Local Agency Responsible SEDA-Council of Governments Study Area Seven-County region comprised of Columbia, Lycoming, Montour, Northumberland, Union, Snyder, and Schuylkill counties. Project Scope • Compile and analyze data on existing transit services and compare to peers • Assess unmet needs through an analysis of socio-economic characteristics of the region, major trip generators and qualitative input from key stakeholders and the public. • Identify and evaluate alternative service improvement strategies • Prepare a short-range (five years) plan with recommended service improvements, costs, potential funding sources and responsible parties. • Conduct stakeholder and public involvement during and at the conclusion of the study.
