“The Roadway Safety and
Congestion Mitigation
Improvements Act”
U.S. Representative Jay Inslee introduced H.R.-288, the
“Roadway Safety and Congestion Mitigation
Improvements Act.” This groundbreaking legislation
provides $3 billion a year towards improving our nation's
roadway safety infrastructure.

Why Safer Roads?
Unless A Change Occurs
• 1 in every 84 children born today will
die violently and 6 out of 10 will be
injured in a motor vehicle crash over
a lifetime.
• Motor vehicle crashes cost the public
$230.6 billion annually.
• Taxpayer costs related to crashes
equals $21 billion year.
Safety Comparisons
A murder takes place in the United States every 34
minutes.
à A highway death occurs every 13 minutes.
An aggravated assault occurs every 35 seconds.
à A roadway injury occurs every 15 seconds.
Since 1775, about 620,000 Americans have lost their
lives in wars.
à Since 1900, over 3 million people have died on
our nation’s roadways.
AASHTO/FHWA Goals
• AASHTO: Reduce fatalities by 5,000-7,000
annually
• FHWA: Reduce fatalities by 35,500 by 2008
