A key part of the justice system is ensuring the victims of crime are treated with care, compassion and respect. It was clear from talking to victims and stakeholders, that elements of the transition of these claims from the old Victims Compensation Scheme to the new Victims Support Scheme created some inequities. The NSW Government has acted to address those inequities. We have kept our promise to give people who were affected by the transition the chance to have their claims reassessed. All eligible victims will receive written notification from the Department of Justice during September outlining the application process. Applicants must apply before 31 August 2016 to have their claim reassessed. Applicants will have six months from the date of their application to provide sufficient evidence as required under the old scheme. In cases where they received more support from the transitional scheme, they will be given the opportunity to withdraw their application. The cost of reassessing transitional claims and making compensation payments to claimants has been accounted for in the NSW Budget. The Victims Support Scheme has made it faster and easier for people to get help when they need it, not months or years later. People now receive payments within a month rather than 31 months under the old scheme. People can also access extensive counselling by qualified professionals. There are around 204,000 boat trailers currently registered in NSW. This number is forecast to increase by around 2.9 per cent per annum of the next decade. Currently, a boat trailer can be parked for an indefinite period unless there are parking restrictions or reasonable grounds to believe the trailer has been left abandoned or left unattended. This applies whether or not the trailer is registered. Under the changes, boats left in the same place for more than three months will be impounded. Ms Upton said boat trailers being parked in residential areas has been an ongoing source of frustration for residents in densely populated areas. “Increasingly, boat owners are using street parking as a long term parking solution for their boats. This in turn has led to legitimate concerns by residents about loss of amenity.” “These new measures will allow council officers to specifically target boat trailers which have been parking for considerable periods of time and for which their councils have received complaints,” said Ms Upton said. The NSW Government has also set aside $5 million to assist local councils and other organisations establish off-street boat trailer parking facilities to help ease congestion.
