RESOLUTION TO PROVIDE CURRICULA MATERIALS AND TRAINING SERVICES TO EARLY CARE
AND EDUCATION PROVIDERS IN MIAMI-DADE COUNTY.
AUTHORIZE THE PRESIDENT AND CEO TO NEGOTIATE AND EXECUTE CONTRACTS WITH THE
V(NDORS LISTED IN TIlE BACKGROUND SECTION OF THIS RESOLUTION TO PROVIDE
CURRICULA MATERIALS AND TRAINING SERVICES TO EARLY CARE AND EDUCATION
PROVIDERS IN MIAMI-DADE COUNTY, FY 2011-2012.
THE CUMULATIVE TOTAL OF THE TEN (10) CONTRACrS WITHIN THE CURRICULUM
MATERIALS AND TRAINING SERVICE CATEGORY WILL NOT EXCEED $448,388.00 WHICH IS
SUBJECi TO APPROVAL FOR LEGAL SUFFICIENCY AND FORM.

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF THE EARLY lEARNING COALITION OF MIAMIDADE/MONROE, MIAMI-DADE COUNTY, FLORIDA that this Finance Committee award
RFP#ElCMDM2011-02 for Curricula Materials, Training and Enhancement Program Services to the
following vendors listed within the background s.. ctlon of the resolution to provide curricula
materials and training services to early care and education providers in Miami-Dade County. Also,
authorize the President and CEO to negotiate and execute contracts With the aforementioned
vendors to provide curricula materials and training services to early care and education providers
in Miami-Dade County, FY 2011-2012. The cumulative total of the ten (10) contracts within the

Background
In January 2011, Resolution #013111-01 authorized the President and CEO to release a Request
for Proposals (RFP) for Curricula Materials Services for fiscal year 2011-2012, with an amount not
to exceed $448,388,00. As a result, on March 31, 2011, the Coalition released
RFP#ELCMDM2011-02, requesting Curricula Materials, Training and Enhancement Program
Services.
On April 20, 2011, the Coalition received ten (10) proposals, which were reviewed by three (3)
Evaluation Committee members. The RFP contained four (4) different sections and each proposer
had the opportunity to apply to one or all sections.
The following table Illustrates each section, the responding proposer, and the respective ranking
received from the Evaluation Committee members:

Foundation, Inc.; HighScope Educational Research Foundation; Teaching Strategies, Inc.; Pearson
Education Foundation; Committee for Academic Excellence Foundation, Inc.; HighReach learning, a
division of Carson Dellosa Publishing; florida Institute of Education at the University of North
Florida; Houghton Miffiin Harcourt School Publishers; Brainheart Guidance, Inc.; and ScholastiC,
Inc.
Also, the Coalition is requesting that authorization is given to the President and CEO to negotiate
and execute contracts with tM recommended proposers for each category, noted above. All ten
(10) contracts in the curricula materials and training category will not exceed 5448,388.00 and will
begin On July 1", 2011 through June 30, 2012.

Subject: Short Term Lease
Dear Executive Committee:
Attached is a copy of a short term lease that will allow us to move
about 25 staff of our staff to the 2525 building right next door to
our 2555 building. This is the only space that we found in the area
that would allow an immediate very short-term lease. Our
insurance company is covering the cost of the lease for 10 weeks
which should be just about enough time to get us back into our
space. The lease was been reviewed and approved by Tew
Cardenas.
I would like to sign the lease today or tomorrow morning at the
latest so that we can get into the space by Friday. This will allow us
to get back to business, including having small conference rooms to
meet with providers and other community partners. The space is
leased fully furnished. We will not need to move any of our
furniture and will still have access to our copy machines, other
equipment and documents.

Lease highlights:
 $7,200 per month, inclusive of telephone and internet
 Space is furnished
 Eight offices total
 Some offices will house up to five staff
 The landlord will extend month-to-month as needed with 30 days
notice
 All ELC staff will remain in close proximity
I would like your approval before I sign the lease. Please let me

This was the best option after considering the offsite options and insurance was
willing to afford this for us.
