Duterte aware of Albuera
situation - CabSec Evasco

ORMOC CITY – President Rodrigo Duterte is aware of what is happening in Albuera, Leyte, Cabinet Secretary Leoncio “Jun” Evasco
said over lunch at the City Hall on Saturday, August 27.
However, Evasco added that
he couldn’t say more, except that
the drug situation in the country
is not that easy to tackle “as very,
very many policemen…people
are tainted.”
Evasco is referring to the
situation in Albuera, Leyte, where
alleged “narco-mayor” Rolando
Espinosa, the father of the region’s
biggest drug lord, is now in the
“protective custody” of police
chief Insp. Juvie Espinido.
From living at the municipal
hall, the mayor has moved in to
the police station, saying he feared
for his life after his son Kerwin’s
lawyer, was killed in an ambush
on August 23.
The Cabinet Secretary, one of
Duterte’s most trusted men, was
in the city to spearhead the establishment of the Kilusang Pagbabago-Eastern Visayas chapter.

House Speaker wants SK, brg’y kagawads abolished
HOUSE SPEAKER Pantaleon Alvarez is pushing for the abolition
of the Sangguniang Kabataan
(SK) and elections for village
councilors (kagawads), saying
they get paid for practically doing nothing.
In an interview with media in
Tunga, Leyte on Saturday, Alvarez
said the proposed abolition is part
of the Duterte’s efforts to rationalize the functions of government
officials.
“We are considering abolishing the SK. Kasi ang problema
natin dyan, sa paningin ko lang
hindi tama,” Alvarez told media.
He explained, “Kasi ‘yung SK,
kung pilitin mo iyan na magtrabaho bilang SK, hindi iyan papasok
sa eskwelahan. At kung pilitin mo
iyan na pumasok sa eskwelahan
hindi rin iyan magtatrabaho bilang SK. So, sumusweldo iyan na
wala namang ginagawa.”
As for the village kagawads,
Alvarez said they should be replaced with purok leaders. “Sa
totoo lang hindi naman talaga
nagta-trabaho ito sila, eh. Ang
nagta-trabaho yung barangay
captains. Alam mo, sasabihin ko
ito kahit maraming magalit sa
akin na barangay kagawad. Kasi
nga ayusin natin iyung ating bansa. Kailangan nating baguhin,”
he said.

August 23 in the afternoon, at Lumbang 2,

“Hindi ako naniniwala na may relasyon sila ng abogadong
yun. Bakit dinamay pa ang anak ko? Kung sakali man na gumagamit ng druga ang anak ko, ako na mismo ang magpapasuko
sa kanya. Pero hindi e. Inosente ang anak ko,” says the grieving

the lawyer. Why did the killers include her. If she was involved
in drugs, I would have turned her in. My daughter is innocent.)
She calls on the authorities to thoroughly investigate the
incident to ascertain who are really the perpetrators.
Meanwhile, the victim’s father admitted that he fully supports
the campaign against illegal drugs of the government, but said
they should stop killing the innocent ones.
“Maganda ‘yang kampanya laban sa ilegal na druga kasi
dapat naman talagang ma labanan yan pero ang hinihingi ko
lang sana, imbestigahan muna nila ang tao para malaman kung

Mayor apologizes to netizen for driver’s fault
ORMOC CITY – Mayor
Richard Gomez has apologized for his driver’s oversight in parking along the
highway on the evening of
Saturday, August 27, while
he was inside the Bistro Bai
to watch a comedy show.
In fact, he said, he has
suspended his driver for a
week, so that he would fully
understand how serious his
lapse in judgment was.
The mayor’s attention
was called out by a netizen,
Andrea Larrazabal Tan,
in her FB account, complaining about alleged “unfairness” in the situation.
“Kinsa batoy nag sulti gani
nga dili pwede mo park
sa National Hiway? Life is
sooo unfair...,” she posted,
along with three pictures of
cars parked along the highway in front of Bistro Bai, one
of which was the mayor’s.
The poster is referring
to the strict imposition of
the Land Transportation Office (LTO) of traffic rules in
Ormoc City which include
no parking along the national highways. Real Street
in Ormoc City is a national
highway.
The poster put up the
pictures at around 8:40 PM.
It reached the attention
of the mayor at around
9:40 PM while watching
the show. Immediately, he
asked his bodyguard to tell
his driver to move out and
look for a proper place to
park.
When he arrived at
his house, he immediately
interacted with Ms Tan

earned praises from netizens who earlier lambasted
him.

Ormoc hosts 1st ever Vegetable Congress
ORMOC CITY - As one
of the leading vegetable
producers in the region,
the city government here,
in partnership with the Department of Agriculture,
Visayas State University,
Provincial Government of
Leyte and United States
Agency for Int’l Development, hosted the first Vegetable Congress on Friday
and Saturday.
Over 300 farmers Associations and seed companies from all over the region
came in order to promote
vegetable farming and observe the city’s vegetable
farms in Cabintan and Valencia village.

Rosaroso, head of DA-RAFIS, their goal is not only to
promote vegetable farming,
but also to encourage consumers, especially young
people to eat vegetables,
since Eastern Visayas’ vegetable consumption is only
around 30-40%.

Espinosa moves in with Espinido, asked to answer murder charge

ALBUERA, LEYTE – Alleged “narco-mayor” Rolando Espinosa Sr. here,

in Ormoc City to answer
the complaint of murder
filed against them.
The two others are Alfred Christian Batistis alias
“Alchris” and Leonardo Bolinio dela Cruz alias Daot,
allegedly the killers who
ambushed retired policeman SPO4 Alfredo Bucabuca Sr. at around 4:00 PM
of May 23 at Brgy. Macabug,
Ormoc City.
Meanwhile, the beleaguered mayor has moved in
today into the police station,
for “protective custody” of
the town police chief, Insp.
Juvie Espinido.
The mayor reportedly
asked to move in the police station, fearing for his
life after his son’s lawyer,
Atty. Rogelio Bato Jr., was
ambushed on Wednesday
(August 23).
Before today, he and
his family were living at
the municipal hall, after he
resumed office last week.
Rita Judy Pedoy, the
city prosecutor’s office process server, said the police
chief offered he would be
the one to serve the subpoena on the mayor, considering he was moving in
with him.
As the city prosecutor’s
office left back for Ormoc,
a double mattress bed was
seen being delivered to the
police station, reportedly
for the mayor’s use. An aircondition would later be
installed, a source added.
An eyewitness and an
accomplice to the ambush
have pinpointed the mayor
and the two suspects as behind Bucabuca’s death. He
is Benolho village councilor
Nelson Pepito Jr. who is also
Espinosa’s driver.
The witness, in his affidavit, said that for political
reasons, Espinosa ordered
him and the two suspects to
find a way to kill Bucabuca,
sometime on the second
week of May.
The witness Pepito said
that when they received a
tip that Bucabuca had gone
to Ormoc, the plan was
hatched to ambush him at
Brgy. Macabug where there
was a bottleneck due to a
bridge construction.
The witness said he was
the lookout and gave the
signal to the two men that
Bucabuca’s car was already
approaching. He added that
the killers have since vanished from Albuera.
The victim was the
bodyguard of the former
town mayor whom Espinosa defeated. He was also
the complainant against former town councilor Sergio

I WILL have to keep this week’s column
short. I almost forgot to put a jump page for
Fr. Roy Cimagala, who is expounding his
opinion on very important matters of the day.
Anyway, this was an interesting week. On
Tuesday, I had just barely left Palo when the
call came that Atty. Rogelio Bato Jr. was killed.
Reporter Lottie Salarda settles the issue on the
girl’s age. On page 2, she reports the girl was 19.
By Thursday, Mayor Espinosa moves in to
live in with “drug buster” cop Espenido. Hilarious, really!
By Friday, Ormoc hosted the 1st Vegetable
Congress. Saturday was the launching of Kilusang Pagbabago and the Football Fest.
Cabinet Secretary Jun Evasco is an interesting priest. A former priest, former NPA, former
mayor and former Davao city administrator, he
looked so fatherly that you couldn’t imagine this
was a man who has no qualms of fighting back
at criminals. In his speech, he said that good
men should learn to fight back and not let evil
men rule. Hmmmm

rent state of our laws that are now found
to be ineffective or lacking in something
necessary. We have to understand that our
human laws need to evolve without abandoning their essential purpose. They need
to be updated to adapt to current situations.
A more appropriate system of checks
and balances among the different branches
and agencies of our government should be
put in place.
This should be a serious affair that
should not be trivialized by too much
politicking and grandstanding. Let’s hope
that we can choose lawmakers and public
officials who are competent to carry out
their responsibility.
As to the clergy, a great challenge
befalls us. But before we start thinking of
building rehab centers and the like, we
should intensify our spiritual and pastoral
ministry. We have to keep the priority of
Mary over Martha. While the state and civil
society aim at making people responsible
citizens, we in the Church have to focus on
encouraging people to be saints.
As one saint once said, today’s crises
are basically a crisis of saints. People are not
praying anymore. They are simply guided
by their emotions and instincts and some
questionable ideologies. There’s a lot of
doctrinal ignorance and confusion, and
religious indifference.
Today’s drug problem is just a result
of many previous crises that have not been
effectively resolved: corruption, deceit,
infidelity, lack of temperance, etc. There is
little authentic spiritual life in many people.
If these basic problems in people’s
spiritual life are made to persist, then we
can expect graver crises after the one on
drugs. In other countries, this is what we
observe. They are now into terrorism and
massacres and mindless rampage.
Everyone has to be involved, but I
imagine that the clergy has to focus more
on strengthening the spiritual and moral
lives of people. These aspects are basic

Fully autonomous
cars are coming
DETROIT IS abuzz with excitement as
Ford Motor Company announced in August 2016 out of its Palo Alto, Californiacampus that it is launching SAE Standard
J3016 Level 4 - fully autonomous vehicles
in 2021 to ride sharing customers. Ford
CEO Mark Fields said it intends to market
vehicles that will have no steering wheels,
no gas and no control pedals.
Ford is no longer a car manufacturing
company. It intends to become an entity
that moves people and cargo around safely
and efficiently. Although convenience and
mobility were the focus of the announcement, Ford also acknowledged that safety
is a big part of the reason to promote more
driver assistance and eventually fully
autonomous vehicles. Providing mobility to those without access today, such as
the elderly and infirm, was another of the
high-level goals. There are also potential
opportunities in local package delivery.
These vehicles will first be available to
companies with a fleet of vehicles that have
more or less fully defined routes of travel
such as transportation companies and
cargo delivery movers. Individual buyers
are unlikely to be its first customers.
The announcement came just as the
tandem of Uber and Volvo is making available to customers in the Pittsburgh area
this year some Volvo XC90 self-driving
SUV s outfitted with many sensors that
use cameras, lasers, sensors, radar and GPS
receivers. Uber and Volvo signed a pack to
spend more than $300 million to develop
driverless cars by 2021. Uber’s deal with
Volvo is not exclusive; it is also buying
Otto, a driver-less truck mobility start-up
company attempting to bring driver-less
vehicles into the market. Tesla and Google
are also developing their own program to

Breastfeeding
Awareness Month
BREASTFEEDING OR nursing is the
feeding of babies and young children
with milk from a woman’s breast. It is
recommended to start breastfeeding
within the first hour of a baby’s life and
continued as often and as much as the
baby wants. During the first few weeks of
life, babies may nurse roughly every two
to three hours. The duration of a feeding
is usually ten to fifteen minutes on each
breast. Older children feed less often.
Today, many working mothers find it
hard to breastfeed their babies, juggling
their roles as mothers and professionals.
Thanks to the new gadgets, mothers may
pump milk on their own; so that it can
be used later when breastfeeding is not
possible. Breastfeeding has a number of
benefits to both mother and baby, which
infant formula lacks.
Pursuant to Republic Act (RA) 10028,
otherwise known as the Expanded Breastfeeding Promotion Act of 2009, August
of every year is Breastfeeding Awareness
Month. It aims to protect, promote and support breastfeeding as the normal, natural
and preferred method of feeding infants
and young children. It is slowly being
implemented in malls as most of these have
breastfeeding rooms for lactating mothers.
Similar rooms can also be found in airports.
Breastfeeding is promoted worldwide
because of the many benefits it gives to
both the baby and the mother. Deaths of an
estimated 820,000 children under the age of
five could be prevented globally every year
with increased breastfeeding. Breastfeeding
decreases the risk of respiratory tract infections and diarrhea; it also lowers the risks of
asthma, food allergies, celiac disease, type 1
diabetes, and leukemia. Breastfeeding may
also improve cognitive development and
decrease the risk of obesity in adulthood.

THE CEBU clergy had their monthly recollection the other day. The invited guest
speaker, both a lawyer and journalist,
among other things, was one known for
her advocacy in human rights. We were
given a drill on human rights, rule of law,
due process and other related topics, all of
them as some kind of reaction to the rise
of extra-judicial killings (EJK) that we are
hearing about these days.
From where I sat, I noticed that the
priests were especially attentive, except
of course for a few. There will always be
exceptions, but this time, I noticed more
rapt attention. The archbishop was around,
together with the two auxiliary bishops.
They were also all ears.
I was happy to note that the talk
presented the nuances of human rights
as articulated by institutions like the UN
and, of course, our constitution, and other
personalities of some standing. Since the
speaker was a lawyer and not a theologian,
there was hardly any theological explanation beyond the fact that human rights
spring from man’s being the image and
likeness of God.
The reaction of the priests in general
was mainly that of grave concern, since it
cannot be denied that the drug problem we
have is a first-class crisis. Recent developments have lifted the lid on this crisis whose
scary dimensions are getting far worse than
what are generally suspected.
Somehow priests get to know more details about this crisis because they preside
over funerals of drug-related deaths in their
parishes, they get to receive information
from their parishioners, they hear confessions and they also are sought for some
pieces of advice from people. They are near
the frontline.
They have mixed feelings about this
issue. While they are somehow happy
with the current campaign against people
involved in drugs, they are also alarmed
at the rise of these extra-judicial killings
whose perpetrators we cannot be sure of—
whether they are done by some vigilantes,
or the police, or drug people themselves in
their own internecine conflicts.
What comes to my mind is that this
development we are having at this time,
provoked by the ascendance of our new
president, has good aspects as well as poses
new challenges that we have to tackle.
Definitely, the drug problem has to be
tackled head-on before it gets any worse.
As it is now, it is really ugly. But we need
to further develop our systems—police,
judicial, penal, medical, political, economic,
social, etc.—to cope with this highly complex problem.
Let’s hope that our lawmakers can craft
better laws that are more effective in blending our need to get the culprits as well as
our need for respect of human rights, rule
of law and due process.

WE ARE now in the year where there is
the hosting of the Summer Games in Brazil (Rio de Janeiro) scheduled to be from
the 5th to 21st of August 2016. It started in
1896 and it is hosted by different nations
around the world since 1896. This corner
remembers the one held in Melbourne,
Australia last 1956. It was the year when I
was in the prime of my life. It was eleven
years after the Liberation in the Second
World War. It is my opinion that the period from 1946 to 1961 (15 yrs) is the best
period of my life which was in Manila.
Quezon City was then my venue of “action.” State University (UP) is incidentally
in Quezon City.
The Olympic Games held in Berlin in
1936 was used by Adolf Hitler as a springboard to show to the world the supremacy
of the Arian race of which Germany belongs. When his best runner in the Games
was beaten by US runner, Jesse Owens,
he had to swallow his pride. By the way,
making a nitwit of a man to be a leader is
bad practice. Hitler was such a man. Look
at what happened to Germany. He took his
life because of what happened to Germany
in the aftermath of WW-II. It was broken
up and the rest of Europe which was what
happened when Hitler behaved like a child
playing a parlor game of acquiring nations
like they were toys. Moral Lesson: never
put an imbecile on a pedestal of power.
He will think that playing like a god is like
playing any ordinary game. All his officers
were either executed or they took their lives
by their revolvers or cyanide pills.
So many athletes try to be the best.
So many of them got the top award: Gold
medallion. But those who achieved the top
award did not know that somewhere in
the future, somebody made it by beating
previous records. No matter what they got
or what record they broke, it is my opinion
I WOULD HAVE wanted to adopt a baby
girl after having 4 sons and the prospect of
naming our next child Jny-Malu seemed
remote. It was not meant to be but I know
I would love that child as our own. I still
wonder up to now how I would feel if she
goes away to college, celebrate her debut,
walk the aisle with her as the bride, and
finally give us a grandchild – most probably bawl in all those instances.
Adoption is really an excellent option
especially with the booming population
and the number of babies up for it. Studies
also show that being adopted can be one of
the best things to happen to a kid.
People who adopt tend to be wealthier
than other parents, both because of selfselection and because of the adoption
screening process. Adoptive parents tend to
be better-educated and put more effort into
raising their kids, as measured by things
like providing the child with books and
getting involved in their school activities.
And yet, as rated by their teachers
and tests, adopted children tend to have
worse behavioral and academic outcomes
in kindergarten and first grade than birth
children do, according to a research.
As measured by their teachers, young
adoptive children were more likely than
biological ones to get angry easily and to
fight with other students. If a 50 percent
score represents an average level of this
type of “problem behavior,” adopted kindergarteners were higher than average, at
64 percent, while children with two biological parents were at 44 percent. Children in
single-parent, step, and foster families all
had fewer behavioral issues than adopted
kindergarteners, at 58 percent, although
this difference was not significant. A similar pattern (63 percent versus 43 percent)
emerged for adopted and biological first
that nobody else can beat the record of
swimmer Michael Phelps of the US. In all,
he received 22 (twenty two) Gold medals
in the span of three Olympic Games from
2008, 2012 and 2016. No doubt, he is one in a
million. Champions come and go but none
can ever receive what Phelps achieved in
swimming. We are only counting his gold
medals. How about his silver and perhaps
his bronze medals? When you look at his
physique, you’d think he was an albatross.
If he was a Pinoy, he’d have gotten P220
million; a millionaire over and over. Our
government gives P10 million for gold; P5
million for silver and P3 million for bronze.
If he was a Pinoy, he’d have been richer by
P220 million, not counting his silver and
bronze medals.
The next Summer Games of the Olympics will be hosted by Tokyo, Japan in 2020.
This corner can only wonder if we can
ever host the Olympics. Of course we do
not have the facilities needed to host the
Games. Moreover, we do not have enough
hotel spaces to take in hundreds upon
thousands of visitors with discriminating
tastes not only on food but of possible sale
of goods.
We have not produced any winner of
gold medal in any event of the Games. The
most we got is silver in men’s boxing and
in women’s weight-lifting. Big deal!! No
doubt about it, we still have a long way
off to produces a gold winner like the USA
which has plenty of talent from fifty states
across the length and breadth of their continent. The most we can do is regional like
in the Asean countries which is limited to
countries in the 10 countries that compose

These vigilantes and
EJK’s may create
other monsters
MANY PEOPLE are wondering over, and
even questioning, the official statistics on
the death toll/fatalities in the anti-illegal
drugs war submitted by the PNP Chief Director General Ronald “Bato” de la Rosa.
He admitted in the on-going Senate hearing that the rash of killings of drug suspects, pushers or users, in the anti-drugs
war that the death toll of 800 persons were
the results of official police operations,
while the rest of the killings and summary
executions of more than 1,000 were done
by vigilante groups and by other unidentified or unknown persons.
Let’s leave for now the issue on the
resulting fatalities due to police operations
against drugs to the Senate investigation to
unravel which are due to legitimate police
operations and what are not.
We are focusing on the death toll done
by vigilante groups and other summary
executions by still unidentified persons that
are alarming in sheer numbers of people
killed and in the impunity of the attacks
that are even larger than those from police
actions admitted by the PNP. These summary executions perpetrated by vigilante
groups have also resulted in the recent
deaths of apparently innocent victims like
the 5-year old girl hit by a stray bullet intended by the gunman for her grandfather
and the shooting to death of a young girl
from Tacloban City, who was found out
later to be two months pregnant, and she
was riding in the car of Atty. Rogelio Bato
who was ambushed in the streets of Tacloban. Atty. Bato was known as the lawyer
graders.
Teachers also said adopted children
were less likely to pay attention in class,
were less eager to learn new things, and
didn’t persist as long on challenging tasks.
The adopted kids also performed worse on
an objective math test and slightly, though
not significantly, worse than birth children
on a reading test.
Adoptive parents go to great lengths
to do a great service. Why are their young
kids’ behavior and test scores worse?
One clue might be attachment theory,
which holds that a strong bond with at least
one nurturing adult (usually the mother) is
essential to a child thriving. That adult can
be the adoptive parent, but the adoption itself might mean that the bond with the birth
parent was disrupted or never formed. In
the worst cases, these children might have
experienced a traumatic event prior to their
adoption. Early trauma can affect the parts
of the brain that control mood and learning.
Infants and toddlers with a so-called
“disorganized attachment” to their earliest
caregivers such as those who feel frightened of or dissociated from their parents,
are more psychologically vulnerable later
in life. Among other things, they have more
problems regulating their emotions and
managing conflicts without resorting to
hostility.
This is not an argument against adoption. It is generally considered a better solution than institutionalization or remaining
in a bad home environment. If anything,
research emphasizes the importance of a
strong attachment between parents and
children in early childhood. Unfortunately,
the challenges faced by adopted children
are just one visible example of that.

fearful, aside from the blatant violations of

killer groups, as to whether there exist
some unofficial death squads or vigilante
groups tolerated or even sanctioned by the
PNP hierarchy and by some high ranking
government officials to implement the
anti-drug war.
Gen. de la Rosa however stated that he
has directed to investigate these summary
executions/killings by vigilante groups.
We believe also that the PNP should conduct an intensive investigation on the summary killings that will lead to the unmasking of these unidentified groups of killers
for the safety and peace of mind of peaceful
citizens. As one of its main mandates as
a police organization to solve crimes, the
PNP should consider these unexplained
killings as similar to murder cases to be
solved. The PNP is official arm of government to maintain a peaceful community
and for the protection of people. .Or else if
the PNP fails to perform its main mandate
to stop crimes and prosecute these criminals, the prevailing situation may create
other major problems for our communities
such as letting these criminally-minded
groups to metamorphose into gun for hire
groups and to other forms of criminal syndicates if the police does not neutralize and
prosecute them.

found selling fake cigars
TACLOBAN CITY – Retail
stores in this city were issued
on Wednesday, August 23,
“warning letters” by Philip
Morris Fortune Tobacco
Inc. (PMFTC Inc.) to stop
selling fake cigarettes with
brand names Marlboro,
Fortune, and Jackpot, after
surprise purchases indicated
they were selling counterfeit
cigarettes.
The stores concerned were
located in front of the Tacloban
Public Market. Local authorities were also alerted to the
growing problem of counterfeit cigarettes, which are of
poor quality, and denies the
government Sin Tax revenues.
Under Republic Act 8293,
otherwise known as the “Intellectual Property Code of
the Philippines”, a criminal
penalty of imprisonment from
2 to 5 years and a fine ranging from Php50,000.00 to
Php200,000.00 may be imposed upon anyone caught
committing the aforesaid unlawful act, in addition to any
civil and administrative sanctions imposed by law for the
same offense.
The traders were also
warned that because fake
PMFTC products bear fake
BIR excise tax stamps, sellers also commit tax offenses
punishable under the National
Internal Revenue Code.
PMFTC had been working
closely with law enforcement
in pursuing traders and store
owners who are involved with
the illegal sale of fake items.

On August 24, Vice Mayor Michael L. Cari of Baybay City celebrated his 48th birthday. His natal day is also timed with that of his eldest

come to the celebration as he is now studying at Ateneo. The celebrant’s parents were around, Engr. Peping and Mayor Carmen L. Cari,
as well as his sisters Carmel and Chinkee. Rep. Jose Carlos Cari could not come but was ably represented by his sons. Cousins also came,
to include Leyte vice governor Carlo P. Loreto. It was a nice, simple affair held at the family’s beach house in Gabas. Those who stayed

Baybay City inks MOA with Metro Gaisano group
BAYBAY CITY - After five
years of negotiation, finally, Super Metro will soon
construct its newest mall,
through the signing of a
memorandum of agreement
(MOA) between the city
government and Arthur Emmanuel, President and Chief
Operating Officer of Metro
Retail Stores Group Inc.
(MRSGI).
The MOA also includes
the resolution granting the
authority to Mayor Carmen
Cari to enter into a leasehold
contract with MRSGI for the
city’s 1-hectare reclamation
area, in which they have already advanced their rental
for 5 years, amounting to
P12.8 million.
Mayor Cari said that the
money would be utilized to
reclaim another hectare for
local vendors, as part of the
inclusive development that
they are pushing for the city.
For his part, Arthur Emmanuel said that they would
be employing around 200 locals as store employees, aside
from the manpower that they
will need for the construction
of the building for the next
8-12 months.

Chasing the dream of an Ormoc Museum - 2

Dante Enage’s exhibit was
an “all sold out” one!
TACLOBAN CITY – The renowned mixed media artist who
made President Rodrigo Duterte’s portrait using “tuba” or
our local coconut wine, held his fourth solo exhibit tagged
as “Balaraw” (a Waray-Waray term which means circle or
round) at KBOX Art Gallery Café recently.
Dante Enage, whose talent is recognized locally and also
abroad, uses nature as his inspiration in making organic abstract
paintings. He has already exhibited his artwork in Malaysia,
Kuwait, Spain, Italy and US.
His name made a buzz in the online world by using the natural pigment derived from the tanbark of “barok”, a mangrove used
for flavoring and color of tuba, in making the president’s portrait
during his first State of the Nation Address (SONA) on July.
Enage, a known Duterte supporter since the start of the
campaign, thought of showing his support by way of his art,
where he disclosed that he only made the portrait for twelve
hours. He wishes to personally give it to the president.
He believes that using tuba is his way to relive the arts and
culture of Eastern Visayas, and to inspire the younger generations to unite for art.
The artist also expressed his gratitude to everyone who
patronized his pieces. It was an “all sold out” exhibit, even on
its opening day.
The exhibit was opened to the public by Vice-mayors Jerry
“Sambo” Yaokasin and Ronnan Christian Reposar of Palo, Leyte

THE MUSEU NG KATIPUNAN IN SAN JUAN CITY is just a small museum. It is devoted to showcase the events leading to the Filipino revolution
in the 1800’s, when the fire of heroism and independence spread through the area. Despite its smallness, the museum is big in storytelling. The
guides skillfully toured Mayor Richard Gomez, Rep. Lucy Torres-Gomez and the rest of the party from Ormoc City from the entrance to the exit,
taking us each step through the revolution years. Photos show the “Sanduguan,” when Katipuneros signed their pacts of brotherhood with blood;
a diorama depicting Benita Rodriguez sewing the first Filipino flag; a shirt full of inscriptions and Latin prayers and words, deemed to ward of
bullets and death; a torn cedula which depicted the Filipinos defiance against Spain; cards containing important milestones of the revolutionary
history. At the Museu ng Katipunan, the Ormocano visitors learned that a museum need not be as big and grand as the National Museum, but

AN ORDINANCE REGULATING ALL WATER SOURCES OF WATER DEALERS, OWNERS OF WATER PUMPS, WELLS AND RAIN
WATER RECEPTACLES FOR DRINKING AND OTHER HOUSEHOLD, COMMERCIAL, INDUSTRIAL AND INSTITUTIONAL
USES TO SUBMIT THEIR WATER SAMPLES FOR BACTERIALOGICAL EXAMINATION; AND FOR OTHER PURPOSES

The Sangguniang Panlungsod in regular session duly convened
hereby ordained;
Section 1. Short Title. This Ordinance shall be called and referred
to as “An Ordinance Regulating Water Supply For Safe Human Consumption and Utilization”
Section 2. Coverage. This ordinance shall cover and include all
water dealers and water sources for domestic, commercial, industrial,
institutional and agricultural uses.
Section 3. Regular Test of Water Samples. There shall be a monthly
test on samples taken on-site from the target water sources by the City
Sanitation Inspector using the COLILERT 18 LABORATORY EQUIPMENT for bacteriological examination.
Section 4. Mode and Manner of Laboratory Tests.
4.1. The City Sanitation Inspector and the City Medical Technologist
are hereby authorized to conduct the laboratory examination of water
samples and inspection of sanitation of premises of water refilling stations/ stores and water sources.
4.2. In consultation with the City Health Officer, the City Sanitation
Inspector shall make and issue regular schedules of inspection of water
sources and establishments and / or collection of water samples including all barangays by cluster in the City.
4.3. The City Sanitation Inspector shall collect water samples onsite at the specific location of water refilling stations/ stores and water
pumps, wells including the water reservoirs of , and random households
served by the Borongan Water District or similar entity; and rain water
receptacles.
The container of the water sample shall be clean and marked of its
source, owner, establishment, time and date of collection.
(a) The water sample shall be tested for any bacteria contamination
using the COLLILERT 18 LABORATORY EQUIPMENT.
(b) If the test result is negative or without bacteria contamination,
the owner/ operator/ manager of the household or establishment shall
be notified accordingly.
(c) If the test results is positive or with bacteria contamination the
owner/ operator/ manager of the household or establishment shall be
notified accordingly. Chlorination shall immediately be done with the
assistance of the City Health Office.
(d) In the second case above, a second tests of Water Sample after
chlorination shall be done to affirm or negate the first results.
(e) In the event that the second test result is still positive or with
bacteria contamination, a third and final test of water sample shall be
done to make sure the accuracy of the consistency of test results of contamination. When and if the result is still positive, the relocation of the
water source shall be required.
(f) In the case of water refilling stations/ stores, water sample
from the water source shall be tested and again the “finished product”
shall be tested for any bacteriological contamination.
The same procedures in paragraphs (a), (b), (c), (d), and (e) above
shall apply.
Section 5. Confirmation of Test Result. The Medical Technologist of
the City Health Office , who shall have undergone skills training on the
operation and accuracy of Colilert 18 Laboratory Equipment and its test
results; shall certify to the accuracy of the report of the City Sanitation
Inspector in the prescribed FORM of the City Health Office.
Section 6. Environmental Laboratory Fees shall be collected after
each laboratory examination of water samples from as follows:
6.1. Water dealers, main store
P300.00
6.2. Water dealers, each branch
P200.00
6.3. Water District
P500.00
6.4. Water pumps and wells selling water supply
P300.00
6.5. For Subsequent or 2nd and 3rd test of water samples in Section
4.3 (d), and (e) only 50% of the regular rate shall be collected.
6.6. EXEMPTIONS. Refilling stations, water pumps and wells
not otherwise selling water supply shall be exempt from payment of
laboratory fees.
Section 7. Payment of Fees
(a) Upon receipt of the tests Result/s by the water dealer a Revenue
Collection Clerk from the City Treasurer’s Office shall collect payment of
fees and issue official receipts and thereafter remit the same to the Office
of the City Treasurer on the same day of collection of fees.
(b) The City Sanitation Inspector, when and if authorized by the
City Mayor and duly deputized by the City Treasurer may, as circumstances warrant, collect the fees, issue official receipts and likewise remit
in Barangay Kang –iras,
Muniicpality of Hilongos, Province of Leyte;
All sealed bids must
be submitted to the undersigned on the abovestated date and time.
In the event the
public auction, should
not take place due to
fortuitous event or any
reason under the exist-
ing Rules on Extra Judicial Foreclosure, on the

Section 8. Safeguards During Stormy Weather or Calamities.
(a) During or in the aftermath of stormy weather conditions such
as continuous heavy rains with flooding, typhoons , storm surges; and
after earthquakes with or without tsunami or tidal wave or landslides,
the City Health Office shall conduct tests of samples of all water supply
including cisterns to determine any bacteriological contamination free
from fees in Section 6 hereof.
(b) In coordination with the City Fire Marshall, fire trucks of the
City Fire Station shall be used to deliver water rationing to affected
households in barangays accessible by road network cost to beneficiaries.
(c) For drinking and other household uses, the water in the trucks
shall, before delivery, be tested and certified by the City Sanitation Inspector and Medical Technologist as safe from bacteriological contamination.
Section 9. Prohibited Acts
It shall be unlawful for any person, individual or juridical, to do
the following acts, to wit:
9.1. When the water supply to households, commercial, industrial
or institutional uses shall have been adequate 24/7 or 24 hours, seven
days a week and stabilized, it shall be unlawful to construct wells with or
without water pumps of all types within twenty-five (25) meters radius
to the household or establishment septic tank.
9.2. Refusal to allow the City Sanitation Inspector and/ or Medical
Technologist of the City Health Office to inspect the premises of the water
refilling stations/ stores and water sources and collect water samples for
bacteriological tests.
9.3. Refusal to pay the Environmental Laboratory Fees on the same
working day when the Report on Test Result is received by the water
dealer.
9.4. To introduce into any water source tapped for human consumption and/ or utilization or into “finished product”, any contaminant as
may be verified and upon recommendation of the City Health Office.
9.5. To damage or destroy or to cause to damage or destroy, directly
or indirectly, water tanks, reservoirs and their tributaries, pumps, water
pipes and similar public or private utilities which would cause to harm
the health, hygiene and sanitation of the general public.
9.6. Electric or motorized water pumps connected to piped water
supply of the Borongan Water District or similar entity, shall not be used
to fill water tanks or reservoirs with capacity of fifty-two (52) gallons or
more during the period, five o’clock (5:00 a.m. ) in the morning until
six o’clock (6:00 p.m.) in the evening to allow households without such
electric or motorized water pumps access to continuous and sufficient
water supply.
9.7. Failure to replace worn out plastic water-jugs or similar water
containers owned by water refilling stations/ stores as verified and
recommended by the Sanitation Inspector.
9.8. Accepting worn out plastic water jugs or similar containers of
consumers for refill by water refilling stations/ stores.
Section 10. Penalties
10.1. Violations of any of the prohibited acts in Section 9 hereof,
shall be penalized to pay the Administrative Environmental Fine thus:
First offense for each violation ………. P500.00
Each second and subsequent violations
………. P1,000.00
The total fines of more than one (1) violation shall not exceed Five
Thousand (P5,000.00) Pesos.
10.2. Community Service
(a) Except for the Prohibited Acts in Sec. 9.1., 9.2., 9.4., and 9.5.,
first offenders may choose to pay the corresponding fines or may render
a one (1) day Community Service for each violation in their respective
barangays.
(b) The Community Service shall be complied within seven (7)
calendar days after receipt of due NOTICE.
10.3. Violations by Business Establishments:
(a) On the second (2nd) violation of any of the prohibited acts in
this Ordinance by any business establishment, suspension of its Business
Permit for fifteen (15) days shall be imposed in addition to any administrative fines consequential thereto; and within which to comply the
requirements in this Ordinance so violated.
(b) Failure to comply the requirements in paragraph 10.4 (a) above
shall be deemed as tantamount to a third (3rd) violation of this Ordinance
and shall be meted the penalty and requirements in paragraph 10.4 (c)
below.
(c) On the third (3rd) violation of any of the prohibited acts in
Section 9 above by any business establishment, revocation of its Business Permit shall be imposed in addition to any other penalty; and shall
be allowed to apply a new for Business Permit only after attending an
orientation conference with the City Health Office and compliance of the
requirements in this Ordinance.
10.4. In the event that such violations may ultimately reach litigation
in the proper court, the attendant imprisonment not exceeding one (1)
year may be imposed and the assessed fine/s therewith at the discretion
of said court.
10.5 In the case of the water refilling stations/stores, Borongan Water
District and similar juridical entities, the owner/ operators, Chairman
of the Board of Directors and Manager shall be liable and accountable
of any of the violations in their respective business establishments and

Section 11. Definition of Terms. For purposes of this Ordinance,
the following terms are defined as follows:
11.1. Water dealer – includes commercial water purifying/ refilling
stations or stores selling wholesale and / or retail in plastic water jugs or
similar containers and water district or entity selling piped water supply
11.2. Water pumps – include “jet-matic” and “pitcher” types hand
pumps; electric motor driven pumps; and deep wells commonly known
as “artesian” wells
11.3. Open shallow dug well – as the name connotes with or without
casing of any kind using a bucket to fetch water therein
11.4. Fire trucks – vehicles of the City Fire Station that supply water to barangays or households during emergency rationing in times of
calamities or its aftermath or extreme lack of water supply.
11.5. Colilert 18 Laboratory Equipment – a portable medical equipment used to test water samples for bacteria contamination such as
E-Coli and coliform the result of which can be obtained within eighteen
(18) hours.
11.6. Chlorine – a nonmetallic chemical used to treat water as
disinfectant.
11.7. Chlorination – to treat water with chlorine to make it potable
for human consumption or use.
11.8. Finished product – refers to “Purified” water in plastic water
jugs or similar containers in water refilling stations/ stores
11.9. Cistern – any underground tank for storing water for household, commercial, industrial or institutional uses
11.10. Septic tank – a tank in which waste matter is disintegrated
by bacteria
11.11. E- Coli – a rod-shaped bacterium from waste matter including human wastes such as coming from seepage from septic tanks that
causes intestinal illness
11.12. Coliform – the other forms of bacteriological contaminant
from the other forms of waste matter.
11.13. Rain water receptacle – a container usually connected to a
roofing or similar structure of a house or building used for collecting
water when it rains.
11.14. One (1) Day – a total of eight (8) hours during the day time.
No community service shall be rendered during night time.
11.15. Community Service – Barangay activities under Clean and
Green Program to include planting of trees, ornamental shrubs and
flower plants, mangroves; clearing drainage canals and barangay streets
and roads; and protection, rehabilitation and / or development of water
resources.
Section 12. Separability Clause.
In the case where any provision in this Ordinance is declared unconstitutional or not valid by competent authority, the other provisions
remaining as to meet the purpose and intent of this Ordinance, shall
continue to be in full force and effect.
Section 13. Repealing Clause.
All existing Ordinances of Borongan City including any local Executive Orders which are inconsistent with this Ordinance are hereby
amended, modified or rescinded accordingly.
Section 14. Effectivity.
This Ordinance shall take effect fifteen (15) days after its approval.

Putting autonomous vehicles on the road is welcome
sign for a lot of Americans who are aging and whose
driving skills have deteriorated due to health and other
issues. In my decades of driving in America I have seen
accidents caused by elderly drivers particularly those on
medication. Many fell asleep while on the road leading to
smash-ups and collisions causing traffic jams that span for
miles. Truck drivers that travel interstate highways often
sit on their cabs for 12 hours or more. When they become
sleepy, hungry or tired, accidents are prone to occur. The
cost impact is enormous to the economy and the workforce
as a whole because of these accidents. The National Traffic
Highway Safety Administration (NHTSA) recorded 32,675
traffic fatalities in 2014. Seventeen percent of the fatalities
or 5,555 were in the age bracket 65 years old and older. A
study released by the NTHSA in 2014 says the economic
cost of motor vehicle crashes in 2010 totaled $277 billion.
This represents 1.9% of the country’s GDP. The entry of
autonomous vehicles into the market will significantly
control the staggering cost of vehicular crashes and help
reduce traffic fatalities.
So let us prepare to have a ‘boring’ drive as technology
of autonomous vehicular travel becomes the norm. Set
your destination, fasten your seat belt and off you go. Remember to bring a good movie, several books and maybe
some work to do while your car takes over the long drive
without your intervention. The fantastic automotive future
is here to enjoy. And thanks to innovation and the human
instinct to improvise and upgrade what we have now.

There can be no other winner of gold medals than that
of Michael Phelps of the US who produced 22. It will take
a lifetime to come up with a winner like him in the years
to come. Perhaps it will stay in the books for all time for
people to aspire. Phelps was able to produce because he
was able to participate in three successive Olympics from
2008 to 2016. The other person who also took part in three
separate hosting of the games is Carmelo Anthony of NBA
basketball, but he got only three golds. Indeed some people
are blessed with this good fortune. When can there be one
Pinoy to do it-- even for one gold?!

the ideal food for the healthy
growth and development of
infants; breastfeeding is also an
integral part of the reproductive
process with important implications for the health of mothers.
WHO’s guidelines recommend “continue[d] frequent,
on-demand breastfeeding
until two years of age
or beyond. “A mother
who breastfeeds helps
in her baby’s growth
and development; it enriches the relationship
between mother and
child.” This is the
Philippine Society
of Gastroenterology
and Nutrition’s (PSPGN) stand in promoting
breastfeeding in our country. This is because breast milk
is safe, sterile (cleanest) and always available. It has perfect
the nutrients to fully sustain the growth and development
of the baby from birth up to six months. It is easily digested
and absorbed and efficiently used by the baby’s immature
system. Furthermore, it contains antibodies and substances
which protect the babies against infection. It also has fats
(DHA) which enhance brain development and intelligence
of the baby.
Breastfeeding promotes emotional bonding between
the baby and mother. For the mother, it protects her against
cancer (breast, uterus, ovaries), obesity, and post-partum
haemorrhage / bleeding. It also promotes early return to
pre-pregnancy weight or simply weight loss and finally, it
gives the family big financial savings. Here are some helpful tips for breastfeeding mothers on correct positioning
and attachment, breastmilk expression and storage.
Correct Breastfeeding Techniques. Support the baby’s
head and entire body throughout the feeding. Be sure the
head, back and hips are be facing the breast and aligned
in a straight manner. Maintain the position of the baby in
such a way he is “face to face”, “chest to chest”, “tummy
to tummy” with the mother. Support the breast with the
hand of the opposite arm in a C-hold position: thumb
above, 4 fingers under the breast. Encourage the infant to
open the mouth wide by stroking the corner of the baby’s
lips; check that the chin touches the breast and the lower
lip is turned outward. Allow the baby to suck 15 to 30
minutes per breast to extract both foremilk and hindmilk.
Empty the breast around 8-10 times or more a day to ensure
adequate milk supply.
Breast Milk Expression and Storage. A small amount of
breast milk may be expressed before starting breastfeeding
to soften the nipple area. This can be done to relieve painful, engorged breasts. It is important for mothers to wash
their hands thoroughly before expressing breast milk or
breastfeeding. One may express breastmilk by hand or by
using a breast pump when breastmilk supply is abundant
and when the mother is planning to go back to work. It
should be stored in sterile polypropylene (cloudy hard
plastic) containers, properly labelled with the date and
time of breastmilk collection. It is recommended to store
breastmilk at room temperature (25 degree Celsius) or only
1 hour while refrigerated milk (4 degree Celsius) can be
stored upto 5 days. At the freezer compartment of a 1-door
refrigerator, it could be stored in 2 weeks
Frequency of Breastfeeding. It should be done per
demand. It should be done day and night, as long as
your baby wants. Babies need to feed eight or more times
within 24 hours from birth. If he is getting enough milk,
he should look satisfied after the feed. The baby should
wet as frequently as he feeds. Babies should be breast-fed
exclusively during the first six months of life. This should
be continued until she is at least two years old, even when
solid food is started up. After 6 months, the breastmilk is
still a good source of nutrients when given with adequate
complementary foods.
World Breastfeeding Week (August 1-7) is being celebrated every year in 120 countries consistent with the
Innocenti Declaration on the Protection, Promotion and
Support of Breastfeeding, the Baby-Friendly Hospital Initiative, the International Code on the Marketing of Breastmilk Substitutes and Related Products and subsequent
resolutions of the World Health Assembly, to which the
Philippines is a signatory. Globally, about 38% of infants
are only breastfed during their first six months of life. We
have to encourage the mothers to breastfeed their children
especially for the first 2 years of life.

LAND INTO COMMERCIAL PURPOSES TO BE
UTILIZED BY THE GOLDEN GATE MEMORIAL
CHAPELS, INC. FOR THE ESTABLISHMENT OF
FUNERAL PARLOR AND CHAPEL”

Be it ordained by the Sangguniang Panlungsod
in regular session that:
Section 1. Short Title – This Ordinance shall be
known as “Agricultural Lot Conversion into Commercial Purposes Ordinance of 2016”.
Section 2. Property Description and Purpose
– The property subject for reclassification is an agricultural land identified and described under Original
Certificate of Title No. P-3366 (referring to Patent
Homestead Blg. 082604-011) registered and declared in
the name of Wilfredo Cuña containing an area of Four
Thousand Two hundred Forty Nine (4,249) square
meters located at Barangay Locso-on, Borongan City.
Out of the 4,249 sq. m. land area, only One Thousand (1,000) square meters shall be reclassified into
commercial purposes for the establishment among
others of funeral parlor, funeral chapel, and other
mortuary services for the public.
The agricultural land area for conversion shall
constitute .00000231% of the total agricultural land
area of 43,368 hectares.
Section 3. Required Standards
3.1. On the basis of excellent determination
by the Sangguniang Panlungsod after committee
hearing and consultation with various stakeholders,
the above specifically described property shall have
substantially greater economic value and benefit if
converted into commercial purposes, and vis-à-vis
no longer sound and economically feasible for agricultural purposes as determined and certified by the
Agriculture Department;
3.2. The specific land area subject of the herein
reclassification does not exceed 10% of the total agricultural land area as cited under Section 2, and;
3.3. The reclassification shall not affect the land
covered under the Comprehensive Agrarian Reform
Law as certified by the Barangay Agrarian Reform
Committee (BARC) and DAR Provincial Office.
Section 4. Others Standards
4.1. The subject real property is currently free
for future development projects and is not intended
for public use as certified by the City Zoning Administrator, and
4.2. There is no residency occupancy existing
within fifty (50) meters of proposed funeral site of
Golden Gate Memorial Chapels, Inc. nor needed for
future Barangay Development Plan per certification
by the Office of the Punong Barangay of Barangay
Locso-on.
Section 5. Reclassification of Agricultural Land
into Commercial Purpose(s).
A portion of agricultural land containing an area
of One Thousand (1,000) sq. m. out of Four thousand
Two Hundred Forty Nine (4,249) sq. m. is hereby
reclassified into and for commercial purposes for
business growth, greater economic gains, and income
opportunities for the entire City.
Section 6. Repealing Clause – All city ordinances, executive orders, rules and regulations inconsistent
hereof are hereby repealed or modified accordingly.
Section. 7. Separability Clause – If any of the
provisions in this Ordinance is declared invalid or
unconstitutional, the other provisions not affected
thereby shall remain in full force and effect.
Section 8. Repealing Clause – Ordinances, executive orders, rules and regulations or parts thereof
contrary to or inconsistent with this Ordinance are
hereby repealed or modified accordingly.
Section 9. Effectivity – This Ordinance shall take
effect immediately upon its approval.

This pertains to the Intestate Estate of the late FELIXBERTO P. LOPEZ AND ESTELITA DUMAGUITLOPEZ. In connection therewith, the herein Petitioner
RAIMER P. LOPEZ through counsel ATTY. PHIO L.
VIOVICENTE filed this instant PETITION seeking for
the Issuance of Letters Administration and Partition
of the estate of the named decedents.
The perusal of the PETITION and its Annexes
revealed that FELIXBERTO P. LOPEZ and ESTELITA
DUMAGUIT-LOPEZ died intestate on November 6,
1996 and June 1, 2004, respectively, in Tacloban City
which allegedly was the decedents’ residence at the
time of death. At the time of the death of the said
decedents, their estate consist of real properties the
market value of which is THREE MILLION FIVE
HUNDRED EIGHTY TWO THOUSAND FIFTY PESOS (PhP3,582,050.00) and some personal properties
which need to be accounted for.
Alleged and enumerated in the PETITION are

of the Philippines as above-enumerated at least Ten
(10) days before the day of hearing, but if the service
is by mail, the Order should be mailed to the said
heirs or deposited in the post office with the postage
thereon prepaid at least twenty (20) days before the
scheduled hearing.

PALO, LEYTE – There is
enough technology available to guide farmers and
fishermen in the country
to improve their lot, but
the problem is “sending
the message across” or
translating it to a language
or dialect they understand.
This was Leyte governor Dominic Petilla’s
take on how to get timely
weather information across
to farmers and fishermen in
the province, so that they
are guided on what weather
to expect for the day or a
10-day period.
He said that the first
thing to do is coach information in a dialect understandable by farmers and
fisherfolks in various parts
of the province, most of
who are unschooled.
Leyte has two distinct
dialects, Waray and Bisaya,
but there are variants of the
dialects that make the problem of communication more
complex. For example, sili
in Waray means the male
organ, but it is chili pepper on the Bisaya-speaking
areas.
Second, is to determine
the best way to send out the
information. Text blasting
could be a solution but there
is the reality that many rural
areas remain without cellular signals, aside from the
fact that a cellphone is the
last thing that a poor farmer
would buy.
The governor was reacting to the question that
the province, or Eastern
Visayas region, already had
automatic weather stations
but how will they disseminate the information in a
timely manner to the farmers, and who will foot the
bill in case there is a need
for expensive text blasters.
The governor said that
a combination of the old
ways and the new is practicable, but it still boils down
to how the information is
said. “We can have text
blasters,” he said, but what
is important is the information to be sent out should
be understandable or in
layman’s language.

BAYBAY CITY - The kin
of the so-called “Inopacan
Massacre” victims commemorates the 10th year
anniversary of the discovery their mass graves
and exhumation with the
theme: “Usa ka dekada sa
padayon nga paghanumdum sa hustisya ug kalinaw” at Hipusngo Cemetery, Baybay City, Leyte
on August 28.
In line with the commemoration, the City of
government of Baybay
through Mayor Carmen
Cari, marked the event with
a holy mass at the cemetery
where the 67 victims are
buried. Reverend Fr. Stanley Mepico officiated the
mass.
Eliosa Abenojar-Cababahay, 56, the brother of victim William Abenojar who
was allegedly abducted and
killed by the members of the
CPP-NPA in the ‘80s called
on the Duterte administra-
tion to help them attain
justice.
Abenojar was abducted
together with two other
companions sometime in
January 1984.
As a relative of one of
the victims, she felt insulted
when she saw in the television that the couple Benito
and Wilma Tiamzon is now
out of jail, and they are participating in the peace talks.
