LOCATION OF THE PROJECT: The state of Arunachal Pradesh is situated between 26.28 degrees N latitude and 91.30 E longitude. It is in the north Eastern corner of India bordering on China, Tibet, Burma and Bhutan, perched on the North eastern corner of the eastern Himalayas at an average altitude of over 3000 ft. above sea level. The project is located at Bordumsa, Changlang district, in East Arunachal Pradesh. It is strategically located because Bordumsa serves as the check gate from Assam to Arunachal Pradesh. It is 6oo km away from the state Capital, Itanagar and 64 kms away from the nearest district headquarters of Tinsukia, Assam. It has an area of 4662 sq.km with 124994 inhabitants which is 11.45% of the total population of the state. Changlang, placed at an altitude of 580 meters, is the district Head Quarters. 4. HISTORY We, the Carmelite sisters of Charity on the invitation of the Bishop of the diocese of Miao and the Salesians of Don Bosco have opened a community in Bordumsa, Arunachal Pradesh. We are collaborating in the mission of education, social development and medical care. The Salesians have a school and a hostel for the boys, students of Don Bosco School. The hostel for the girls is taken care by us, the Vedruna sisters. Two sisters also teach in the School, while another sister takes care of the socio pastoral/medical work. We are in the initial stage. The medical and socio pastoral work has to develop gradually, though a small dispensary is already meeting to the needs of the almost 800 students in the school/hostel. Sisters also visit the families/villages around on a regular basis. Students studying in this school at Bordumsa hail from various tribes. In the state there are about 20 major tribes which are divided in to a number of sub tribes, approximately about 110. We have 49 girl students in the hostel. They hail from the tribes of Singhpo, Tangsa, Khamti and Khmyangs and also Budhists. Our students are of the age group 5 to 13 years. The Girls’ hostel is a long bamboo shed which has three rooms. Students stay in two rooms and sisters in the third. We need to gradually construct a better infrastructure for the stay, but our urgent need is water facilities for the students, and some privacy for the growing girls for their bathing, washing needs etc. We own a plot of land close to the school where these constructions and the Bore well would be for the permanent use of the students. The land that is owned by us is a donation partly given by the local tribals for the construction of the hostel, dispensary and a social work centre. 5. JUSTIFICATION OF THE PROJECT There are no water connections in this region given by the government. Bore wells are possible in the region as there is water in the sub terrain. As of now, the girls’ hostel gets supply of water from the near by Don Bosco school. They have been very kind to provide us with water for our daily needs. At present we have 49 children in our boarding, the number is limited due to lack of space as well as no proper facilities like water which are essential for the students. Our concrete and urgent need is to construct a BORE WELL , a Water TANK to store water and provide facilities for drinking water, water for bathing, washing and all other purposes. 6. DETAILED DESCRIPTION OF THE PROJECT OBJECTIVES: This Project’s focus is the ‘Girl Child’. Assisting them with a boarding/hostel to stay, it is an attempt to enhance the Education of the girl child, leading to a better home and transformed society with the empowerment of women who is the heart and soul of any developing society. In Arunachal Pradesh the Female literacy is quite low. It is 43.5% according to the 1991 statistics. There are also a considerable number of villages where literacy is as low as 10%. Illiteracy amongst the girls and women exists in varying degrees from tribe to tribe. The parents seem to have very low aspirations regarding the girl child compared to the parents of advanced societies. It is observed, here in the tribal societies, that the girl child and women play a vital role in the family to sustain their economy. The Project has its focus on the rural Girl Child for whom a dream is cherished and nourished and ‘no stop’ till it reaches its goal. Keeping in mind the education and development of Tribal girls around the region in many villages, the Girls hostel is one of the means to promote and assist education. The water facility to the hostel will assist this Project of Education. GOALS EXPECTED TO REALIZE The project is to construct a BORE WELL together with a WATER TANK for our rural the tribal girls staying in the Vedruna Bhavan Girls’ Hostel studying at the Don Bosco School at Bordumsa,Changlang District, Arunachal Pradesh. This will meet the basic need of water and facilitate the education of the target group –the tribal girls. ACTIVITIES REQUIRED TO OBTAIN THE GOALS: Construct a Bore well 81 meters deep, Fix a submersible CRI Pump to draw the water. Construct a water tank of 20 ft x 5 ft x 6 ft high Fix Wash basins all around the water tank Fix Wash blocks of flat slabs on the basins for washing clothes Enclose the area of 24 ft x 36 ft. Build an enclosed wall all around for privacy. HUMAN RESOURCES AND MATERIALS. Rev. Fr. Mathew C. Paul SDB is a famous Architect cum Engineer belonging to the Salesian Congregation, having many years of experience in the field of construction especially in the Northern region, and he has readily agreed to help us with the construction of the Bore well as well as the Water tank. He will help us to get all the materials required for the same, and see that the work is well accomplished 7. DURATION OF THE PROJECT: We expect the project to be complete with in a span of 6 months. Being in a remote area, the supply of materials as well as of skilled labourers is not very easy. 8. BENEFICIARIES All the students staying in our hostel will be the direct beneficiaries of this project. The many people who come to our dispensaries will benefit by this Bore well too. The youth and women who will come to our centre for their various developmental activities will also benefit from this project . All our beneficiaries are tribals. Total number of direct beneficiaries : about 60 personnel at present ( for 200 students approximately in the future) Total number of indirect beneficiaries: Youth and women from 21 villages 9. Describe the Socio Economic and cultural Characteristics. India’s North East is part of the great tropical rain forest that sweeps from the Himalayan foothills to the Malay Peninsula. It is the most geographically isolated region and the most mountainous ( 70% of its land is hilly terrain). It is a magical, mist-clad land of hills, valleys and rivers, peopled by diverse and colourful communities. The North-East is described as Asia in miniature. India’s rich diversity and plurality is nowhere more manifested than in the North East. It has over 4000 km of international border with Bhutan, China, Myanmar and Bangladesh. It is connected to the rest of India by a narrow 20 km wide (in parts) corridor of land known as the Silguri Neck also called Chicken’s Neck between Bhutan and Bangladesh. 31.1 million people inhabit the eight states of the North East. Of these 18 million are tribals, the largest tribal majority region in India Arunachal Pradesh - Physical Features Arunachal Pradesh, popularly known as the ‘Land of the Dawn-lit Mountains’ or the ‘Land of the Rising Sun’, was the largest unit territory in India, with a total area of 83,743 sq. km. in North East India. It is a land of ridges, with varied mountain terrain, criss-crossed by numerous rivers and rivulets, rocks and peaks in the North-east frontier region. It is a hilly green land of multi-tribal simple people belonging to more than 110 tribes and sub-tribes. The land has numerous rivers and there are five such principal rivers, one in each of the five major districts (Subansiri, Siang, Dibang, Lohit, Tirap). The rivers flowing along Arunachal Pradesh possess the vast potentiality for hydro-electricity generation due to the typical topography; at the same time the cobweb of streams and rivers have broken the topography into many parts in isolation.. Literacy rate No villages No of towns 44.24% 3482 Nos. 17 Literacy rate in Arunachal Pradesh is placed as 44.24%. In Changlang district, (where Bordumsa is) it is 51.98% against the national literacy rate of 65.38%. It must be noted that Arunachal Pradesh has registered a significant growth rate in the field of literacy as compared to total population, total rural population and total urban population in the previous census. Female literacy has however, remained low, in some of the interior villages much below 30%. There are also considerable number of villages where literacy is as low as 10%. ECONOMY: Agriculture is the main occupation and 80% of working force is dependent directly on agriculture and allied activities.. About 65% of the male and 95% of the female working force are found to be engaged in cultivation. People practice the shifting (jhum ) as well as settled (terrace) cultivation. This method of shifting cultivation is practised in the mountainous regions of heavy rain-fall belts of South-East-Asia and the Himalayan region. The peculiar topographical conditions and unsuitable land available to them has left with no other alternative except practising Jhum cultivation. Besides conspicuous absence of technical know-how on the part of the tribals who remained completely isolated for a considerable span of time, is also responsible for dependence on jhuming. Cottage industries: Cane and Bamboo works, Bead making etc. also play a significant role in strengthening the traditional economy. Cotton, Pan and Poppy plants are also traditional items grown on the jhum fields. There seem to be a gradual introduction of Horticulture, Pisci-culture and Tea- plantation in the state. Barley, wheat, potato, mustard and sugarcane are also grown in some lands. In agricultural as well as household activities, the role of women is significant. SOCIETY The tribes of the states may be included under indo Mangoloid racial groups with each tribe, possessing distinctive Arunachal Pradesh is essentially a patriarchal one. The sons are entitled to inherit paternal property. The paternal kins are considered to be nearer and more important than that of maternal kins. Arunachalis are generally fond of dance , Music and arts. Social Pattern It is generally believed that women enjoy a good position in the society. Women are not merely a household wife for bearing children and attending domestic works rather they actively participate with their husbands in various socio religious functions. Marriage practices A tribesman must marry within the tribe but essentially outside the clan. Child marriages is a common factor. One third of the females get married before they are 14. while less than one third of the boys of the same age groups get married in the same category. The bride grooms party has to take initiative for the marriage. Many rituals are performed on the commencement of the marriage. A feast is offered to the village according to their means. Poligamy has been common among all the tribes of Arunachal pradhesh for quite sometime, the monogamy has been thriving in some areas all the while. But Poliandry is weekening slowly . RELIGION The people of Arunachal Pradhesh has not been much influenced by other religions from outside. In general all the tribesman are devotes of “Dony Polo” (The sun and the moon), the supreme spiritual force in the universe other than the Buddhist tribes . The philosophy of non Buddhist tribes is based on the varied manifestation of nature and on universalism. Sacrifices and disposal of the dead are costly affairs. Situation has changed very much since both Christianity and Hinduism have made intrudes in the society which was predominantly animistic. Ceremonies and festivals. All the tribes have ceremonies connected with the cure of sickness agriculture and death. There are ceremonies connected with spring festivals harvesting festivals and seasonal festivals. These festivals are generally observed in the midst of much fun-fare and festivity along with dances and songs which are socio religious in nature. Criteria for the selection of the beneficiaries The students who come to our school as well as Boarding are from poor families. But they are willing to pay their mite for the education of the children. During harvesting season, the parents bring part of what they get from their fields. But the success of agriculture depends on good rains, and when the rains fail life becomes difficult for them. 10 . VIABILITY OF THE PROGECT The Vedruna Carmelite sisters of Charity takes the total responsibility of the execution of the Project and its continuity. The Congregation has no intention to move out of this area. It has started a community in this most backward area precisely to take the projects for the wholesome development of the people of the region which will take a very long period of time. The students pay on an average of Rs. 500/- a month in cash or kind . : 11.
