Dear Scouters,
Spring has sprung…well maybe!!! With it comes a new opportunity for the Scouting Movement in the
Buckskin Council. In the past few months, the eight districts of the Council have been following the District Nominating Committee process. This year several districts have put extra effort into this important
process.
The District Committee is one of the most important committees in Scouting. It is made up of very dedicated and experienced Scouters. The purpose of the District Committee is to support Chartering Partners
and their Units. This is accomplished through the four functions of the District Committee; unit service
(commissioners), finance, membership, and program. The District Committee is on the front line of support to unit leaders, and
provides hands on training, motivation, and support to Scouters in our area.
That’s why it is so very important to search for the very best Scout Leaders, and ask them to serve on the District Committee, to
have our best leaders teach and support our new leaders. That sounds simple, but far too often retiring Den Leaders, Cubmasters,
Scoutmasters, and other senior unit leaders just fade away into the distance, taking all of their hard learned Scouting knowledge
with them.
Although the annual meetings for the eight districts have passed, the District Nominating Committee work is not really done. Recruitment of new members for the District Committee should be a continuous process, with prospecting and recruiting happening
year round. You can support this process by keeping an eye out for future District Committee Members. Just send an email or
give a call to your District Chairperson or District Executive with your suggestions.

the Buckskin Council we have a group who quietly
serve you by making sure the newsletters and other
key communications are prepared, labeled and
mailed. It is important to let our leaders know
who these folks are so you can thank them when
you see them.

Richard Sinclair was born in Belfast,
Northern Ireland and came to this country at
the age of six. He spent his high school years
in Virginia and earned a degree from the University of Richmond in 1970 and a Masters
Degree from Marshall University in 1980. He
served three years in the US Army graduating
from the Officer’s Candidate School in the last
class of Quartermaster Officer Candidate School ever. He went on
to serve a year in Vietnam and was attached to the 173 rd Airborne
Brigade.
He joined what was then C & P Telephone Company in Northern
Virginia in 1970 and remained there until moving to Charleston in
1975 to join Jefferds and Moore -now Jefferds Corporation. He
held several positions before becoming President in 1991 and he is
still in that position. He has served as President of Clark Material
Handling Company’s Dealer Council in 1986 and has taught several
classes for the Material handling Distributors Association, He is a
Professional Certified in Material Handling by the International
Material Management Society. He is also the Managing Member of
EJC Properties, LLC
Sinclair has been active in the community and is currently serving
on the Board of Trustees for the University of Charleston. He
served on the CAMC Board for 20 years and served as Chairman
of the Board for ten years. He has been President of the Holz
School PTA twice, President of Rotary in Charleston, Chairman of
the Greater Kanawha Valley Foundation. He chaired the successful United Way Campaign in 1989. He was President of the Board
of Sunrise, President of Edgewood Country Club, Chairman of
Fund for the Arts and was a Read Aloud Reader for five years. He
has served on the One Valley Bank Board (now BB and T) since
1991 and currently serves as Chair of the Marketing Committee of
for the Charleston Region. He received the YMCA Spirit of the
Valley Award in 2013. He has given 21 gallons of blood to the
American Red Cross. He recently joined the Board of WV Kids
Count. Sinclair is a 37 year member of St. Matthews Episcopal
Church where he has served as a lay reader and Senior Warden
twice and a Sunday School teacher as well as a Senior Midget Basketball Coach with his wife.
He is an avid golfer and serves on the Board of the Virginias Seniors Golf Association and has been Secretary of the Platypus Golf
Group for almost 20 years. He owns a three wheel Morgan
(perhaps the only one in WV) plays squash and tennis and has taken up kayaking off the north Florida coast. He has been married to
Marion Jefferds for 43 years and they have three children: Elizabeth Castle, Jeff Sinclair and Catherine Simon. Both Jeff and Catherine are doctors and Elizabeth is married to Jason Castle, a doctor.
Marion and Richard have seven grandchildren and one that is coming in August.
Richard became an Eagle Scout at the age of 15 and credits a life
long interest in Scouting because of his experiences in Troop 91 in
Cismont, Virginia. He was also a Member of the Order of the Arrow and served as an Assistant Scout Master.

Dr. E. Gordon Gee served as president of The Ohio State University from 1990
to 1997 and again from 2007 to 2013. Prior
to his service at Ohio State, he led Vanderbilt
University (2001-2007), Brown University
(1998-2000), the University of Colorado
(1985-1990), and West Virginia University
(1981-1985). He returned to WVU to serve
as president for a term in January 2014, and
was confirmed as the permanent president in March 2014. Gee
has served in higher education for more than three decades and
in 2009 was named by Time magazine as one of the top-10 university presidents in the United States.
Born in Vernal, Utah,, Gee graduated from the University of
Utah with an honors degree in history and earned his J.D. and
Ed.D degrees from Columbia University. He clerked under Chief
Justice David T. Lewis of the U.S. 10th Circuit Court of Appeals
before being named a judicial fellow and staff assistant to the
U.S. Supreme Court. In this role, he worked for Chief Justice
Warren Burger on administrative and legal problems of the Court
and federal judiciary. Gee returned to Utah as an associate professor and associate dean in the J. Reuben Clark Law School at
Brigham Young University, and was granted full professorship in
1978. One year later, he was named dean of the West Virginia
University Law School, and, in 1981, was appointed to that university’s presidency.
Gee has been a member of several education-governance organizations and committees, including the Big Ten Conference
Council of Presidents, the Inter-University Council of Ohio, the
Business-Higher Education Forum, and the American Association of Universities. He was chair of the American Council on
Education’s Commission on Higher Education Attainment and
served as co-chair of the Association of Public and Land-Grant
Universities’ Energy Advisory Committee. In 2009, Gee was
invited to join the International Advisory Board of King
Abdulaziz University in Saudi Arabia.
Gee has received a number of honorary degrees, awards, fellowships, and recognitions. He earned the rank of Eagle Scout as a
youth and is a recipient of the Boy Scouts of America Distinguished Eagle Scout Award. He is a fellow of the prestigious
American Association for the Advancement of Science, the
world’s largest science organization. In 1994, Gee received the
Distinguished Alumnus Award from the University of Utah, as
well as from Teachers College of Columbia University. In 2013,
he received the ACE Council of Fellows/Fidelity Investments
Mentor Award and received the Outstanding Academic Leader
of the Year Award on behalf of Historically Black Colleges and
Universities. He is the co-author of 11 books, including Law,
Policy and Higher Education, published in 2012. He is also the
author of numerous papers and articles on law and education.
Gee’s daughter, Rebekah, is the Medicaid Medical Director for
the State of Louisiana, and an assistant professor of Public
Health and Medicine at Louisiana State University. She is also a
Norman F. Gant/American Board of Obstetrics and Gynecology/IOM Anniversary Fellow.

We have a staff of 9+ who will bring you a fun-filled day of
activities to pass along to your units, all the materials/books
you can purchase there, a complete understanding of changes
that take effect within two days after the POW WOW…and
NETWORKING for you with other leaders for ideas and
FUN! We will do a break-out session for Webelos Leaders
as well.

College of Commissioner Science
Our major commissioner training event is
Commissioner College, which is April 18 at
Cedar Lakes Conference Center near Ripley,
WV. We join with four other councils to
put on this training event, which follows a College format.
The 3-hour basic training courses for Unit Commissioner,
District Commissioner, and Roundtable Commissioner will
be offered, as well as advanced courses. This training event is
of a high quality and is both educational and motivational.
This year’s host council is Simon Kenton Council. The tentative schedule and registration are on the Simon Kenton
Council website at www.skcscouts.org (look on their Events
and Adult Training page).
Lunch on Saturday has to be reserved separately with Cedar
Lakes Conference Center using the Lodging and Meals form.
Some optional activities also happen on Friday evening and
Sunday morning, so some commissioners stay for the weekend
Wood Badge
Experience the ultimate in leadership training! Wood
Badge will provide you with the leadership skills to make
a difference. Wood Badge brings together leaders from all
areas of scouting: Cub Scouts, Boy Scouts, Varsity Scouts,
Venturing and all other District and Council leadership
positions for training, adventure and FUN!
Wood Badge is a six-day course conducted over two full
three-day weekends. The first weekend reflects the unit
meeting while staying in cabins on-site. The second weekend uses a camping activity as its delivery model. The focus is on leadership skills, not outdoor skills. And did we
mention fun?

Weekend 2: August 28th to August 30th at Camp
Arrowhead, Ona
Cost: $225.00 per person; this includes all meals, program

recognition items. A deposit of $75.00 is paid to Buckskin
Council Scout Service Center with the application. Payments may be made; however, the balance of the fee must
be paid by July 14, 2015.

2015 Summit Trek
The Buckskin Council is pleased to make available in 2015, a program that has been exclusively designed for us…The Summit
Trek. It provides the opportunity for Buckskin Scout Reservation Scouts and Venturers to spend several days at The Bechtel
Summit for world class adventure venues in The Summit Center beginning Monday evening through Friday morning.
The Summit Trek includes meals, transportation from camp to the Summit, and Scott Summit Center programming (including
required equipment). A tent and cot are provided while at the Summit.
Cost is $465 per youth or adult (must be 13 yrs old to participate)
Summit Center activities: Ziplines, climbing walls, bouldering, sustainability treehouse, mtn biking, BMX biking, skateboarding,
tomahawk throwing, canopy tours, Stand-up paddleboarding, kayaking, Water Reality Obstacles Course, rapelling, Challenge
courses, sporting arrows, all Action Point activities, and the Consol Energy bridge.
Applications for provisional Scouts and financial scholarship applications are available at the Scout Shop…Ask for them.

TimberTrek
Are you ready to tackle TimberTrek, the new ropes course at Adventures on the Gorge?
This system of challenging obstacles, bridges, swings, and zip lines between tree platforms is the cutting edge of aerial adventure! Over
two miles of steel cable and countless board feet of lumber compose 5 courses of varying difficulty levels from tame to insane. Each
course is constructed to challenge, inspire, and delight participants at heights as high as 50 feet above the forest floor. TimberTrek welcomes guests as young as 7 years old into the forest canopy (with adult supervision, of course!)

NYLT – National Youth Leadership
Training
WHAT: NYLT is a week-long course that gives Boy Scouts,
Varsity Scouts and Venturers methods, skills, and experiences to
become better leaders in their unit. The course centers around
the concepts of what a leader must be, what he/she must know,
and what he/she must do …with a clear focus on how to accomplish all this.
WHO: ALL eligible Boy Scout and Venturing youth who want
to improve their leadership skills. Participants must hold or intend to hold a unit leadership position to be eligible for the
course, and satisfy the following requirements:
For Boy Scouts/Varsity Scouts, must be at least 13 years old
and First Class rank by the first day of the course.
If a Venturer (male or female), must be at least 14 years old
and registered in a Venturing Crew or Sea Scout Ship.
May not be 18 years old before the last day of the course if a
Boy Scout or Varsity Scout. May not be 21 years old if
a Venturer.
WHEN: June 14 to 19, 2015…a week of resident camp (they
stay on-site)
The course is limited to the first 48 participants signed up.
WHERE: Buckskin Council’s Camp Chief Logan – Chapmanville, WV

Cost is $180 per participant which includes the NYLT T-shirt, all
meals and course materials.

There will also be an Outlaw Race Afterwards. Anyone
can participate. Cars can be 10 ounces but must meet all
other specs. $2.00 per entrant. Trophies for 1st and 2nd
Place.

2016 Philmont Contingent
June 11-June 25, 2016
Philmont is the Boy Scouts of America’s Ultimate High Adventure Base. Located in the Sangre de Cristo Mountains of
Northeastern New Mexico, Philmont offers over 137,000 acres
of pure excitement and fun. Since 1938, Scouts from all over
the world have hiked its rugged trails, rambled through its
stands of aspens and ponderosa pine trees, and scaled its lofty
peaks.
Philmont, for many, is a once in a lifetime experience. You too
can be among those lucky enough to share in this adventure.
You will embark on a 14 day expedition where you and your
crew will journey through many parts of the world’s largest
scout camp where you will meet many great challenges, learn
unique outdoor skills, and create memories that will last a lifetime.
Buckskin Council will be sending a contingent to Philmont in
the summer of 2016. We are looking for 24 registered Scouts,
Venturers, and Scouters.
Wilderness Rangers
July 20 - July 25, 2015
The 2015 Wilderness Rangers Trek is recruiting now!
Wilderness Rangers is open to Scouts ages 14 to 18 who have
attained the rank of First Class, with Scoutmaster’s recommendation.
Learn about Electro-fishing, raptors, poisonous snakes, and
trapping. Wilderness Rangers will visit the Greenbank Observatory, Cass Scenic Railroad, Droop Mountain, Cranberry
Glades, and many more fascinating sites.
Cost of trek: $100 ($50 deposit must accompany the application)
Registration deadline is July 10, 2015. Since the trek is limited
to 24 scouts there is usually a waiting list. Sign up today!

Buckskin Council Boy Scout Summer Camp at BSR, Camp Chief Logan and Camp Arrowhead
We know that summer camp is the highlight of a Scout’s year. Scouts who experience summer camp are more likely to
stay involved in Scouting for another year. A Unit’s decision on where to go to camp in 2015 will have a lasting effect on
the scouts, well beyond just one summer. At camp, a scout becomes more independent, develops team working skills,
and sharpens problem solving skills. With that in mind, The Buckskin Council Summer Boy Scout summer camp programs purpose is to provide a fun, adventurous summer camp experience filled with personal growth that will long be
remembered.
It is the mission of our Summer Camp Program Committee to improve our camping program and provide every camp participant with a fun camping experience by providing quality programs and resources through the Camp Director and staff.
We constantly strive to have all activities and staff serve to fulfill THE AIMS OF SCOUTING: to build character, to foster citizenship, and to develop physical, mental, emotional, and moral fitness, by using THE METHODS OF SCOUTING. THE METHODS OF
SCOUTING consists of promoting Scouting Ideals through the Oath, Law, Motto, and Slogan, using the Patrol Method, the Outdoor
Program, encouraging Advancement, Personal Growth, Adult Association, Leadership Development, and the Boy
Scout Uniform.

CUB & WEBELOS RESIDENT CAMP
“Indian Heritage”
A Cub Scout’s experience at resident camping designed exclusively for Cub Scouts and Webelos. Exciting and Fun at every
turn!
There will be one program offered at Camp Chief Logan – one for Cub Scouts (Wolf thru Bear), and a more challenging
program for Webelos.
Cub Scouts will expand on their Day Camp experience with a 3day/4night program teaching outdoor skills with evening
activities that will create life long memories while having fun.
Webelos will get a taste of the future as they prepare to attend a Scout type Summer Camp. We want your Webelos to have
fun while they learn new skills preparing them for Boy Scouts, and working towards their Arrow of Light and Crossover.
The 2015 Cub & Webelos Resident camp will be based on the ever popular “INDIAN HERITAGE” about FUN!

WHAT IS CUB SCOUT DAY CAMP?
Day Camp is an outdoor experience where Cub Scouts participate in individual and team sports, games, crafts, explore
nature, and work on achievements, electives, and activity badges. Boys have fun in the outdoors -- that's Cub Scout
Day Camp.
The Cub Scout Day Camp program is designed to teach skills and develop attitudes that make a boy more self-reliant
and more at home in the outdoors. He will have fun with a purpose. The purpose is to build character while providing

Chapter Officer Elections
As we begin the first year of our new lodge, all chapters will be
having their officer elections at their District Winter Camporee.
For those districts that will have abnormally low attendance at
Winter Camporee due to location, elections will be held at the
first Chapter Meeting as determined by each Chapter Adviser. If
you are interested in running for Chief, Vice Chief, or Secretary
please contact your Chapter Adviser or the Lodge Chief.
Unit Elections
Beginning this year, unit elections for the Order of the Arrow
must be conducted by the lodge or chapter elections teams.
These must be completed prior to July 31 of each year. Election
forms must be completed and turned into the council office for
scouts to complete their Ordeals.
Conclave
From May 15-17, our lodge will be hosting the centennial Section
C-4B Conclave at Camp Arrowhead. We need both adult and
youth staff members to help us at conclave, as well as all arrowmen
to assist with work projects leading up to the big weekend! For
those willing and interested in helping out, you can sign up online
or email us at conclave@takhonek.org.

The centennial Arrowman Service Award is available to any Arrowman who would like to earn it. This award is one of three
awards ever to be permitted to be sewn on to the Order of the

shooting BB’s and Archery is just a few of the activities to be include in this year’s CSI Investigation themed Webelos Weekend.

WEBELOS-REE
Camp Arrowhead will be the site for the Webelos to gather for
the annual Webelos-ree. The activity pin for this year’s focus is
Geologist. Scouts and their adult partners can stay overnight
Friday evening. Saturday will be an activity day along with completing the requirements for the Geologist activity pin. Cost is
$15 per scout and $10 per adult, includes tentage and food.
CUB SCOUT FISHING DERBY
All Cub Scouts are invited to participate in the Camp Arrowhead Fishing Derby on Saturday, April 11. Check-in begins at
8:00am with fishing from 8:30am to 11:45am. Trophies for the
Most Fish Caught and the Biggest Fish Caught. Three rod and
reel sets will be given as door prizes. Registration fee is $3 per
scout.
COUNCIL PINEWOOD DERBY
Saturday, April 11, will be the date for the Council Pinewood
Derby at the Dutch Miller dealership, 339 MacCorkle Avenue,
South Charleston, WV. Registration begins at 10:00am with
racing beginning at noon. Participants are limited to those
scouts who finished 1st, 2nd or 3rd at either their pack race or the
district derby. Council Derby will include an Outlaw Division,
open to all, for those who want to build a car that weighs up to
10 ounces. See the council website for more details.
SPRING CAMPOREE
Muguyoh troops have been extended an invitation to join our
brothers from Pioneer District at their camporee on the weekend of April 24-26. The camporee will be held at Beech Fork
Lake camping area. A service project will be conducted in connection with the camporee. More information will follow.
BALOO
Do you want to get your Cub Scouts outdoor more? Then you
need to take Basic Adult Leader Outdoor Orientation, also
known as BALOO. Come and share in an exciting and entertaining training activity that will pay big dividends for your den
and pack. BALOO will help you to understand what you need
to consider when you plan on taking your Cubbies out for hiking, fishing, camping or campfires … and so much more. The
course is $15.00 per person. This covers course material, cracker barrel on Friday night, along with breakfast and lunch on
Saturday. The date is May 1 & 2 at Camp Arrowhead.
CUBMOBILE
Den leaders – get your den parents together and build your den’s
race car for the annual Cubmobile Derby on Saturday, May 9. The
specifications for the car have changed slightly, so be sure to check
out those safety changes. The race will again be held at Cabell Midland High School. See the information on the website for details.

Two Roundtables
The Seneca District is geographically the largest district in the
council, making it hard for some of our leaders to attend district events. To fix this problem, the district committee is offering two roundtables per month, in Beckley and Lewisburg.
The Beckley Roundtable is the best one that offers the up-todate information for what is ahead to the Boy Scouters in a
break-out session. The Cub Scout leaders have BOTH
Lewisburg AND Beckley Roundtables to share ideas, receive
Leader Specific training and network with problem-solving
ideas for their specific needs. ALWAYS dinner food available...and good eatin'!

District Dinner
Seneca’s District Dinner will take place on April 23rd, 7:00 at
Smokey’s on the Gorge restaurant at Adventures on the Gorge
in Lansing. Everyone is invited to the district dinne, we will be
honoring this years Eagle Scouts, Arrow of Light recipients and
adult leader awards. Registration brochure can be found on the

a great time of food and fellowship.
Spring Camporee
Seneca’s Spring camporee will be a fun filled weekend of caving at Oregon Cave! Scouts will take part in a four-hour hike
and exploration of the caves in Greenbrier County. This will
be a unique and exciting weekend. This event requires preregistration, and the registration packet has been sent to each
Scoutmaster. Please RSVP ASAP so that we can save you a
spot!
Cub Scout Day Camp
It’s almost that time of year again, Cub Scout Day Camp! The
Seneca District will offer camps in Fayette, Raleigh & Greenbrier counties. Registration packets are available online at
www.buckskin.org Register early to take advantage of the early

The district meeting is an opportunity to help improve the Cornstalk District, and the Roundtable provides the chance for leaders
to share their experiences with one another in order to learn new
effective methods of providing scouting to our youth. As such, we
would love to have as many volunteers (and even parents) attend as
possible. Come take part in making our district the best it can be!
This April, it will take place the first Friday of the month. Commissioner and OA meetings start at 6 PM, the District Meetings
start at 6:30 PM, and the Roundtables usually start at 7:30 PM. For

Our District Pinewood derby was a great success, although I
wish more boys were there to enjoy it. Thanks to Jeremy
Sippel and Thomas Kozikowski for supplying the track and
running the event. Congratulations to all the winners in each
division too. For the Tigers, Gabe Cantrell finished first,
Andy Dinovo came in second and Ashton Neal placed third.
Brodie Combs won for Best in Show. For the Wolf Den,
Nick Stacy came in first, Dawson Diffenbach came in second, and Alex McClanahan placed in third. Alex also won
Best in Show. For the Bears, Johnathan Hornbuckle came in
first, Chase Cantrell ended in second and Jason Hajenga
came in third. Chase Cantrell took the Best in Show trophy.
We only had 2 Webelos show up for the race, Christopher
Lockhart and Jacob Lange. Christopher won the race and
took home the Best in Show trophy. Christopher Lockhart
also won the Grand Championship for the district with
Johnathan Hornbuckle coming in second and Nick Stacy
finishing in third. I hope to see all three of them at the
Council race on April 11th in Charleston along with all the
overall Pack winners. Thanks again to all those who helped
and congratulations to all our winners!
Day Camp and Summer Camp
The deadline to get the reduced rate for Summer Camp and
Day Camps is fast approaching, as well as the deadline for
scholarships. May 1st is the deadline for scholarships and
May 15th the early bird special ends for reduced Day Camp
fees. These camps are the highlight of the year for our Cub
Scouts and Boy Scouts so please don’t deny them the opportunity to attend. And since they’re attending, you may as well
save some cash so sign up today!
Spring Camps
The Spring Camporee will be April 24 through the 26 at
Camp Roland. Dan Trent has a great program planned so all
our Boy Scouts need to be there! The Spring family camp
will be May 15 through the 17 and we will have a Hawaiian
Theme (hopefully we’ll have tropical weather to go with it).
Please plan on bringing the boys out for a great time!

It’s that time of year when many of our units are rechartering. Recharter is the process where a Scout unit renews its
charter as an official part of the Boy Scouts of America. This involves:
 an update of your unit’s roster (including adding/subtracting
members, updating contact information for individuals or your
unit’s chartering organization. Don’t forget those email addresses for Voice of the Scout surveys)
 payment of registration fees with the National Boy Scouts of
America organization ($24/Scout or Adult Leader plus the $40
charter fee)
Submit your complete charter registration with all signatures to the
council office on-time and you will earn the easiest 25-100 point
for the units Journey to Excellence.
