memorable, and enjoyable Scouting experience to each and every Scout that enters our gate. To

Dear Camp Leader:
Thank you for choosing Kittatinny Mountain Scout Reservation (KMSR) for your 2009 Summer
Camp. Over the years KMSR has had a tradition of providing the Scouts with great memories and
experiences that they will keep for a lifetime.
This year, our goal is to build upon the great program and customer service that you have come to
expect.
In an effort to make summer camp the best experience possible, we will need your help. Please use
this NEW leader’s guide to help plan a meaningful and exciting week of activities for your troop.
Please take the time to read through the leader’s guide carefully.
Here are just some of the items that we have added over the last few years to help you experience a
great week at KMSR.

WEEKS 1 THROUGH 5 PROVISIONAL CAMPING FEE: A Scout who is unable to go with
his own troop will be assigned to our KMSR provisional SUPER TROOP 352. He will eat all his
meals in the Dining Hall. Your Scout will be under the direct supervision of our Provisional
Scoutmaster. Cost: $300 per Scout ($275 before April 1/$325 after May 1). Remember: camp
closes Saturday after breakfast and opens after 1:00 PM on Sunday.
LEADERSHIP POLICY FOR ALL BSA TRIPS AND OUTINGS: It is the policy of the BSA
that trips and outings may never be led by only one adult. Two registered adult leaders or one
registered adult leader and a parent of a participant, one of whom must be 21 years or older, are
required for all trips and outings. It is the responsibility of the chartered organization of any Cub
Scout Pack, Boy Scout Troop, or Venture Crew / Ship to inform the committees and leadership of the
unit that sufficient adult leadership must be provided on all trips and outings.
CENTRAL NEW JERSEY COUNCIL REFUND POLICY:
Boy Scout Resident Camp (including Provisional Campers): The first $50.00 of any fee paid is nonrefundable. Full payments are transferable to other Scouts (with a note from the parents/guardians
transferring the fee) until June 15th. The balance of the fee is refundable for the following reasons:
illness requiring medical attention, summer school, or family emergency. Refund requests must be in
writing, include proof (i.e., a letter from a school official or doctor), and be received at the CNJC
Office, attn: Office Manager, no later than August 31st.

SUMMER CAMP SITE FEE AND
RESERVATION POLICY
Follow these steps to make the KMSR 2009 reservation process easy.
1. Pick a date and reserve a site! A non-refundable Troop site fee of $100 is required with the
application. Site reservations will be confirmed on a first come, first served basis. If you have not
reserved a site with a $100 deposit, do so immediately. This fee will later be deducted from the
Troops’ fee total for the summer or you may roll it over to 2010. Troops at summer camp will
receive the first choice on reservations for the next year’s summer camp if your deposit is paid
before leaving camp.
2. Gather leadership! The primary leader must be 21 years of age. Assistants must be at least 18
years of age. There is no charge for the first 2 leaders to attend camp. Additional adults
registered for the entire week will be charged as shown on the fee schedule. (Page 3)
3. Get the Scouts! Determine your Troop’s attendance by March 1st. Now is the time for a Troop
camp savings plan and camp fee fundraiser. Submit one check with full payment from the Troop
to the Council Office before April 1st. In order to receive the discounted fees, full payments have
to be received in the Council Office no later than April 1st excluding Scouts who just crossed over
from Webelos. Use the sign up form in the appendix to make this easy and clear.
4. Taking care of business! After March 1st, finalize your Troop’s attendance for camp and pay any
fees for last minute campers. All new Scouts who were just Webelos receive the $275 discounted
fee. Use the roster form in the appendix to make this easy and clear. This deadline is absolute.
Payments received by the Council Office May 1st and after pay the regular fee of $300. Out of
council units must provide unit accident insurance including the company name, policy number,
and expiration date.
5. Just one meeting! Attend the pre-camp leaders meeting. You have the option of two meetings,
May 5th or June 10th. Both meetings are being held at the South Brunswick Municipal Complex
in the Public Works Building (540 Rt. 522, South Brunswick, NJ) and start at 7:30 PM. Please
plan to attend one of these meetings as we will be discussing a lot of NEW things for KMSR for
this summer.
6. Conduct a pre-camp Troop meeting for Scouts and parents to review program options, provide
information about summer camp and answer questions. Give out the KMSR Program Planning
Sheet, Program Schedule, and Program Opportunities sections of the Summer Camp Guide and
Medical Forms to Scouts ahead of time so they can work on it before the meeting. Set up
deadlines for Medical Forms too!

7. Conduct a personal growth conference with each Scout attending camp to help the Scout plan
for camp. From the list of merit badges and other opportunities, the Scout should select what he
would like to do at camp. Do not let the Scout over program himself with merit badges. Allow
time for fun. Look in the Program Planning section of this guide for the requirements that should
be done before camp. Scouts should bring any completed required materials and be prepared for
review. Make use of the program planning sheet at the end of this guide.

9. Hit the road! Arrange for transportation to camp. File a Local Tour Permit Application with
your local council. Bring it to camp with you. Pack Troop equipment and foot lockers in as few
vehicles as possible to keep traffic on our narrow campsite access roads to a minimum.
Remember that only one vehicle will be allowed into the campsite. Please tell parents that they
must park in the parking lots.
10. First day in camp. Be prepared to settle any outstanding charges. You will not be allowed to
check in if any fees are still outstanding. Be sure to bring your checkbook. Charges to unit
accounts will not be accepted. Non-Central NJ Council Troops should be sure to bring UNIT
ACCIDENT INSURANCE INFORMATION with you, as well as claim forms, so that you are
prepared in the case of an emergency. Also remember to bring three Troop rosters, medical
forms for everyone, scouts and leaders medication ,and your tour permit. The Central New Jersey
Council, BSA carries a limited accident / sickness policy on all CNJC Scouts while in camp.

INFORMATION FOR
PARENTS & GUESTS
PARENTS AND GUESTS: All visitors MUST REPORT TO THE OFFICE UPON ARRIVAL AT
CAMP. Parents and guests are welcome at check-in time on Sunday; the campfire that night and at
Saturday morning's final closing retreat. Check-in begins at 1:00 PM.
PARENT & GUEST MEALS: Visitors are welcome to stay for meals. The 2009 costs are as
follows: Breakfast, $5.00, Lunch, $5.00, Dinner, $7.00. Meal tickets for visitors are mandatory
and must be purchased at the Trading Post prior to meals.
SPECIAL FOOD NEEDS: Please make sure that any dietary restrictions are brought to the Camp
Director’s attention in written form by June 15th.
CAMPERSHIPS: Limited camperships are available for those Scouts who need financial assistance
to attend camp at KMSR. Campership applications are available to Scouts from the Council Office
or at www.cnjcscouting.org. Incomplete campership applications will be returned. All applications
require a $10.00 deposit and the balance is due to Council prior to the Scout entering camp.
Camperships are paid directly to the Council by the Scout’s family.
MAIL: Incoming mail will be given only to Scoutmasters. Scouts enjoy receiving mail from home.
It is important for you to remind parents to refrain from comments like "we miss you very much,"
"it's lonely without you," etc. to help prevent homesickness. Mail to camp should be sent at least four
days in advance.

All phone messages will be delivered to the Scout or the unit leader at the first meal following a call.
Emergency messages will be delivered immediately. A payphone is available for Scouts and Scouters
to call home. Scouts must be accompanied by an adult leader to use the pay phone. The camp office

PARKING is provided for all vehicles remaining in camp for the week. After check-in, only camp
vehicles are permitted beyond the parking lot.

KITTATINNY MOUNTAIN MAN PROGRAM
The Kittatinny Mountain Man Program is designed for older Scouts (from 13 – 17 years old) and is based on
the BSA High Adventure Program. All Scouts interested in the Kittatinny Mountain Man Program should be
well established Scouts with a minimum of three years of Boy Scouting experience. This program involves offsite trips; each of these off-site activities requires parental permission. These parental permission forms will
be distributed at the pre-camp leaders meeting, so be sure that a representative from your Troop picks them
up that night. Permission forms need to be signed before the Scouts arrive in camp in order to participate. The
program begins with leadership games and teambuilding challenges that can be brought back to the Troop’s
year-round program and culminates with the last off-site activity on Friday. The challenges are meant to foster
leadership and camaraderie among the senior youth leaders. Scouts in this program will also be involved in a
service project during the week. This program includes an additional $50 fee for participation. This fee
can be paid at camp.
SCOUTS MAY EARN MERIT BADGES DURING THE WEEK AND STILL
PARTICIPATE IN THIS HALF-DAY PROGRAM.
Trail to Eagle Program
The Trail to Eagle Program is designed to help experienced campers along the trail to Eagle continue in the
right direction. All boys interested in the Trail to Eagle Program should be well-established Scouts with a
minimum of three years of Boy Scouting experience. Boys enrolling in this program are not required to take
all the classes offered in this program. Scoutmasters should play an active role in guiding the correct boys into
the Trail to Eagle Program. Please refer to the pre-requisites list when choosing merit badges. See the schedule
in the back of this guide for details.
The First Year Brownsea Island Adventure
The First Year Program is designed to help Scouts gain familiarity with the summer camp program and
Scouting in general. Scouts participating in this program will have the opportunity to earn merit badges and
work on skills needed for advancement up to and including First Class. They will also experience the many
program areas of KMSR. This program will serve as a perfect introduction to the wonderful world of
Scouting. This is a half-day program, and Scouts signed up should participate in the full program. All
Scouts participating in First Year Program will need to bring a tent and Scout Handbook to camp to participate
in the camping adventure overnight.

Brownsea Island Adventure
The Brownsea Island Adventure Program is a highly-structured program designed for first-time
summer campers, boys who are 11 – 13 years old and have just joined, or boys who have joined
since last year’s summer camp experience. Usually units have a first-year camper patrol
participating in this experience. We want to help new Scouts work up to First Class requirements,
and provide an introduction to Boy Scout summer camping. In addition to working on skills
necessary for rank advancement, participants will also have an opportunity to work on merit
badges.
LEADERSHIP
The first-year adventure will be under the leadership of the highly trained and experienced
KMSR staff director. A full-time Brownsea Island youth staff will also be leading the program
and teaching some vital Scout skills. Each unit sending more than 5 Scouts to this program is
asked to provide at least one adult leader to join the group for the week.
PROGRAM
Scouts will work on skill requirements up to First Class and learn about the patrol method. This
will include knots, first aid, camping, nature, cooking, teamwork, patrol method, physical fitness,
Scouting values, and more. A tracking sheet will be used to document activity. At the end of the
week the unit will retain a copy of the tracking sheet. The Scoutmaster will be responsible for
testing these skills and signing off the requirements when completed to his or her satisfaction.
STRUCTURE
The Brownsea Island Adventure is a half-day program with identical sessions in the morning and
afternoon. Scouts must participate in the full morning or full afternoon session. This will consist
of skills training sessions and an experience of visiting many of the action areas in camp. While
not in session, Scouts are free to work on merit badges.
The Brownsea Island Adventure schedule is located towards the end of this guide.

The Trail to Eagle
A Senior Camper Program
The trail to eagle program is designed to help experienced campers along the trail to eagle continue in the right
direction. All boys interested in the trail to eagle program should be well-established scouts with a
minimum of three years of boy scouting experience.
Boys enrolling in this program are not required to take all the classes offered in this program. Scoutmasters

SCOUTMASTER BAKE-OFF
COMPETITION
This is a chance for scoutmasters to show off their culinary skills. The bake-off will take place on
Thursday evening. To win, scoutmasters will cook their most scrumptious dessert at their campsite.
Judging will take place at 9:00 PM in the Leader’s Lounge (Johnson Lodge). Any unit leader may
submit a dessert to our expert food critics... so gather the finest ingredients and bring them to camp.
One entry per Troop please. The winner will earn a special award at the Closing Campfire!
BEACH PARTY 2009
WATER CARNIVAL AT THE SWIMFRONT
(FOR ALL SCOUTS & LEADERS, IT’S THE PARTY YOU’VE BEEN WAITING FOR!)
Join us on Wednesday night at 7:15pm at the Swimfront for Beach Party 2009. Come in your
swimsuits and Hawaiian shirts and join the party. There will be events for all ability groups from
sandcastle building to relay races. Plus…watch out for the scoutmaster belly flop contest. The
Big Kaunas take to the Floating Island to cap off this Luau. Extra points will be awarded for
Scoutmasters that flop in Hawaiian gear or full Class A Uniform.
The complete list of all events will be handed out at the SPL meeting on Monday afternoon. We
hope to see you all there for Beach Party 2009!
THE GREAT KMSR
TINMAN COMPETITION
Our version of the Iron Man… but with a heart!
The great KMSR TINMAN COMPETITION not only challenges strength and endurance, but also
tests knowledge and execution of Scout skills. The race will begin at the stroke of 5:00 PM, Friday
afternoon in front of Kapica Lodge. The race continues to the archery range to test strength with a
bow and arrow and then continues to the chapel parking lot to test scoutcraft skills… exchanging
batons along the way. After crossing Lake Ashroe Dam, it continues to the swimfront. From there,
swimmers will swim to Struble Road and hand off their baton to a troop mate. He will then run to the
footbridge where two other troop mates will be waiting in a canoe. Then the long paddle begins back
to shore. The last leg of the race consists of a runner from the boatyard who will run to the road in
front of Kapica Lodge and cross the finish line. Good Luck!

THE GREAT KMSR RUSTYMAN COMPETITION!
Our version of the TINMAN but a lot less challenging and a
lot slower. In it, Scoutmasters will swim across the lake,
run up the Kittatinny Mountain, dig ditches, knit an afghan,
run to Dairy Queen, unclog a toilet, and sing an Italian
opera.
OK, for real…the great KMSR RUSTYMAN COMPETITION is an adult leader version of the famed and
popular TINMAN COMPETITION. The race will begin at the stroke of 4:30 PM, Friday afternoon in
front of Kapica Lodge. We will test the knowledge of the leaders on their Scout Skills. Medical staff will
be standing by.
“Momma Mia!” a COOK-OUT!
THURSDAY EVENING TROOP DINNER
Here is an opportunity for your Troop to work on teamwork and patrol method skills. The Troops will be
given pasta, pasta sauce, meatballs, garlic bread, spices, cobbler mix, and the other essentials to cook an
Italian feast at their campsites. Troops will also be given drink mix and disposables for the night. The rest
of the Troop helps build a campfire to cook dinner and clean up in time for the evening’s activities. When
the feast is prepared the entire Troop must yell, “Momma Mia!” Don’t forget…you must bring Troop
cooking equipment including a Dutch oven, pots, utensils, and a beverage cooler to camp with you for
this event.

ORDER OF THE
ARROW ACTIVITES
OA Activities will be hosted by our Camp Chief from
Sakuwit Lodge #2. All Arrowmen attending camp this
summer are invited to meet the Chief and participate in our
activities:
OA Day – Wednesday of every week in camp is OA Day.
Wear your sash proudly!
Service Project – Participate in some cheerful service with
the brothers of Sakuwit Lodge #2 after lunch on Wednesday. All Scouts and Scouters are invited to
participate in making our camp a better place for all!
OA Cracker-Barrel – Every Wednesday evening at 8:45 PM, our Camp Chief will host a social for all
Arrowmen in camp. Bring your patch collections for trading!
Our Camp Chief will be available to tell you all about the High Adventure activities available to OA
members at Philmont, Northern Tier, and Florida Sea Base. Also, if you need tutoring or information to
become a Brotherhood member, be sure to ask.

MERIT BADGES
Blue card merit badge applications are used at camp. They must be signed by the unit leader and turned in
to the merit badge counselor. It is imperative that they be turned in at the first merit badge session.
Limited merit badge sign-up will occur at the parade field following dinner on Sunday evening. Partial
completion or passed at camp is noted on the blue card. If a Scout has a partial from another camp, or
counselor, KMSR has the right to verify its accuracy and retest the Scout in the skill. The Scout must
bring the partial to camp.
All merit badge counselors are qualified members of the camp staff under the direct supervision of the
Program Director. Most Area Directors have attended a National Camping School for specific training in
merit badge counseling and staff management. All merit badge counselors at camp are registered with the
Council Advancement Committee.
Our Camp Staff takes pride in the fact that any merit badge earned at camp was truly earned. It is the
policy of the camp that no merit badge requirements may be waived or altered in order to accommodate
the camp situation. In other words, every requirement must be met, including those that cannot be done at
camp. There are, therefore, some badges that simply cannot be completed in a one- or two-week stay at
camp.
All Scoutmasters should conduct a Scoutmaster conference with each Scout attending camp to help him
determine his merit badge needs. Be careful not to let the Scout over program himself with merit badges.
There is more to summer camp than earning merit badges. Do not let your Scouts miss out on the other
opportunities available. Signing up for merit badge sessions and other programs, unless otherwise noted, is
completed when the Scout arrives at that session’s first scheduled meeting.

Aquatics - Swimfront
Since we are the only Scout camp in the Kittatinny Mountains, KMSR offers unique and challenging
programs for Scouts of all abilities and backgrounds. Whether it is learning to swim in our crystal clear
lake, gliding across the sun-streaked water in a kayak, or sailing in a sunfish from our Aquatics Center,
KMSR has one of the finest aquatic programs on the East Coast. We invite you to enjoy Lake Ashroe.
Come aboard!
SWIMMING MERIT BADGE - Scout must be a swimmer at the swim test. A long-sleeve button-down
shirt and long pants that can get wet are required for inflation requirement.
LIFESAVING MERIT BADGE - must hold swimming merit badge… intensive and physically
demanding.
NON-SWIMMER INSTRUCTIONS - instructional swim is a great time for non-swimmers or beginners.
Scouts can schedule times for instructional swim with the Aquatics Director.
BSA LIFEGUARD - This comprehensive program corresponds to the Red Cross Advanced Lifesaving
Program. Candidates must be 14 years of age or have completed the 8th grade and be prepared to
demonstrate skill and knowledge in the current requirements for the following merit badges: Swimming,
Lifesaving, Rowing, Canoeing, and First Aid. See the BSA Lifeguard application for specific
requirements. Candidates must also hold and provide proof of a current certification in Red Cross, ASHI
or American Heart CPR to be certified as a BSA Lifeguard. CPR certification is only valid for a limited
time and must be renewed in order to maintain current BSA Lifeguard certification. This program is also
recommended for adults who would like to be able to provide lifeguard coverage for unit aquatic
activities. This program is VERY intensive and physically rigorous. It requires a time commitment of at
least 3 hours each day. BSA Lifeguard certification is good for three years provided CPR certification is
current. This program is offered by request to the Aquatics Director.
MILE SWIM - This National Award recognizes Scouts who swim a full mile non-stop. You must first
swim the quarter mile and half mile qualifier before participating in the mile swim. As with merit badges,
you will be given a completion card, your Troop can purchase the mile swim patch at our trading post.
Mile Swim is generally completed during the morning Polar Bear Swim.
POLAR BEAR SWIM - An early morning KMSR tradition. Jump in with the early morning mists still
swirling above the icy water and become a Polar Bear. Open to all ability levels.
SNORKELING BSA - Learn how to breathe under water (well almost). This is great introduction to a
new sport for swimmers. This National Award recognizes Scouts who complete the requirements on the
BSA Snorkeling Application. You may bring your own equipment or use ours for a great underwater
adventure.
BEACH PARTY 2009 – Come on down to the Swimfront on Wednesday night at 7:15 PM for our Water
Carnival. We have events for all ability groups and the Scoutmaster Belly Flop Contest. Come in your
Swimsuit and Hawaiian Shirt and cheer on your troop!

BOATING – Oertle Aquatics Center
Have a blast at the boatyard. During open boating you can skip across the water in your own kayak, slice
the waves in a canoe with a buddy, or bob on the bay in a rowboat. You must be a swimmer or beginner
to go out onto the water and do not forget boat shoes!
CANOEING MERIT BADGE - must be classified a swimmer. This is physically rigorous. Scouts should
have experience.
ROWING MERIT BADGE - Scout must be classified a swimmer. Lots of skill to master.
SMALL BOAT SAILING MERIT BADGE - learn to come about and rig a furl! Limited space available.
KAYAKING - A popular new sport you can try at KMSR. Zip across the water and have loads of fun.
Give it a try. Scout must be classified a swimmer. Scouts will also be given the opportunity to work on
the new Kayaking BSA Award.
OPEN BOATING - an opportunity for Scouts to enjoy leisure boating: rowing, kayaking, or canoeing on
Lake Ashroe… must take the BSA swim test.
PADDLEBOATING - try some fun with our new fleet of paddleboats at KMSR. No experience necessary.
RECREATIONAL SHORE FISHING - bring your own fishing gear. Available any time from the shore.
Anyone over 16 must have a license… not available at camp.
HANDICRAFT – McGuire Handicraft
Pavilion
Handicrafts are offered to answer the creative urge in boys to make something. They provide a practical
means for boys to improve the physical environment by making things of beauty or useful items for
themselves or others. We teach the skills of various merit badges for future hobby interests or just for fun.
BASKETRY MB - low cost and an introductory badge, items available at trading post.
LEATHERWORK MB - low cost and introductory badge, some items available at trading post.
WOODCARVING MB – some supplies are provided, some available at trading post…time and skill
required.
INDIAN LORE MB - learn about Native Americans and their way of life. Create your own “artifacts.”

ECOLOGY / CONSERVATION
The Nature / Ecology Program is a favorite of KMSR summer campers. From the Stokes State Forest
wilderness to Lake Ashroe, come and explore the beautiful and varied wildlife and plant life of our
nationally recognized nature program. We offer a wide range of nature and ecology merit badges. The
purpose of the Nature / Ecology Program is to help boys develop the right attitudes regarding the
importance and wise use of natural resources by teaching them what they need to know to intelligently use
and conserve our natural resources and improve wildlife habitat.
ENVIRONMENTAL SCIENCE MB - is intense and time consuming. Scouts should be a 3rd or 4th year
camper, at least 13 years old, and should plan on taking only 1 or 2 non-rigorous type merit badges in
addition to Environmental Science. This merit badge requires many hours of mandatory observation,
report writing, study, and a conservation project. A Scout’s success in this merit badge is dependent on
their experience in fieldwork. It is recommended that Scouts consider taking several merit badges such as
Nature, Soil and Water Conservation, Fish and Wildlife Management, Geology, and Weather merit badges
prior to Environmental Science in order to broaden their background knowledge and appreciate the “big
picture.”
NATURE MB - very hands-on and activity directed… lets the Scout discover his particular area of
interest.
GEOLOGY MB - let’s rock! or mineral or whatever. The events of Earth history and geology.
SOIL AND WATER CONSERVATION MB - is a real “doing” type badge… not just about mud.
WEATHER MB - helpful in interpreting the weather’s effect on the environment…and predicting
weather.
REPTILE AND AMPHIBIAN STUDY MB - is a popular merit badge…be cautious of Requirement #8.
ASTRONOMY MB - is very weather dependent and includes a late night star gazing session.
FORESTRY MB - an intensive study of the forest ecosystem… identifying trees and forest management.
MAMMAL STUDY MB - discover what makes a mammal …mini research projects, and games.
SERVICE PROJECTS are both fun and instructional. Why not schedule a time to give something back to
camp? See any Ecology staff member for details.
SCOUTCRAFT
PURPOSE - The purpose of Scoutcraft is to help Scouts develop the basic skills of hiking and camping,
teaching Scouts to appreciate and understand the outdoors by making the best use of their own faculties
and their natural surroundings, train boys in Scoutcraft skills so that they will be qualified to camp
successfully on their own and to provide knowledge of health and safety practices.
TOT’N CHIP is a pocket card that grants individuals the privilege of using a knife. See Boy Scout
Handbook for requirements and merit badge schedule for times.

SHOOTING SPORTS
RIFLE SHOOTING MERIT BADGE - a minimum score must be achieved for a Scout to complete this
merit badge. This merit badge is not recommended for younger Scouts unless they have some
background in the use of a rifle. There is a small fee associated with this merit badge.
ARCHERY MERIT BADGE - in order to earn this merit badge a minimum score must be achieved. This
merit badge is not recommended for younger Scouts unless they have some background in archery.

SHOTGUN SHOOTING MB - a minimum score must be achieved for a Scout to complete this merit
badge. This merit badge is not recommended for younger Scouts unless they have some background
in the use of a shotgun. There is fee for clay pigeons and shotgun shells with this badge.
OPEN SHOOTS - Scouts who would like to learn how to shoot safely or Scouts who would like to
improve their skills are invited to practice during open shoot at the ranges. There is a very minimal cost
for rounds.
PACESETTER CLIMBING TOWER
CLIMBING MERIT BADGE - a physical badge. Scouts must be in strong physical condition. This merit
badge is not recommended for younger Scouts.
ATHLETICS & SPORTS PROGRAMS
KMSR offers a Sports Department. Based around our Sports Complex, this department will offer the
Cycling, Personal Fitness, and Sports Merit Badges. Plus, Volleyball, Basketball, Dodgeball and
Horseshoe Competitions. Check the Program Schedule for the tournament scheduled!

CAMP RULES
ALCOHOL: Alcoholic beverages or illegal drugs of any kind are not allowed in camp under any circumstances.
Offenders will be removed from camp immediately. Police will be notified.
SMOKING: Campers are not allowed to smoke at camp. Adults MUST NOT smoke around Scouts. Do not allow
adults to set a poor example. Smoking in any camp building or tent is prohibited!
FIREARMS: Scouts and Scouters are NOT permitted to bring rifles, hand guns, ammunition, or archery equipment
to KMSR.
CAMPSITE SECURITY: It is best that Scoutmasters hold each boy's money for them. It is advisable to keep it in
a locked compartment or trunk while in camp.
FIRE PREVENTION: Care should be used in and around campsites in the use of matches and lanterns. No open
flames are permitted in tents. Use of liquid fuel is prohibited. Each campsite has an equipped fire station. All
Scouts and leaders should become familiar with the camp fire plan. Make sure to fill out your Troop's fire guard
chart each day.
DAMAGE TO CAMP: Please ask your Scouts to respect the camp and its equipment. All damage will be billed to
your Troop. Inspections of sites will be conducted upon arrival and departure.
BUDDY SYSTEM: THE BOY SCOUTS OF AMERICA'S SUMMER CAMP POLICY STATES THAT
THE BUDDY SYSTEM MUST BE USED AT ALL TIMES BY ALL SCOUTS. THIS IS A MANDATORY
NATIONAL REGULATION. KMSR WILL INSIST ON COMPLIANCE WITH THIS IMPORTANT
SAFETY STANDARD.
WHILE AT KMSR
IMPORTANT: The Troop leader is in charge of his or her Troop at all times and is responsible for the conduct
and discipline of his or her Scouts. The Camp Director must be made aware of Scouts needing special attention due
to physical handicaps or personal problems that affect the safety of KMSR or the well being of its campers.
CAMPSITES: During summer camp, all Scouts will stay in 2-man platform wall tents, OR 6-8 man lean-tos
equipped with cots and bunks. Each unit is provided with picnic tables and benches, dining fly, fire ring, and flag
pole for campsite ceremonies. A bulletin board is provided as well.
SHOWERS: Outdoor hot showers are located near each campsite. Leaders should make an effort to be sure that
every camper stays clean. Separate central shower facilities are available for male and female leaders. We also have
our comfort station, which has flush toilets and automatic sinks.
PRIVACY: Male and female participants are required to have separate sleeping facilities (i.e. a separate room or
tent). No youth may stay in the tent of an adult other than his parent / guardian. Legally married couples may share
the same quarters, provided appropriate facilities are available. Adult leadership needs to respect the privacy of
youth members in situations such as changing into swimsuits and taking showers and intrude only to the extent that
health and safety require. Leaders must also protect their own privacy in similar situations.
UNIFORMS: The Scout uniform, correctly worn, is recommended for retreat, the evening meals, and campfires.
Scout shorts and T-shirts are acceptable daytime wear. Some Scouts, through no fault of their own, may not have a
uniform. Please note that a uniform is not a pre-requisite for attending camp. Footgear is mandatory at all times.
Open toe shoes or sandals are not allowed in camp.

COMMISSIONER SERVICE: An important part to any camp is their friendly Commissioner. We have
commissioner service for all Troops that attend camp. Commissioners are there to assist your Troop and to help
you take full advantage of all KMSR has to offer.
TRADING POST: KMSR's Trading Post has a myriad of items for your convenience. Everything from T-shirts,
fishing equipment to handicraft materials is available. The Trading Post also carries many items of equipment,
pamphlets, booklets, and other Scout-related merchandise. It also carries materials needed for merit badges. In
addition, craft supplies, soda and fruit juices, candy and ice cream are available. The Trading Post is open every
day.

LOST AND FOUND: The lost and found is located in the trading post.
AQUATICS TESTS: At the beginning of each camp session, Scouts and leaders will take a swimming test to
determine their aquatic classification. Everyone will be classified into one of three ability groups: 1) NonSwimmer, 2) Beginner, and 3) Swimmer. Everyone must take the swim test to use the lake or other aquatic
facilities. To qualify as a Beginner Swimmer, a Scout or leader must: jump feet first into water over his head,
surface, level off, and swim at least 50 feet. To qualify as a Swimmer, a Scout or leader must: jump feet first into
water over his head, surface, level off, and swim at least 75 yards in a strong manner using strokes indicated by the
instructor, swim an additional 25 yards using the elementary backstroke and rest in the water for one minute using a
minimum of motion.

The KMSR DINING HALL – On Sunday, you will be assigned tables in the dining hall by the steward
during the check-in process. Meals will be served buffet style. Waiters will need to set up before the meal
and clean up after it is over. Each patrol must provide a waiter in the dining hall 10 minutes prior to the
mealtime. Waiters may not leave the dining hall until tables are inspected and approved by the Dining
Hall Steward. Waiter service should be rotated through the duty roster and posted on each bulletin board.
The complete “class A” Scout uniform is the dress for the dinner meal except on Thursday nights.
Program activities will be conducted in the Dining Hall at each meal by the Dining Hall Steward and will
include grace and may be accompanied by a song after the meal. No one is to leave the Dining Hall area
until dismissed by the steward.
KMSR offers three opportunities for your Troop to eat in your campsite. We have scheduled Thursday
dinner and Saturday breakfast in your site. We also give you the opportunity to eat Friday lunch in your
campsite.
TOUR OF CAMP
•
On Sunday night after dinner, Scouts new to camp will be guided on a tour of KMSR by
members of our senior staff.
•
Each member of your unit new to camp will have an opportunity to visit many program areas in
camp. They will visit the boating area, the trading post, the archery range, the ecology area, and
the handicraft area. During their walk through camp, their guides will also point out our other
important sections of camp such as the Rifle Range, Swim Front and the COPE course.

When they get to each of these areas, they will get an opportunity to meet some of the staff and learn
about the activities that take place in each area and the rules for the area.
HEALTH SERVICES
The Boy Scouts of America recommends that all youth and adult members have annual medical
evaluations by a certified and licensed healthcare provider. The BSA has established minimum standards
for providing medical information prior to participating in various activities. Those standards are in the
Annual Health and Medical Record. Note that unit leaders must always protect the privacy of unit
participants by protecting their medical information.
Parts A and C are to be completed by all BSA unit members. Both parts are required for all events that do
not exceed 72 consecutive hours, where the level of activity is similar to that normally expended at home
or at school, such as day camp, day hikes, swimming parties, or an overnight camp, and where medical
care is readily available. Medical information required includes a current health history and list of
medications. Part C also includes the parental informed consent and hold harmless/release agreement as
well as a talent release statement. Adult unit leaders should review participants’ health histories and
become knowledgeable about the medical needs of the youth members in their unit. This form is to be
filled out by participants and parents or guardians and kept on file for easy reference.
Part B is required with Parts A and C for any event that exceeds 72 consecutive hours, a resident camp
setting, or when the nature of the activity is strenuous and demanding, such as service projects, work
weekends, or high-adventure treks. It is to be completed and signed by a certified and licensed healthcare
provider-physician (MD, DO), nurse practitioner, or physician’s assistant as appropriate. The level of
activity ranges from what is normally expended at home or at school to strenuous activity such as hiking
and backpacking. Other examples include tour camping, jamborees, and Wood Badge training courses. It
is important to note that the height/weight chart must be strictly adhered to if the event will take the unit
beyond a radius wherein emergency evacuation is more than 30 minutes by ground transportation, such as
backpacking trips, high-adventure activities, and conservation projects in remote areas.
The Central New Jersey Council carries a limited accident / sickness policy on all Scouts and leaders
registered in the Council. It is the responsibility of unit leaders to contact the Council Office after any
injury in order to begin to process the medical claim. Units that are not part of the Central New Jersey
Council must bring either proof of a unit policy or proof that each individual is covered by individual
family policies.
All prescription and non-prescription medications must be stored under lock and key during camp
attendance. Medications must be controlled and administered by the camp Health Officer or the unit
leader. Anyone in need of needles for their medications must bring their own to camp and arrange for
disposal when used. KMSR does not have the ability to dispose of used needles.
KMSR and the Central New Jersey Council are not responsible for pre-existing health conditions
and any related prescriptions. Make sure your leaders and Scouts have a sufficient supply of
needed medications and fill out the drug and medication policy in the index. All medications must
come in the original container supplied by a doctor or pharmacist. Scouts and Scouters are
expected to follow their doctors’ or pharmacists’ directions printed on any medicine container.
All campers and leaders staying in camp must have a completed medical form on file at the camp
office and all youth must have a CNJC medicine / medical treatment permission form as well.

Stokes State Forest sign on right side (mile marker 121). Approximately ¼ mile past the Stokes
sign will be the sign for Kittatinny Mountain Scout Reservation (KMSR) on the left side. Turn
left onto Struble Road. Travel approximately ¼ mile and turn left into parking lot.
INTERSTATE 287 - To Interstate 80 West (Delaware Water Gap). Approximately 9 miles west
turn onto Route 15 North to Route 206 junction. Follow Route 206 North-bound. Stay on Route
206 past the Branchville turn off. Follow directions as above for Route 206 to KMSR.
LANDMARKS – You have not reached KMSR if you have not passed: Yetters Diner, Skylands
