New Look!
At 14 issues in, we thought the
time was right to give mag a bit of
once over. I really hope you like
it. We have moved the content
around a bit as well. Please
don’t get annoyed if one of your
favourites doesn’t appear this
month – I guarantee they will all
be back in future issues.
As we go to press, there is a fair
amount of sabre-rattling going on
between Unite representing tanker
drivers and the seven distribution
companies involved in the dispute
over terms and conditions and
health and safety.
With five of the seven companies’
drivers threatening strike action
and with the country teetering on
the brink of another recession, we
can just hope that common sense
prevails as this type of direct
action would throw the whole
industry and country into absolute
turmoil.
We think our working conditions
are hard, but check out our
special ‘Out of Africa’ feature
on P8 and P9 that highlights the
great work Transaid are doing in
Tanzania and also what live is like
out on the road delivering petrol
and diesel.
A couple of really interesting
letters this month (P16), one
from a frustrated van driver and
another with a very valid question
regarding the DCPC. Ade’s

of a twist this issue – we spent

In January, the Highways Agency
announced it would be starting work
between April and June 2012 on
introducing the managed motorway
scheme - variable mandatory speed
limits and use of the hard shoulder as
a running lane - to the M6 between
junctions 5 and 8.
Introducing variable speed limits
and allowing drivers to use the hard
shoulder as a traffic lane on a section
of motorway requires legislative
changes through the drafting of
new Regulations. The Agency has
published these draft Regulations
as part of a nine-week consultation,
which will finish on 4 June.
Main construction work on the M6
scheme is due to start between
April and June 2012, subject to
the completion of the statutory
process. Preparatory works for
the scheme started in January
this year.

Welcome to a new dimension.
“I’m passionate about trucks so we
decided to create this work of art,
as we loved ‘The Untouchables’ and
wanted to depict it on the truck,” says
Paolo. The result is an immaculately
decorated tribute to Brian de Palma’s
classic gangster flick, complete with
famous scenes and the film’s starstudded cast including Robert De
Niro, Sean Connery, Kevin Costner
and Andy Garcia.
However, apart from being a
homage to Paolo’s favourite film, the
‘Untouchable’ also includes some
personal touches. A tribute to his
father, who passed away while the
truck was being decorated and a
memento of the day he was engaged
to his wife, who has also been worked
into the elaborate artwork. It has
been ten years since Paolo decided
to decorate his Volvo FH12 and
name it ‘L’Intoccabile’ and now his
creation stars in a film of its own, albeit
on YouTube.
Soon, it will also be available on
Volvo Trucks’ online magazine and on
the company’s next tablet magazine.
INNOCENT HAULIERS FACE £30K+ SMUGGLING
FINES,WARNS TRANSPORT LAWYER
One of the UK’s top transport
lawyers has warned the European
haulage industry that carriers can
lose their vehicles through ignorance
of smuggling. He is calling for more
definitive ways for companies to
defend themselves as Customs
appear to be pursuing a tougher
restoration policy and are taking
stricter measures against errant
operators.
Anton Balkitis, a partner at Rothera
Dowson solicitors, warns hauliers that
they can face penalties of around
£30,000- £50,000 to get back
impounded lorries – or even lose
them permanently – while drivers
can be sacked, even if they have
no knowledge of the smuggling.
Where it can be proved that the
carrier has made previous smuggling
trips Customs will also as a matter of
course seek a compensation order
for the revenue evaded.
Mr Balkitis, who is one of the industry’s
foremost authorities on defending
transport firms, explained to the
International Road Transport Union
(IRU) conference in Geneva recently
that being ‘innocent’ of the crime of
smuggling does nothing to protect
companies or drivers from “extremely
robust” Customs protocol. Giving his advice on what carriers
can do to avoid being caught
out, he said: “The best protection
is to have an accurate and
comprehensive paper trail to prove
the thoroughness of every step
taken to prevent smuggling and
find irregularities.
“Drivers must also prove that they
checked all the paperwork both
against the actual load of the
vehicle and against the destination,
to ensure all the records are
credible.”
Mr Balkitis said that drivers are also
responsible for finding more obvious
smuggled goods by checking load
compartments and load amounts.
However, they are not expected to
find goods such as those hidden
inside tyres and other sophisticated
concealments.

In Tanzania’s boondocks, one of the riskiest professions has got to be moving
petrol and diesel fuel. Ian Norwell talks to a pair of tanker operators in ‘Dar’
S
uperdoll are not only a fuel tanker operator, but a trailer
maker too. They operate a fleet of over 140 tankers
and managing director, S A Seif, is also Chairman of the
Tanzania Truck Owners Association (TATOA).
“Training and the uplifting of driving skills is the single biggest
issue we face,” he says. Echoing other operators we spoke
to, he confirmed that there is no driver shortage – they are
queuing up outside, but there is a dearth of competent,
trained ones.
He has around 200 drivers on his fleet and a full-time
dedicated driver trainer. Few hauliers are as organised as this
and low quality training blights the market, giving certificates
of competence that aren’t worth a light.
A mining boom in the north of Tanzania, and over the borders,
means that business is good. When we visited, his fleet was
out at work, where it should be, but their trailer construction
operation – they’ll build 400 this year – was going full tilt.
They manufacture their own tankers and also build skeletal
trailers and flatbeds for sale. The factory was as good as
any we’ve seen with the lines being fed with components from
familiar leading OE suppliers like BPW axles, Jost, Wabco,
Hella and Michelin.
The two strings to Superdoll’s bow seem to be equally taut. A
fellow tanker operator, ZH Poppe also laments the availability
of properly trained drivers and he has also resorted to

Superdoll’s S A Seif says that the route
out of their problems will only come
from massively increased training
provision. He says: “Transaid’s work
here with the NIT has focused on the
PSV training crisis up to now and we
can understand why. But Poppe and
I represent the type of operator that
focuses on high safety standards.
We need training provision that’s for
sure, but unless training capacity and
the necessary enforcement come
together to compel all hauliers to train
their drivers properly, we won’t move
forward.”
S A Seif is right about the standard
of bus driving – it’s another story
altogether. But if we tell you that
a 26-seat ‘Dala-Dala’ bus crash
hit the headlines when 54 of its 74
passengers were killed, you will see
how entrenched the problems are.

Heard enough about driver training to last you a lifetime? CV Driver
magazine visited a couple of hauliers in far-off Dar Es Salaam, a place
where training could literally save your life. We stuffed a pack of
diarrhoea tablets into Ian Norwell’s jacket and pushed him on the plane

he driver CPC must have had
more column-inches than
almost any other subject in the
trade mags in recent months, but
in East Africa, the lack of training is
costing lives, big time. Tanzania has
92,000 kilometres of roads and only
12,000 of them are black-top.
Add to that a shabby state of
truck maintenance and appalling
levels of driving standards and
it’s a nasty cocktail. That’s the
background to the 10 deaths per
day on Tanzania’s roads and its
position as the third biggest cause
of premature deaths in the country
behind HIV/AIDS, and malaria.
Life on the road for the average
driver of a Tanzanian heavy truck is
a bit of a lottery. Getting employed
in the first place is an achievement.
There’s no shortage of drivers, but
there are precious few that have

any training. If you have even the slightest
idea how to handle a truck, your next
challenge is to find a haulier who isn’t
running a mobile death-trap. Trucks on the
road in service sometimes have no doors
or no windscreen (that’ll be the one in the
road that everybody’s driving over) and
you’re lucky if the brakes work properly.
We spoke to Wyn Skyrme, an FTA Audit
Engineer from south Wales who’s been
seconded to the UK’s road transport
charity Transaid, who are striving to raise
driving skills.
He’s had progressively worse stories to
tell every day. “I feel for the drivers out
here. They are away for weeks on end
in trucks that are falling to bits,” he said.
But the drivers must share the blame too.

the door didn’t mean a lot either. These driving standards
are killing people. Transaid and its sponsors, like Iveco UK,
are helping to get some semblance of order to the truck
driver training.
There’s a donated approved used Iveco Stralis Active Space
on the dockside in Dar Es Salaam (‘Dar’) that’s on it’s way to
the National Institute of Transport’s (NIT) training centre for
some much-needed standard-raising. It will be on the move just
as soon as all the red tape has been unwound from it.
It’s presently keeping a good 300 other used trucks company,
mostly from the UK. If you get fed with being kept hanging
about for an hour or three to tip, you’ve got it cushy. Waiting
for a container to be loaded regularly takes 24 hours or more
and a border crossing into Burundi, Rwanda or Zambia can
be a three or four day affair.
From Dar to the Rwanda border there are 58 police road
blocks where delays are expected and routine. But it’s not
all doom and gloom – the lads who work for the kind of
enlightened companies that sponsor Transaid by sending them
out here love the work and the people.
If you’re a driver trainer and you fancy giving these drivers a
helping hand, why not ask your boss? If he calls your bluff, don’t
forget the imodium.

theft of a large quantity of Clarks footwear
Overnight of the 13th to 14th March, offenders forced entry to a trailer
parked in Hall Lane, Little Worley, Brentwood and stole 8 pallets of 22”
DGM LED televisions. 480 22” LED TVs Model ETV- 2293WHC.
These televisions retail between £126.00 and £170.00, so if you are
aware of these being offered for sale at a unusually low cost or have
any information in relation to this theft, please contact Essex Police on

One of our Industry contacts has reported the theft of a large quantity
of Clarks footwear overnight of Friday 16th March to Saturday 17th
March. A driver parked overnight at Stirling Business Park, Britannia
Road, Waltham Cross had the curtain sides cut on his trailer and
almost all of his load of Clarks shoes. If anyone has any information in
relation to the theft or Clarks shoes being offered for sale in unusual

Missing DAF concrete mixer
Lincolnshire Police are currently investigating the theft of a Leyland DAF
Fat 75CF.250 White Concrete mixer with a Red Cab registration V196
GFL stolen from Breedon Aggregates, Boston Concrete Plant, Fen
Road, Frampton PE20 1SD on the 18th March 2012 Initial enquiries
suggest that the vehicle travelled towards Nottingham following the
theft and was possibly travelling in convoy with a Silver Audi A3 Sport.

Thieves stole 36 cases of Magners Cider.
A driver has reported that between 2300hrs on the 21st March and
08:00hrs on the 22nd March offenders unknown forced open the rear
door of his trailer and stole 36 cases each containing 8 bottles of

Firstly, the lads on the wash gave me a copy of your
magazine which is a great read for a free mag. But

Going it alone!
Dear CV Driver Magazine,
I have been an employed class C+E driver for nearly 20 years. A recent
family bereavement has led to me receiving a reasonable inheritance sum. It’s
nowhere near enough to retire on but could possibly set me up on my own.
But as much as I understand the operating end of the business including things
like tachographs, working time directive etc, I know very little about O licence
application, what type of deal I need to look for, for thing like the unit, trailer,
fuelcards etc.
Also, there’s the accounts side of the business and carrying out proper business
costings. Is this the type of feature you could be looking at including in a future
issue explaining everything you need to know about going on your own? I feel
that the time could be right for me, but need things explaining in plain English.

I’m not a truck driver – I drive a van but I picked up a copy of CV Driver
magazine at a truckstop the other day.
I’m writing to you in the hope that some of your readers will see my letter and act
on it because I’m sick of the way some of you block up motorway outside lanes
at 56mph when the likes of me, whose van is limited to 70mph, can’t get by and
on my way.
I do a lot of trips on the M11, which is two lanes north of Stansted and every
time I go on that road I’m left fuming as one truck is overtaking another, taking
about five miles to do so while the cars and vans pile up behind.
Then on four lane motorways it’s even worse. We get three lanes of trucks,
leaving only one for the cars and vans to go past at ‘normal speeds’.
So come on lads, give us van drivers a break and just stick to the inside lane.

I have just read with interest the letter in the March issue of CV Driver Magazine
regarding stress levels placed on professional drivers. A feature that raises
awareness to this terrible condition would be very gladly welcomed by many.

worry over boss’s letter
As this is my fourth year as a new driver, I am not really sure now to take this letter
from my employer regarding the CPC issue. I should imagine you have been
bombarded with the same issue or similar, but having older drivers working with
me at the same place, they have asked me to pursue this case.
Our business is motorsport, for which we work in xxxxxxxxxxx in the motorsport tyre
store. This is our main employment role. We also fit tyres for racing teams at motor
racing circuits. This is a secondary role. Some of our people have HGV driving
licences used to transport tyres to and from race events.
This is the smallest part of our role. This makes you occasional drivers. ie driving is not
your main role. As an occasional driver you do not need to have a driver CPC.
But if you wish to complete the driver CPC training we may be able to assist with
this. Please advise me of your intentions and I will have a look and see if there
is any assistance we can give you.
So my question is: do I have to take the CPC to be within the law and is my
employer wrong or as long as I work for no-one else will I be OK?

for lorry spotters and to keep
themselves on the right side of
the law, the first thing they do is

The police will issue a unique
incident number, so if any
unsuspecting motorist reports
what appears to be suspicious
behaviour on the bridge they
won’t have to waste their
valuable time by despatching
a car to investigate.
And from what the boys were
saying it does happen. We
were surprised by how many
drivers entered into the spirit of
what the spotters were about
with many giving a blast on
the horn, a flashing on the full
beams and a cheery wave.
As we were out in very early
March the top spots were the
61 plates that had just gone
into service.
The site itself has over
160,000 trucks catalogued,
with knocking on for 200,000
pictures from all of the popular
fleets.
Over the course of the day
the lads took a staggering
2,500 pictures each! The lorry
spotting database carries high
level information, including new
additions to operators fleets,
and the issue of cherished
number plates to supersede
current reg numbers. These
avid truck snappers are on the
lookout to visually confirm all of
this information and see their
hobby as a way of archiving
and cataloguing the road
transport industry.

How the Accident Happened
In October 2002, an agency driver
working for a large retailer was
required to collect a trailer from a
service station at night. He had not
been specifically trained in how to
connect this type of trailer. However,
an employee of the retailer asked
him for help and while he was in the
process of connecting the trailer to
the back of his cab, the employee
raised the trailer legs causing it to
come down on his right arm.
The Injuries
Crush injury to arm, requiring admission
to hospital for a few days.
He was unable to work for 2 weeks
following the accident and on
returning to work had to avoid heavy
lifting for a couple of months. A total
recovery period of 18 months was
anticipated by the medical expert.
How the Claim Progressed
A letter was sent to the retailer setting
out how the accident happened
and why they were held to be at
fault. This was passed to their insurers
so the matter could be investigated,
but no decision was made as to
who was responsible. The insurers
suggested that the retailer would
not give them instructions, and when
terms for settlement were put forward
(supported by a comprehensive
medical report and detailed

accidents at work and while on the road - and has recovered millions

solicitors tried to defend the claim on
the basis that the driver had received
training, but in any event should have
left the employee to connect the
trailer on their own. This was strongly
resisted and the case was prepared
for trial.
With less than a month to go before
the trial date, the retailer’s solicitors
reviewed their position and started
settlement negotiations.
The Compensation Recovered
The driver accepted total
compensation of around £2,840,

Understanding risk – it’s not rocket science
it’s more complicated than that!

Each time we drive our trucks, we
see poor driving standards on our
roads and yes sometimes stupidity,
which is what makes it all the
more remarkable that the number
of casualties from road traffic
accidents is falling.
The number of people being killed
or seriously injured on our roads
is actually falling like a rock off
a high building. Year on year we
have seen quite remarkable falls
in the number of casualties on
our roads. Not so long ago there
were upwards of 5,000 people a
year dying on our roads. In 2010
the number of fatal casualties
dropped to 1850. That’s a fall
of 17% on the previous year.
The figures for 2011 are not yet
available from the Department
for Transport (Dft). This is truly a
success story as the numbers of
people seriously injured has also
fallen to 24,510. A drop of 9% on
2009. In fact the UK now has one
of the lowest casualty rates per
head of population in the world,
as the number of casualties keeps
falling year on year.
There are many reasons why the
number of those killed or seriously
injured is falling. These range from
improved vehicle design and
NCAP testing to more speed
restrictions and better equipped
and trained emergency services.
All of which are playing a part in
bringing the numbers down.
Based on available data, the
World Health Organisation
estimates that worldwide 1.2 million
people are killed and 50 million
are injured every year in road
traffic accidents. Top tip if you
fancy a holiday, try to avoid India.
If you do go, check your insurance
and travel around in a tank.
As professional drivers you
know only too well the risks you
face each time you climb into
your cab. The problem is that
some car drivers when driving at
ridiculous speeds in poor weather
conditions appear to be oblivious
to the risk they put themselves
and others in. The internationallyrenowned risk expert John Adams
said that understanding risk is not
‘’rocket science’’ – it’s far more
complicated than that. However,
if we can understand the risk and
adapt our driving accordingly,
we then reduce our chances of
having an accident.
The greatest risk comes from the
way some people drive. Human
behaviour, drivers making mistakes
and sometimes just bad driving
is a contributing factor in over
90% of all road traffic accidents.
Some of our young car drivers
have yet to understand some of
the risks they take and sadly some
will never get the chance. We
all seem to believe that some
roads are more dangerous than
others adding to the risk. This may
be true. Figures from the Dft show
that most of the serious accidents
take place on single carriageway
‘A’ Class roads or the better ‘B’
class roads where there is a risk
of collision from traffic coming the
other way, unlike motorways or
duel carriageways.
The not-so-good news is that the
number of heavy goods drivers
killed in 2010 rose by 100% from
14 in 2009 to 28 in 2010 and
those killed or seriously injured
went up by 21% from 175 in 2009
to 212 in 2010. The cost in human
terms is unimaginable for all those
involved and has been likened
to a pebble in a pond with the
ripples spreading outwards and
affecting everyone.
The cost in monetary terms is
staggering, which is one reason
why, when casualty numbers are
falling, insurance cost are climbing.

This type of offer will have a high level
of appeal to potential new starters,
who can get into a truck for a very
low deposit and get to work with very
limited risk, while allowing for sensible
fixed costs. The CPC is also a nice
add-on and the fact that it is included
with the package will mean that you
won’t have to fork out for it again.

Buying a used truck can be fraught with problems and in these
uncertain but hopefully improving times it’s important to get
the right kit for the job.
A
lso, when securing long-term
contracts seems to be very
much a thing of the past,
planning for the future may be looking
towards the end of next month rather
than the next three years.
But the job still has to go on, so how
are the manufacturers responding in
the current climate?
CV Driver Magazine dropped into
Mercedes-Benz’s used commercial
vehicle operation at Wentworth Park
on the outskirts of Sheffield to find out
what offers they have on the table

for both long-established hauliers
and also, very importantly, for the
employed driver who is ready to go
it alone.
The deal
For the weekly equivalent of £299.99
per month – and of course subject to
all the normal financial underwriting
procedures (see the small print on
the ad) – you have the choice of
a 2008 Actros or Axor with either a
MegaSpace or Long distance cab
either as a 4x2 or 6x2 tractor.
You will need to tax the vehicle, but
pretty much everything else will be
covered within the 12- or 24-month
finance lease agreement. This includes
standard repair and maintenance as
well as roadside recovery.
The vehicle will undergo a 160-point
inspection; will be supplied with a
minimum of six months MOT and a
minimum tyre tread depth of 5mm. Any
major bangs, dings and scrapes will
receive the necessary attention. The
interior will get a full ‘deep clean’ valet
with any significant damage being
repaired or components replaced as
needed. The real coup to this offer
comes in the form of the five-day CPC
training included within the package.
The equipment
With the offer including both Actros
and Axor, we chose a run-out in the
Axor 2543 for its more ‘bread and
butter’ approach to transport.
The original concept behind the Axor
was to introduce a more ‘fleet’ type
truck for operators who saw the Actros
as possibly a step too far up the
technology ladder.
From a large fleet perspective, if firms
use a wealth of agency drivers who
may only drive the truck once, the
logistics of driver training to ensure
correct operation of a state-of-theart piece of equipment takes time.
So the Axor offers a more familiar
working environment with little
conversion time, thus for those drivers
who are used to a more traditional
set-up, the Axor is better suited.
Further developments of the fleet
favourite included the uptake of the
PowerShift 12-speed automated
transmission as well as the adoption
of the high-roof cab.
At just over 42 tonnes the 430 bhp
6-cylinder MB OM457LA engine is on
top of the job and delivers 2100Nm
of torque at 1100 rpm.
The PowerShift 12-speed works very
well indeed and like all automated
transmissions is best left alone to get
on with it by itself.
The fact that the bulk of the route
was on dual carriageway and ‘A’
roads gave a fair impression of the
Axor’s true working environment. For
a little extra punch the PowerShift
has a handy kick-down facility that
will drop you a cog when you really
need it.
Under load, the OM457LA sixpotter thumps away like a good ‘un.
You get very little noise so hence
no real indication of how hard it’s
working, especially on some of the
longer climbs heading back towards
Wentworth Park.
Our test vehicle was registered
in January 2008, which made the
vehicle a touch over four years old
and had covered nearly 430,000
kms.
Everything felt nice and tight, good
feel to the brakes and a positive
response to the steering. The interior
was as new and the quality of the
preparation on the Axor we tested
was to very high standard. The
fact that it had seen four years
front line service in a major rental
organisation is again testimony to
both the Axor and the refurbishment
standards offered by Merc
