Introduction The early years are an exciting time for you and your child. Research shows that the years from birth to six represent a very important time for development. Supporting your child’s learning through these early years is part of each parent’s journey, but you are not alone. There are many wonderful programs in our community that offer support to families, information to parents and nurturing environments for children. Licensing, Health and Safety Child care programs are licensed and monitored by the Ministry of Children and Youth Services under the Day Nurseries Act. The regulations of the Act are designed to ensure standards for children’s health, safety, development and learning. In Ontario, caregivers who look after up to five unrelated children under the age of 10 do not have to be licensed. Fee Subsidies and Supplements Fee subsidies provide financial assistance toward the cost of licensed child care for parents determined eligible by an income test. The following is what children need to reach their full potential and how you can help. To reach their full potential, children: Need to be safe. Keep play spaces free from danger. Watch children closely, while encouraging them to explore, be active and learn new skills. Need to feel secure. Have fun together, smile, laugh, hug, show delight and affection whenever possible. Respond to children’s fears, frustrations and failures in a calm manner, so children feel safe and loved. Need help to understand themselves and their feelings. Admire children for trying new things and be patient when they make mistakes. Reassure them and show them ways to calm down when they are upset. Need to be healthy. Children need a variety of good foods, fresh air, time to be active and time to rest, everyday. Children also need regular medical checkups and immunizations. Need to play. Talk, sing and play with children. Read to them and listen to their stories. Encourage children to explore new sights, smells, tastes, sounds and activities. Join them in play that encourages imagination and creativity. Need routines and guidance. Keep to routines and make transitions predictable, flexible and enjoyable. Be consistent and fair with expectations. Need to make friends. Show children how to be kind and how to play with others. Be patient and consistent in helping them learn how to solve conflicts. Below are helpful questions and qualities to help you make an informed choice. Questions to help clarify your needs and priorities: q Do I need full or part-time care? q Do I need care for more than one child? q What can I afford to pay each month? q Am I eligible for child care fee subsidy? q Do I prefer centre or home-based care? q Is the program licensed? q What program hours do I require? q Do I want a program that is close to school, home or work? q Do I want to participate in my child’s program? Programs Offered Number of Children Child Care/ Early Childhood Education Centres Qualified early childhood educators provide programs year-round in licensed settings. Centres are located in free standing buildings or within schools, workplaces or churches. Setting Full-day and parttime programs for infants, toddlers, preschoolers and school age children, up to 12 years old. Maximum number of children in a group and staff:child ratios are set by the government, based on age. 1 staff to 3 infants 1 staff to 5 toddlers 1 staff to 8 preschoolers 1 staff to 10 JK/SKs 1 staff to 15 schoolage children Preschools and Nursery Schools Qualified early childhood educators provide programs from September to June in licensed settings in schools, churches or community locations. Half-day programs for one to five days per week, for children 2 to 5 years old. Some co-operative programs require parent participation. Maximum number of children in a group and staff:child ratios are set by the government based on age. 1 staff to 8 preschoolers Home Child Care Caregivers connected with a licensed agency are approved as meeting government standards to offer child care in their homes. Full-day and parttime programs for infants, toddlers, preschoolers and school age children, up to 12 years old. Caregivers may provide care for up to 5 children, including the caregiver’s own children under 6 years of age. Extended Day Program for Full Day Kindergarten Qualified staff provide supervised programs in licensed settings in schools. Extended day programs before and/or after Full Day Kindergarten, full day programs on professional activity days and some school holidays, for children 4 to 5 years old. Maximum number of children in a licensed program is set by the government: 1 staff to 10 JK/SK children School Age Programs Qualified staff provide supervised programs in licensed settings in schools, child care centres or community locations.
