Wellness Week
The ninth annual Mountain Valleys Health Centers Community
Wellness Week begins Monday
and continues through Aug. 12
in celebration of National Health
Centers Week. The health fair
will be from 9 a.m. to 1 p.m.
The aim of the week is to provide blood draws at steeply
discounted prices, collaboration with local community organizations, and educate community members on wellness
resources available. The Wellness Week schedule includes
Monday at the Safeway parking
lot in Burney, Tuesday at the
Plumas Bank parking lot in Fall
River Mills, Aug. 10 at the Bieber
Memorial Park, Aug. 11 at the
Tulelake Veterans Park, and Aug.

Mayers to cease
delivering babies
Finding qualified staff is problem;
Emergency OB service to continue
Recruiting family physicians
and nurses to provide obstetrical services at Mayers Memorial
Hospital has proven too challenging over the past five years,
resulting in the decision to halt
child birthing beginning Sept. 15
at the facility.
Hospital CEO Louis Ward
said Monday that Mayers has
been facing a “triple threat” of
lower childbirth volume, and
physician and nursing shortages in recent years which led
to the decision.
“We’ve seen a decline in the
number of babies delivered – 54
in 2015 from a high of 108 in
2006, plus a lack of OB-trained
staff to fully cover the 24/7 on
call hours required,” Ward said.
“Additionally, there are fewer
physicians locally who are
delivering babies. Despite dedicated efforts to recruit and hire
OB nurses, (Mayers) has been
unable to be fully staffed,” he
said.
The hospital district lost
$46,000 in providing OB services in 2015, but Ward said the
financial loss wasn’t a factor in
the decision. The loss is a very
small percentage of the district’s
$23 million budget approved by

Centennial celebration adds to
fun this year at Lassen park

When it comes to birthdays, there’s
a certain undeniable ring to the number
100 and that’s definitely the case at
Lassen Volcanic National Park, which is
celebrating its 100th birthday this year.
And even though Lassen Peak, the
park’s 10,457-foot-high birthday cake,
blew its candles out long ago, this birthday party will continue all summer.
There is plenty worth celebrating: the
park turns 100 years old on Tuesday
and the National Park Service itself hits
the century mark on Aug. 25. (Lassen
Peak itself noted the 100th anniversary
of its largest eruption on May 22, 2015.)
The park is using the centennial as
the inspiration for a bit of a makeover,
according to Karen Haner, the park’s
chief of interpretation and education.
“Foremost with the centennial is
helping Lassen Volcanic National Park
stay relevant and gain relevancy; we
want to connect with new audiences
and let them see what opportunities are
here for them,” Haner said.
On an organizational level, Lassen
is using the centennial as the springboard for its Wilderness and Backcountry Stewardship Plan. When completed,
the plan will guide the management of

“This (eliminating OB
services) is something that
was incredibly difficult to
make,” Ward said.
After years of evaluating
and efforts to sustain the
service, the hospital directors reached a consensus
to halt obstetrical services
at Mayers Memorial Hospital.
The board’s decision
was made based on the following reasons, Ward said.
• Declining numbers
of newborn deliveries at
MMHD
• Ability of MMHD to
maintain integrity of obstetrical services at the highest
level
• Challenges of recruiting OB/GYNs and Family
Practice Physicians to rural
areas
• Inability to recruit OB
trained RNs to the area as
the newborn volumes are
the lowest in the state of
California.
Many of the staff at
Mayers had worked diligently to combat the
national trend of rural hospital obstetric department
closures.
In early July, a Las Vegas
region hospital was still
struggling to find medical
staff needed to help pregnant women deliver babies
close to home.
The investor-owned hospital had offered good pay,
loan repayment and other
incentives to attract a pediatrician and OB-GYNs to
the town, to no avail, said
Alta Vista CEO R. Chris
Wolf and reported in the
Washington Times.
“We tried hard. We met
with OB-GYNs about providing backup,” Wolf said.
“We had no takers.”
With the loss of its last
two OB-GYNs and difficulty
attracting new ones, the
hospital has no choice but
to keep the services closed,
he said.
The closure there underscores the difficulty in delivering full medical services
in the far-reaching rural
areas of New Mexico and
other parts of the country.
At Mayers, efforts were
taken on a multitude of
efforts over the past five
years, Ward said, including
but not limited to
• Hiring a highly trained/
skilled OB Nurse Manager
• Actively recruiting OB
RN’s
• Partnering with other
obstetrical providers in an
effort to train highly skilled
OB RNs (Enloe Medical
Center, UC Davis, and
Mercy Medical Center)
• Continual meetings
with the Clinics and Providers in the area to make
them aware of the challenges of providing obstetrics in a rural area
• Closely working with
Partnership Health Plan (a
major insurer in the area) to
try to improve volumes by
working with providers and
patients.
• Marketing services
through the use of print,
social,
and
television
medias in an effort to
increase volumes.
“Even with all of the
work and a shared goal of
preserving the service, the
national trend of patients
seeking out OB/GYNs and
an urban setting for delivery
has been too strong,” Ward
said.
“For the third year in a
row, MMHD has been the
lowest birth rate hospital in
California,” he said.
A lack of OB trained staff
has made providing OB
services a challenge over
the recent months.
“There are not enough
OB trained staff to fully
cover the 24/7 on call hours
required. Additionally, there
are fewer physicians locally
that are delivering babies.
Despite dedicated efforts to
recruit and hire OB nurses,
MMHD has been unable to
be fully staffed,” he said.

work to reverse that.
One big step in that
direction is Volcano Adventure Camp, a repurposed
campground designed to
introduce underserved kids
to the joys of camping and
learning in an outdoors
environment.
A ribbon-cutting ceremony is scheduled for Saturday.

On July 19 at about 9:30
a.m., deputies from the
Intermountain area served
a search warrant on Terry
Erlandson’s
residence,
42900 Little Lakes Drive in
Fall River Mills.
Deputies received information Erlandson had an
indoor marijuana grow in
his garage.
Deputies searched the
residence and located 306
marijuana plants in different
stages of growth.
Some of the plants were
getting close to being harvested.
Deputies also located
evidence of sales in the residence, as well as several
firearms and ammunition,
said Sgt. Quentin Johnston.
Erlandson was not home
during the search of his residence.
The marijuana grow was
destroyed and all evidence,
including the firearms were
seized as evidence.
The case is still under
investigation and will be
submitted to the DA’s Office
for prosecution.

for them.” The Lassen Park
Foundation has a scholarship program to help offset
the cost of the camp.
“Another really cool
effort, besides connecting
with youth and preserving
the wilderness, is we want
to create opportunities and
support scientific and cultural research to help us
learn more about Lassen
and its surrounding environment by using it as a natural
laboratory,” Haner said.
The Astrobiology Student
Intern Program involving
NASA and Red Bluff High
School is a good example
of the research possibilities
at the park.
Students and scientists are looking at the
“extremeophile” life forms
found in Lassen’s hot and
acidic hydrothermal pools
to find comparison to possible life forms on Mars,
which may have presented
a similarly hostile environment.
Humboldt State and
other colleges also are
involved in similar research
on the bacteria that live in
the extremely hot and acidic
waters, Haner said.
“The study of these different life forms is very fascinating,” she said.
Despite combining some
of the best elements of both
Yosemite and Yellowstone
national parks, Lassen has
remained one of the bestkept secrets in the country’s
national park network.
Haner said Lassen officials hope the yearlong
Centennial activities help
change that.
“We’d like to see more
tourists
find
Lassen.
There’s still quite a bit of
room for people to visit. And
we’d like local community
members to come back to
the park and use it, to be a
visitor and a steward. There
are some people in our
community who have never
been to Lassen. They don’t
realize what a wonderful
thing we have right here.
They don’t have to travel
hundreds of miles.”

technique during her residence at Manazanita Lake.

You’ll Go Fight For
Me, Mr. Candidate

Lately I have been listening to political campaign
speeches, which has helped me catch up on some
sleep I have missed in the last two years. Don’t get me
wrong on this issue. It is not that I am bored with this
whole business. It is simply the fact that if you have
heard one political campaign speech, you have heard
one too many.
I once read about a politician making an impressive
campaign speech sometime after the Civil War.
“Fellow Citizens,” he bellowed passionately from
his campaign stump, ”I have fought against the Indians. I have often had no bed but the battlefield, and
no canopy but the sky. I have marched over the frozen
ground till blood has marked every step.”
By the time he finished with his speech everyone
was impressed with his illustrious record. Everyone,
that is, except one old codger in the back of the crowd.
Loud enough so the speaker could hear he said, “By
golly, if you ain’t done enough fer your country. Go
home and rest. I’ll vote fer the other fellow.”
Our country sorely misses that “old codger.”
One common thread in campaign speeches, I have
noticed, is each candidate wants to go to Washington
and “fight for me.”
I want to go on record and say that I am not mad at
anyone, really. Honesty compels me to admit that I do
not have any charitable thoughts toward the Devil, but
that is where I draw the line. In many regards I am a
pacifist and I will punch anyone in the nose who says
otherwise.
That is the trouble with our country today. Everyone
thinks he can solve his problem with violence and looks
around for someone to fight. I am violently opposed
to violence in any fashion (except my wardrobe which
makes a malicious fashion statement). Politicians
should set an example and stop fighting.
If these candidates want to fight for me, what I want
to know is where were they when I was in the third
grade and Ricky Callahan beat me up. I sure could
have used a fighting hand back then. As far as I know,
all of them looked the other way while I got my nose
bloodied and I have not forgotten.
Time has healed my wounds and I cannot think of
anyone I am mad at, with the exception, maybe, of politicians who insist on fighting for me. My advice is, don’t
fight for me, Mr. Candidate.
I do not need a politician to fight for me, but they
could do something, if they have a mind to (and try to
find one with a mind).
For example, start with bringing me a hot cup of
coffee each morning. I have a hard time getting awake
without that Java Jolt. My day would be a lot better
with this bedside service and I would even supply the
coffee.
Another little chore around the house that needs
expert attention is taking out the trash. I say expert
because we try to recycle at our home. My wife has
a saying around our home: A bag for everything and
everything in the bag. One morning I awoke and found
myself in a garbage bag on the back porch. I’m sure it
was not intentional.
Each candidate has some solution to balancing the
National Budget. Forget about the national debt. I could
use some help balancing my checkbook each month.
No matter how often I add those figures, I never get
the same result twice. The best I can do is add up the
figures at least three times and then take the average.
Those politicians boast of how they will handle International Affairs. As for me, time could be better spent
helping me with some neighborhood affairs. I am not
too concerned about the dog in Baghdad. The dogs
running around my neighborhood have me all hot and
bothered. I would be eternally grateful for an amicable
solution to this problem.
Once a politician is in office, he spends a lot of time
passing House bills. Just come and help me figure out
my monthly telephone bill. The telephone companies
in our country are destroying a thousand square miles
of trees each month just to make the paper to bill us.
I have no idea what all those fees are on my monthly
statement. One month I decided to call the telephone
company to ask about my bill. That was in 1989 and I
am still on hold!
This is just my short list, and, given more time, I am
sure I could come up with enough little jobs to profitably occupy an entire four year term of office.
I have all but given up on politicians. I am sure most
of them mean well, but the practical things in life are
important to the individual.
When I need practical, personal help, I turn to one
place and am never disappointed.
When I feel the stress and burden of daily life, I turn
to the Lord Jesus Christ. His cordial invitation is found
in Matthew 11:28-30, “Come unto me, all ye that labour
and are heavy laden, and I will give you rest. Take my
yoke upon you, and learn of me; for I am meek and
lowly in heart: and ye shall find rest unto your souls.
For my yoke is easy, and my burden is light.”
I can always count on God to fight my battles.

Senior project assists hikers
Megan Arseneau, a senior at Burney High School, decided to make her senior project one that
would not only be enjoyable but also interesting. On three separate days this summer, she “trail angeled,” supplying food and drinks for the hikers that pass through the area on a local stretch of the
Pacific Crest Trail. ‘Through my project I have been able to hear the hikers’ stories of where they’ve
been and what they’ve done while giving them food and a place to rest. I am so blessed to have had
Anna’s Country Kitchen as well as the McClung family donate to my project. Pictured above, from

WELCOME TO RIO
It’s nothing new for stories to emerge about how unprepared the host city is
in the weeks before any Olympics. In fact, it’s almost expected that there will
be issues with housing, infrastructure and traffic. Still, some of the reports
coming out of Rio as the Opening Ceremony nears are disturbing. As if the
threat of the Zika virus wasn’t enough, the city’s own police force has warned
that they are so pressed for funds that patrols have been cut and visitors will
not be safe. But at least the athletes will be taken care of, right? Don’t be so
sure: Guanabara Bay (site of sailing and windsurfing events) and Copacabana
Beach (marathon swimming and triathalon) are so polluted with garbage and
untreated sewage that athletes have been warned not to open their mouths
to avoid catching serious illnesses from the polluted water.
BOLT’S LAST STAND
Jamaican sprinter Usain Bolt, world record holder in the 100m and 200m, is
looking to make history in his final Olympic appearance. Bolt is going for an
unprecedented “triple-triple” — gold medals in the 100m, 200m and 4x100m
in three straight Olympics. The 29-year-old took home gold at the Beijing 2008
and London 2012 Olympic Games and has said he will retire after the 2017
World Championships. One of those standing in his way is Justin Gatlin, the
34-year-old American who won the 100m Olympic gold in 2004 and the bronze
in 2012. Gatlin fueled the rivalry between the two recently by suggesting that
perhaps Bolt received undeserved special treatment when he was named to
the Jamaican Olympic team despite being injured and skipping the country’s
Olympic trials. But Bolt is healthy now, as are his chances to make history.
BILES’ OLYMPIC DEBUT
United States gymnast Simone Biles was too young to compete in the 2012
Olympics, but her credentials are undeniable: She’s won three consecutive
all-around titles at the World Championships (a first) and has won the last
four all-around titles at the national championships. In fact, she hasn’t finished anywhere but on top of an all-around competition since 2013. She is
expected to win gold in the all-around and team competitions, and she is the
reigning world champ on floor and beam. Given that she boasts the most difficult vault combination in the world, a five-gold-medal performance is not
out of the question. But keep an eye on American teammate Gabby Douglas.
The 2012 all-around gold medalist is trying to become the first repeat Olympic
champion and finished second to Biles at the 2015 world championships.
STARS OF THE POOL
There will be no shortage of recognizable names at the swimming events,
starting with the sport’s biggest star. Michael Phelps, who retired after the
London Games in 2012 only to change his mind and return at age 31, will be
looking to add to his record 22 career medals after qualifying for three individual events. He will also likely be part of all three men’s relays on a strong
U.S. team that includes 11-time Olympic medalist Ryan Lochte on the men’s
side and London stars Missy Franklin and Katie Ledecky on the women’s
side. At 21 and 19, respectively, Franklin and Ledecky should be fixtures for
years to come. Host Brazil will field its largest swimming squad ever, but
the locals will miss cheering their biggest star as 100m world-record holder
Cesar Cielo, a three-time Olympic medalist, stunningly failed to qualify.
BACK ON COURSE
For the first time in more than a century, golf will be a part of the Olympic
Games. Unfortunately, many of the sport’s biggest names won’t be competing.
Fear of contracting Zika virus will keep the top four players in the latest world
rankings — Jason Day, Dustin Johnson, Jordan Spieth and Rory McIlroy —
away from Rio, and they are not alone. At least 10 others passed on a chance
to compete for one reason or another. Still, half of the world’s top 10 will be
on hand, including Americans Bubba Watson and Rickie Fowler. Watson has
gone so far as to say he’d rather win a gold medal than another major title,
but he’ll have his hands full in the four-round stroke-play event. In addition
to Fowler, Watson will face British Open Champ Henrik Stenson, as well as
Spain’s Sergio Garcia and Great Britain’s Danny Willett and Justin Rose.

(HHSA), is seeking responses to a Request for Information (RFI), in the form
of a Letter of Interest (LOI), to provide individual psychological evaluations,
adoption psychological evaluations, psychotherapy, parent/child bonding
assessments and sibling bonding assessments to the County of Shasta.
The selected responder(s) must be a licensed psychologists (“LP”), licensed
clinical social workers (“LCSW”), or licensed marriage and family therapists
(“LMFT”). The LP/LCSW/LMFT must have experience with performing the
following: Individual Psychological Evaluations, Psychotherapy, Adoption
Psychological Evaluations, Parent/Child Bonding, or Sibling Assessments.
Responders wishing to submit a response to this RFI are required to attend
a Responders conference on August 1, 2016, 11:00am at Howell Hall East,
1604 Market Street, Redding, CA 96001 and submit a LOI to Micki Mills,
