In June and July, the SCA Board saw a w e l c o m e i n c r e a s e i n m e m b e r attendance. We’re always pleased to see owners take an interest, and to hear their opinions, ideas, and concerns. In fact, the Open Forum portion of the agenda exists solely so we can hear from owners prior to a Board vote on matters before it. Every owner wishing to speak, signs up at the meeting and is given 3 minutes to tell us what’s on their mind. We won’t always have immediate answers for you, or agree with your perspective, but we will certainly get back to you with answers when we have them and we will consider what you have to say. The decision to utilize chain-‐link and a vine for the last 400 feet was driven by the considerations offered by Jeff Dix, the designer of all of our new walls and entryway. That portion of our property is well back from the road but abuts land owned by the State Department of Transportation and the retention pond they’ve placed there. Mr. Dix considered placing a hardiboard wall along that portion, too, but decided against it for several reasons: there is a narrow footprint for maintaining a wall; it declines in grade (which requires stepping the wall down the decline); it is in the wind corridor of 434 (making it more susceptible to storm winds than a mesh wall); and it is a better choice aesthetically (passers-‐by see green rather than a long step-‐like wall advancing for nearly a quarter mile up 434). After a considerable amount of discussion pro and con, the Board voted to adopt Mr. Dix’s revisions at its February meeting. Minutes about that decision were posted in the March newsletter in which my monthly message drew attention to the slowly visible installation. I’m sorry that these owners were caught unaware and we’ll do a better job of spot-‐lighting changes in our community, but the Board discussed every facet of this decision – including security, privacy, noise abatement – before voting to adopt Mr. Dix’s plan. We stand by that decision and believe that these 5 owners, and every other owner in here, will soon be hearing favorably from their Seminole County friends about this beautiful new addition that adds value to our community and their county. We Want Your Input… Each Sunday morning, beginning in May and ending in October, the SCA pays a member or two of the maintenance team a minimum of 2 hours of overtime to come in and clean up debris in the recreation area pulled from the trash cans and scattered by the bears. Monday mornings start the same way, only on the regular time clock. To eliminate the trashing of grounds, the SCA is considering whether to purchase bear-proof trash receptacles identical to those along the Seminole Trail Bikeway. The cost would be $6543, unless the SCA can secure a partial subsidy from the Florida Fish & Wildlife Conservation Commission. There would be 3 double containers behind the beach and 3 single containers near the picnic tables under the big live oaks. This plan also supports SCA's commitment to minimize bear feeding so that they are not so populous and brazen in here, increasing their risk of being taken away and killed. Alternatively, we could begin treating our recreation area like precious areas of the National Park Service, that is, "leave no trace." All residents would be advised to bring a bag with them when they bring items into the area, and take all trash and garbage with them as they leave for disposal at home. Board of Directors Meeting Clubhouse - 400 Woodbridge Road, Longwood, FL Wednesday June 17, 2015 at 7:00 p.m. The Board of Directors of The Springs Community Association, Inc. met at the Clubhouse on Wednesday, June 17th. Board members present were: Jerry Crews, Vice President; Robert Johnston, Treasurer; Mark Sposato; and James Cornell, Directors. Community Association Manager, David Forthuber, was also present and ten home owners attended. CALL TO ORDER Noting that a quorum was present, Board Vice President, Jerry Crews, called the meeting to order at 7:00 p.m. PRESIDENT’S REPORT – Jerry C r e w s i n d i c a t e d t h a t M r. Alexandrowicz had not provided any report and he didn’t have one in his absence. SECRETARY’S REPORT – Mr. Forthuber asked the directors present to review the minutes and advise if they are approved. Bob Johnston moved to approve the minutes drafted by the manager for the May, 2015 board meeting. Mark Sposato seconded the motion and it passed unanimously. TREASURER’S REPORT – Robert Johnston reported that as of May 31, 2015, the SCA had $1,022,971 in operating accounts, and $439,877 in the reserve account. $448,027 in assessment income was still due by month’s end, down from $467,725 last month. The comparison of income to expenses indicates that income yearto-date exceeded expenses by a total of $23,471. He also reported 7 closings in the month for a total of 29 year-to-date. Stable Committee Robin Andersohn, chair, presented to the Board regarding the need for a systems to control flies and mosquitoes and for new fans to cool the stables which often get close to 100 degrees during the summer. Bob Johnston moved to allow up to $2500 for new fans and an insect control system. Jamie Cornell seconded the motion and it passed unanimously. Continued..... BOD Meeting Minutes (continued) All eight stables will be fully rented by July. MEMBERS OPEN FORUM – Ed Kelly was the spokesperson for 5 homeowners living along Little Wekiva Court and Springside Court whose homes back up to 434 along a section that will have a vine-covered 8 foot commercial grade chain-link fence rather than the 8 foot hardiboard visible along the other portion on 434. They protested that the proposed chain-link fencing offered less security, less protection from noise, and less privacy than the hardiboard, and de-valued their homes. The directors assured them that the new fencing would be firstrate and an aesthetic enhancement and was selected after careful deliberation. There was an impasse in the conversation until two directors and the home owners agreed to meet onsite in an effort to come up with an acceptable solution to the issues raised. The vine-covered chain-link fence will, in any case, be installed. OLD BUSINESS: Board Review of Proposed Driveway/Garage Parking Policy – This item was tabled until the next meeting. NEW BUSINESS: Presentation by Austin Outdoor, Inc. – This sizeable company provides landscape service to Keene’s Point in Windermere, Emerald Island Resort in Kissimmee, and the AAA National Headquarters in Lake Mary. They presented regarding their landscape design, installation, and management services. They expressed an interest in additional meetings with interested directors and the community manager to learn what levels of service are needed in The Springs. The following information is taken from Springs Operating Policy No. 14 Architectural Review Committee Construction Criteria For a copy of the complete Application and Policy, Please Contact the Business Office The Springs Community Association’s (SCA) Declaration of Covenants and Restrictions provide for the review, by committee, of any and all phases of exterior modifications to lots and/or living units within The Springs Planned Unit Development (PUD). This includes but is not limited to painting, roofing, paving, landscaping, fencing, and additions to or deletions from existing structures. The intent of the overall community scheme is to insure a standard of construction, which, over the years, will enhance the appearance of the community as a whole. Each structure and lot upon which it sits is to be considered an element of the community and should blend appropriately with its surroundings. It is intended that this development maintains itself with as many natural surfaces as possible. REVIEW The following documents and criteria are established for review by the ACC prior to commencement of any phase of construction. Plans are requested seven days in advance of the regularly scheduled meeting of the ACC so that the site may be reviewed by committee members prior to the meeting. The General Manager will provide approvals, disapprovals, or requests for additional information in writing. 1. An “Architectural Review” application form describing work to be done submitted with drawings and documents or survey as required. 2. Must have written sub-association approval (if applicable). 3. Plans for structures will be not less than 1/8” = 1’ scale. 4. Drawings and documents required for review shall consist of the following: • Survey prepared by a Florida registered surveyor. Additions such as decks, porches, rooms, pools require a survey showing placement of these structures. • Site plan showing all lot dimensions, easements, outlines, setbacks, major trees over 6” in diameter, fences, existing and proposed topographic conditions, and underground trench locations at a scale of not less than 1”=20’. • Floor plans • Elevations of all sides of contemplated structure. Height limitations in single-family residences will be 2.5 stories or 35 feet. • A summary specification list of proposed materials. Samples must be supplied for all exterior materials, which cannot be adequately described. • Color samples for all proposed exterior materials. • Landscape plans complete with a tree survey. 5. Approvals will be good for six months unless otherwise specified. 6. Any permits required by Seminole County must be obtained before contractor’s passes are issued. 7. All contractors must be properly licensed and insured. SUMMARY The property owner is responsible for and is fully expected to control noise and unsightliness (to include any and all debris) during all phases of construction. The property owner and contractors will provide dust abatement and erosion control measures. Construction is prohibited on Sundays and limited to daylight hours on every other day of the week. Respect for neighboring properties and the rights of other property owners is fully expected.
