Offaly in 1959. He began printing tickets, cards and handbills on a small handoperated printing press and the fledgling business began to grow. Kieran’s pursuit of excellence in print remains the corner-stone of the business today. The business continues to be family-run, with two sons Ciarán and Diarmuid, and Kieran’s wife Maura, along with a dedicated team of design and print professionals, carrying on the tradition of excellence in all aspects of design and print. Entitled Arvo Pärt – Tuntud ja Tundmatu (Arvo Pärt – Renowned and Unknown), the exhibition was compiled by the Estonian Theatre and Music Museum in 2005, as part of Arvo Pärt’s 70th birthday celebrations. The profile presented here is not meant to be comprehensive but aims instead to give a high-level sense of what poverty in Offaly is like, who it affects, and where it is to be found. Because poverty and exclusion are inter-linked across and through sectors, in terms of both causes and effects, the same indicators will sometimes appear under different headings below. 4.2 The Headline Story Before spelling out the detail, it’s appropriate to present a summary of Offaly’s poverty picture. The headlines here can be laid out as follows, assuming the known national rates (EU-SILC: 2006) apply pro-rata to the County: anyone with an income of less than €192.74 a week in 2005 was considered to be below the income poverty line … it’s likely that over 13,000 people in Offaly fell into that category some 7% of Ireland’s population fell into the consistent poverty category in 2005 … in Offaly that means probably well over 5,000 people are consistently poor one-in-ten of Ireland’s 0–14 year old children live in consistent poverty … in Offaly that amounts to just over 1,600 children 27% of lone parents are in consistent poverty … in Offaly that means some 700 lone parents and their families the proportions of some other groups in society which were in income poverty in 2005 were: % Who Are At Risk of Poverty (Nationally) Social Group Approximate Numbers in County Offaly Ill or Disabled 41% 850 Unemployed 41% 1,200 On Home Duties 28% 2,200 Retired 21% 1,200 17 3.2 POPULATION & SETTLEMENT Offaly is an inland county centrally located in Ireland. It shares boundaries with seven other counties in the provinces of Leinster, Munster and Connaught. OFFALY SPORTS PARTNERSHIP Until recently, only 18km of national primary roadways passed through the county (the N7 at the extreme southern tip of the county and the N4/6 to the north). The county’s capital town of Tullamore is one of the three linked Midland Gateway Towns identified in the National Spatial Strategy. This status should see substantial growth and improved infrastructure in Tullamore town and the area of the county covered by the gateway link (below). STRATEGIC PLAN 2008–2010 SECTION THREE MULLINGAR OFFALY Based on the 2006 Census, the population of County Offaly is 70,868 persons. This represents a 20% increase in 10 years. Midland Region population growth targets suggest a growth in the population of the county to 85,000 people by 2015 and 93,000 by 2020.
