Here are some answers for future trivia questions you’ll have to make up on your own. • French Lick was originally a French trading post built near a spring and salt lick. Well that explains a lot. • French Lick was famous across the Joe Licata, United States as a spa town in the early IASBO President 20th century. • It also had casinos and attracted famous people such as boxer Joe Louis, composer Irving Berlin and Al Capone. • The Chicago Cubs and Chicago White Sox held spring training in French Lick from 1943-1944 because of war time travel restrictions. • Pluto Water, a best-selling laxative of the first half of the 20th century, was bottled there. • Franklin D. Roosevelt announced his intention to run for president at a National Governors’ Convention held at the French Lick Springs Hotel. • The town is famous as the birthplace of NBA great Larry Bird, AKA: “the Hick from French Lick”. Finally, the location of the IASBO 70th Annual Meeting! I sincerely hope you are able to join your fellow members in French Lick from May 11th -13th. continued on page 2 Articles of Interest . . . Joe ISBA MANAGEMENT SURVEY Michael Adamson, Director of Board Services for the Indiana School Boards Association, sent the following message to superintendents and school board presidents regarding the ISBA Management Survey. The link below is an updated 2016 Management Survey showing 231 corporations responding out of a possible 289 or 80%. Responses to the survey are up this year over previous years and thanks to everyone for providing this quick key personnel and school benchmark reference data for use by superintendents and board members alike. Rather than printing hard copies, we provide the data in the excel format to facilitate easily sorting the data by any of the column criteria. The first annual meeting was held in the Memorial Union on the Purdue University campus. Ralph Muller of Gary was the first IASBO President. Deane Walker, State Superintendent of Public Instruction, was the keynote speaker. The registration fee for the first meeting was $2.00. A pretty good deal even back in the forties. There were four sessions at the first meeting: Problems of a Purchasing Agent, Miracle Color in the Classroom, Maintenance and Operation of Public School Plants, and School Finance and Accounting as Affected by New Legislation. Some things don’t change. There is no record how many attended that first annual meeting, but it is for sure that IASBO has grown substantially over the years. With active members, non-members, retirees, guests and exhibitors, there will be close to 1,000 people attending the 2016 French Lick meeting. We have definitely come a long way in these past seventy years. But, it was those individuals in 1946 who saw a need for school business officials to meet and learn from each other. We all are indebted to that first group of pioneers for creating such a vibrant organization. This issue of the InterCom has the agenda for the 2016 IASBO Annual Meeting. There will be six preconference workshops, four 4 - IASBO InterCom April 2016 Certification Program courses, five Treasurer/Deputy Treasurer Round Tables, 28 clinic sessions, six Think Tank Sessions, and an exhibit hall with 200 exhibit booths. In French Lick, you will hear from the following: • State Board of Accounts • Indiana School Boards Association • Office of School Finance from the DOE • Indiana Public Retirement System • Director & State Archivist, Indiana Archives & Records Administration • Indiana Department of Local Government Finance • Educational Attorneys • IASBO Service Members • Your Peers The assistance for the Annual Meeting from our Sponsors is greatly appreciated. Sponsors at the Annual Meeting sponsor the following events/materials: • Platinum – Keynote Speaker; Awards Banquet; Thursday and Friday Breakfasts • Gold – Opening Mixer; Program Printing; Annual Meeting Bags; Annual Meeting Lapel Pins • Silver – Preconference Workshops; Wednesday Lunch; All Breaks All of our sponsors are listed in the InterCom. Please thank them for their contributions to Indiana ASBO. 70 years – that is quite an achievement. Those individuals who came together right after World War II had a vision for an organization to serve school business officials. When IASBO moved to Ball State University in the mid-1960’s Paul Nesper as IASBO’s Executive Secretary moved forward with that vision. In 1984, I was named Executive Director and since that time with the help of many wonderful Board members and staff we have strived to enhance the vision. Indiana ASBO is a viable and vibrant organization that is definitely the voice of school business management for the State of Indiana. For those of you thinking about this, I was not at the first IASBO Annual Meeting. My first Annual Meeting was in 1972. Don’t worry, I won’t ask how many of you were not born in 1972. I look forward to seeing many of you in French Lick. ____________ “The greatest leader is not necessarily the one who does the greatest things. U.S. Communities is the leading national government purchasing cooperative that reduces the cost of goods and services by aggregating the purchasing power of public agencies nationwide. U.S. Communities provides participants with access to a broad line of competitively solicited contracts with national suppliers that have committed to providing their lowest overall public agency pricing. Each month more than 500 new public agencies register to participate. This continuing rapid growth is fueled by the program’s proven track record of providing public agencies unparalleled value and the best government pricing available. The program offers: No User Fees – no costs or fees to participate. Best Overall Supplier Government Pricing – by combining the potential cooperative purchasing power of more than 90,000 public agencies, you are able to access the best overall supplier government pricing. Quality Brands – thousands of the best brands in a wide variety of categories, services and solutions. Integrity and Experience – unlike other government cooperative purchasing organizations, U.S. Communities national government purchasing cooperative is founded by 4 national sponsors and over 90 state, city and regional organizations. Oversight by Public Purchasing Professionals – our third party audits on contracts ensure that program pricing commitments are met, with benchmark analyses against other suppliers and retailers to guarantee participants the best overall value. All contracts have been competitively solicited, evaluated and awarded by an impartial lead public agency in accordance with their public purchasing rules and regulations. Applying these competitive principles satisfies the competitive bid requirements of most state and local government agencies. They are working to raise awareness with leaders at the Congressional Level and with the Administration about the role of school business officials (SBO’s) and establish the organization as a reliable resource for information about issues that affect school districts. Just as IASBO relies on members in the field to become the “face” of the school business official perspective in state level advocacy efforts, the same is true for ASBO International. SBOs at the local level are best suited to describe the effects Federal legislation and funding affects districts and the students they serve. To help SBO’s become more knowledgeable about pending Federal legislative and regulatory issues, ASBO has teamed up with the American Association of School Administrators (superintendents association) to jointly host a legislative advocacy conference in Washington, D.C. Event Information ASBO International and The American Association of School Administrators (AASA) are excited to announce the 2016 Legislative Advocacy Conference (http://aasa.org/legconf.aspx), July 12-14, in Washington, D.C. At this unique advocacy event, you can meet and interact with key policymakers, get the latest information on the 2016 election and what it means for your school, and learn how to effectively advocate for your district. FORECAST5 WEBINARS Through Indiana ASBO’s partnership with Forecast5 Analytics, we invite you to attend a webinar on 5Cast, the latest financial projection and budgeting resource available to Indiana school leaders. 5Cast brings together budgeting, forecasting, and an analytics engine that produces Board-ready reports in a single cloud-based software tool. School districts from across the country are utilizing 5Cast for budget building, staffing plans, and multi-year projections. All this is done using your general ledger level of detail straight from your accounting system to run multiple scenarios in 5Cast. We look forward to having Forecast5 demonstrate the 5Cast application in the coming weeks.
