BLAIN 537-5724 Eves Page Eighteen Wednesday, April 4, 1979 GULE'ISLANDS DRJFTWOW SPORTS Sockeyes have shown lack of drive since Christmas BY MALCOLM LEGG S.S.I. Sea Products Ltd. 1; Port Alberni, 1. As the soccer season has wound down so have the flair and abilities of the Sockeyes, easily exemplified by the girls' 1-1 saw-off with Port Alberni. Prior to Christmas the Sockeyes were almost invincible with their only loss coming at the hands of the highly tooted University of Victoria squad. The Sockeyes combined an - excellent attitude, good practices, hard work and an excellently executed system of play in showing a class of soccer rarely seen in Victoria. But since the long lay-off over Christmas the Sockeyes have faltered badly, not only in their record (four wins, two losses and two ties) but also in their attitude and style of play. The inconsistency of their play is reflective of poor practice attendance, poor game attendance and a lack of drive, something the girls excelled in prior to Christmas. ONLY 11 PLAYERS Last weekend's game brought out many of these points as the Sockeyes travelled to Port Alberni. The team could only muster 11 players off a roster of 18 for the game, plus one newcomer to the team for a total of 12 players. The local girls played well enough to gain the tie and actually held the lead most of the way on a goal from Shauneen Spence. That one goal should have held up but the team tired from 80 minutes of soccer, with no bench strength, and allowed a latei goal to create the tie. Gone are the Sockeyes' consistency and their winning ways, but most disturbing is the loss of their style of play. The Sockeyes have always been renowned for their excellent passing style and strong positional soccer. Somehow these have become something of the past as the team has begun to play the long ball and is content to rely on individual runs instead of teamwork. LACK OF PLAYERS But, once again, a lot of this is due to lack of player strength causing line-up shuffles. It has been a disappointing spring for the manager and coach of the team as they have tried to rekindle the spirit and style of the 78 Sockeyes. Even so, there have been some bright spots: Janice Hull's solid play in goal; the steady play of the Sockeyes' defensive corps; the sparkling play of Shauneen Spence in offence; the rapid improvement of youngsters Lynn Spittle and Geraldine Hagan and newcomer Brenda Akerman; and especially CEMENT MASON Top Quality Finishing * Floors * Patios * Sidewalks * Exposed Aggregate (over 20 years experience) HARRY WILLIAMSON 537-2322 537-9422 RRl, Ganges TFN THE HAIR SHOPPE (Facing Park Drive) IN THE VALCOURT BUSINESS CENTRE OPEN TUES TO SAT. 8.30 am - 4.30 pm Closed Mon. Weekend jamboree to close successful soccer season BY MALCOLM LEGG The Intra-island schedule came to a close last weekend with its final jamboree of the soccer season. A successful season which started seven months ago with 70 to 80 players wrapped up under sunny skies at Portlock Park. The season started with a record number of teams: Cosmos, Red Devils, Goblins, Wildcats, Hornets and Junior Canadians, and a record number of players ranging fromfiveto lOyears of age. The Canadians won thefirst jamboree in October and the Cosmos came up with the November version of this event. In F e b r u a r y t h e Cosmos wrapped up first place in league play over the Goblins and by midMarch the awesome Cosmos had over-powered everyone to win the Coers Cup as well. But the final jamboree belonged to the Red Devils, coached by their master-mind, Lyle Brown, the Devils over-whelmed the Canadians 2-0 on goals from Mike Brown and Mark Nordine, then nipped the Hornets 1-0 on Mike Browns'long shot and finally clung on to a 0-0 tie with the Wildcats to attain the ribbons. CLAIMED THREE TIES Probably the surprise of thejamboree was the Wildcats who claimed three ties and looked very competitive throughout. Jessica Speed, Joey Moger and Jennifer Anderson were stand-outs. The Canadians faired quite well behind their youth movement with George and Bobby Akerman playing very strong games. All the players were able to relax and enjoy a free pop at the games' SALT SPRING OPTICAL Glasses - Contact Lenses and Eye Examinations Arranged on Salt Spring 537-9828 TFN W.E. Reflecting on their season the boys and girls had a very full season of games and a lot of soccer fun. They have to thank their coaches, Dave Chase, Chuck Nelkin, Ray Stelter, Lyle Brown, Trevor Tamboline and Malcolm Legg who put in many hours teaching the players soccer skills and team-play. They also must thank the youngsters and adults who did an excellent job of refereeing. PRIORITIES And what's in store next year? The Soccer Association has laid down some priorities for the intraisland such as: 1. A two-tier lay-out of teams with Division 1 having players seven, six and five years of age and Division II having players eight years of age and older, 2. New uniforms for all the teams and shorts for all the players. 3. Every month will include an I I-a-side match to prepare players for off-island play. 4. Increased exchanges at this Walkathon to include bicycles New entrant into the world of walkathons is the bicycle. When the Lions stage their annual Walkathon on Salt Spring Island on April 14, the walkers will be preceded by cyclists. And the man who's making all the arrangements is not even a Lion. In charge of the cycle contest will be Bob Simons, of Fulford, and the Cycle Shop in Ganges. The bicycle event will take over from the chariots, which have been discontinued. Cyclists may be youthful and novices or ancient and long-experienced. They may ride two-wheelers or three-wheelers. They may be racing cyclists or plodders, but they are all invited to take part, says Simons. The Walkathon is the annual fund-raising project of the Lions. Major change this year is the starting time. Walkers will leave Centennial Park in Ganges at 10 o'clock on Easter Saturday. Cyclists will leave a little earlier. There is one pre-requisite to riding in the Walkathon. All cycles must be checked out for mechanical defects before the start of the event. Checking will be at 9.30 am. In charge of the Walkathon is Les Ramsey. ^^^^^^^m^fmmf^^^^^^^m Ken Byron EXCAVATING Percolation Tests Septic Tanks & Drainage Fields Septic Tank Pump-outs Driveways House Excavations Waterlines 537.2882 Wells to 18 ft. Referring to suggestions by other trustees that Pender's junior secondary program is economically unsound and should be discontinued, Zacharias maintains he is not concerned with such "veiled threats". The past year has been very successful with the paper growing in news and advertising and the Fender Post looks forward to an even better year coming up. * ** The Fender Islands Badminton Club has had a lot of fun and a busy year and is still very much enjoying the greatly enlarged space in the new school gymnasium area. To those who played for many years in the cramped quarters of the old hall, the new space takes a bit of getting used to in "running backwards"! Twice this season the Fender dub has visited the Salt Spring club and three times the Salt Spring club has come to Fender, the last time on Sunday night March 25. So far the Salt Spring club has proved superior in competition but Fender badminton players plan to change this situation soon. Thursday morning when the kids are in play school the young mothers get a chance to play and practice; others play Wednesday and Sunday evenings. The annual meeting was held on March 20 and Tim Appleby, a former B.C. badminton champion, will be president; Ken Clarke is secretary-treasurer. Team captain is Mrs. Val Melville. * ** Lion's Club on Fender Island has 30 members who do an awful lot of work. For example, the Care project, the Pearson Tree, contributed more than any other Lions Club in the district. Right now, it's the Easter Seal fund they are working on. All the money donated to this fund is used to help handicapped children. A camp on Vancouver Island for crippled children is supported so they can have their week at camp just as other children do in the summer holidays. Fender Islands school children have an opportunity each year to compete for the Wally Cunliffe Scholarship, which the Lions Club administers. The gathering, held at the Port Washington home of Mr. and Mrs. Edmund Morrison, was part of a tour the Manlys were making of all the Gulf Islands. Manly began by outlining the four basic concerns of the national NDP: adoption of a national industrial policy, Canadian control of resources and basic policy, maintenance of universal medicare and establishment of a fair prices commission. Responding to constituents' questions, Manly commented on subjects as diverse as agricultural policy, mortgage interest rates, the Canada Council, enforced retirement and pensions, milfoil spraying and nuclear development. The party's national agricultural policy, Manly said, is concerned with food self-sufficiency, establishment of marketing boards, and development of technologies like solar energy. Regarding mortgage interest rates, he said the NDP would like to see every financial institution set aside a portion of their funds for low interest loans. He also criticized the practice of "interlocking directorates" in financial institutions and corporations sharing directors. The NDP favours the Canada Council continuing as an independent body to fund the arts. Manly said, "I think it should have more money; it's not perfect but it is preferable to leaving arts funding to private corporations." While admitting the party hasn't a perfect record on 2,4-D spraying, Manly said he is against it and fellow members are also coming to the conclusion that spraying on lakes is wrong. "The party doesn't speak with a single voice on nuclear development," according to Manly. There are some powerful supporters in the east, notably in Ontario where the Pickering plant supplies much power. "But," he noted, "it is an evolving situation and more and more party members are seeing that it is not the answer " FLEXIBILITY Speaking on old age pensions and retirement, Manly stressed flexibility. He said the party is moving toward lowering pension age and advocated development of policies to allow progressive retirement; shorter and shorter hours to accustom people to retirement. At one point, Manly found himself defending marketing boards to someone who claimed they work against small producers and Gulf Islanders in particular. "I believe in family farms," Manly said, "and I also believe that marketing boards smooth out fluctuations in prices and try to maintain a reasonable return for producers." In conclusion, Manly stressed that the NDP wants to see a strong central government to plan the national economy but not to saddle local authorities with a "choking bureaucracy". Mike Clement wants out! * * * To move exclusion of Salt Spring Island Regional director for Salt Spring Island, Mike Cement, last week echoed islanders' views on transportation. The director was acting on the nearly unanimous call from islanders to oppose the inclusion of Salt Spring Island within the transportation tax area. Clement told his colleagues on the Capital Regional Board Wednesday that Salt Spring Island wants out. He gave notice that he will move its exclusion. He has not abandoned his principles, he told the board, which would have all the regional district included. Nevertheless, inclusion would work a hardship on the island, he urged. District last fall called for the imposition of the three-cent gasoline tax throughout the islands there was a protest which nearly carried out into space. Salt Spring Island is a brief ferry run from the Cowichan Regional District which does not have a transportation levy. When the Capital Regional SERVING THE GULF ISLANDS FOR 10 YEARS J. In Saanich School District the school board has required that all teachers assess written assignments in the quality of their English composition as well as the subject on which they are writing. Provincial ministry of education has assessed about 9,000 students across the province. The analysis of accomplishment in English is not impressive, says the report. Ability in "written expression" at the end of secondary grades was extremely disturbing the ministry reported. Ability to write was analyzed and divided into a variety of skills including spelling, punctuation, syntax, fluency in ideas and association, proper selection of words, focus, tone, the ability to elaborate and other abilities. Grade 12 students, according to the government tests across the province, were satisfactory in three skills of the 31 assessed. ABOUT 50% Lower down the scale. Grade Eight gave cause for concern, in the ministry's own words. In the testing program, Grade Eight students showed satisfactory corn- VILLAGE SPECIALTY Milkshakes Open 7 days from 11 am Before teacher went south They learned to love English No English, no nothing, said the new teacher and disobeyed every rule in the book. In weeks the school was well away in English. In months they were back on curriculum. They could now understand English. The pattern had a second character to it. Every time their crazy principal noted that they had a spare period and invited them to name a subject, the classes would plump for English. He had taught them English and he had taught them to enjoy English as he did. The school board was warm in its praise. He was the best they had had, he was told. They'd had some prizes there! The deterioration of standards in English occurs after the primary grades. Tests had shown that students at the end of the primary grades showed adequate command of 18 of the 27 skills tested at that age group. Figures are province-wide. He had previously taught in boarding schools in South America. The new school intrigued him. The students had no faintest idea how to express themselves. As from his first day in class, he instituted a new curriculum. Until the students were up to the level of their grades in English, no other subjects would be taught. The dismay among students was almost measurable. For day after day after miserable day they studied English almost exclusively. It's no good learning any other subject, said their crazy teacher, until you can express yourself. The inspector came to the school and expressed utter horror. Sentence structure and recognition of common abbreviations were in the problem area. ALL PROVINCE The results of the tests, Assessment of Written Expression, 1978, were not broken down into school districts or areas. The analysis is of all students in the 9,000 assessed. The report shows that other areas in which tested students showed poor results were the organization of written work, appropriate vocabulary, formats of letters and envelopes, descriptive skills (such as the ability to convey personality traits or to describe human features) and narrative writing. Writing simple instructions, organizing details and ideas had also proved to be areas of weakness. Expository writing, completing forms or adjusting writing tones to a specific audience were not good. BRIGHT SIDE Grade Four was cited as the bright side of the coin. Students in that grade had shown themselves to be competent in originality, capitalization and punctuation. They could organize details and ideas and support opinions or judgments. The program was begun last year by the regional district in order to develop a plan for the 210 miles of shoreline in the region. The program was p r o m p t e d by problems that have arisen from shoreland developments that have taken place in the past: • Soil erosion and pollution of coastal waters from inferior construction or development practices. • Interference with the natural movement of shore materials to the limited sandy beaches by structural modifications in foreshore areas such as groynes and bulkheads (seawalls). • E l i m i n a t i o n of highly productive and sensitive wildlife habitats. According to a report from the CRD, most of the program's work so far has dealt with an inventory of natural and man-made systems. Examinations have been made of vegetation types, fish and wildlife distribution, soils and substrate materials, wind and wave energy velocities, shoreland geology and hazards, shore types and visual Gas theft Charges are pending against a man suspected of gasoline theft. Coastal research is being carried out by a number of government agencies and a public information program is also under way with an audiovisual slide presentation and graphic displays. Following are the key elements of the planning process as outlined in the CRD report: • Inventory of natural and manmade features and activities. • Identify problems and opportunities. • Analyze use demands and shoreland compatibility. • Initiate public involvement. • Develop shoreland management goals and objectives. • Formulate a shoreland management plan. • Implement the plan through an official regional plan, community plans, zoning and subdivision bylaws, public land acquisition and action programs. The plan, the report explains, would reflect not only shoreland capability and anticipated use requirements, but also the specific goals and objectives of residents of the region. Regional shoreland policies would be developed and guidelines established for future activities within theshoreland area. "This program is to a large extent dependent on pu blic awareness and acceptance, strong p o l i t i c a l leadership, and ongoing planning efforts," the report concludes. Chairman of the Salt Spring Island Transportation Committee, Ken Arnott, reported the authority's ruling when he addressed the Salt Spring Island Trust Committee on Wednesday afternoon last week. The transportation committee is a function of the Trust. The affirmation by the transit authority was made at the request of the Capital Regional District. "It's the left hand shaking hands with the right," he jibed. The inclusion of the islands is still under consideration by the Minister of Municipal Affairs, added Ken Arnott. "We haven't lost the war!" Arnott remarked that he had not found the ruling surprising in view of the fact that both Saanich Mayor Mel Couvelier and Victoria Alderman Bill Tindall are serving on both the transit authority and the regional board.
