They watch you and make you feel guilty just for being there….you sit there waiting for them to call you; and you feel ashamed” -Child in the UK on visiting prison Dear Ms Lambert, I am pleased to present you with the report on the Eurochips 2013 Not My Crime Still My Sentence which along with the campaign itself, is directed at you. A year has gone by since you delivered the keynote speech at the COPING end-of-project conference in Brussels in November 2012. There, you voiced your support for our mission and pledged to do what you could to help children with a parent in prison retain quality contact with their imprisoned parent, reinforcing the EU Parliament Resolution relating to women in prison and the European Prison Rules. We call on you now to act. The 2013 campaign marked a significant shift in our approach to the campaign: firstly, for the first time since its inception in 2010, the campaign has been addressed to you in your role as an MEP, through an open petition letter; secondly, the campaign ran over a month which allowed greater opportunities for gathering signatures and for Eurochips member organisations to organise national and regional campaigning; thirdly, the campaign made far greater use of etechnology such as Twitter and Facebook. Whilst focussing on Europe (& the EU in particular), this year’s campaign resonated worldwide with signatories coming from over 40 countries across the globe including: Angola, South Africa, Japan, India, Australia, Mexico and the USA, reflecting that the plight of children of prisoners is a global problem that needs a collective and united response. It attracted prestigious signatories to add their voices to the cause. In Italy, Introduction our Milan-based member organisation Bambinisenzasbarre preceded the European campaign with a national initiative asking for children to have the opportunity for greater contact with their imprisoned parents; the petition, run on the change.org website, attracted an incredible 14,167 signatories and widespread coverage in national newspapers, on TV & radio and the web. Most importantly, it led to motions in the Italian parliament, a ‘query’ from Italian MEP Patrizia Toia to the EC and a hearing on children and prison at the Italian Human Rights Committee at the Senate. This needs to be replicated at the EU and other national levels. As 2013 draws to a close, around 1 million children in Europe face the prospect of the festive season without their mum or dad who is in prison. The time of year when most families will be coming together, and if prevented from doing so through distance, will use technology such as Skype to do so, children of prisoners will be left unable to have any such contact. The vast majority of prisons do not allow mobile phones, internet or email on the grounds of security concerns; yet we live in an age where this is the primary and most normal mode of communication, especially for children and young people. Prison visits, letters and phone calls are vital for contact, but we need to move towards using current technology and communication tools between prisoners and their children to allow for more frequent and child-led contact. With your support, we hope to reach out to more people in positions of influence at a national, European and international level to improve the wellbeing and future of children with a parent in prison. Then you go out into the main hall and you get sniffed by a dog, and your Mum is already waiting for you. You’re not allowed to sit with your Mum or anything. You have to sit on the other side of a table. You were allowed to hug her once, but then that was it. She has to sit on one side of the table and you have to sit on the other side. When you’re coming and when you’re going, that was the only time when you were allowed to hug your Mum.” -Child interviewed during the COPING Project Children of prisoners are vulnerable to a very specific set of challenges in their daily lives. Without support, the separation anxiety surrounding having a parent in prison can impact on their self-esteem and lead to feelings of abandonment and confusion. In their local communities, these children may be subject to stigma and social isolation. In essence, they serve a sentence of shame that continues throughout the duration of their parent’s imprisonment — the effects of which can impact their social development well into their future. The European Network for Children of Imprisoned Parents (Eurochips) exists to help lobby for the rights of these children at the national, panEuropean and international level. The following report provides information detailing the work of the organisation and the actions of our 2013 Not my Crime, Still my Sentence campaign. The campaign, targeting a petition towards MEP Jean Lambert focused on raising awareness at the EU level of the various challenges to which these children are vulnerable. The facts and figures on which the campaign are based come from several sources at the local and European level. Having participated in the Children of Prisoners: Mitigations and Interventions to Strengthen Mental Health (COPING) Research Project (funded by the FP7 Framework Programme of the European Commission), Eurochips launched the 4th Annual European Prisoners’ Children Campaign on a foundation of information taken from research conducted over the past 3 years on children of prisoners in Europe. The 2013 Not my Crime, Still my Sentence campaign focused on gathering signatures online through a petition widget created in accordance with the European Commission Citizen Action regulations. The campaign was virtual-only and individuals throughout the Eurochips network worked diligently to spread word of the campaign outside the network, to raise awareness on the importance of lobbying for these children. With the combination of Ms Lambert’s commitment to the cause for children of prisoners, the work of the wide Eurochips network and the individuals who took the time to sign the petition, the cause for children of prisoners has an opportunity to make a real impact at the EU level. Eurochips presents Ms Lambert with this report of the 2013 campaign the opportunity to become involved in the 2014 campaign on a more active level. Striving to remind Ms Lambert of the cause and various challenges these children frequently face, the letter stood as a reminder of her support and participation in 2012—and her pledge at that stage to take their agenda forward within the European Parliament. Jean Lambert, MEP London In 2013, the Not my Crime, Still my Sentence campaign objective focused primarily on gaining the support of Jean Lambert, MEP in order to ensure that children of prisoners across Europe retain their right to maintain contact with an imprisoned parent. The campaign asked her to take the issue forward by asking member states to: • Provide child-friendly visiting centres within prisons Eurochips members spread the letter throughout their own databases and social media channels. Eurochips focused on sharing the campaign letter directly with Ms. Lambert via Twitter and encouraging their own followers to RT (retweet) the link to the petition letter. 2013 was the first year that an MEP was targeted with whom Eurochips had previously worked and the connection resulted in higher participation amongst the social media friends and followers, who had a deeper awareness of the need for recognition of these children at the EU and international level. • Provide environments that foster quality contact between a child and an imprisoned parent —toys for small children, for example) • Promote attitudes among prison personnel that support children and young people, through training modules, for example Dear Ms. Lambert, I am signing this open letter to you on behalf of children of prisoners in Europe. At the “Coping with a Parent in Prison: An Agenda for Policy Reform”conference in Brussels in November 2012, you pledged your personal support for children of prisoners in Europe and stated their need for recognition and support at EU and national levels. During the European Prisoners’ Children Campaign I urge you to help take forward the key COPING Project Recommendation “to promote quality contact for children with their imprisoned parents”. This Recommendation reinforces a European Parliament Resolutions1 on the particular situation of women in prison and the impact of the imprisonment of parents on a child’s social and family life. This Resolution urges member states to make it easier for imprisoned parents and their children to stay in touch by creating a visiting environment that allows child-centred activities, which enable appropriate parent-child contact. It also reinforces point 24(4) of the European Prison Rules: The arrangements for visits shall be such as to allow prisoners to maintain and develop family relationships in as normal a manner as possible. COPING research findings suggest that maintaining the child-parent relationship through regular, direct contact with an imprisoned parent is one of the resilience factors to help promote healthy child development and minimize problems for children whose parents are in prison. The findings underscore the importance of contact with fathers as well as mothers. Your role as MEP and your dedication and interest in these overlooked children puts you in a unique position to highlight the child’s right to quality family contact and wellbeing, as stipulated in the UN Convention on the Rights of the Child, the European Prison Rules and the EU Charter of Fundamental Rights. I ask you to urge EU member states, associated countries, and their national parliaments to make it easier for imprisoned parents and their children to remain in touch. This can be done by creating child-friendly visiting environments and arrangements that promote quality contact, and by fostering attitudes that support this quality contact. In many countries, NGOs contribute a vital role in arranging appropriate prison visits and supporting this group of children. Collaboration between law enforcement, statutory (or government) agencies and NGOs needs encouragement in order to ensure that these children receive good treatment, information and support – particularly in places where very little NGO work currently exists. I, along with my fellow signatories, urge you to do everything in your power to help these children through these difficult times in their lives. Within the materials provided for the campaign (further details in following pages), individuals were encouraged to sign a petition letter addressed to Ms Lambert. Please, help us help them. Our main priority has always been to ensure that the child’s right to maintain contact with both parents if separated from one or both (a right stipulated in the 1989 UN Convention on the Rights of the Child and the 2000 EU Charter of Fundamental Rights of the European Union) is respected, honoured and considered at all stages of criminal justice proceedings — from arrest through resettlement. To maintain this objective we participate in research projects at the European and national level to ensure that data be published on the various vulnerabilities and challenges children of prisoners face and how they cope in their homes, at schools and within the community. It is our intention that quantitative as well as qualitative data concerning these children be collected, studied and published. The research we participate in is used as a platform both for further research as well as influencing legislation. The research project with the Danish Institute of Hu m an Rights and Univeristy of Ulster led to the History of the Campaign publication of the Children of Imprisoned Parents Report in 2011 which has been widely distributed in Europe and was highlighted in the UN Children’s Rights Commission General Discussion Day on Children of Prisoners in Geneva, September 2011. The EU funded FP7 Framework COPING Project (Coping with a Parent in Prison: Interventions and Mitigations to Strengthen Mental Health) spent 3 years collecting research in 4 nations - England, Romania, Germany and Sweden. The COPING Project End of Project Conference, hosted in Brussels in 2012 targeted policy-makers, practioners and Children’s Ombusmen. The impact of Ms. Lambert’s keynote speech as well as the participation of Margaret Tuite, Commisioner Coordinator for the Rights of the Child and Verena Knaus, Senior Policy Advisor at UNICEF Brussels ,were key to helping ensure that children of prisoners are put on the map at the EU level. The release of the COPING Final Project Report in July 2013 has been a monumental step towards raising awareness on the statistics and conditions of children of prisoners throughout Europe - one that we have already noticed will be used as basis for further in-depth research in other countries. In addition, the COPING Final Report has provided Eurochips with necessary data as well as children’s experiences and perspective on the topic which helps us in raising awareness at the EU and international level. Eurochips will continue to participate in research and projects dedicated to monitoring the situation of children of prisoners throughout Europe to ensure their rights are maintained at all levels of the EU 8 The cause for children of prisoners is not one that attracts immediate sympathy, and as such raising awareness on this issue is frequently challenging. Practitioners working within the field are familiar with these challenges. The stigma surrounding prisoners is seen in the media and community as well as on an individual basis. News coverage paints a picture of prisoners deserving their punishment of separation from family - yet rarely do these agencies recognize the other side of this scenario - children who must carry the stigma and impact of separation. Eurochips works to ensure that these children receive their definitive right to maintain contact with their imprisoned parent in cases where it is beneficial to the child. In most cases, regular contact and communication greatly increase the self-esteem, resilience and social development of these children. Raising awareness about the importance of this right for children to maintain quality contact in child-friendly environments (visiting centres and waiting rooms, for example) became a focal point for Eurochips. The need for a shift in the social perception of these children became obvious, and thus the campaign was born. The European Prisoners’ Children Campaign began in 2010 as an awareness-raising campaign on the topic of children of prisoners across Europe. At that stage, the campaign was focused around European Prisoners’ Children Week — a week in which Eurochips members in their various countries hosted a variety of events and activities to raise awareness at the national level. In 2011, Eurochips launched the awareness-raising effort with virtual tools and materials - focusing on gathering an online audience and momentum for the cause using various social media and blogging tools. This was the first year that the use of an on- line petition was established. At that stage, the petition targeted Members of the European Parliament in general. The 2nd European Prisoners’ Children Week Campaign was the first year that the use of an online petition was established. The use of the campaign e-banners and buttons became more widely accessible to organisations outside of the Eurochips network and the office staff saw an influx of interest from outside parties in the research, campaign and general topic on children of prisoners throughout Europe. The third year also saw the introduction of the slogan Not my Crime, Still my Sentence. The slogan resonated well with outside organisations and individuals and Eurochips saw a large increase in interest. Each year the campaign grows in tools, interest and materials. The feedback from the public and increase of interest on the topic in the media as well as online reflects the first steps in a change of perception. Volunteers, Eurochips members and staff have spent 4 years working on gaining momentum for the campaign and will continue to do so on an increasingly greater scale in the future. 9 Campaign Materials The campaign site, notmycrimestillmysentence. org provided materials, statistics and information to be shared via email and social media channels. Posters were available for printing, while e-buttons and Facebook Page Covers encouraged the online community to participate throughout the month of June. 2013 was the first year that the petition letter, signature widget and subsequent materials were provided in multi-lingual format. To accommodate the working languages within the Eurochips network, the materials were created in 10 languages: English, French, Italian, German, Spanish, Swedish, Croatian, Dutch, Czech and Greek. This allowed Eurochips members to spread the campaign via their own databases and social media channels in their own languages, and to reach a wider audience. Another new development was the use of a petition widget that complies with EU regulations, notably the European Commission’s Citizen Action Initiative. This decision was made with an eye to submitting the Not my Crime, Still my Sentence campaign to the Commission in 2014 and ultimately requesting that the Commission host the campaign. This would generate Campaign Materials further interest amongst professionals working within the EU system. The petition widgets were available for anyone to use, in any of the languages on their own websites or blogs. This allowed Eurochips members to collect signatures directly from their own websites, and enabled them to link back to the campaign site for further information. The site served as an information hub for individuals to learn more about this specific group of children. It provided: • The personal experiences of having a parent in prison as expressed in interviews with chil- dren who have participated in programmes and research projects within the Eurochips community • Artwork created by children in prison visiting centres which provided a creative outlet as they waited to see their imprisoned parent • An animation highlighting the cause and campaign objective • Policy recommendations by children who participated in the COPING research study. This online dissemination brought in signatures from a variety of nations not initially targeted. As the campaign spread, Eurochips received global requests for further information, particularly for the COPING final report. The Eurochips network elsewhere reached out via social media and emails to new contacts throughout Europe and globally, creating a dialogue between criminologists, lawyers, judges, health-related agencies like WHO and other organisations to further raise awareness about children of prisoners. Our slogan, Not my Crime, Still my Sentence, was used on Twitter via hashtags and promotion, resulting in a spread of tweets and information-sharing about the campaign. In 2014 the Eurochips team hopes to strategize well in advance with some of the new outside organisations, agencies and press (at the national, pan-European and international level) to 13 Signature List Moving Forward There were many lessons learned and taken from the 2013 Not my Crime, Still my Sentence Campaign. Further support from Ms Lambert and other MEPs would be incredibly beneficial towards raising awareness for children of prisoners across Europe. Some ways in which Ms Lambert could get involved and help us help them in 2014: • Tweeting about current events and conferences at the EU level relating to justice for children of prisoners when the Eurochips team tweets the information directly to her. • Helping our team by writing a letter directly to her peers in European Parliament appealing for help in promoting visibility of children of prisoners in the EU. • Featuring the campaign on her website throughout the duration of the signature collection period. We therefore use the aforementioned as suggestions on how she could help, but greatly look forward to future correspondence with regards to this issue. • Scheduling a time for a conversation with Eurochips staff on ideas she may have in further raising awareness and impact at the EU level. • Bring the issue of prisoners children to the attention of your MEP colleagues who focus on areas outside of criminal justice, such as health, family & children.
