ pages) and can be said to be exciting
reading. We have divided our review into sections and are making good progress.
It is our intention to review the entire bill by te1e-meeting and then to have a
face-to-face meeting to put together a draft submission for the committee to review.
In reviewing the document we have agreed NZAO's objectives should be:

Limiting complex ortho to Ortho's. To be argued on the basis of public
protection.
We have also agreed there would be advantages in initiating consultation with
other parties who have an interest in the Bill. This would include NZDA, other dental
and medical speciality groups. Preliminary contact with NZDA has been made but no
meetings currently planned.
The purpose of the Act is the protection of the public by assuring practitioners
are competent to practice. Unfortunately what constitutes competency has not been
defined. This places re-registration requirements and competency programmes that
may be requires somewhat empirical rather that objective. There is the provision
allowing the Dental Authority (the old DCNZ) to require re-registration programmes.
We would see the NZAO Accreditation programme fitting into these requirements.
The Bill also allows the Authority to randomly audit any practice, which we support.
We are concerned the membership of the Dental Authority is to be totally
appointed by the Minister. We support the maintenance of a mixture of appointed and
voted membership.
Title protection is present but there may be an option enabling a down-grading
of the specialist registration requirements. The Bill allows registration requirements to
be based on qualifications or experience, not qualifications and experience.
Matters of discipline require the evaluation by a practitioners peer, however
the definition of a peer is inappropriate. Currently it could be a dentist: SDT or dental
technician. Obviously inappropriate. We are also concerned with some Dental
Tribunal requirements.
Recommendations. That the Committee approve discussions being initiated with
groups outlined above.

l.Alas, despite searching numerous photo libraries, haven't yet found kiwi-type photos for
the covers of the "Orthodontics Today" and "Orthodontics - What you need to know"
brochures. Am hoping to finalise something soon. I have got Deb onto the job with Mark
Hart and they are working on it right now.
2. The_ASO has decided to use the arrival of "Invisalign" for a local newspaper advertorial
campaign. We will need to get ready to do similar marketing, and I intend to get the
committee to work on this soon. We shall also need to add comment about clear plastic
" positioner" appliances in the "Orthodontics Today" brochure before it is finalized.
3. I hope to have face-to-face discussions with Ormco, Unitek, AB etc at the conference
about levels of sponsorship, especially for a NEXT article. Following this we shall come up
with a possible article for their approval. The Ormco and Unitek CDs have arrived and
Mark is going to use what he can from them.
4. The Channel Advertising/3M competition winner has been chosen and is now under
treatment with Mike Schultze. It was announced in the latest Healthwise newspaper, printed
last week and included on the same page is something Kris Herbert, journalist, wrote about
Ortho improving self-esteem. I edited it and added something about the need to see a
specialist etc. Once again they only gave me a few day's notice, so hope its ok. The same
page is to be published in Woman Today, which is out at the end of the month. The end
result was:
When braces change looks, they can change outlooks, too.
Beautiful, healthy smiles are the most obvious benefit of orthodontics. Another
outcome, increased self-confidence, may be less evident.
The value of an attractive smile should not be underestimated. A person's selfesteem often improves as treatment brings teeth, lips and face into proportion.
In this way, orthodontic treatment can benefit social and career success, as
well as improve one's general attitude toward life.
Braces can improve self-esteem at any age.
Since adolescence, Juliet Sturnes had automatically covered her mouth
whenever she talked to someone. At age 47, she finally made up her mind to
see an orthodontist. "It's a miracle, she says. "Today, I don't mind walking up to
people and saying, 'Hi, how are you doing?' And I look them straight in the eye!"
A better-looking bite usually works better, too. Crooked and crowded teeth are
also hard to clean and maintain. This may contribute to conditions that cause
not only tooth decay but also eventual gum disease and tooth loss. Other
orthodontic problems can contribute to abnormal wear of tooth surfaces,
trauma to teeth and gum tissue, and inefficient chewing function.
When left untreated some orthodontic problems become worse. Treatment by
a specialist to correct the original problem is often less costly than the
additional dental care required to treat more serious problems that can develop
in later years.
During the last decade, the specialty of orthodontics has quietly undergone a
technQlogical revolution. Better knowledge, new materials and techniques have
been developed that can make braces less noticeable, improve patient comfort
and, in some cases, reduce treatment time and help control costs.
Be aware that orthodontic problems that seem straight forward on the surface,
are often really quite complicated. If you or your child are thinking of having any
kind of orthodontic treatment, it pays to discuss your problems and options with
a specialist in this field, called an Orthodontist. In New Zealand Orthodontists
are the only dentists allowed by law to be specialists in orthodontics. The
knowledge base to become an Orthodontist is huge. You must first train to be a
dentist, and after working as general dentist for a time, you must be accepted to
attend a university that trains orthodontists. These courses are very intense and
require a dentist to give up dentistry to concentrate on full-time study for three
years. During this time a thesis will be prepared on some aspect of orthodontic
research, and exams will be passed. You can thus be assured that the
certificates hanging in an orthodontist's rooms mean something. They mean
that the orthodontist has the knowledge and skill to tackle the many
complicated orthodontic problems found in people's mouths, so as to produce
the best result for each individual. They also have the ability to understand the
research and developments that are continually taking place in this interesting
and complicated field of dentistry. Be aware that some general dentists display
certificates that imply that they have had training in orthodontics, but they only
certify attendance at short non-university courses, so they only provide the very
briefest of knowledge compared to that which an Orthodontist learns in three
years of full-time study. On top of this, Orthodontists must only practice
orthodontics, to ensure that they maintain their knowledge and skill in this
complicated field.

Friday June 20. 2003 - Jay Bowman (Uni of Michigan) will be presenting a one-day
mtd-winter clinical meeting at Crowne Plaza, Chch. He is charging $US500 for the
day plus two nights accommodation. No airfares etc as American are providing that
hand he going on to Aust and Malaysia to speak. Will discuss early treatment- pros
and cons, Class II combination treatment - Jasper jumpers etc, management of
impacted teeth with his own system of "Monkey Hooks" and "Kilroy Springs". Will
be contacting GUNZ for lunch sponsorship as Bowman under "American" umbrella.
ThurslFriday 4.5 September 2003 - Conference and AGM - Duxton Hotel.

David Sarver will speak for a day and half on technological advances in ortho,
condylar resorption, orthodontics in an aging population - supporting Aust and NZ
speakers will give updates on Invisilign, self-ligation systems, digital photography
and radiography - the AGM will be held at the end of the meeting on late Friday
afternoon. The Conference dinner will be Thurs 4th, Icon restaurant, Te Papa.
