The campground, at the 6,100-foot elevation, is open through Oct. 25, weather permitting. Cost is $20 per night and some sites can handle RVs up to 35 feet in length. The campground is located 6 miles on a dirt and gravel road south of Highway 44, and about 11 miles east of Old Station. More photos on Page 5. Ten teams have already entered with a limit of 16 allowed to participate. The branding is open and participants do not have to have cattle in the Pen Show to enter. The roping will be bracketed similar to the NCAA basketball tournaments. There will be two pens with teams branding at the same time. Admission is free. The branding is scheduled to start at 1 p.m., Sunday, Sept. 4, in the small covered arena at the fairgrounds. The branding is managed by the Fall River - Big Valley Cattlemens Association and the profit goes back into the communities through educational scholarships and financial assistance. A Grebe Research Symposium is set for Friday for those interested in the more scientific aspect of the grebes, their ecology, and conservation. Later, a beer stroll is planned around Old Towne Chester to benefit the Plumas Audubon Society and the Feather River Land Trust. Saturday and Sunday will include pontoon and kayak tours, field trips to Chester Meadows, historic Olsen Barn property, Willow Lake, north fork of Feather River and Humbug Valley. Helping the homeless PCT hiker aids family stranded with flat tire On Saturday at about 5:09 p.m., Sarah Sexton, a hiker on the Pacific Crest Trail, located a family of four whose vehicle had broken down on a nearby Forest Service road in the Old Station area. The family, which included two juveniles ages 8 and 12, had been walking for more than three hours before running into Sexton. She provided the family with all the water she had left as the family had no food or water. Sexton used her cell phone and called SHASCOM dispatch for assistance. Deputies from the Burney area responded to the Old Station area in an attempt to locate the family. With the assistance from the CHP helicopter and U.S. Forest Service, the subjects were located within a half-hour and transported to safety. All four were unharmed and in good health. The family sustained a flat tire on their vehicle and decided to walk towards Old Station and Highway 44 for help, before running into Sexton. Sexton was thanked for her help. Rotary Dist. 5160 Camp Royal leadership students, from left, Lucas Warnock, Hunter Mostoufi and Makayla Henderson completed their community service project at the Good News rescue mission in Redding. The three donated 50 hygiene bags (tooth brushes, shampoo, soap, and more) to the overnight visitors to the mission. The three also extended thanks to Mike Kerns of Cassel for bringing them three bags full of shampoos and soaps from his hotel stays that were used in fulfilling their project. Shasta Green issues layoff notices While negotiations continue between Pacific Gas and Electric Company and Burney Forest Power on the rate the biomass plant is paid to produce electricity, workers at neighboring Shasta Green were given notice they could face layoffs if an agreement isn’t reached. Under the Worker Adjustment and Retraining Notification (WARN) Act that was enacted Aug. 4, 1988, companies with more than 100 workers must let their employees know at least 60 days in advance of a potential closure. Shasta Green isn’t involved in the rate negotiations, but the company provides wood waste to Burney Forest Power to run the biomass plant and uses the power BFP produces to run Shasta Green lumber kilns. Assemblyman Brian Dahle, R-Bieber, sponsored legislation last year that would have provided subsidies to biomass power plants. Wind and solar plants are currently subsidized and Dahle’s AB 590 bill would have leveled the playing field. The bill moved through the legislative process, but Gov. Jerry Brown did not sign it. Water flows to increase on 9 miles of Pit River Pacific Gas and Electric Company (PG&E) will provide high whitewater flows on the Pit 5 Reach of the Pit River in eastern Shasta County. The higher flows will occur Sept. 10-11. Those recreating in or near this portion of the river are encouraged to use extra caution during the increased flows. This portion of the river contains Class III, IV and V rapids, which are appropriate only for skilled paddlers. The reach is not appropriate for tubing. The Pit 5 Reach is the 9.3-mile portion of the Pit River that extends from PG&E’s Pit 5 Dam and the J.B. Black Powerhouse near Big Bend. On the weekend of Sept. 10-11, PG&E will increase flows to 1,200 cubic feet per second on both days. As with the previous releases, starting early in the morning the flows will gradually be increased to the target level by 10 a.m. and then after 4 p.m. gradually decreased to more normal flow levels. The whitewater flows are a requirement of PG&E’s license conditions for the Pit 3, 4, and 5 Hydroelectric Project. Despite the drought, water flows in the Pit River watershed are near normal as the Pit River is largely fed by springs that steadily release water from large volcanic aquifers, even in dry years. Due to the high fire danger this year, the higher flow dates are subject to change. PG&E recommends verifying the dates via the PG&E recreation website pge.com/recreation. PG&E offers the following water safety tips: • Sudden immersion in cold water can stimulate the “gasp reflex,” causing an involuntary inhalation of air or water. It can even trigger cardiac arrest, temporary paralysis, hypothermia and drowning. When faced with swift water, even the strongest swimmers may be easily overwhelmed. • Many unseen obstacles can be lurking below the water’s surface. Swift water can make these obstacles even more treacherous. Guided trips for inexperienced paddlers are recommended. • Recreating in PG&E canals and flumes is strictly prohibited. Stay out of canals and flumes, which are very dangerous due to slippery sides and fast moving water. Good on all rides – Thursday through Monday, plus one 32 oz. souvenir cup with $2 refills. F Troop organizer Greg Trotter is scheduled to present One SAFE Place with a donation of $2,650 as proceeds from the event which drew in about 70 motorcycles and several classic cars. Burney Veterans of Foreign Wars Post 5689 donated $250 on top of providing the venue for the fundraiser. Awards were given for the high hand, low hand, best bike, best car and more. The Burney Lions Club donated and prepared food for the barbecue and were on hand to show support for One SAFE Place’s Intermountain program which provides a 24-hour crisis line and advocacy for survivors of domestic and sexual abuse. The Intermountain program is staffed by volunteers in the Burney area and provided life changing services for 40 people within the last year. “Run for the Money” is just one of the many charitable events put on by the United Bikers of Northern California, a 501(c)3 organization that gives 100 percent of all fundraising events to charity and is dedicated to doing good things for local communities. SNYDER An incident happened this past week that created for me a certain pause to think about things. I don’t often think about too many things. After all, with only one little gray cell, it is hard to think about things in the plural. “One-thought-at-a-time,” is my life motto. Experience has taught me that too many thoughts at any given time, usually leads to trouble with the Gracious Mistress of the Parsonage. I was going to pick up a few items at Publix when it happened. I parked in the parking lot as normal, got out of the car and started towards the store. Halfway to the store is when it happened. Even now as I think about it, I’m a little excited. Believe me; it takes quite a bit to get me excited these days. Walking towards the entrance to the store, I saw on the ground a penny, which caused me to stop in my tracks. I do not bend over for anything unless it is important these days. My problem is that if I bend over I will have difficulty in unbending. It has to be something rather important for me to bend down, let alone pick it up. However, there it was in all of its glory. I do remember one of my favorite quotes from Benjamin Franklin, “A penny saved is a penny earned.” He was a wise old man and should know about these things. I would like to amend that quote by saying, “A penny found is a penny earned.” After all, you cannot leave a penny there on the ground all by itself. Some people would complain that a penny is not worth that much. But a penny is worth one cent. And one cent has value, at least in my pocket. The formula goes something like this: 100 pennies equals one dollar. 100 dollars equals a whole heap of money. As I bent down to pick up this orphaned penny, I thought of all the other orphaned pennies that I have collected throughout my life. I make it a practice to adopt all of these orphaned pennies and keep them safely on my dresser. The penny that I picked up was a little corroded and dirty, but it had the same value as a bright shiny clean penny. Outside appearances do not fool me. In fact, I will take all the dirty pennies you have. I don’t know if it was my upbringing that caused me to be rather cautious with money. Or, if not having a lot of money throughout life has done the same thing. What I do know is, I am very careful when it comes to money. Don’t get me wrong. Money is not my god. Some people make a god out of money, which I think is rather silly. Money cannot create a God, but it is interesting that God can create money? As a young boy, my father taught me this one thing, “Son, if you can’t afford something you don’t need it.” I think he was right about 95% of the time. Then there are those times when I really needed something and could not afford it. I have tried to save money. I own a small piggy bank that I put extra cash into it as I find it. I try to hide it from my wife, which is never a good thing. If you have been married as long as I have, you will conclude that there is actually no way to hide anything from your wife. I was trying to save up a little cash for special things that I will leave unsaid at this point. Whenever I got a new coin, I would put it in this little piggy bank I had hidden in my closet. I almost reached my goal when something happened. I went to get some money out of the little piggy bank only to find it empty. Now what do I do? Do I let somebody in the house know that I’ve had a secret stash in my closet? Do I now come out of the closet? I figured the best protocol would be to say nothing and therefore not get into any trouble. Well, you know how that goes. That evening as we were watching a little TV my wife happened to say, “I hope you don’t mind, but I took some of the money out of your piggy bank in the closet to buy some items.” Don’t mind? Even if I did mind, I really can’t say anything. All I could say was, “That’s okay, I was just saving it for a rainy day.” “That’s what I thought,” my wife said most thoughtfully, “yesterday was a rainy day.” At least my money was used for somebody’s good purpose. The thought that danced around in my head was, how long did she know I had that piggy bank in the closet? So, the penny that I found in the parking lot this week has found a nice residence in my piggy bank, that is, until it rains. The apostle Paul said it best, “For the love of money is the root of all evil: which while some coveted after, they have erred from the faith, and pierced themselves through with many sorrows” (1 Timothy 6:10). Harris has issued four annual crime reports, which provide law enforcement agencies and the public with statewide data on crime statistics in their communities. The reports released include: • Crime in California • Hate Crime in California • Homicide in California • Juvenile Justice in California Harris said she is also making raw data from the Crime in California report widely available in an effort to promote transparency and encourage researchers, academics and interested parties to further analyze the data. The information can be accessed via the Attorney General’s Open Justice website, which shares findings in its data stories and publishes raw data on its data portal from the California Department of Justice’s statewide repository of criminal justice datasets. This March, Attorney General Harris and Assemblymember Jacqui Irwin introduced Assembly Bill 2524, which would convert Crime in California and other criminal justice annual reports published by the California Department of Justice into a set of key findings, data visualizations, and downloadable digital datasets that will be updated quarterly on the Attorney General’s OpenJustice Web portal. Crime in California 2015 presents statewide statistics for reported crimes, arrests, dispositions of adult felony arrests, adults placed on probation, full-time criminal justice personnel, citizens’ complaints against peace officers, domestic violence related calls for assistance, and law enforcement officers killed or assaulted. Highlights for 2015 The violent & property crime rates per 100,000 population increased from 2014 to 2015; the 2015 rates are 2.9% and 0.4% lower than 2010 (respectively). From 2010 to 2015, the robbery and aggravated assault rates decreased 13.2% and 1.1%, respectively. The arrest rate decreased by 4.5% from 2014 to 2015; a total of 1,158,812 arrests in the state in 2015; the lowest since 1969 (1,212,845 arrests in 2014). Misdemeanor Driving Under the Influence arrests decreased for the fifth year in a row. Adult felony arrest rates decreased by approximately 29% (predominantly burglary and drug offenses) and adult misdemeanor rates increased by 10% (also predominantly burglary and drug offenses) most likely due to the reclassification of prop 47 crimes. There was an 8.1% increase in all aggravated assaults and 15.7% increase in aggravated assaults with a firearm from 2014 to 2015. Assaults on peace officers increased by 10% from 2014 to 2015. Homicides in California 2015 contains information related to homicide, including demographic data on victims, persons arrested for homicide, persons sentenced to death, peace officers feloniously killed in the line of duty, and justifiable homicides. The homicide rate increased in 2015 (from 4.4 to 4.8 per 100,000); a total of 1,861 homicides in the state. Over the past decade the homicide rate ranged from a high of 6.9% in 2006 to last year’s low of 4.4%. In 2015, 82.8% of homicide victims were male and 17.2% were female. The largest proportion of victims has consistently been Hispanic. There were 163 justifiable homicides reported in 2015, with 130 committed by a peace officer and 33 committed by a private citizen. Firearms are used in over 70% of homicides in 2015; there was a 9.2% increase in the number of homicides with a firearm compared to 2014. Hate Crime Hate Crime in California 2015 reports statistics on hate crimes that occurred in California during 2015. Hate crime events increased 10.4% from 758 in 2014 to 837 in 2015; the vast majority of this increase is attributed to an uptick in events involving religious bias. Hate crime events involving a religious bias increased 49.6% from 127 in 2014 to 190 in 2015. Hate crime events with a sexual orientation bias are the second most common type of hate crime over the past 10 years (2006 – 2015). The total number of hate crime events has decreased 35.9% from 1,306 in 2006 to 837 in 2015. Anti-Islamic (Muslim) bias events increased from 18 in 2014 to 40 in 2015; anti-Jewish bias events rose from 80 in 2014 to 97 in 2015. Hate crime events targeting Hispanics increased 35% from 60 in 2014 to 81 in 2015. Anti-black motivation hate crimes continue to the most common hate crime, accounting for 31.9% (3,443) of all hate crime events since 2006. Juvenile Justice Juvenile Justice in California 2015 provides insight into the juvenile justice process by reporting the number of arrests, referrals to probation departments, petitions filed, and dispositions for juveniles tried in juvenile and adult courts. Juvenile arrests decreased for the seventh year in a row and are at the lowest levels ever. There were 71,923 juvenile arrests reported by law enforcement agencies in 2015, down 17% from 2014. In 2015 more than half of the juvenile (58.2%) arrests were for a misdemeanor offense and nearly a third (29.7%) were arrested for a felony offense. Among those arrested in 2015, 53% were Hispanic/ Latino, 22% were white, and 19% were Black. The ceremony was also in recognition and celebration of the 100th aniversary of the National Park Service. In 2006, the NPS and U.S. Citizenship and Immigration Services entered into an agreement to hold naturalization ceremonies in national parks as a way of spotlighting the beauty and significance of both the parks and the citizenship process. This was the second such ceremony held at Lassen, the first one held last year. The ceremony took place mid morning in the parking lot for the Lassen Peak Trail, which some of the new citizens climbed following the ceremony. OBITUARIES Jerry ‘Chick’ Kenneth Chandler Hydro operator, 66 Jerry “Chick” Kenneth Chandler, 66, lived on Chandler Lane In McArthur. He went to the happy hunting grounds in the sky on Aug.10, 2 0 1 6 , when he passed a w a y f r o m complications of an Aortic Abdominal Aneurysm. Chick was born Jan. 9, 1950, in Petaluma, California, to Hubert “Jerry” and Marvel Chandler. In 1965, the family moved to the Intermountain area. In the fall of 1967, he met his first wife, Linda Marymee. He graduated from Fall River High School in June of 1968. He and Linda married Nov. 2, 1968, and began their family together. They had three children – Ron, Jerry “Bugs” and Jody. In 1971, Chick was hired as a Cook at Red Mountain for PG&E. He was then transferred to Diablo Canyon at Jessup Camp in 1972. In 1973, he was transferred to Pit 1 powerhouse as an Operator helper. In November 1974, he was hired as a Roving Operator and was transferred to Pit 5 powerhouse where he raised his family living at the Pit 5 Camp Housing. In November of 1984 he received notification of a transfer to be the Hydro Operator at Pit 1, Hat 1 & Hat 2 powerhouses. He was ecstatic, and moved his family back up to the beautiful Intermountain area. During the time of living at Pit 5, he and his family were very active in Black Powder Shooting, and spent much of their time with their other “family” going to rendezvous, hunting and fishing. In 1988, along with Mike Pasternak, he made the worst decision of his life, and bought The Buckhorn Saloon for their wives to run. Mike got smart after three years, and sold his share out to Chick and Linda. Linda ran the business and Chick partied there until they sold it in 2002. Chick married one of his best friends, Donna, in 2004. Chick retired from PG&E in 1991, after 20 years. He then started building cell phone towers all over the country. He lived in Des Moine, Iowa; Albuquerque, New Mexico; Seattle, Washington; Phoenix, Arizona; and Southern California. He loved the traveling, meeting new friends and the challenge of cell tower design. Chick finally stopped working in 2012 and moved back to the Intermountain area for good. He loved retirement, enjoyed his family and friends, golfing, fishing, hunting, socializing and was always up for a game of horseshoes! Chick was preceded in death by his father, Hubert “Jerry” Chandler; mother, Marvel Chandler; and sister, Jill Chandler. He is survived by his wife Donna; sisters Jacklyn Chandler of Alamo, California and Joy Chandler of Redding, the mother of his children, Linda Baldwin of Woodland; sons, Ron Gooch and wife LaDona of Cottonwood, Jerry “Bugs” Chandler and wife Danielle of Alvin, Texas, Jim Toney and wife Jennifer of Beaverton, Oregon; daughter, Jody Morgan and husband Jim of Fall River Mills; 19 grandchildren, Jessica, Bailie, Shayla, Quinn, Tylor (Alex), Maysn, Eric, Emily, Joe, Coryne, Stevie, Scott, Shane, Sara, Tatjana (Steve), James, Amber, Lexi, and Jaxson; seven greatgrandchildren, Tyson, Oakley, Paiton, Simon, Ammerette, Carly and Edgar; and several cousins, nephews, nieces, and friends he called family. A Celebration of his Life will be held Aug. 27, 11 a.m. at the Inter-Mountain Fairgrounds Gazebo. Gary Clinton Scott Mechanic, 79 Gary Clinton Scott, 79, of Philipsburg, Montana, died Wednesday, Aug. 10, 2106, at his residence. Gary was born March 28, 1937, in Redding to parents Earl and Elinor (Atkins) Scott who were pioneers of Shasta County. Gary has one brother Terrance “Terry” (Janice) Scott of Redding. Gary married Patricia Joy Dial in 1956. They divorced in 1968. They had three children; Eric, Rhinda, and Theona. Gary married Leslie Ann Olinger of Burney in Reno, Nevada, on April 19, 1969. Together they raised the three children. Gary was a “Jack of all trades.” He had many professions during his life. As a young man he worked in the Timber Industry. He was primarily a Mill Wright and mechanic. In 1982 he bought and operated an automotive repair shop and Towing Service in Fall River Mills. Gary designed and developed a wood stacking device that he patented. He liked the idea that he was an “inventor.” Gary served as deputy coroner for three years for Shasta County. Gary retired at the age of 55 in 1992. He and Leslie sold their home, business and moved into their travel trailer. They spent the next 11 years hunting and fishing throughout the Western States. In 1993 he became caretaker for Georgetown Lake Boat Club. The job was fun not work. In 2003 he retired for real. He and Les bought property in Philipsburg, Montana. Gary drew blueprints for a small cabin and then he and Les, along with their friends and family built their home. Gary never quit tinkering and puttering on projects. Gary served in the Army/National Guard from 1955-1958. Gary “lived” to hunt and fish. As a teenager his friends called him “B.B. Brain” because he duck hunted so much. He was classed as a sharpshooter in the Army and was an excellent shot with a pistol, shotgun, rifle, or muzzle. During his black powder years he had a teepee, dressed in handmade buckskins and went “primitive.” Gary designed and built from the barrel to the wheels a replica of a full-size Civil War cannon. He and his team of “cannoneers” shot his cannon at Black Powder Rendezvous. Gary had a passion for archery hunting. Every hunting season he and Leslie set up camp from season start in September to season end in November. Gary loved to play Pinochle and Poker anywhere, any time. The card table served as a camp table and anyone who came by the hunting camp signed their name to the table. Gary loved to read. He was a WWII buff and could recite any information on any conflict, the battles, the commanders, the various planes, tanks and firearms. Gary is survived by his wife, Leslie, of 47 years of Philipsburg, his children Eric (Marjorie) Scott of Anaconda, Montana, Rhinda Whitt of Reno, Nevada, and Theona Dufer of Redding; eight grandchildren, 14 great-grandchildren, two nieces, and two Nephews, a brother, Terry (Janice) Scott, his sister and brother-in-law Kristine Olinger and James Smith, brother-in-law Danny Olinger. Also surviving are his friends of over 50 years and hunting partners George Braccidini and Doug Gasper. Gary also leaves behind his “Coffee Klatch” buddies at the Sunshine Station Bill Ballero, Delbert Yardley, Whitey Williams, Leo Graham, Sr., and Bill Weiz, all of Philipsburg. Arrangements are under the care of Cremation and Burial Society of the Rockies. Marjorie Jane (Porter) Waters Rancher, 91 Marjorie Jane (Porter) Waters was born on July 17, 1925, in Alhambra, Calif. She was raised in South P a s a d e n a , where she lived with her mom, grandparents and two older brothers. There were mostly boys in the neighborhood, so she learned how to play baseball, soccer, tennis and kickthe-can. Whatever they were doing, she did. And like her brothers, they all called her “sis.” When she was 16 years old, Margie worked part-time as a candy clerk in Wallace Grocery Store in South Pasadena. On Sunday afternoon, Dec. 7, 1941, she was at home with her family listening to the radio, when the radio announcer said Pearl Harbor had been attacked. She said, “We all began to cry, and cry.” Everyone became a part of the war effort, including Margie’s mom. Because her mom was only 4’10”, she became a “Rosie the Riveter” for Douglas Aircraft. Margie said, “My mom wanted to do something for her country since one of her sons was in the Navy and her brothers had served in WWI.” These women were able to get inside of the wings of a fighter airplane and tighten the bolts so that the plane flew secure. At 17, Margie moved north to Sausalito, to work at Bechtel Ship Yards; she was in charge of requisitioning all parts and ammunition for the ships being built or repaired. After a year-and-a-half, she moved to Los Angeles, to work as a full-time clerk in the withholding tax division of the Federal Building. One day, there was an announcement on the radio that the war was over. “Everyone cheered and streams of ticker tape were thrown out of the windows,” she said. “Those who’d lost loved ones in the war hugged each other, crying with relief that it was finally over.” On Sept. 21, 1946, Margie married her childhood sweetheart, Wayne (Soapy) Waters. “When we were little, he lived down the street from me and was always getting in trouble from my grandmother for messing up the flower beds,” she said. He served in the Navy six years and was at Pearl Harbor when it was bombed. “He came to visit me when he got home from the war and eventually we got married,” she added. They lived near the beach in Costa Mesa and had three daughters: Christine, Anna and Anita. Their home was filled with opera and classical music, because Wayne sang. Years later, Margie and Wayne became successful business owners. They owned Wayne’s Liquors in Tustin for 11 years and then, Wayne’s Villa Park Liquors for more than 10 years. When they retired, they built a ranch up in the mountains of Northern California. For a while, they raised quarter horses and grew wheat or barley on part of the acreage. On a clear day they could see beautiful Mount Shasta and Lassen Peak. Margie became known in the community as the “Sweetheart of Pittville.” And indeed she was. She was known for her laughter that could brighten any room, and she loved to send cards for any occasion or to cheer someone’s day. Her husband passed away in 1997. Margie continued to manage the ranch until she made, what was originally intended to be, a temporary move to The Vistas Assisted Living in Redding in October 2011. When it became apparent that The Vistas was to be her new home, she tried to fill a need for the other residents by launching “Margie’s Mercantile.” Her “store” was open once a week and offered assorted candy, personal and seasonal items, and gifts. Reflecting back on her life, Margie said she was proudest of that venture. Here’s a little secret about Margie you may not know. She had a heart for prayer. She prayed daily for her three children, nine grandchildren and many greatgrandchildren. Even in this past year, you could find slips of paper in her room, purse or cart, with the words, “pray for ______” written on it. More than likely, she prayed for some of you. Margie passed away peacefully on Monday, July 25, 2016 – her three daughters at her bedside during her last week. A memorial will be held at 2 p.m., Friday, Aug. 26, at The Vistas Assisted Living and Memory Care, 3030 Heritagetown Drive, Redding.
