12 Thursday, December 24, 2015 Grundy RECORDS Register www.thegrundyregister.com .BOARD OF SUPERVISORS PROCEEDINGS The Grundy County Board of Supervisors met in regular session on December 14, 2015, at 9:00 A.M. Chairperson Schildroth called the meeting to order with the following members present: Smith, Bakker, Ross, and Riekena. Motion was made by Ross and seconded by Bakker to approve the minutes of the previous meeting. Carried unanimously. Gary Mauer, County Engineer, reviewed department matters with the Board. It was reported that Mardy Holst and Jacob Bauer, AHTS Architects, are unable to attend the meeting as previously scheduled. Todd Rickert, Regional Coordinator of Disability Services, reported that County Social Services has allocated $200,000 for the proposed annex building in its budget for Fiscal Year 2017. Motion was made by Riekena and seconded by Ross to approve the application for renewal of a Class C Beer Permit and a Class B Native Wine Permit for The Mill of Holland. Smith requested a roll call vote. Ayes – Bakker, Ross, Riekena, and Schildroth. Nays – None. Smith voted present. Carried 4-0. Motion was made by Bakker and seconded by Ross to accept and order filed the Clerk of Court’s November 2015 Report. Carried unanimously. Motion was made by Smith and seconded by Bakker to introduce Resolution #25-2015/2016 as follows: BE IT RESOLVED BY THE BOARD OF SUPERVISORS that it is hereby ordered that the lengths of the mileage of the several telephone, telegraph, electric and gas companies in Grundy County, Iowa, and the assessed value and taxable value thereof, be according to the schedule as published with these minutes and the County Auditor is hereby ordered to spread the same upon the tax books of said county for the year 2015, payable in the fiscal year 2016/2017. The vote on the resolution was as follows: Ayes – Smith, Bakker, Ross, Riekena, and Schildroth. Nays – none. Resolution adopted. Motion was made by Ross and seconded by Smith to approve the estimate for audit services for the FY2016 county audit with the Office of Auditor of State and to authorize the chairperson to sign the same. Whenever any building or structure is found to harbor wild animal infestation such that it is unsafe for human habitation or constitutes a potential hazard to the public, it shall be considered unsafe. Remediation must include both removal of the infestation and associated biohazards and measures to prevent re-infestation. This ordinance was passed by the city council on December 14, 205. These amendments will require building permits to be needed to replace or reroof a property, install a fence, and increase the building permit fees. The Grundy Center School Board met in regular session on Wednesday, December 16, 2015 in the High School IMC. President Saak called the meeting to order at 5:00 PM. Roll Call: Present: Ascher, Gordon, Johanns, Mackie, Saak Admin: Lebo, Sammons, Wagner Visitors: Rick Schupbach, Kenny Young, Heather Gutknecht, Caleb Bonjour, Vicki Knaack, Amber Greiman, Andrew VanHooreweghe, Will Barnes, Gary Sinclair, John Jensen, GC Band Members The board recited the Pledge of Allegiance. Motion made by Director Ascher, seconded by Director Gordon to approve the Agenda. Motion carried unanimously. President Saak welcomed visitors. Motion made by Director Ascher, seconded by Director Mackie to approve the Consent Agenda approving the minutes from the 11-18-2015 Regular Meeting along with bills presented for payment. Motion carried unanimously. Discussion on student achievement revolved around three main topics: SINA Plan, Every Student Succeeds Act, and the Iowa Department of Education’s “Attendance Center Rankings” tool. Grundy Center has many things to celebrate including: Band presentation, McElroy grant gift, our elementary winning the Buddy Bench Contest, and 2016-2017 TLC Plan approval. Extra-curricular activities have many honors: #1 state ranking for Cheer, high state rankings for Dance, LEGO league challenge, All-state bids for Flater, Hook and Lindeman. The board was given an opportunity to ask questions on the department/progress reports given by Mr. Sammons, Dr. Lebo, Mr. Ackerman, Mr. Schutz, and Mr. Wagner. OLD BUSINESS: Mr. Schutz presented a spreadsheet of financials for the 5 year facility plan. Discussion on PPEL/SAVE reserve and the board suggested the reserve be set at $200,000.00. NEW BUSINESS: Mr. Schutz explained his facilities ideas for the future of GCCSD. Mr. Gary Sinclair gave a presentation on his analysis of GCCSD financial overview and projection for the future. Mr. Schutz gave the recommendation to set our unspent balance goal at $1,000,000.00 or 15% of the spending authority generated for the FY17 General Fund. Motion made by Director Mackie, seconded by Director Ascher to approve the open enrollment of Charlie Buss, Christian Buss, and Michela Cowan coming from the AGWSR district for the 2015-2016 school year. Motion carried unanimously. Motion made by Director Mackie, seconded by Director Gordon to approve the open enrollment of Mallory Lynch coming from the BCLUW district for the 2016-2017 school year. Motion carried unanimously. The Board reviewed the upcoming dates to remember. Motion was made by Director Johanns, seconded by Director Gordon to go into closed session at 6:56 PM per Iowa Code 21.5 1 (i) to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to the individual’s reputation and that individual requests a closed session. Motion carried unanimously. The board came out of closed session at 7:28 PM. Motion made by Director Ascher, seconded by Director Mackie to approve the resignation of Frank Williams from his fifth grade teaching position and to approve the proposed agreement between Frank Williams and the Grundy Center CSD. Motion carried unanimously. Motion made by Director Ascher, seconded by Director Mackie to adjourn the meeting at 7:33 PM. The board met in exempt session to discuss negotiation strategy.. GRUNDY CENTER COMMUNITY SCHOOL DISTRICT ARREST: Ron Saak, Board President Becki Smith, Board Secretary CITY OF LISCOMB REGULAR COUNCIL MEETING DECEMBER 14, 2015 The regular council meeting of the City of Liscomb was opened by Mayor Hank Penner at 7:00 pm. Roll call was answered by Cam McCubbin, Ted Gunderson, Jerry McDonald, and Esther Mosher. Also present were Ben Olson, Deputy Sheriff Hunter, Darwin Bracy, 2 residents and a member of the press. Motion to approve the agenda was made by Mosher, seconded by Gunderson. Motion carried with 4 ayes. Deputy Sheriff Hunter gave the sheriff report. He answered some questions about items on the report. It was reported that the increased presence in town has been noticed. Deputy Hunter left. John Vry gave a report on Marshall County Solid Waste. Robertson has retired and a new manager has started. He left the annual audit report and meeting minutes for anyone interested. Motion to approve the minutes of November 9, 2015 was made by Gunderson, seconded by McDonald. Motion carried with roll call of 4 ayes. Motion to approve the November 2015 financial report was made by Gunderson, seconded by Mosher. Motion carried with roll call of 4 ayes. Motion to approve the bill listing of November 10 to December 14, 2015 was made by Gunderson, seconded by McDonald. Motion carried with roll call of 4 ayes. Residents Concern: Olson reported that the ditch to the east of his house does not drain. It was noted that it is the county’s to take care of. The mayor will make contact with the Marshall County Engineer. OLD BUSINESS: The 3rd reading of Ordinance 102 – Rodent Infestation was done. Motion to approve the 3rd reading and adopt Ordinance 102 – Rodent Infestation was made by McDonald, seconded by Mosher. Motion carried with roll call of 4 ayes. Ordinance 102 will be in force after publication. The 3rd reading of Ordinance 103-Nuisance Abatement Procedure was done. McDonald made a motion to approve the 3rd reading of ordinance 103-Nuisance Abatement Procedure and to adopt Ordinance 103, seconded by Mosher. Motion carried with roll call of 3 ayes. Ordinance 103 will be in force after publication. NEW BUSINESS Items to consider for the 2016-2017 budget were discussed. Items discussed were basketball court improvements and street repair. Budget will be considered at the next meeting. Purchasing a new stove for the community building was also considered for this year. Motion made by McDonald, seconded by Gunderson to set THE GRUNDY REGISTER as the official newspaper for the City of Liscomb. Motion carried with roll call of 4 ayes. Committee Reports: Grundy Fire Department – Nothing to report. Streets & Alleys – The street work done was not done to satisfaction. Cessford Construction has been notified. Park & Rec & Community Building – Nothing to report. General & Utilities – Thank you for the Christmas lights being installed. Loren & Leah Mosher have decorated the sign for Christmas. The flag pole extension has been completed. The base shield and rope was donated by John Vry. Public Safety – Nothing to report. Mayor Penner encouraged the council members to not violate the open meeting law. McDonald was thanked for his years of service to the City of Liscomb. Mayor Penner and Council Members Mosher and Olson were sworn in. McCubbin was sworn in on November 25 and Jerry Gunderson was sworn in on December 16. Motion made by Gunderson, seconded by McDonald. Council member present were: Chad Cutsforth, Bob Haugenbak, Rob Weissenfluh and Nick Cleveland. Absent: Luke Osterhaus. Also present were: Sam Kollasch, Joe Becker, Kyle Wolthoff, Mike Camarata, Gary Bruns, Chris Heerkes, Zeb Stanbrough, Diane Paige, Ann Hilliard and Shane Metz. Consent Agenda – Motion by Cleveland to approve the following in the consent agenda: Sheriff Report, Library Report, Approval of Minutes as Presented and Delinquent Utility Accounts. Seconded by Cutsforth. All ayes. Carried. Sewer Project – Discussion on the Sewer Project to include the bypass from 7th street to the lift station. Gary from McClure presented maps of the bypass. Weissenfluh introduced Resolution #12091501, A RESOLUTION TO INCLUDE THE SEWER BYPASS FROM 7TH STREET TO LIFT STATION INTO THE WASTEWATER EXPANSION PROJECT, and moved that it be adopted. Seconded by Haugenbak. Roll Call Vote: Ayes: Cleveland, Cutsforth, Haugenbak and Weissenfluh. Nays: None. Whereupon the Mayor declared Resolution #12091501 duly adopted. Dike Growth Planning – Joe Becker spoke about growth planning and when the wastewater committee meets to include the growth planning. Transfer Resolution – Discussion about transferring money from the general account to the LMI account for 2015 Fall TIF payment. Cutsforth introduced Resolution #12091502, A RESOLUTION TO TRANSFER $24,692.85 FROM GENERAL ACCOUNT TO THE LMI ACCOUNT, and moved that it be adopted. Seconded by Cleveland. Roll Call Vote: Ayes: Cleveland, Cutsforth, Haugenbak and Weissenfluh. Nays: None,Whereupon the Mayor declared Resolution #12091502 duly adopted Fire/Ambulance Report – Heerkes stated the furnace has been fixed at the fire station. Some of the staff has been to training. Superintendent Report – Metz reported that the booster valve will be coming soon. Also alley dragging will be ending for the season due to snow and will start up again in the spring. Audit/Exam – Received letter from the state about moving forward with exams, will be approximately done in March 2016. Health Insurance – Discussion of health insurance and time to renew current policy. The current policy ends January 31, 2016. Shane Metz will be getting quotes from Coventry, United Healthcare and Wellmark BCBS also Lindsay Nielsen will be speaking with TrueNorth about our current plan and quotes. Information will be presented at the next council meeting in January. `Bills to be Allowed and Paid – Motion by Cleveland to approve the bills. Seconded by Cutsforth. All ayes. Carried. Financial Reports – Discussion of LMI money to purchase fields and how to pay it back. Cutsforth will be discussing with LMI to find out more information. Oath of Office – Oath was given to Mike Soppe for Office of Mayor and Sam Kollasch for Office of City Council. Luke Osterhaus was not present oath will be given at later date. Garbage bag discussion – Discussion about changing city garbage bags to a drawstring style. Lindsay Nielsen received quotes from WasteZero about the cost of drawstring bags and twist tie bags we currently use. Also waiting on an updated quote from Iowa Prison Industries where we currently get bags. Current bags cost $1.30 per bag and drawstring bags would be $1.35 per bag. Motion by Weissenfluh to purchase 100 boxes of drawstring bags and sell at $1.35 per bag to see if citizens like. Seconded by Haugenbak. Ayes: Cutsforth, Haugenbak, Weissenfluh. Nays: Cleveland. Carried. Legion Carpets – Discussion about cleaning the carpets in the legion hall and city office/council chambers. City Clerk Comments – Training on Summit took place on Monday, December 7 and Tuesday, December 8, 2015 and went really well. More training will be soon. Mayor Comments – Mayor Soppe would like to thank DCBA for the great work on Razzle Dazzle. Also thank you to Shane Metz, Shane Metz Jr. and Rob Heerkes for all the work getting the tree up and decorations. Thank you to Rob Weissenfluh for his years of service on the city council. LEILA ERIKSEN, age 24, Sioux City, slowed to stop for a vehicle in front of her that was going to make a left turn. BENJAMIN LATUSEK, age 17, Dike, was behind Eriksen and was distracted by looking around. He then noticed Eriksen was stopped. He attempted to swerve but still struck Eriksen. Eriksen’s 2013 Honda received an estimated $5,000 damage. Latusek’s 2002 Chevrolet received an estimated $4,500 damage. LATUSEK was issued a citation for FAILURE TO MAINTAIN CONTROL. BRETT GILBERT, age 46, Cedar Falls, was arrested December 15 at 9:25 AM by Henry County authorities on a Grundy County warrant charging him with INDECENT CONTACT WITH A CHILD. Being held in lieu of bond. A two vehicle accident occurred December 16 at 4:15 PM in Reinbeck. CRISPIN SPAULDING, age 71, Reinbeck, was southbound on Blackhawk St and struck a 2008 Ford, owned by Rena Sells, Reinbeck, which was unoccupied and legally parked. The impact pushed the vehicle up on to the sidewalk. Spaulding’s 2007 Volvo received an estimated $4,000 damage $4000. Sells’ 2008 Ford received an estimated $1,600 damage. No summons, no injury.
