SEPTEMBER 7, 2009 FARM MARKET NEWS – 00 5 Staying ahead of the danger Harvesting has its risks, but it has safeguards too By Ryan Brinks In southwest Minnesota, the blaring screech of an emergency pager cuts the bustle of harvest season in an instant. Many volunteer first responders are themselves wrapped up in some aspect of the rush to bring the crops in. They know the dangers that linger around the farmyard, line the dusty road and hover over the harvest equipment. “A guy could be laid up for the whole harvest or injured to the point where maybe he won’t be able to farm anymore. Or cause of death,” said Larry Olsen, Jackson fire chief and grain manager for FCA Co-op. Hearts thump. Blood pressures rise immediately. Minds begin to race. “When we get a call, sometimes we get a description of what has happened and our adrenaline is going already,” he said. “Most guys, I think, are already going through their mind on what probably needs to be done.” Hands or legs caught. Bodies trapped or run over or broken from a fall. Vehicles tipped or hit or crashed. “I’ve seen a guy who got caught with his trousers. Or a raggedy jacket gets caught. We’ve had those cases and it’s not a pretty sight,” Olsen said. “I call them ‘everlasting’ injuries because they’ll bear with them for a long time.” But it’s not like it used to be. “Any major injury could certainly be disabling for quite some time, but machinery today is certainly a lot better than it was 20 years ago. As U.S. agricultural productivity has grown much faster than our population, exports have become a key to the success of American agriculture. On the whole, international trade has had tremendous benefits for American agriculture in the form of growing markets, stronger demand and higher prices. However, under some circumstances some of these relationships don’t work as well as they could. Specifically, when there are economic problems in foreign markets or when there are political disruptions to trade, American farmers are among the first to feel the pinch. I’ve been thinking about this aspect of exports lately as the H1N1 influenza pandemic has disrupted pork markets. I have seen economic reports indicating that domestic pork consumption has not dropped as much as many had feared in the wake of the mislabeled “swine flu” outbreak. Instead, American consumers have kept eating bacon, ham and brats at fairly steady rates. The real problem has been in the export markets, and with certain countries that have blocked U.S. pork shipments. These countries have tried to justify their actions on the flimsy excuse of safety concerns related to H1N1. It’s frustrating to see mutually beneficial agricultural trade disrupted for any reason, but it’s especially irritating when the reasons given for that disruption don’t bear up to scrutiny. After all, H1N1 is not a food safety issue. In the first case, the virus is not known to be present in U.S. swine herds. Second, influenza viruses are not known to exist in swine muscle meat. Third, sick animals are withheld from the food supply. And on top of all that, proper handling and cooking of any meat product destroys microorganisms that might be present. So why are we seeing these trade disruptions when officials in these countries know the above facts? The general assumption across much of the industry is that these countries are simply taking protectionist actions to shelter their domestic pork sectors and perhaps give themselves some leverage in future negotiations. This kind of gamesmanship is tiresome. That’s why Gov. Pawlenty and I are urging USDA Secretary Tom Vilsack and others at the federal level to engage our trade partners on this issue and put a stop to the use of bogus disease concerns as justification for old-fashioned protectionism. Today the concern may involve H1N1 and pork producers, but it could easily be a different disease and a different commodity next time. Our farmers are working hard to provide good quality food to the world, and it’s time for some stronger global trade rules that reduce the chances of them being used as pawns in geopolitical games. Yet the Bean and Vine in Flandreau, S.D., offers up coffee, wine and spirits, as well as a delectable-sounding menu of breakfast, lunch and dinner items. Owner Kelley Ramsdell opened the coffee shop/ wine and spirit store/restaurant in May 2008 to fill a need she saw in Flandreau, according to Jennifer Barboza, manager: A place to order coffee, eat lunch or sip wine in a comfortable, brightlycolored atmosphere where wireless internet access is offered. “It’s different from bar food and we have a bigger wine selection,” Barboza said. The liquor store shelves at the back of the building stock over 300 wines, import and craft beers and a full selection of spirits for customers to purchase and enjoy within the restaurant. “Kelley (Ramsdell) is very knowledgeable about wines,” Barboza said. “If people want something from a certain region, she sees about ordering it in.” Weekly specials diversify the menu that features sandwiches, wraps and quesadillas, but the pizzas are always popular, Barboza said. There have been coffee shops in Flandreau that have come and gone, but the success of the Bean and Vine may be attributed to the liquor store and full menu, Barboza said. Though there are a variety of places to have a steak dinner in Flandreau, there aren’t many places to grab lunch. “It’s non-smoking and not a bar atmosphere and you’re able to have a glass of wine,” Barboza said. “It’s fairly new, but it’s gone over well.” The Bean and Vine also plays up its wine expertise and hosted a wine tasting last year that included cheeses and desserts. “That was very popular,” Barboza said. “We’ll do that again at the end of fall.” Though different customers may come for different reasons, the store draws its regular morning coffee drinkers who enjoy beans roasted by European Roasters in Le Center, Minn. Featured, flavored and decaf coffees are offered daily, but the flavored with the funky names like JaimaicaMe-Crazy and Ooey-Gooey-Caramel are the most popular, Barboza said. “It’s kind of fun to play it up,” Barboza said. The program gave the state’s livestock industry a much-needed boost when it was first launched in 2008. This year, applications will be accepted through Nov. 30. Qualifying producers would be reimbursed ten percent of the first $500,000 of investment, with a minimum investment of $4,000. Qualifying expenditures include the purchase, construction, or improvement of buildings or facilities for the production of livestock, and the purchase of fencing as well as feeding and waste management equipment. Improvements made since January 1 of this year are eligible for consideration. A new provision added this year would allow qualified producers who suffered a loss due to a natural disaster or unintended consequence to use the grant to help off set some of those losses as a part of the rebuilding process. MDA Commissioner Gene Hugoson says the program is a great incentive for producers who’ve been considering improvements to their operations. “By the huge number of applicants we had last year, we know producers are looking for ways to help offset some of the expense of improvements or expansion,” said Hugoson. “I’m pleased we can again offer the grants and help our livestock industry.” Qualified grant applications will be awarded competitively through an evaluation committee. The grant will not pay for the cost of purchasing livestock or the cost of debt refinancing. Minnesota livestock producers who applied for but did not receive a grant last year will not have to reapply. Those who received grants will need to apply again to be eligible for consideration. A person who goes down the road without blinkers is usually begging for an accident,” Olsen said. Take breaks when you’re due for them. “It certainly takes a lot of hours,” he said. “Everybody is overworked at harvest time to the point of going beyond a normal level that can be safe, to the point you let your guard down.” When it comes to making tough decisions on when to harvest, “you never can second guess the weather. (Your crop), that’s your lifeline. You never want to see a heavy, torrential downpour or flooding or snow. Everyone wants to get done, and sometimes safety gets skimped on.” And it can happen anywhere. “Probably the biggest thing in the farmyard is make sure you know where your kids are,” Olsen said. “One of the saddest things is to see kids run over. I can’t remember being on one like that but that would be the worst thing to come to.” For drivers, too, “give (farmers) some elbow room. They’re just trying to do their job. Not that they own the road, but they’re out working in the field and watching their sections. Give him some time, be patient, go beyond an intersection and then if it’s safe to pass, pass.” A successful harvest is a safe harvest.
