HOW TO GET A STARTUP QUOTA – 2016 WHO QUALIFIES Anyone who wants to start a new sugar bush or buy a sugar bush with no quota and apply for a quota of up to 25,000 taps Important : The applicant must have more than three years without direct or indirect involvement in another sugar bush operation. OR Anyone currently operating a sugar bush without a quota, if : • The entire harvest is sold directly to consumers or • The entire harvest has been delivered without a quota to the Federation for the past three years and any applicable fines have been paid DOCUMENTS TO SEND IN BY AUGUST 15, 2016 : A duly completed “Startup” form (see page 2) SEND YOUR DOCUMENTS IN A POSTMARKED ENVELOPE BY AUGUST 15, 2016 TO : FPAQ New quotas – Startup Maison de l’UPA 555 boul. Roland-Therrien – Suite 525 Longueuil, Quebec J4H 4G5 Or by email: info@fpaq.ca Your permit to operate a sugar bush on public land with a maximum of 25,000 taps or a certificate from the appropriate ministry, authority, or agent certifying that the sugar bush in question is for the producer’s exclusive use or The deed or successful bid for a sugar bush that is without a quota or A notarized, registered lease on private land for a minimum of 15 years and a statement by the owner of the leased sugar bush declaring that he or she is not a maple syrup producer or tied to a maple syrup producer A business plan (max. 5 pages) that meets the requirements explained in “Startup Business Plan – A Guide to Implementing Your Business Plan” The cadastral description and a plan of the sugar bush (GPS outline and tapping capacity) The Federation is aware that the demand on forest engineers to produce cadastral plans for each component before the deadlines for 2016 could create a bottleneck. Exceptionally for 2016, if a plan cannot be submitted by the deadline, the producer will have the option of providing a certified letter from the engineer with the expected completion date for the plan. I understand that if I want to start operations on my sugar bush in 2017, I must notify the Federation by February 1, 2017, at the latest, whereas if I want to start operations on my sugar bush in 2018, I must notify the Federation by February 1, 2018, at the latest. I understand that I must personally operate the new sugar bush for a minimum of three (3) years and I undertake to do so. I understand that if the Federation of Quebec Maple Syrup Producers awards me a quota, it may withdraw that quota if I make false declarations in my application, if I don’t complete my project in the allotted time, if I don’t meet the eligibility criteria, or if I don’t provide all of the necessary documents. I undertake not to add more taps without the Federation’s express written authorization and not to sell maple syrup produced in sugar bushes other than those declared to the forest engineer who produces the cadastral plan of my sugar bush for my startup quota application.
