NAA Directors’ Meeting Minutes
DECEMBER 4, 2011
President Matt Shaw called the
December 4, 2011, directors’ meeting
of the Nebraska Airboaters Association
at 2:00 p.m. at the Bottom Road Bar.
Sixteen directors were present for roll
call. Minutes of the September 18, 2011,
meeting were read. Mark Kriekmeier
moved to approve; 2nd by Jay Kern.
All approved. Treasurer’s report was
presented. Mike Pokorny moved to
approve; 2nd by Darren Lindgren. All
approved.
OLD
BUSINESS:
The
last
newsletter
was
published
by
Publication Printing in Waterloo. They
did an excellent job. We will try to get
the next newsletter out by the end of
the year. Martin Agena did an excellent
job of working with the publisher and is
working on the website.
Remember to continue selling the
Gun Raffle tickets and return for the
annual meeting!
NEW BUSINESS: Annual meeting
is February 4, 2012, at Ameristar
Grand Ballroom. Auction items are
needed again and will be limited to
50 items. Jay Kern will check with
Scott Sukstorf to be the auctioneer and
the association will pay for his room.
Roger Reed moved to budget $2,000 for
additional auction/raffle prizes; 2nd by
Darren. Matt reminded all directors
that even though we purchase
items for the auction and raffle
that donations are still needed
and encouraged all directors and
members to donate! Julie Schank
will be in charge with the ladies’
raffle table, so remember to get
donations for that table, too. Julie is
donating a Rossi 20 gauge shotgun.
2012 contract with our lobbyist,
Keigher & Associates, needed to be
signed. Two thousand dollars will
be due after January 1. Tim Noonan
moved to continue using the service;
2nd by Chuck Hurley. All approved.
The Park Superintendent from the
Niobrara River was not present for this
meeting as was hoped. Jim Thiessen
was in attendance and he updated
the current directors that in 1991 the
Niobrara river was designated a “scenic
river” by Sen. J.J. Exon. The Airboaters
Association was formed in 1995. Hugh
James in Basset complained to the
association that we were not helping
out, so around 1996-97, Jim and Jim
McDermott met with Paul Headron who
was head of the park service around the
Spencer area. They had a gentlemen’s
agreement that if you stayed east of the
Highway 137 bridge, you would be okay
and no fines would be imposed.
Daryl Braun of Atkinson was in
attendance at the meeting. He has
talked to federal people and the
National Park Service. The park service
is pushing the law enforcement. Darrell
Starks will try to get Steve Mieks from
Yankton to attend our March 2012
meeting. Jim Marvin suggested to get
Tim Kiegher, our lobbyist, in touch
with Daryl Braun.
Diane announced that Shelly
Noonan, wife of Tim Noonan has
graciously accepted to be chairman
of the scholarship committee. A new
requirement will be added to the
scholarship application and that will
be a letter of personal recommendation
from a teacher, youth or volunteer
group leader, employer or any person
who can provide a brief statement on
behalf of the applicant.
With no further business to address,
Chuck Hurley moved to adjourn; 2nd by
Jim Marvin. All approved.

A Letter
from the
President
It’s that time of year again, when we ask everybody
to contribute to the NAA through donations and ticket
sales for the upcoming annual meeting. And it seems
that every year our great membership responds more
and more!
FISHING TOURNAMENT—Fish cleaning station, August
27, 2011. Nick! Watch your fingers!
As you all know, the annual meeting is the NAA’s
main source of income for the year and without the
committed membership that we have to support us,
we wouldn’t be the powerhouse in the airboating
community that we are! You have yourselves and your
friends to thank for that.
After having the privilege of serving as your president
for five years, I couldn’t be prouder of what we have
become and the direction that we’re going. We have
good working relations with local, state, and federal
officials and our directors and officers are committed
to your needs and concerns.
So if you may be considering becoming an officer
or director for the upcoming year or anytime in the
future, please do yourself and every other member a
favor. Take it very seriously. It is more than just a title
that you can be proud of.
Looking forward to seeing all of you at the annual
meeting.

2012 NAA Scholarship Application
Time!!
It’s time for 2012 high school seniors to apply for the 2012 Nebraska Airboaters Scholarship. DEADLINE IS
APRIL 1, 2012!
Each year, the NAA awards five $300 scholarships to high school seniors. The following guidelines must be met:
• Applicant must be a child or a grandchild of a member of the Nebraska Airboaters Association.
• Applicant must be a high school student who will be graduating in the spring of 2012.
• Applicant must be enrolled in a college, university or trade school for the 2012-2013.
Five $300.00 scholarships will be awarded each year. Winners will receive written notices and receive a certificate
at the beginning of the second semester. If, for any reason, the student drops his/her courses within a six month time
limit, the scholarship money must be returned to the association.
In addition to the application form (this is available on the NAA website: www.airboatne.com), each applicant
must submit a paragraph on what his/her career goals are, (location after college, what type of job, etc.); a paragraph
about “What Airboating Means To Me” AND one letter of personal recommendation. Recommendation may be
written by school counselors, teachers/instructors, youth or volunteer group leaders, employers, or any person who
can provide a brief statement on your behalf.
Mailing address and contact information is available on the application form.
This year, a big thank-you goes to Shelly Noonan, wife of Tim Noonan, Schuyler area director, who has graciously
agreed to chair the Scholarship Committee. Other committee members are: Kathy Hanson, Mark Vencil, Jim
Thiessen, Sue Hanson and Kriss Kroeger.
REMEMBER THAT APPLICATIONS MUST BE POSTMARKED BY APRIL 1, 2012 AND MUST

The Nebraska Airboaters Association directors voted to work

with PayPal to allow memberships to be paid through the PayPal
system. Rick Powers (NAA member and volunteer for the website updates)
has been working feverishly to get all the necessary steps completed to be able to access this on our website.
With a little luck, we hope that it is running by the middle of January 2012!
A BIG thank-you to Rick Powers volunteering his time to work on the NAA website. Please be patient as there are many details
that have to be addressed to get this back up and running. Martin Agena has resigned from this position due to additional work
requirements and we say thank-you to him for the hours that he volunteered on this. Members, please remember that these
men have VOLUNTEERED to work on this and they have real jobs and family that require their attention, too!
If you have any photos or items that you would like on the website, you can email them to Rick at rick@rpowers.net.

Old Man Winter
Cold weather will be upon us before we know it! It’s
time to think about getting the boats ready for winter.
If you are fortunate enough to have heated storage,
there is less to consider. Changing the oil would be
beneficial to all types of engines due to the fact that
the past few months of run time the moisture and fuel
that has been gathering in the oil could be corrosive
over time. A fuel stabilizer such as Sta-Bil will help
keep the fuel from varnishing up. Also, periodically
it’s a good idea to rotate the prop in the direction it
would normally rotate to prevent rust in the cylinders;
there will be a certain number of intake and exhaust
valves open allowing moisture in. Rotating the prop
will rotate the engine and alter the cylinders, thus
minimizing possible surface rust.
If the boat is outdoors this winter, you will want to
consider all of the above with a few added on. Tarping
the engine or complete boat is a good idea. And if it is
a water-cooled engine, checking the antifreeze with a
tester to ensure that it will withstand below freezing
temperatures is a must. Last but not least, try to have
the front of the boat up and the hull drain plugs removed
to ensure proper drainage of snow and water. Hope to
see everyone at the Annual Airboaters Meeting!

Attention NAA Ladies!
Women’s Raffle at the NAA Annual Meeting on February 4 is asking for
donations again! Need ideas? How about Valentine baskets, Easter baskets, or
just a fun basket would be SUPER! Also, homemade crafts or anything you could
donate would be greatly appreciated. Maybe you have a great relationship with
a store/boutique/gift shop that would like to give a donation? Just ask and you
might be surprised that they would like to donate for some advertising or a way
to thank YOU for patronizing their business.
If you have larger donation items that would be appropriate for the General
Auction that would be fine, too! Tickets for the raffle will sell for $5.00 and $2.00.
If you would like a certain donated item specifically on a raffle or auction, please
contact Julie Schank at r.jschank@yahoo.com or (308) 940-1199. Thank you in
advance and THANK YOU to Julie for volunteering to be in charge this year!
A Valentine basket would
be a great idea!
Fishing Tournament Highlights
The following photos were taken at the annual fishing tournament in August. As you can
see, a great time was had by all in attendance. Thank you to everyone who made this event
a success. Please look for additional photos in this issue of RiverTalk.

A Beginner’s
Guide to HINs
(Hull Identification Numbers)
Federal law requires all boats manufactured after
November 1, 1972, display a 12-character Hull Identification
Number (HIN).
The HIN for a boat is found on the title, as well as on the boat
hull. The HIN on the hull should be located on the starboard
(right hand) side of the transom (rear of boat), outside, within
two inches from the top. Page 5 of the 2011 Nebraska Game
and Parks Boating Guide illustrates this location.
The first three characters are always letters. These three
letters are the manufacturer’s identification (MIC). For
information on manufacturers and their MICs, go to www.
uscgboating.org. Go to “recalls and safety defects” at the top
of the page and click on manufacturer’s identification from
the drop-down menu. On this page you can enter the MIC.
For example, enter ‘DKP,’ click submit, and in the results
you will find that DKP is Diamond Back Mfg., Inc. If you are
considering the purchase of a boat that is being represented
as a Diamond Back, but the MIC is EVJ (GTO) this should
raise some questions. This is not all black and white, however.
In the above scenario the owner could have purchased the
rigging from Diamond Back and then taken it to GTO to have
them complete the boat on a GTO hull. If the seller is honest,
this will be very easy for him or her to explain.
The next six characters are designated by the manufacturer.
These can be numbers or letters. The only way to know if they
match the boat they’re on is to contact the manufacturer and
ask.
The final three characters have to be numbers. The third
from the last number of the HIN is the last number of the
year the hull was manufactured. For example, 1 would be ’81,
’91, ’01, or ’11. The last two numbers of the HIN are the model
year of the boat. 11 is 2011 model year boat.
Now that I’ve confused even myself, I’ll attempt to show an
example using a HIN from a recent purchase.
EVA011572111
EVA = Elkhorn Valley Airboats
011572 = Manufacturer’s designation
1 = Hull manufactured in 2011
11 = 2011 model year
As I said before, this is not all black and white. If this hull
would have been laid after August it would have been a 2012
model year and the HIN would have been EVA011572112.
The simple and most important thing to know about HINs
is to MAKE SURE THE HIN ON THE BOAT MATCHES
THE HIN ON THE TITLE!
I am an expert on absolutely nothing. I do, however, make
many mistakes and hope others can learn from them while
laughing at me (or with me).

IMPORTANT NOTICE!
Boating Safety Course
Gary Armagost
Gary T. “Gus” Armagost, 76, of
Fremont died Sunday, Sept. 25,
2011, at Fremont Area Medical
Center.
He was born Feb. 9, 1935, in
Valley to Russell and Janice
(Ocander) Armagost. He grew up
and attended school in Valley. He
married Katharine Ivey on March
14, 1964, in Omaha. They raised
their family in Valley. They had
made their home in Fremont for
the past 18 years.
The Nebraska Game and Parks Commission requires ANY OPERATOR BORN
AFTER DECEMBER 31, 1985 TO COMPLETE A BOATING SAFETY COURSE.
Classes will be filling up quickly due to the change in the law, so register early.
There is also an online class available. If you are stopped by officials this summer
and are born after December 31, 1985, you will need to have proof of the education
course in your possession!! Be smart — follow the rules and plan ahead!!
He had been a lifelong truck
driver, beginning his career at
the age of 15, before he even had
his driver’s license. He had driven
for the State of Nebraska, SMS
Trucking, Duane Shunk & Kapri
Trucking in Valley through the
years, and most recently for M. E.
Collins Trucking out of Wahoo.
By visiting this site you will be able to see all your course options, including
class fee (if applicable), location and instructor information for the entire state of
Nebraska.
He was a member of the
Nebraska Air Boating Association
and the Izaak Walton Gun Club.
Survivors include: his wife,
Katharine of Fremont; sons,
Russell and Steven of Mead;
daughters,
Peggy
ArmagostFisher of Valley, Cheryl Rangel
of Michigan and Laura Armagost
of Omaha; stepbrother, William
Alan Carter of Colorado; 16
grandchildren and five greatgrandchildren.
He was preceded in death by two
sons, a brother and a sister.
Memorials may be directed to
the family.

STILL LOOKING…
We are still trying to locate the two
missing Nebraska Airboaters Association banners. They were last used for
the Family Fun Day in the summer of 2010. Perhaps they were placed in
someone’s boat or vehicle. If you have them, or know where they might be,
please call Darrell Starks at (402) 677-5638. Thank you!
